Innovative development of Russia is explored in the article as a complex process that reflects the latest trends in the production, stockpiling and use of modern knowledge, priorities of scientific and technological development, changes in the structure and dynamics of the financing, development and implementation of innovative technologies in the public research centers, universities and private sector companies economy, formation of research and innovation policies aimed at making the research and preparation for the future of innovation sphere. The problem is to organize support the positive dynamics of the innovation process. The solution is possible based on the integration efforts of the Russian society to create a system of technological and socio-economic forecasting, select sources of funding long-term priorities of fundamental and applied science, education for constructive solutions to the problems facing Russia. In line with the above priorities, the author examined the key factors that characterize tendenuiyu accelerate the innovative development of the Russian economy: the global growth of knowledge-intensive production of gross domestic product, the priorities of the state scientific and technical policy of the most economically developed countries, strategies for high-tech business leaders.

In modern conditions of economic transformation, the task of innovative development of the economy of the Russian Federation is the use of advanced technologies in the development of high-tech industries. Russia’s entry into the top five world economies will be facilitated by its breakthrough into new areas of knowledge and technology, accelerating the processes of the country’s integration into the world economy. In the search for a solution to this problem, it is necessary to consider the latest trends in the development of the world economy, which are manifested in the context of globalization and the transformation of knowledge into a leading factor in economic growth. These trends include the formation and development of an innovative economy of a new type based on the transformation of the knowledge-intensive sector. As part of ensuring this ambitious goal, it is required to build a new innovative infrastructure that can integrate the interests of science, education, government and business, create high-tech industries and integrate into the knowledge-intensive sector, which, in turn, will ensure the accelerated innovative development of the economic system. A knowledge-based economy is a qualitatively new economic system in which production processes, organizational forms of enterprises and economic ties between them, the economic mechanism and property relations are largely transformed under the influence of technological factors. One of the strategic directions of Russia’s economic development is modern science, innovative education and a complex of high-tech industries. This study is based on the fact that in Russia there is a change in the nature of technological and innovative development, considering competitive advantages. In this regard, the most important task of the modern period of the formation of an innovative economy of a new type is the need to search for new drivers to realize the possibility of the country’s entry into the top five developed countries of the world by 2024. The relevance of this study is due to new approaches to innovative development in the context of the transformation of the knowledge-intensive sector, which is formed in partnership between the state and business.

The article notes the need for the transition of the resource sector of the Russian economy to an innovative development path and shows the potential for this. Some results of constructing a scenario forecast of the Russian economy development using the expert-statistical Bayesian method are presented. The peculiarity of the method: it is based on expert estimates and allows you to make forecasts in conditions of severe uncertainty. A predictive assessment of the resource sector impact on innovation in Russia in the period until 2030-2035 was made in the framework of the study. According to experts, the existing potential will not be fully utilized. Insufficient participation of the resource sector in the national innovation process is projected; attraction to import is the most likely. This reflects the general trend of the forecasted scientific and technological development of a country with a “sluggish” innovation market: insufficient supply, insufficient demand and the weak mechanism of the relationship between the first and second.

Over the past half century, global GDP growth has been exceptionally rapid, helped by significant labor force growth and increased labor productivity. Employment growth from 1964 to 2014 decreased from 1.7 to 0.3 % per year. Over the past 20 years, overall productivity growth in OECD countries has also slowed significantly. However, the introduction of digital technology is already changing the picture for the better in developed countries. Therefore, achieving the desired economic growth is seen in increasing labor productivity through the active development and implementation of key technologies of the Fourth Industrial Revolution, but with the need to effectively redistribute existing resources within countries, both developed and developing. As a hypothesis, the thesis was put forward on the need for scientific and technological development as the main answer to the challenges of our time with the aim of further growth and development of the Russian economy. However, the study proved that in modern conditions the main solution for Russia is a more efficient distribution of existing factors of production and, as a result, economic activity. At the same time, further technological and innovative development is necessary from the point of view of long-term economic growth, since the catch-up path has its own logical limit.

It is illustrated that the basis of economic growth for Ukraine and the only opportunity to take its own place among developed countries is to embark on the path of innovative development. The evolution of conceptions describing the impact of innovation on the process of economic growth within the limits of a country is traced, the existing models of innovative development are explored. The statistical relationship between the level of development of the economy and the amount of financing for innovative processes is specified. The theoretical studies on the impact of financing for innovation on economic growth are justified by the results of the author’s own econometric analysis. On the basis of the comparison of international ratings, the main problems are identified and the peculiarities in the formation of an innovative economy in Ukraine along with the factors influencing its development are analyzed. It is substantiated that Ukraine still has sufficient innovation potential (in particular, high quality of human capital, wide coverage of the population with higher education, growing level of exports of IT services, development of both fixed and cellular communication, dynamics of patent activity), constituting the main and necessary component of modernization of the economy and its transition to a new technological level. However, due to the difficult socio-economic and political situation, the lack of imperative and vector of scientific-technological development and modernization of the country in terms of public policy, as well as an adequate strategy for innovative development, Ukraine loses a number of its competitive positions in the world market, especially in the market of high-tech products. The author substantiates the necessity to move in the nearest time from theoretical design of the «problematic field» of priorities of the State innovation policy to the strategizing processes, which include: choosing the most adequate model of innovation development; elaboration of a methodological instrumentarium for allocation from a wide range of scientific-technological and organizational-economic innovations the most significant for the growth of the economy and, on this basis, selection of the main priorities for the scientific-technological development of the country; development of a realistic strategy taking into account the interests of all stakeholders: representatives of government, business and science; ensuring financial, institutional, infrastructure and other mechanisms of its implementation; strict control over the mechanisms for strategy implementation.

The study is aimed at determining the oscillators of crisis manifestations when the Russian economy tries to make transition to the path for accelerating technological development and forming an innovative economy. Short-term cycles were determined in the development of the Russian economy from 1995 to the first half of 2020 through the Fourier spectral analysis. Using the Granger test, causal relationships between the leading indicators of the economic crisis and the real GDP index in Russia were identified and substantiated. They reflect the influence of the key rate dynamics on the volume of lending, savings, investments, the yield on securities and the exchange rate; volumes of bank loans per the share of non-performing and bad loans and innovative development of the economy. Based on the constructed neural models of the oscillator influence on the level of real GDP in Russia, it was determined that the rapid growth of bank and mortgage lending, the devaluation of the ruble, a decreased volume of gross foreign investment and the level of innovative development predetermine crisis manifestations in the national economy. The lags of the influence of changes in the leading indicators of the economic crisis on the development of the economy were calculated. The results obtained can contribute to the effectiveness of the anti-crisis regulation strategy in Russia. They can serve as a basis for increasing the efficiency of long-term innovative development and creating appropriate conditions for increasing the scientific and technological potential of the country.

The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

The paper is devoted to improving managerial tools to ensure the effective implementation of technological breakthrough in the Russian economy. Solving the tasks of socio-economic development of the country, improving the quality of life of the population, ensuring its geopolitical position is impossible without accelerated economic growth. To ensure it, a technological breakthrough is needed in the Russian economy. In order to create appropriate conditions, new management mechanisms are needed in high-tech corporations. The methodological base of the study is based on the provisions of the theory of corporate governance, system, factor, functional and statistical analysis. The paper analyzes the experience of organizations of accelerated technological development and concludes on the effective structure of the managerial apparatus, which coordinates and monitors the activities of corporations. The main directions of state policy to ensure economic growth are identified, a factor analysis of its effectiveness and mechanisms for the formation of the conditions for the implementation of technological breakthrough are carried out. The domestic scientific potential of providing a technological breakthrough in the Russian economy is shown, the effectiveness of mechanisms for converting scientific achievements into breakthrough technologies is considered. The analysis results carried out in the work indicate the absence of a system of concentration of scientific potential for the creation of high-tech innovations. The structure of the scientific and technical platform for generating knowledge and its transformation into competitive technologies in priority sectors of the real sector of the economy is proposed, its organizational form is determined. The work results can be used in solving strategic problems of modernization of high-tech manufacturing industries.

The present research featured scientific and technical policy papers in Russia. The research objective was to study the normative legal acts that determine the strategic scientific and technological development of the country. The paper contains an analysis of the goals stated in these documents and defines the efficiency of the target indicators. The study was based on systematization methods, content analysis, and comparative analysis of the main strategic legal acts that form Russian scientific and technical policy. These documents are divided into two groups. The first one contains the goals and objectives of scientific and technological development, but no quantitative values of targets, or indicators, of scientific and technological development. The second group specifies these indicators. The study revealed that not all the goals outlined in the policy papers have been met, and there are targets for scientific and technological development that have not been achieved yet. Moreover, some of the measures provided in the policy papers were implemented with a noticeable delay or were not implemented at all. For instance, the list of end-to-end technologies still remains unapproved. All these issues hindered the development of Russian competitive high-tech sector of goods and services: the country failed to develop mechanisms that could stimulate its transition to innovative development of real sector enterprises and to improve the resource base for scientific and technological complex.

The aim of the article is the theoretical justifcation and development of the organizational and economic mechanism for the formation and development of a regional intentional complex, where innovative components dominate. It should be noted that in recent years in the region there have been trends in the deepening of the newest forms of relations and interconnections based on the expansion of inter-sectoral and sectoral integration of industrial enterprises, the progress of the formation of forms of regional industrial systems is traced, prerequisites are created for the emergence of new forms of integrated cooperation of the subjects of the innovation process. In modern conditions, the current model of the competitive development of the industrial complex of the region is based on the broad and effective interaction of various participants in the development and commercialization of innovations, which requires a search for forms and directions of its strengthening. The need to strengthen the innovative component of the industrial complex, contributing to its innovative development, involves the search for new modifed organizational and economic mechanisms for the innovative development of the industrial system based on the assessment of trends and development features of new system interactions. Meanwhile, the process of transition to a model of innovative development is objectively closely related to the need to concentrate efforts on the formation of a systematic methodology for managing the innovative development of the region. The article focuses on the development of organizational and economic mechanisms for the innovative development of the regional industrial complex. In particular, attention is paid to the intensive factors of industrial production growth. To achieve the goal, several main tasks were set and solved in the article.. The state of fxed assets for the development of industrial production in the region has been studied. The region was also evaluated based on the influence of innovation and investment factors. The current state and trends in the development of industry in the Tashkent region are analyzed, the basic prerequisites for the creation of an innovative industrial system in the region are studied, and trends in the innovative development of industry in the Tashkent region are evaluated. In conclusion, recommendations are given for eliminating the imbalance between the existing regions, as well as for accelerating the development of new high-tech industries of the industrial complex

Indonesia has a huge population over 270 million people. The Republic of Indonesia is the largest Muslim state in the world. Its steady economic growth faces a deep challenge due to the COVID-19 pandemic. Indonesian education and medicine systems are insufficient whereas the country nowadays has no high-tech or knowledge-intensive technologies. Indonesia looks a bit marginal facing current challenges, especially in comparison with the developed countries. The poverty rate is high in Indonesia. The country also faces a rise of radical Muslim communities. The COVID-19 pandemic does help the Indonesian military to strengthen again. Many challenges — demographic, economic, social, political and cultural — imply that any Indonesian government has to maneuver between the Armed Forces, Muslim groups, and the poor.
