With a manpower of over one billion, it is ironic that India suffers from dearth of talent and skill to fulfill the present day need of industry and as a result it is a serious challenge to mitigate shortages of skills required by in industry sector. Study reveals that of the 6 lakhs engineers that graduate annually, only 18% are employable for the software engineer-IT services role, while just 4% are appropriately trained to be directly deployed on projects. For core jobs in mechanical, electronics/electrical and civil engineering profession, only a mere 7.5% to 8% are employable. Education is a concurrent subject under the purview of the Central Government as well as the State Government. In addition, statutory bodies like All India Council of Technical Education (AICTE) and the University Grants Commission (UGC) have their empowerment by the Acts of Parliament to regulate higher education.

The State Government has well understood the demand of technical education in the state and attention is focused on rapid development in this field, with global professional standards and international accreditation being recognised as the benchmarks for quality assurance. In this regard, it is important to understand an accord called “The Washington Accord”. This is an international agreement to ensure consistent quality of undergraduate engineering program across the World. Programs recognised by accrediting authorities in countries that are signatories are considered to be equivalent in terms of quality and the graduate attributes. In 2014, the National Board of Accreditation (NBA) India joined as a signatory for programs accredited by NBA offered by education providers accepted by NBA as Tier 1 institutions. In February 2015, the Government of Assam appointed an expert team from the Faculty of Science and Engineering at Curtin University Australia to conduct an audit of technical education in the public sector. The purpose of the audit was to find the gaps that may exist in governance, curriculum, policies, guidelines and community engagement in relation to those to be required and found in a Washington Accord approved programme. This paper summarises some of the gaps. This is followed by recommendations to improve the technical education sector in Assam. The findings in the gap analysis are the first in a series of steps toward the long-awaited restructuring of the technical higher education sector in the state of Assam. It is now up to the Government of Assam to take the necessary steps in addressing the issues to re-energise the technical higher education sector and bring the public technical colleges to the forefront of quality Indian institutions offering international standard engineering education and infrastructure.

The author investigates and analyzes the state Chernivtsi National University during the Romanian period in Bukovina’s history. During that period in the field of education was held a radical change in the direction of intensive Romanization. In period of rigid occupation regime in the province, the government of Romania laid its hopes on the University. The Chernivtsi National University had become a hotbed of Romanization ideas, to ongoing training for church and state apparatus, to educate students in the spirit of devotion Romania. Punjab has emerged as an important rice-producing state in the country. The state with 1.53 percent of the geographical area of the country produces more than 11 percent of total rice production in the country. The production of rice in Punjab increased more than 10 times due to an increase in area and yield. The growth of a rice crop at such a high rate over 20 years in Punjab is indeed a rare phenomenon in the history of agricultural development in the world. Due to extensive cultivation of rice in Punjab, the state has been over-exploiting the groundwater, more than its recharge. Most of the tube-well dominated districts of the state, witnessed the fall in water table more than 20 to 30 cm per year. To dispose of the paddy straw, the farmers of Punjab generally opt for burning it. This practice of burning of paddy straw besides nutrient loss is posing a serious problem for the public health and transportation system. Rice has now become a problematic crop for Punjab state due to its ill effects on its natural resources, that is, the water and soil environmental degradation. The Punjab Agricultural University experts and other committees estimated that the total groundwater recharge from all sources can sustain/support only 16-17 lakh ha of paddy in Punjab. The area under the crop increased to 29 lakh ha which was unsustainable in the long run. The area under rice in Punjab should be stabilized at 16-17 lakh ha and the remaining paddy area should be shifted to other crops like pulses, oilseeds, maize, fruits, and vegetables, etc. requiringless water, to achieve proper water balance. Thus diversification of some area from paddy is in the interest of Punjab farmers, State government and the Central government for long term food security on a sustainable basis.

In any consideration of the future of the states, it is desirable at the outset to recall the circumstances of their development and of their entry into the Union. When the present Constitution was framed and adopted, the states were more than a century and a half old. At that time, and for many years thereafter, it was the states to which the people gave their primary allegiance. Under the Articles of Confederation, the strength of the states was so great that the central government was unable to function; when the Constitution was framed, the people were still greatly concerned about “states' rights.” This priority of the states in the federal system continued through the nineteenth century, down to the period of the Civil War; in the closing decades of that century, state government sank into the depths in an orgy of graft and corruption and inefficiency, which resulted in a wave of state constitutional restrictions, particularly upon legislative powers.At this time, when the prestige and efficiency of the state governments were at their lowest ebb, there began to appear ringing indictments of the whole state system. Most conspicuous of these were the well known writings of Professors John W. Burgess, of Columbia University, and Simon N. Patten, of the University of Pennsylvania.

This work examines engineering education in Egypt provided by state (government funded) universities. There have been concerns from all stakeholders about the graduates’ knowledge and skills. The chronic problems with higher education in Egypt in general have been previously reported in the Literature, but this paper provides insights form engineering academics with many years of experience in Egyptian engineering education and a fresh look from a business perspective at the phenomenon. In this manuscript, the institutions are analyzed using the integrated business anatomy model, in order to identify the underlying causes of the problems observed. The structural, operational and environmental (both external and internal) challenges that lead to the current status are clearly detected. The analysis highlighted several constraints that hinder radical reforms. Amongst these constraints is the legal and organizational framework in which the state funded universities operate. Other social, technological and economic factors also play important parts. The recipe for improvement provided by the authors has taken all these elements into consideration. This work hopes to provide focus and direction for future reform efforts.

The most important recommendations aimed at enhancing the role of universities in Iraq are: 1 - the operation of labor graduates of technical and technical institutes in the industrial field in order to promote them and eliminate unemployment and increase the hard currency as an important category of Iraqi society, which contributes actively to the renaissance of the country. Linking the Ministry of Industry and Commerce with the Ministry of Higher Education and Scientific Research to be managed by the Minister of Education alone. The Ministry is keen on the funds of the Iraqi people and contributes to the development of the industrial and commercial sectors with the help of professors and university students. 3 - the need to match the needs of the market and education outputs to reduce unemployment, in addition to the vocational education has become an urgent need at this stage to keep pace with the needs of life in society away from the negative view of this education. 4 - Increasing the number of technical workshops and providing them with the means of material in order to provide the university student maximum desired learning. Enhancing the role of higher education in building a broader partnership and cooperation with various other community institutions (public, private and private sector). 6 - Re-admission plan in universities by making the number of admissions in scientific colleges more than the number of admissions in the humanitarian colleges. 7 - Attracting foreign investment companies to invest natural resources in Iraq such as phosphate, natural gas, oil, oil shale, uranium, silica and geothermal energy for the recovery of the economy and the trend towards domestic consumption.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

In Morocco, there is a crisis that has not yet found its way to serious and decisive treatment, which is the output crisis of the higher education system. Though the successive public policies seek to contain correctional projects and initiatives, they have not made the difference, and have not set out effective and efficient tracks in developing mechanisms for evaluation, development and reconstruction, to produce educational and learning outputs that contribute to the real takeover of the State's development aspirations. The weak capacity of Moroccan universities to respond rapidly to the global, economic, cultural and technological variables imposed by globalization and securing the conditions for social, economic, political and security stability of the state, requires bypassing through advanced science-based treatment of quality and value of achievement. The issue of total quality management in higher education institutions may be raised by including international experiences that have succeeded to curb the regulatory and administrative failure of its educational institutions, to enhance the chances of Moroccan universities to transfer higher education in Morocco from traditional measure to modern measure by applying quality control standards in management, planning and implementation, in accordance with a strategy that is supported by the State and the University.

India had been envisioned as a federation by our Constitution makers, and so states were assigned some important subjects in which the centre could have no or only limited authority. Thus state governments run by opposition parties could pursue policies different from those of the Central Government in a number of ways. But since the onset of economic ‘liberalisation’ beginning with the late 1980s the financial strength and economic role of the state governments have been constantly undermined. This came, first, through the raising of interest rates to attract foreign finance capital, which created budgetary crises for the states since they fell under heavy debt simply to pay interest on existing debt. Neo-liberal policies were then imposed on them by Finance Commissions which made compliance with these compulsory for centre’s financial assistance. More recently the states’ powers have been further curtailed by the Goods and Services Tax, which has deprived the state government of the power to determine tax rates on goods produced within the states. Another means to the same end has been the centre’s trade agreements with foreign countries, with no reference made to states whose products thereby may be priced out of the market. The demonetisation of 2016, which impacted so destructively on employment and the cooperative sector in the states, was also undertaken by the centre without any reference to the states.
