. In this paper, we consider the assessment of the negative impact on the environment from rail transport, as well as the targets of JSC "Russian Railways" in the field of atmospheric air protection. Data of the Federal Information Fund for Social Hygiene Monitoring conducted on the basis of the Federal Center for Hygiene and Epidemiology of Rospotrebnadzor have been analyzed to assess environmental risks, as well as to develop environmental safety system as a factor for sustainable development of the territory in the regions of the Russian Federation. Atmospheric air pollution in Russian regions was evaluated by content of priority pollutants. Ranking of Russian regions according to the quality of drinking water supply was carried out. The possibility of using Federal Information Fund for Social Hygiene Monitoring as an integral part of the model for optimizing the social and environmental conditions of populated areas is estimated.

Представлена характеристика угольной отрасли России по таким направлениям как организационная структура, объем и регионы добычи, потребители угля. Выявлены положительные тенденции, определены проблемы в развитии угольной промышленности. Исследованы негативное воздействие угольного производство на такие компоненты окружающей среды, как атмосферный воздух, водные ресурсы, земная поверхность. The characteristic of the Russian coal industry in such areas as the organizational structure, volume and regions of production, coal consumers has been presented. Positive trends and problems in the development of the coal industry have been identified. The negative impact of coal production on environmental components such as atmospheric air, water, the earth’s surface has been investigated.

In this paper, we consider air pollution in the result of the activity of an economic entity. The classification of harmful emissions by aggregate state is given. The sources of negative impact on the atmospheric air, including the volume and mass of the resulting pollutants, are considered. It is proposed to develop a conservation measure by using a bag filter with pulse blowing.

As a result of research into the state of the housing stock in Kiev and the prospects for its reconstruction, the main levels of implementation of eco-energy-efficient measures have been identified, taking into account the increasing cost / effectiveness ratio, which will include problem assessment, optimizing energy costs, eco-energy efficient housing reconstruction, application of innovative technologies. Based on the national and international experience of reconstruction and overhaul, the 6E concept is proposed, which focuses on energy efficiency, environmental safety, economy, ecology, ergonomics and aesthetics of the reconstruction process. Compliance with the basic requirements of eco-energy efficiency in the process of housing reconstruction will ensure the comfort of residents and will improve the level of environmental safety of our country. Introduction of the principles of energy efficiency in the process of reconstruction of housing stock is an integral part of Ukraine's environmental and national security, as it ensures a reduction in the negative impact on the environment and people, and also significantly reduces the waste of the construction industry.

The features of management of domestic railway transport at different stages of its development have been disclosed. The main principles and conditions of structural reform in the industry have been formulated. The main models of management of the railway complex, principles and features of the organization of suburban railway communication in different countries have been characterized. Statistical data on suburban rail transport on the infrastructure of JSC «Russian Railways», confirming their importance and significance for the Russian Federation, have been adduced. The economic results of the activity of domestic suburban passenger companies have been considered. The shortcomings of the existing methodology for assessing the financial condition of suburban passenger companies have been indicated. The proposals to improve the current methods of calculations taking into account the conditions of prospective development of companies have been given. The scheme of scientific and methodical approach to the analysis of economic condition of the suburban passenger companies, including set of procedures of calculated and analytical character, has been offered.

Industrial enterprises and other business entities whose activities involve direct or indirect impact on environmental components must comply with legal requirements in the field of environmental protection. Over the past 5 years, there have been significant changes in environmental legislation. All objects that have a negative impact on the environment are subject to state registration. When registering an enterprise, it is subject to assignment to one of four categories of objects of negative impact, depending on the industry affiliation, production capacity, chemical composition of emissions, discharges, and other criteria. Currently, legislative innovations are aimed at business development and reducing the administrative burden on business entities, but this creates a threat to the safe operation of industrial facilities. There are more than 340 thousand objects of negative impact on the territory of Russia, of which one third is subject to Federal supervision. According to 2019 data, less than 4% of enterprises had their operational safety audits performed. The detection of violations of the requirements of legislation in the field of environmental protection, as well as failure to eliminate the identified violations, indicates the formation of potential threats to environmental safety. Taking into account the current economic crisis, in which solving environmental problems will not be a priority for business structures, the protection of the population and the natural environment is fully transferred to the state level.

Over the last few years, there has been a clear increase in interest in rail transport among local authorities, especially the agglomeration rail. A particular emphasis in this respect is being observed in large agglomerations and the surrounding suburban areas, where transport problems are becoming increasingly frequent. The fact that the number of passengers of agglomeration and regional railways in Poland is growing gives a positive overtone to the issue in question. The project of creating a system of Suburban Rail in the Podkarpackie Voivodeship is to significantly affect the development of the region. A reduction in commute time, the improvement of the transport offer and the increase in the accessibility to rail transport in Rzeszów area and thus the improvement of mobility of the society are some of the advantages of the investment. The project will encompass municipalities located within railway lines running from Dębica to Przeworsk and from Kolbuszowa to Strzyżów. The aim of the article is to present general assumptions of the project and to estimate the benefits resulting from the project for the region and its inhabitants. The research methodology and data sources consist mainly of an analysis of the documents concerning the Feasibility Study for the project The Construction of Suburban Rail obtained from the Marshal's Office in Rzeszów, with particular emphasis on Stage II - A marketing analysis of investment variants and Stage III – A technical analysis of all investment variants of the project together with cost estimation. The basis of the study also included research of the subject literature and interviews with the people responsible for project implementation. There are described an algorithm and methods for collecting the evidential base for causing hazard to the health of the population of Zakamensk (the Republic of Buryatia) in the zone of influence of the waste of the past activities of the Dzhidinsky tungsten-molybdenum combine. The source of danger is lying sands, containing a complex of toxic heavy metals - lead, cadmium, manganese, nickel, chromium, etc. The algorithm for the formation of the evidential base included: a general analysis of the sanitary and hygienic situation; assessment in the dynamics of the quality of atmospheric air, drinking water, soil, food; assessment of the risk to the health of the population; epidemiological studies; in-depth clinical surveys of a representative group of city residents (280 people). In the blood of the examinees, heavy metals were identified as biological markers of the exposure. There was evaluated a complex of the response (effect) adequate to effects of laboratory markers. By methods of mathematical statistics there was established the presence of reliable relationships in the system “source of hazard - the quality of the environment - exposure to risk factors - health status.” The hazard to the health of a citizen, due to the negative impact of the factor, was considered to be proven if it was possible to build a continuous step-by-step logical chain of relationships between the source of the harmful effect, the quality of the habitat and the establishment of the fact of the disease. The quality of the habitat of the population of Zakamensk was shown to give rise in unacceptable risks to the health of residents. The main influencing factor is the pollution of atmospheric air, local food products and drinking water from public and private wells. Risks are realized in terms of a level of the primary morbidity rate of the population of the respiratory diseases, endocrine system, digestive organs that is relatively high compared to the matched area. The relationship between health hazard and environmental factors has been fully proved in 14% of the surveyed persons. At the same time, the territory was shown not be characterized as a zone of “ecological disaster” or “an emergency environmental situation”.
