This research was conducted in the Baluwarti settlement of Surakarta. This settlement was once the royal city of the Surakarta Hadiningrat palace, which was founded in 1745. The Surakarta Hadingrat Palace was built in 1742 by Paku Buwana II. In 1748 Paku Buwana II died, and was replaced by Paku Buwana III. During his reign, Paku Buwana III began to build a settlement area for soldiers, sentana dalem, and abdi dalem which is currently known as the Baluwarti settlement. One of the objectives of this research is to explore the concept of settlement spatial layout. By using historical studies research methods, it is known that the concept of settlement spatial layout is manunggaling kawula lan gusti. Then the exploration of the concept of spatial layout  continued until today (Paku Buwana XIII era). Based on the elements of spatial layout that are still and are still being maintained, it can be concluded that the spatial concept from the time of Paku Buwana III to Paku Buwana XIII is still being maintained. The Baluwarti settlement is a cultural heritage area of ??Solo City, and at the same time is a legacy of historical value, according to the Decree of the Mayor of Surakarta Number 646/116/i/1997 concerning the Determination of Ancient Historic Buildings and Areas in the Municipality of Surakarta.  In this effort to conserve settlement  areas, it also faces the same problems as in other places, including the absence of a clear concept in preservation so that the local community has not carried out conservation of the area properly. So that from the results of previous research, namely the concept of spatial layout which was maintained from the beginning until now (manunggaling kawula lan Gusti), will become the basic concept in preserving the settlement area of ??Baluwarti Surakarta.

The Uniqueness of Kawasan Kota Lama Semarang is always be an interesting topic to learn. This area has historic buildings as an attraction. However, there are still some buildings that are not well-maintained. This condition could make the nearest street space has a negative image and lead to the emergence of negative activities, such as vandalism. There are pictures and writings as the results of vandalism in several parts of the street space in Kawasan Kota Lama Semarang. Kawasan Kota Lama Semarang with the Blenduk Church as the landmark is become a cultural heritage area that needs to be preserved. The government collaborated with the local community commited to revitalize Kawasan Kota Lama Semarang in an effort to maintain its existence. Since 2013, the revitalization of buildings in Kawasan Kota Lama Semarang has beenintensified. This article aims to elaborate on the thinking about the potential of revitalization for tourism development and its impact on vandalism activities that have occurred in Kawasan Kota Lama Semarang. The explaination is done by comparing the vandalism mapping and buildings revitalization mapping. From the mapping, we could found the relationship between the revitalization of the area and the products of vandalism as well as the direction that could be done to enhance the positive image of Kawasan Kota Lama Semarang optimally.

Kondisi ini mengakibatkan terbentuknya ruang jalan yang memiliki kesan kurang baik serta mengundang munculnya aktivitas negatif, salah satunya adalah vandalisme. Terdapat gambar dan tulisan hasil aktivitas vandalisme di beberapa bagian ruang jalan di Kawasan Kota Lama Semarang. Kawasan Kota Lama Semarang dengan ikon Gereja Blenduk ditetapkan sebagai kawasan cagar budaya yang perlu dijaga kelestariannya. Pemerintah bekerjasama dengan komunitas penggiat kawasan terus melakukan revitalisasi dalam upaya menjaga eksistensi dan peran kawasan sebagai kawasan wisata yang bersejarah. Sejak tahun 2013, revitalisasi bangunan di Kawasan Kota Lama Semarang semakin intensif dilakukan. Artikel ini bertujuan untuk menguraikan pemikiran mengenai potensi revitalisasi terhadap perkembangan pariwisata serta dampaknya terhadap aktivitas vandalisme yang pernah terjadi di Kawasan Kota Lama Semarang. Pemaparan dilakukan dengan cara melakukan pemetaan terhadap lokasi terjadinya vandalisme dan pemetaan bangunan atau ruang publik yang telah mengalami revitalisasi. Dari pemetaan tersebut diperoleh hubungan antara revitalisasi kawasan dengan produk aktivitas vandalisme serta arahan yang dapat dilakukan untuk meningkatkan kesan (image) positif terhadap kawasan secara optimal.Kata kunci: vandalisme, revitalisasi, kota lama

The seaport, as a link of the transport chain, is oriented towards the development of the maritime system of the country and the summit place of traffic slope from all transport routes and means of transport. While the city, as a community of residents, is oriented towards promoting the well-being of citizens and the quality of their lives, so it strives to ecological, cultural and visual values. This relation of interest is merely one of the numerous relations of interest of the relevant stakeholders in the planning and development of the seeports in relation to the spatial concept of cities deriving from a constrained coexistence in a restricted area – as two separate entities whose interests and objectives appear to be different at first sight. In this paper, the relations of interest of the relevant stakeholders have been analyzed, quantitative and qualitative variables have been evaluated that influence the development of the seaports in relation to the spatial concept of the city. The research has highlighted the need to look at and analyze all relevant stakeholders interests, of which the most important are: state – local community, state – managing body of the port, state – economy, local community – managing body of the port, local community – economy and economy – managing body of the port.

AbstractThis paper describes the formation of defence area that often triggers agrarian questions at local level. The determination of defence area frequently aroused conflicts with local community having evidence of land ownership and cultivating the land for productive purposes. Ironically, military power, as an instrument for national defence claimed those land and use it for economic interests. This research uses qualitative method. Data collection was conducted by literature study, in-depth interviews and observation. This paper concludes that military defence was used as a tool to secure economic interests of the Colonial Government in colonial era. Furthermore, Indonesian military following this pattern in post-reform era. This means that there is a dislocation of authority when the Military uses public assets for their private interests.    Intisari Tulisan ini menjelaskan mengenai pembentukan wilayah pertahanan yang sering kali memicu persoalan agraria di ranah lokal. Penentuan wilayah pertahanan sering kali memunculkan persoalan dengan masyarakat lokal yang memiliki bukti kepemilikan tanah dan menggunakan tanah tersebut untuk kegiatan produktif. Militer sebagai alat pertahanan negara secara ironis melakukan klaim tanah dan memanfaatkan tanah untuk kepentingan ekonomi mereka. Penelitian ini menggunakan metode kualitatif dengan metode pengumpulan data melaluistudi pustaka, wawancara mendalam dan observasi. Tulisan ini menyimpulkan bahwa pertahanan menjadi alat untuk mengamankan kepentingan ekonomi pemerintah kolonial dan diikuti oleh militer Indonesia pasca reformasi. Artinya terjadi dislokasi wewenang ketika militer menggunakan aset publik untuk kepentingan privat.

The article presents results of a study of how immovable cultural heritage used for commercial purposes of tourism affects local communities. The study is based on data collected in direct interviews with property owners and representatives of local authorities and a questionnaire survey of local residents concerning sixteen historic buildings used as hotels, which are located in rural areas of Wielkopolskie province. It was found that the provision of additional, free cultural functions for local communities by property owners and/or local authorities exerts a greater socio-cultural impact and contributes to local, sustainable development. Based on the results of the study, it can be concluded that when historic buildings of this kind are used for commercial purposes it is important to ensure that they are part of the cultural experience not only for hotel guests but also for the local community. In this way, entire communities can appreciate their local cultural heritage (socio-cultural impact), which in turn strengthens cultural sustainability.

Sipiso-piso Waterfall located in Karo District, North Sumatra can be used as a superior attraction because it has great potential to be developed compared to other attractions around Lake Toba because this waterfall is one of the most popular tourist attractions. However, there are several obstacles on the development of Sipiso-piso Waterfall tourism such as tourism stakeholders who do not cooperate well such as the provision of supporting facilities that should be provided by the tour manager, namely the Karo District government instead, provided by the local community. Based on this phenomenon, it is necessary to know the management of Sipiso-piso Waterfall and how much participation of local people in the management of Sipiso-piso Waterfall. The method used in this research is descriptive qualitative. This research aims to To find out how to manage Sipiso-piso waterfall in Karo District, North Sumatra To find out how far the participation of local people in the management of Sipiso-piso waterfall. Data collection techniques using observation, interviews, and literature. Determination of informants using Purposive Sampling techniques. The results of this research is that the  community in the management of Sipiso-Piso Water Tourism Attraction at the planning stage is at the encouraged participation type, at the community organizing stage is at the spontaneous participation as well as at the mobilization stage, while at the community supervision stage is at the encouraged participation type.   Keywords: participation, development, local community

The next task concerns the determination of the composition and structure of the historical, diagnosis technique to develop original paint. The article presents the preliminary results of paintings. Abstract - The Arab Panjunan kampong serving as the research object happens to be one of the heritage areas of Cirebon Town. This urban kampong has certain ethnic characteristics typical of Arab quarters that make it unique, thus contributing to the rich cultural history of Cirebon. As a heritage area, it is important for this ethnic Arab neighbourhood of Panjunan to draw up an inventory of the specific architectural elements that are still traceable, such as the urban lay-out and its contents as well as the landmarks of this area observed from a physical-spatial angle. The aim of this research project is to find out about this kampong’s various architectural elements that are recognized as such by the locals. This will be the contributing factor in the process of determining which environmental elements can be classified as typical landmarks. The first step taken in the research conducted is field observation in order to establish the elements that have survived in the kampong, including the architectural, social, and cultural ones. The observation related to architectural elements has been identified in accordance with the theory concerning Elements of Urban Design as proposed by Hamid Shirvani in his book The Urban Design Process. The next step is conducting research using the Cognitive Method as applied to the kampong dwellers in Panjunan by way of sketched maps and guided interviews. The respondents, classified based on ethnic heritage (descent) and gender, were requested to describe the environmental elements in this ethnic Arab kampong as far as they could recognize or identify them. Those who experienced difficulties in describing the sketches were assisted by the researcher based on the stories that had been supplied. Based on the acquired data containing these environmental elements, the aspect of memories contained therein was studied by way of interviews linked to the Continuity Theory by Breakwell. Subsequently, an analysis was made of the basis underlying the recognition of these elements based on the Landmark Theory by Kevin Lynch, and classified based on the criteria drawn up by Eko Budihardjo. Through the analysis, it was discovered that Panjunan’s Merah Mosque and its Asy Syafi’i Mosque indeed qualify as as architectural elements that show continuity of memory, gaining validity as iconic elements or landmarks on the regional scale of Cirebon’s ethnic Arab kampong of Panjunan. The objectives of this study are: 1) To know how the government's strategy in developing Mileura Beach tourism objects in Lakarinta Village 2) to know any factors that affect the development of Mileura Beach Tourism Objects in Lakarinta Village. This research is a descriptive study with the support of qualitative data. Data collection techniques were obtained through interview observation and documentation. Determination of informants obtained by purposive sampling technique. Based on the results of this study it can be concluded that the strategy used by the district government in this case the Department of Tourism in developing Mileura tourism objects includes: increasing tourism promotion, improving facilities and infrastructure, forming tourism awareness groups, even fixing supporting infrastructure such as the addition of cliffside gazebos , road restoration for resting places in Mileura port area, cendra mata kiosk, parking expansion, road widening. The two tourism programs in Muna Regency in its implementation are influenced by two factors, namely supporting factors, attraction of tourism objects and local community participation and inhibiting factors including land status, human resources, security of tourist areas and facilities and infrastructureKeywords : Government, Development, Tourism, Strategic

Munduk village is located in the district of Banjar, Buleleng regency, which has a variety of attractions that can be developed. The purpose of this study was to determine the potential of tourism and packaging of tracking package tour with the concept of Tri Hita Karana in Munduk Village, Buleleng. The informants technique used in this research is purposive sampling. The informants in this research consisted of The chief of Munduk village, leaders community, and local guides. The analysis data technique used is descriptive qualitative. The results of this research indicated that Munduk has tourism potential in terms of natural landscapes, arts, local community trust, habits of the population, and historic buildings. Based on this potential, Tracking activities in Munduk village will packed into a tour packages by applying the concept of Tri Hita Karana. The tracking tour packages is divided into two options, namely Munduk Waterfall Tracking and Munduk Rice Field Tracking.
