Given the current coronavirus global crisis, e-services have never been more relevant as they are today. Like many countries and for many years, the UAE government has focused on the rapid adoption of smart government services in the public sector in orderto achieve the highest international standardsin the electronic-based services. The UAE has established its government strategic plan 2021 vision. In light of this vision, the government of Emirate of Sharjah formed a SupremeCommittee for Digital Transformation. This article aims to investigate Sharjah'sgovernment employees' readiness and preparation for the digital transformation.This article provides an assessment of employees’ readiness by examining how employees perceive e-government andthe extent to which they are ready to embark on the digital transition.The theoretical framework is based on Everett Rogers’ diffusion theory (1962). Diffusion of innovation is the process through whichnew technologies, products, or ideasare diffused and adopted in a social system. The paper used a survey of 110 government employees using both quantitative questions and open-ended qualitative questions. The paper found that while a lot of progress has been made, government employees are still ambivalent about the implementation of Sharjah digital transformation.

  The e-governance is the concept and structure of the system and the functions and activities of all activities and processes in e-business on the one hand the level of e-government and business on the other.               Because the government sector as a significant proportion of the total economic sectors in most countries of the world, and the fact that dealing with the public sector is not limited to the class and not others, but prevail all citizens and residents, institutions and others, and the fact that this multi-dealing in quality, methods and how it is done and models for different procedures and steps implemented and locations between the corridors of government departments, the concept of e-government came as an ideal way for the government to enable them to take care of the interests of the public from individuals and institutions electronically using cutting-edge technology without the need for the applicant to move between government departments.

The Oklahoma City bombing put a sensational face on antigovernment violence. Yet, for all of the attention devoted during its aftermath to the growth and possible consequences of antigovernment sentiments, little systematic investigation has been done regarding the extent to which this type of violence may have permeated the government workplace. Further, scholars presently lack contextual knowledge about potential differences between public sector and private sector workplace violence in which to place hypotheses concerning the connections between antigovernment sentiments and the violent victimization of government employees. This article probes those connections through a study of the workplace violence endured by rangers of the United States Forest Service, in hopes of contributing to the understanding of the complicated relationships between workplace violence, antigovernment activity, and employment in the public sector. Analysis of the violent incidents uncovered through this study lends support to the conclusion that violence waged against government employees is significantly different than the violence being perpetrated in private sector work settings. These findings further suggest that antigovernment activity contributes meaningfully to the differences in workplace violence experienced by government employees.

E-government has been proposed as an ICT strategy and a tool to reinvent government and transform the public sector. However, most of the existing literature on transforming the public sector through ICTs in Lesotho assessed e-government at the national level through the National Government Web Portal. This paper evaluates the current status of the websites of the ministries of the Government of Lesotho concerning their maturity levels to deliver e-government services and allow government-citizens interaction. The evaluation is based on a content analysis of four ministerial websites. The results show that the websites of the ministries of the Government of Lesotho are at the infancy stages of e-government implementation, clearly delaying the realisation of the government objective to transform government and the public sector through the use of innovative technologies. It is recommended that the government addresses both technical and social obstacles impeding web-based e-government implementation.


As the Sultanate of Oman in the process of uses e-services among public services by adopting of technological implication in the services of the government in recent time. Therefore, it is a timely initiative to develop a conceptual framework between the e- service, digital transformations attributes and efficiency of the digital transformation, Oman. In order to development of conceptual model study examined review of literature on about the effectiveness of electronic services and digital transformation in the selected public sector in the Sultanate of Oman. The study used online empirical sources in the names of organizational, technology, environment and human resource factors, as well as the effectiveness of digital change in various online database sources such as Google Scholars, Springer Link, Wiley, Science Direct, JSTOR, Emerald Full text, Scopus and EBSCO HOST, etc. The study review results show that organizational, technological, environmental and human factors play an important role in ensuring the effectiveness of the public sector in the digital transformation in the Sultanate of Oman. The study also found that there is mediating role of E-service in the relationship between digital transformations attributes and the digital transformation. Based on the summary of literature review, the study provides guidance for the future scope of empirical research and develop a conceptual framework between the e- service, digital transformations attributes and efficiency of the digital transformation to conduct a rigorous study in Oman and its regions.

ABSTRAK Pemerintah melalui Menteri Perikanan dan Kelautan telah mengumumkan kondisi rawan stunting atau kondisi terhambatnya pertumbuhan dan perkembangan yang dialami oleh anak-anak Indonesia. Menyikapi kondisi ini, Pemerintah menetapkan program “Gemarikan” sebagai salah satu program kerja “Nawa Cita 5”, yang disosialisasikan ke seluruh Indonesia melalui berbagai kegiatan; salah satunya adalah lomba kuliner “Menuju Istana – Lomba Masak Ikan Nusantara” (LMIN), yang digagas oleh Femina Media pada periode Juni-Agustus 2017 lalu. Melalui kompetisi ini Pemerintah berharap masyarakat Indonesia mau lebih banyak makan ikan untuk mendukung tumbuh kembang, sehingga risiko stunting bisa menurun dan hilang. Penelitian ini bertujuan untuk mengetahui dan menganalisis aktivitas program LMIN dalam proses pembentukan agent of change makan ikan di Indonesia, mengetahui beragam hambatannya, serta mengetahui solusi yang bisa dilakukan untuk mengatasi hambatan tersebut. Teori yang digunakan untuk menganalisis kegiatan ini adalah Difusi Inovasi dari Everett Rogers, yang menitikberatkan pada penyebaran inovasi di masyarakat yang dilakukan melalui saluran komunikasi tertentu dalam waktu tertentu, dan dilakukan dalam suatu sistem sosial, dan memanfaatkan agen perubahan untuk membawa inovasi kepada masyarakat. Analisis kegiatan kompetisi kuliner ini dilakukan secara kualitatif melalui wawancara kepada para peserta lomba juga penyelenggara, juga melalui studi dokumen. Hasil dari analisis ini menunjukkan bahwa LMIN pada dasarnya merupakan kegiatan yang menarik dan berpotensi untuk menghasilkan agen-agen perubahan yang siap diterjunkan ke masyarakat, meski sayangnya aktivitas pasca kegiatan belum dilakukan secara terpusat dan terarah. Kata Kunci: Pemerintah, kompetisi, program kuliner, ikan, Indonesia ABSTRACT The Government, through the Ministry of Maritime Affairs and Fisheries, has announced stunting-prone conditions or the conditions of underdeveloped growth in many Indonesian children. Responding to this condition, the Government established the "Gemarikan" campaign as one of the “Nawa Cita 5” working programs, which was disseminated throughout Indonesia through various activities. One of them is the culinary competition: "Menuju Istana – Lomba Masak Ikan Nusantara" (LMIN), which was initiated by Femina Media in the period of June-August 2017. Through this competition, the Government hopes that Indonesian people will be willing to eat more fish to support growth and development, so the risk of stunting can decrease and eventually disappeared. This research aims to find out and analyse the LMIN activities in producing agents of change for eating fish in Indonesia, knowing the various obstacles, and knowing the solutions that can be done to overcome these obstacles. The theory used to analyse this research is the Diffusion of Innovation from Everett Rogers, which focusing in the dissemination of innovation, in the community, which is carried out through certain communication channels in a certain time through certain social system, and agent of change as the carrier of the innovation to the public. The research was carried out through qualitative methods, by informant and program organizer interviews, and also through document studies. The result of this research indicates that LMIN is basically an interesting activity and has the potential to produce agents of change who are ready to be deployed to the community, although unfortunately post-activity activities have not been carried out centrally and directed as expected. E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

Strategic innovation is a strategic tool that can be used to align the institution’s resources and capabilities with opportunities in the external environment in order to enhance survival and long term success of the organization.  Innovation promotes use of technology consequently impacting positively on service delivery. Public universities reforms have been a necessary and on-going policy objective for the Government of Kenya. Innovation as one of the approaches to the reforms is intended to induce an overhaul the public university system to better serve the needs of both government and the citizens with improved delivery of public services. In Kenya technology in public institutions has not been effectively used to enhance service delivery more so institutions where technology use has been embraced, its impact on service delivery has not been assessed effectively. This study applied the institutional theory, diffusion of innovation theory and stakeholders theory of management to determine how strategic innovation at Kenyatta University impacts on service delivery. The general objective of this study therefore was to determine the effect of strategic innovation on service delivery in Kenyatta University. Specific objectives included finding out the influence of eLearning, online student registration and use of e-messaging services on service delivery in Kenyatta University. A population of 72,000 students admitted to Kenyatta University was used from which random sampling was conducted to a sample of 200 students using Nassiuma’s formula. Data was collected by disbursing physically the questionnaires to the students. Descriptive and regression analysis was conducted using SPSS 22 to provide findings on the study. The study conducted a multiple regression analysis to estimate the model for the study. The study had a coefficient of correlation R of 0.912 an indication of strong of correlation between the variables and a coefficient of adjusted R2 was 0.814.This means that there was a significant correlations between the variables and service delivery at Kenyatta University however other factors that are not considered in the research paper contribute approximately 18.6% of the service delivery at Kenyatta University. Therefore, a very extensive further research is highly required to investigate and come up with other factors of the viability to service delivery at Kenyatta University. The study concluded that the strategic innovation of the public universities ranges from the products and services offered and is determined by the technology that is revolutionizing the current global world and has improved the service delivery at Kenyatta University. A strategic innovation brings a lot of advantages and has a great impact on human and business daily life. Therefore, strategic innovation development is the best choice in helping higher institution of learning stay on track.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.
