In modern conditions, a special role in strengthening family relations can be played by the state, interested in preserving and strengthening the institution of the family. In different countries, the state policy towards the family depends on the traditions, the legislative framework, the level of economic development and the problems that characterize the course of family life in a given state.

The paper describes some peculiarities in evolution of the State family politics and policies in Russia since the beginning of the XX century to present time. The aim of the paper is to shed light on the family state policy in Russia during the different periods of time. We define here the family state policy widely enough as the various state activity (ideological, legislative, economic, social) concerning institute of family. The analysis of the state measures concerning the family in different social and political contexts allowed us to allocate the five main stages and models of the family state policy in Russia. They are: the post-revolutionary model (1917-1926), the «Stalin» model (1927-1953), the "welfare" Soviet model (1954-1991), the yearly post- Soviet model (1991-2005), the modern model (since 2006). The paper is based on the some demographic and sociological surveys data and devoted to an analysis of the family changes in these various periods. On the one hand, the family policies were a reaction to new social requirements and demographic changes (decline of fertility, for example). On the other hand, the state activity concerning a family itself caused transitions in the family institute. We show how various measures of soviet and post-soviet family policies and public interventions in family life have influenced on the family relations.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.

One of the functions of a social state is providing decent wages for labor. This is especially topical for the most important social areas — healthcare and education. In recent years, raising teacher’s salary has become one of the most important issues, but the problem is still far from being resolved. The aim of the work is to analyze the level of teachers’ salaries in municipal schools in 2013–2017 in the RF subjects with different levels of economic development. As the main indicators there were selected nominal average monthly salary of teachers, their salary in relation to the average wage in the region, and their salary in relation to the subsistence minimum of the working age population. On the basis of cluster analysis using the Ward method, there were created cartograms for the first two indicators presenting their dynamics. The analysis shows that in the period under review, the salary of teaching staff grew at a slower pace than the average wage across the country and in the majority of the RF subjects. The level of economic development of a region has a significant impact on the salary of teachers. In financial centers, industrialized and mining regions, work remuneration of teachers grew at a higher rate than in less developed agricultural ones. As a result, the interregional differentiation of teachers’ salaries in general education has increased. This indicates that the state policy aimed at raising salaries in the general education system does not reach its goal, and it is necessary to increase the state funding of general education.

This article discusses three main orientations in recent works of legal and political theory about the family—contract-based, community-based, and rights-based—and argues that none of these takes adequate account of two paradoxical features of family life and of the family's relationship to the state. A coherent political and legal theory of the family in the contemporary United States requires recognition of the relational rights and responsibilities intrinsic to family life.

Standing interpretations of the family relations depicted in Alexis de Tocqueville's Democracy in America project onto his portrait of democracy a strong public-private dichotomy. However, de Tocqueville insists that family life is embedded in the dynamics that shape the broader society and culture. Investigating this claim yields a psychological account of the desires, fears and anxieties that haunt democratic society. These passions foment a paradoxical mix of egalitarianism and hierarchy, liberty and subjugation, within family life and beyond. De Tocqueville's fundamental thesis that democracy boasts healthy and unhealthy potentialities is better understood when the idea of family as a discrete sphere is abandoned.

State family policy and its important direction, which is the improvement of the living conditions of orphans and children left without parental care, require constant updating due to socio-economic and political circumstances. Changes should concern both the state level and the level of specific regions. The improvement of the forms and methods of relations between the state, family and children in a particular country is possible with the consideration of the advanced achievements and miscalculations of other states in this policy. Therefore, it is highly important for the theory and practice of the development of Russian family state and regional policy to study the experience of France. The study made it possible to draw conclusions about the specifics of state policy in the formation of family and childhood in France. In this period, family policy in France has gone from exclusion from the family by the school to a discourse of cooperation. Particular attention is paid to the French School Orientation and Reform Act of June 8, 2013, of particular interest. It recognizes the importance of establishing partnerships between the school and the family and proposes measures of cooperation between school and family, some of which are interesting for contemporary Russian reality. The article shows the advantage of modern Russian family state policy by characterizing its goals, principles and objectives defined in the main regulatory documents of the last decade. The materials of the article are of practical value for legislators and heads of social services of different levels, specialists of educational authorities, social protection, guardianship and trusteeship. The article is of interest to teachers and students of pedagogical universities.

Goal. The purpose of the research is to conduct a comparative study of the work of the Central Bank of the world with their governments in the context of forming a mechanism for synergistic interaction of its economic policy instruments to improve the level of economic development. Topicality. The actualization of this study is the need to establish effective formal and informal links between the central bank as a system-forming financial institution that shapes the monetary policy of the state and the government as a governing body that creates a virgin economic policy. There is a need for a systematic comparative analysis of the experience of developed and developing countries in order to form an effective tool for economic policy of the central bank with its government and make effective management decisions aimed at improving the level of economic development. Results. The system of relations between the central bank of developed and developing countries and their governments is described. Factors of positive and negative influence on the formation of economic policy tools of the central bank of the countries and their governments are revealed. Formal and informal links have been analyzed between the world country’s central bank and its government in the process of implementing the central bank’s economic policy. The mechanism of synergetic interaction of the tools of economic policy of the central bank of the countries with their governments is improved, which contains indicative indicators of the interactions of the central bank, ministries, government of the countries for the purpose of making effective management decisions. The necessity of systematic work of all stakeholders (central bank, government, other stakeholders) in the process of forming economic policy, the implementation of which can affect the level of economic development of the state, is substantiated. Conclusions. The comparative analysis with elements of benchmarking estimation is carried out The mechanism of relations of the central bank of the country with its government is improved. The role of this interaction of the country's central bank with its government and other stakeholders was assessed.

The article presents the results of an anthropological analysis of the social life of a modern family. It is immersed in deep socio-economic and demographic problems, which are complicated by the impact of globalization and information technology. Analyzing the transformational processes of family relations, the author comes to the conclusion that in the modern family there is “alienation” of generations, the gap between parents and children, which affects the traditional ethno-confessional foundations of the family. We are talking about the foundations of the national mentality of the peoples of the region about intergenerational relationships between children and their parents, the transformation from a macro-family to a nuclear one.

One of the important vectors of economic development in the modern world is the minimization of the negative consequences of human economic and other activities. This importance plays a special role in the energy sector, which is closely linked to all sectors of the economy, and differs even more. In this regard, the role and importance of technical regulation in increasing the efficiency of the energy sector in the research work is highlighted.
