RESEARCH OBJECTIVE: The purpose of the paper is to assess the efficiency of the active forms (Quiz, One Pager, the World Café, Visualization: Mind Mapping, Interactive lecture-discussion) used within the European studies for PhD students on ensuring quality of higher education. THE RESEARCH PROBLEM AND METHODS: The empirical material of the research was collected by questionnaire with the direct participation of the authors. The respondents were asked to rate each of the active forms on a Likert scale from 1 to 5 points in order to obtain a rating scale for each of the active forms. THE PROCESS OF ARGUMENTATION: The main professional and general competencies of PhD degree seekers (ability to analyse, evaluate and synthesize new and complex ideas; ability to apply knowledge in practical situations; ability to work in a team etc) can be developed using the active forms of training. RESEARCH RESULTS: The study showed that active forms are effective for the European studies and development of the professional competence of PhDs. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The active forms are promising for PhD students’ training, especially for the instruction of complex knowledge and the formation of transversal competencies. No less important is the conclusion about the need to use a set of methods that together ensure the implementation of the full range of educational tasks.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

   The research aims to identify the level of strategic leadership and quality of higher education, and testing the relationship of correlation and influence between strategic leadership and quality of higher education, The research problem was the role of strategic leadership in the quality of higher education of Diyala University. The questionnaire was used as a data collection tool, distributed to 30 forms as a sample for research, analyzed using the SPSS program, For the purpose of testing research hypotheses. The research found a correlation and an impact between strategic leadership and quality of higher education. The research ended with a set of recommendations that it is hoped will benefit the concerned.

The article discusses the problems and prospects of professional development of civil servants in the field of internal and external state financial control. The relevance of the research problem is due to the active development of legislation in the field of control and supervisory activities, which leads to increased requirements for state auditors. Since Federal Law No. 79-FL of 27.07.2004 "On the State Civil Service" and the Decrees of the President of Russia adopted in addition to it establish a minimum list of requirements for the qualifications of employees. In practice, the control bodies proceed from a fairly broad interpretation of the qualifications and competence of auditors, which negatively affects the quality of their activities. According to the results of the study, the concept of professional competence of the state auditor was formulated, which should be fixed in the industry legislation, and the Federal Professional Standard of Higher Education in the field of state audit was also studied, in accordance with which employee retraining programs should be brought in order. The material of the article is based on the current legislative framework and taking into account the latest trends in the training of employees of state financial control bodies.

The result of the research made it possible to prove the value of professionally important qualities of the teacher in the improvement of the quality of educational services in the conditions of competitiveness of higher education system. Qualitative foreign teaching is one of the most important key characteristics defining the professional competence of a higher school graduate as a whole and is considered from the point of view of systemacy, of integral content, of teaching technologies, of methods of control and assessment of the results.

Development of modular educational programmes based on the formation of trainees’ competencies solves the problem of ensuring a unified approach for the construction of educational programmes of specialties. The implementation of requirements of the Bologna process to ensure the quality of higher education in accordance with the Dublin descriptors implements the novelty of the research in the framework of the modular technology of education in Kazakhstan. The aim of the study is to reveal the process of development of modular educational programmes through the organization of pedagogical process of Formation of Professional competence of trainees. The primary methods used are theoretical generalization, justification and systematization. The study design includes discussions of authors from different countries, definitions of main meanings, schemes, figures, tables. The key results of study is to reveal the Structure, Model, Scheme and stages of the organization of pedagogical process of Formation of Professional competence. Specific asked questions for research in general prospects of implementation of modular educational programmes are formulated in the conclusion.

Abstract. Personal and professional development is essential for the teaching profession. This development shall provide the formation of education as a social value. A significant role in the development of the professional competence of a teacher is self-educational activities. The article indicates a certain study of the issue, there are the names of scientists in the article who are revealing the essence of the concepts of "competence", "professional competence", "self-education". It is emphasized on the contradictions arising between the socially determined requirements for increasing the professional competence of a teacher and the organization of self-educational activities of teachers in the educational institutions and the need to create conditions in the institution of general secondary education to organize the self-educational activities of a teacher. Under the analysis of theory and practice concerning the research problem, the main components, forms of self-educational activity are determined: educational, scientific-methodical, scientific-research. Forms of self-education of teachers are defined: individual, which is regulated by the teacher according to his needs and administrative, which is organized by administration of educational institution to create conditions for organization of self-educational activities of teacher. The basic principles of self-education activities of teachers are identified as follows: integrity, practical orientation, mobility, self-organization and self-realization. The conditions which improve and encourage the self-education are clarified: organizational-pedagogical, psychological, scientific-methodological, technological and normative-legal. Particular attention in the article is paid to the definition of criteria for assessing the quality of the conditions for the organization of self-educational activities, which are presented in the form of a qualimetric model. It is noted that the application of the qualimetric approach to assess the quality of the conditions of the organization shall provide an increase in the level of self-educational activity as a means of developing the professional competence of a teacher.

The article considers the specifics of the concepts “competence” and “competency” which are the defining categories of the competence approach. The relationship between the concepts of “competence” and “competence” is characterized and different approaches are used to determine their essence. It is determined that the formation of professional competence is the key to qualitative development of society, personal professional success and effective work in many spheres of life. In fact, the issue of application of the competence approach as the basis of the new educational paradigm becomes especially relevant in the modern conditions of modernization of the system of education and upbringing and European integration processes of education in Ukraine. It is noted that modern Ukraine is on its path of updating the education system, which is focused on entering world educational and information space, which is accompanied by significant qualitative changes in the theory and practice of the educational process. Moreover, ensuring the quality of higher education is an important condition for the innovative development of the state and society. Competence-oriented approach to the formation of the content of education has become a new conceptual key point in Ukraine.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

The article outlines the historical milestones of the formation and development of the problem of professional competence of future social educators on social protection of youth rights from the 90s of the XX century to the present. The scientific literature on the research problem is analyzed. Conceptual approaches to professional training of future social educators on social protection of youth rights (systemic, civilizational, sociocultural, personal, activity, professional, socio-pedagogical, methodological technological) are defined and their essential characteristics are revealed. The content and structural components of the professional training of future social educators on social protection of youth rights are characterized. The peculiarities of development of both the system of becoming a profession of social educators and the system of its professional preparation for practical activity in the social sphere are given. The essence of the concept of «social education» is revealed. The importance of the influence of social education in its various interpretations on sociology, which is the basis of the development of the culture of social thinking in the XX-XXI centuries, is revealed. The factors of influence on the formation of the outlook values of future social educators are presented. The modern tendencies of professional training of future social educators on social protection of youth rights (intensification and extension of university education, multilevel and variability of education, strengthening of psychological and pedagogical and general educational components, integration) are determined. The peculiarities of vocational training of social pedagogues in several universities of Ukraine are studied
