Indonesia is the largest producer and the exporter of palm oil in the world which has three palm oil industrial cluster (POIC) areas that are Sei Mangkei (North Sumatera), Dumai (Riau), and Maloy (East Kalimantan). To carry out the delivery of palm oil products to the destination countries, the Palm oil from the three POICs must be transshipment in Malaysia and Singapore. In line with this issues, a strategy to develop the POIC based international connectivity need to be done. This study aims to identify the actual conditions of POIC Indonesia, to determine the factors (internal and external) that influence the development of POIC, and to formulate priority strategy for developing POIC Indonesia. These are needed so that Indonesia can become a hub port of international trade especially in Asia. This research uses "Diamonds" Porter’s Model, gap analysis, and the Analytical Hierarchy Process (AHP). Based on the analysis connectivity, the main strategy that can be formulated in order to develop Indonesian palm oil industry cluster is infrastructure improvements. This strategy can be done if the government (the Ministry of economy, Ministry of industry and trade, Ministry of sea, PT PELINDO, and local government), private sector, academic, and the public is able to work together and integrated.

Nowadays, the Government as a Platform (GaaP) based on cloud computing and network, has come to be considered a new structure to manage efficiently data-driven administration in the public sector. When the GaaP concept was first introduced, the ICT infrastructures that could underpin GaaP were not sufficiently developed. However, the recent digital transformation has transformed the previous electronic government, which was system- and architecture-oriented. As part of the next generation of government models, GaaP may reinvent the government at a lower cost but with better performance, similar to the case of electronic government two decades ago. This study attempted to determine the priority of factors of GaaP by using the analytic hierarchy process (AHP) methodology. Because of the GaaP characteristics, we drew the main components for building GaaP from previous studies and a group interview with experts. The study results show that experts tend to prefer publicness in terms of building GaaP. Most of the factors that the experts weighed with the highest importance are related to the public sector, which revealed that governments should focus on their primary duty, regardless of the origin and characteristics of the platform in GaaP. However, since GaaP allows governments to be more horizontal and innovative, the platform approach can fundamentally shift the existing processes and culture of the public sector. The enhanced activity of citizens with ICT can also accelerate the introduction of GaaP. Finally, the study showed that a data-driven GaaP is necessary to efficiently handle big data, contract services, and multiple levels of on-line and off-line channels. In this public platform, government, citizens, and private sector organizations can work cooperatively as partners to seamlessly govern the hyper-connected society.

Purpose of the study: This paper aims to elaborate on how the institutional logic of public housing provision transforms from the old logic into the new logic. By encapsulating tacit-knowledge from the shift, this study focuses on how to explicate a model of multi-criteria decision-making for executing official residence projects in Indonesia. This research also aims to recuperate the future of the public residency field. Methodology: The methodology employed was a mixed method. The qualitative method was firstly applied by utilizing semi-structured interviews to build a decision-making model. Later, a quantitative method was implemented to improve the consistency of the model by using the Analytical Hierarchy Process protocols. Thirteen project representatives and ten decision-makers were being involved as the main informants. Google Sheets web-based software was applied for analyzing survey results by making use of a mathematical model for the Analytical Hierarchy Process. Main Findings: The result indicates that land not used as paddy field, fair house price, safe from flood location, serene ambiance, and developer experience has played a significant part in affecting buying decisions for residency projects. To carry out the new method, the total scores of the AHP calculation should be above 50. Otherwise, the government shall opt for the old mechanism. Applications of this study: The paper contributes to the public sector accounting field in the area of asset management and public housing procurement. The paper also gives a strong basis for the field to make use of the model of Indonesia's public housing provision. The government can adopt the research framework for choosing the new model or the old one. Novelty/Originality of this study: This study might be the only one of its kind. The research was using a multi-method to achieve the objectives. To generate a multi-criteria decision-making model, grounded data of excessive interviews were abstracted. Then the abstracted tacit-knowledge was tested with AHP to provide a consistent model.

Abstract Use of Innovation of ICT in activities of the public sector, referred to as e-Government, has helped governments to improve their services to citizens, to businesses and to government units by making them more qualitative and easily accessible. The initiative of e-Government in Kosovo was identified as a priority of the government in 2008 and since then a number of projects have been implemented, amongst them the System for Electronic Archiving of Document (SEAD). Since the partial or full failure of implementation of e-government projects is very frequent phenomenon in developing countries, the identification of success and failure factors of projects is necessary in order to address them on time. In this study are assessed the level of success of implementation of SEAD and are identified the critical success and failure factors of this system through seven dimensions ITPOSMO by using the Design Reality Gap Analysis. By measuring the design-reality gap across seven dimensions, we have assessed the success of the implementation of SEAD, which scored 18.05. Results from this study indicate that if no action is taken to reduce the size of gaps, particularly the gap in dimensions “Processes” and “Staffing and Skills”, project risks falling in the category “Partial Failure”. Findings from this research will serve to reduce the risks that may affect the successful implementation of e-governance in Republic of Kosovo, and also will serve other researchers in identifying the failure and success factors of e-Government in developing countries.

The oil palm plantation industry in Indonesia is faced with a strong view which suggests that the development of oil palm plantations in Indonesia has an impact on environmental damage. One effort currently made by the Indonesian government to ensure the sustainability of the development of the palm oil industry is to create a sustainability standard called The Indonesian Sustainable Palm Oil (ISPO) which is mandatory. ISPO is a "guidance" for sustainable palm oil development, as well as a commitment to the implementation of various relevant laws and regulations in Indonesia. The purpose of this study is to determine the value of the ability of oil palm plantation companies in an area to meet the Indonesian Sustainable Palm Oil (ISPO) standards and identify the problems faced in achieving these standards. This research was conducted in the province of East Kalimantan in the period June 2012-May 2013. Evaluation of the company's ability to achieve the ISPO standard was carried out by the audit method, the results of the assessment of all parameters set according to the Principles, Criteria and Indicators contained in the ISPO provisions were then assessed in units percent. The results showed that the ability of plantation companies in East Kalimantan to meet ISPO standards had reached 79.14%. the capacity can still be increased up to 100% by increasing efforts to meet indicators that are not yet in accordance with ISPO regulations, namely; 1). Licensing and estate management systems, 2). Implementation of technical guidelines for oil palm cultivation and processing. 3). Environmental management and monitoring. 4). Responsibility towards workers. 5). Social and community responsibility. The determining factor for the achievement of ISPO standards is the commitment of plantation companies as business actors supported by adequate human resources to realize sustainable plantation development as well as the role of the government as the determinant of regulations in overseeing established policies. The socialization and training on the principles and criteria of ISPO standards to plantation companies needs to be immediately and more intensively carried out by the government together with the ISPO commission as an effort to accelerate the application of these standards. Dissemination and training are also needed so that the obstacles in achieving the standards of Indonesian Sustainable Palm Oil principles and criteria can be overcome, because these efforts are part of the success factors of ISPO implementation.
