AbstrakTujuan penelitian ini adalah untuk mengoptimalkan pelayanan publik dalam pembuatanakta kelahiran. Untuk mengoptimalkan pelayanan pembuatan akte kelahiran,dibutuhkan konsep yang komprehenship dalam pelaksanaannya sehingga berimplikasisecara positif. Kebijakan pemimpin mempunyai dampak yang besar terhadapperubahan menjadi lebih baik untuk memaksimalkan dan mengoptimalkan kinerjapelayanan publik dalam pembuatan akte kelahiran. Pelayanan publik yang optimal,tentunya mempunyai indikasi pelayanan yang berkualitas dan prima. Pencapaian goodgovernance tidak lepas dari peran strategis aparatur yang berkualitas, professional danakuntabel dalam kinerja pelayanan publik. Aparatur pelayanan publik menjadi titiksentral dalam optimalisasi kinerja pelayanan publik. Metode penelitian ini dilakukandengan survey kepada obyek penelitian, kemudian dilakukan wawancara secaramendalam kepada penyedia pelayanan dan pengguna pelayanan. Disamping itu, datadokumentasi juga disiapkan sebagai data pendukung. Selanjutnya dilakukan analisisterhadap pelayanan pembuatan akta kelahiran berdasarkan hasil survey, keteranganketeranganpihak yang diwawancara serta dukungan data dokumen yang telah dipilahdan dipilih untuk melengkapi keakuratan data penelitian. Hasil penelitian menunjukkanbahwa pelayanan pembuatan akte kelahiran yang dilakukan di Dinas Kependudukandan Catatan Sipil Kabupaten sudah dilakukan secara berkesinambungan.Kata kunci: optimalisasi, kebijakan publik, pelayanan publik, akte kelahiranAbstractThe purpose of this study is to optimize the public service in the birth certificate. Tooptimize the service birth certificates, needed komprehenship concept in itsimplementation so that the implications are positive. Policy leaders have a majorimpact on the change for the better in order to maximize and optimize the performanceof public services in the manufacture of a birth certificate. Public services are optimal,of course, have an indication of quality service and excellence. Achievement of goodgovernance can not be separated from the strategic role of qualified personnel,professional and accountable in the performance of public services. Apparatus publicservices become a central point in optimizing the performance of public services. Thisresearch method survey conducted by the research object, and then conducted detailedinterviews to service providers and service users. In addition, the data also prepareddocumentation as supporting data. Furthermore, analyzing the birth certificate ofservice based on the survey results, informations the interviewee as well as support fordocument data that has been sorted and selected to complement the accuracy ofresearch data. The results showed that birth certificates services performed in theDepartment of Population and Civil Registration District has been done on an ongoingbasis.Keywords: optimization, public policy, public services, birth certificates

The need for information is increasingly high in the era of growing technology. The delivery of information quickly and actual becomes a challenge in developing an information technology. One type of public service that is the government's obligation and has a strategic role is public services in the field of population and civil registration. People are sometimes disappointed when they want to get population administration services, especially Electronic Identity Cards. By not announcing the availability of physical blank stocks of Electronic Identity Cards, intermediaries can use them in managing population administration. On the pretext that the physical blank of the Electronic Identity Card is used up, so that it can be used as a moment for intermediary individuals to seek profits in managing population administration. With this electronic Blank Information Display, it is hoped that the public will obtain information disclosure regarding available blank Electronic Identity Cards.

Improving the quality of public services is an important concern for the government, this is evidenced by the enactment of Law Number 25 of 2009 concerning Public Services. Services maintenance of a birth certificate is an administrative services provided by the government to its citizens. However, the reality in the field of birth certificate management services at the Population and Civil Registration Service Office is not yet in accordance with the expectations of the community in getting public services, this can be explained in birth certificate services that often occur delays, so applicants have to wait two to three days. This study aims to identify and explain services processing of birth certificates at the Office of Population and Civil Registration . This type of research is descriptive research with a qualitative approach. Determination of informants using purposive and incendental sampling. Data analysis uses data collection, data reduction, data display, and conclusion drawing / verifying. The results of the study based on community satisfaction survey showed that service quality management of a birth certificate get a good category .

Change people's behavior in Garut is expected to be able to change for the better in terms of aware of the obligation to pay the levy, it is also determined by the role of a performance extension of the district registry office. As found in this study suggest that policy implementation Implementation of Administration of Population and Civil Registration Service Retribution effect real and positive impact on Performance and Behavior Counseling Civil Registration Citizens using the Civil Registry Service. The implications of the findings in this study are the phenomenon of obstruction of efforts to deliver information program of birth certificates to the public, resulting in low levels of participation and public confidence in the civil registration services. This condition will affect the low orderly population administration in the community.

Ownership residence documents are very important to all communities as proof of recognition by the state. The residence documents such as birth certificate is one of the rights of children that must be met by the government as a form of legal protection or recognition of citizenship. Based on the results of research shows that fulfilling the children's right to document a birth certificate in cabs Nunukan to do the service, the act of the scope of the public directly entered by local governments through measures in the form of direct services birth certificate in the office The Department of Population and Civil Registration, generally carried out (deed scope), held a collection directly children who have no birth certificates with the help of local authorities under the district, village, neighborhood / village up to the neighborhood and have signed a cooperation agreement (MOU ) to establish with competent authorities such as the Ministry of Education and Culture of Nunukan, Nunukan Nunukan hospitals and IBI Branch since 2016 as an attempt to optimize the fulfillment of the child's rights to legal documents such as birth certificate that all benefits are free. The results of this study are expected to contribute to training in specific areas of law and human rights as well as to refer both central and local governments into making future policy, especially in the area of population administration.

This article discusses the challenges for providers of local public services to adapt to increasing marketization and competition in the public sector. Based on some empirical evidence from local government in Germany, the article describes different adaptive measures in the past and shows the legal restrictions to strengthening performance and particularly competitiveness. Furthermore, the article presents some findings from good practice cases of local service providers in Germany who have successfully exposed themselves to market mechanisms. Finally, the article discusses observed results of increased competitiveness in the local government sector, with special regard to quality, efficiency and public employment. The article concludes with describing necessary elements of a competitive regime for public services and with some general reflections about the role of competition in the public sector.

Population Data is individual data or aggregate data that is structured as a result of Population Registration and Civil Registration activities. Birth Certificate is a Civil Registration Deed as a result of recording the birth event of a baby whose birth is reported to be registered on the Family Card and given a Population Identification Number (NIK) as a basis for obtaining other community services. From the total number of integrated birth certificate reporting for the 2018 Population Administration Information System (SIAK) totaling 570,637 there were 503,946 reported late and only 66,691 were reported publicly. Clustering is a method used to classify data that is similar to others in one group or similar data to other groups. K-Nearest Neighbor is a method for classifying objects based on learning data that is the closest distance to the test data. k-means is a method used to divide a number of objects into groups based on existing categories by looking at the midpoint. In data mining preprocesses, data is cleaned by filling in the blank data with the most dominating data, and selecting attributes using the information gain method. Based on the k-nearest neighbor method to predict delays in reporting and the k-means method to classify priority areas of service with 10,000 birth certificate data on birth certificates in 2019 that have good enough performance to produce predictions with an accuracy of 74.00% and with K = 2 on k-means produces a index davies bouldin of 1,179.

Islamic banks are present in the community as financial institutions whose activities are based on the principles of Islamic law for the benefit of the people. This study aims to determine the strategic role of Islamic Banks as financial service institutions, the importance of the existence of Islamic Banks and Islamic-based markets and financial instruments in them. In its development, Islamic banks have a role as institutions that turn on public funds, channel funds to the public, transfer assets, liquidity, reallocation of income and transactions. In the Indonesian economic system, the existence of Islamic Banks is important as an alternative solution to the problem of conflict between bank interest and usury. Islamic financial markets and instruments provide a free society of interest and follow a different set of principles. Basic scientific research generates knowledge that has intrinsic value which is independent of future applications. Basic research may also lead to practical benefits, such as a new drug or diagnostic method.  Building on our previous study of basic biomedical and biological researchers at Harvard, we present findings from a new survey of similar scientists from three countries.  This survey asked about the scientists’ motivations, goals and perspectives along with their attitudes concerning  policies designed to increase both the practical (i.e. public health) benefits of basic research as well as their own personal satisfaction. Close to 900 basic investigators responded to the survey; results corroborate the main findings from the previous survey of Harvard scientists.  In addition, we find that most bioscientists disfavor present policies that require a discussion of the public health potential of their proposals in grants but generally favor softer policies aimed at increasing the quality of work and the potential practical benefits of basic research. In particular, bioscientists are generally supportive of those policies entailing the organization of more meetings between scientists and the general public, the organization of more academic discussion about the role of scientists in the society, and the implementation of a “basic bibliography” for each new approved drug.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.
