Productive forces are defined as the most important component of the economic system. Increasing the productivity of the resource potential use of the country’s agricultural sector is possible through the implementation of proper state regulation. The purpose of the research is to generalize the experience of highly developed countries in relation to state regulation of the resource potential productivity in the agricultural sector. Results. The content of the law of saving time and the law of nationalization is described. The purpose of state regulation of productivity of resource potential use of the enterprises in agrarian sector is defined. The inconsistency of the traditional paradigm of agrarian policy with modern realities has been established. The need to harmonize economic interests between the links of the agro-industrial complex is emphasized. An analysis of the experience of the European Union, the United States and Japan in the field of effective agricultural policy has been conducted. The positions of scientists regarding the requirements for the new agrarian paradigm are considered. The own position concerning comparison of characteristics of traditional and new agrarian paradigm is proved. The inexpediency of determining the average indicators that characterize the agricultural sector is proved. The need for state support in the agricultural sector was emphasized. The necessity of strengthening state regulation of resource potential of the agricultural sector is substantiated through the following levers: antitrust policy, preservation and reproduction of resource potential, credit and financial mechanism, taxation system, regulation of foreign economic activity, special target programs, price regulation of agricultural production. The program of complex increase of productivity of resource potential use is offered as the main organizational mechanism. Conclusions. State regulation of increasing the productivity of the resource potential of the agricultural sector should be aimed at the development and harmonization of economic interests between the links of the agro-industrial complex. An efficient market economy presupposes functioning of highly developed infrastructure for agricultural production. One of the negative factors restraining the modernization of agricultural sector of Kazakhstan, its material and technical base and the development of rural areas is the regression of production mechanism. The formation of competitive model of interconnected structures serving agriculture contributes to the creation of integration ties and improvement of State regulation, the expansion of domestic production and the increase in the competitiveness of the products of this industry. The article shows the problems of structural imbalances in the provision of enterprises with all types of material and technical resources of agro-industrial complex, lag in the level of the internal infrastructure of agricultural enterprises and agro-industrial complex as a whole, which leads to the ineffective use of elements of production potential and is an obstacle to the introduction of modern equipment and technologies, as well as new forms of organization of production. The agricultural sector as raw material support for light industry is a key one in the country's economy. As modern experience of industry associations of developed countries shows, functioning of production services market is viewed as trend based on the principles and characteristics of the development of various industries. The authors present an improved Kazakhstani model for the development of agricultural production infrastructure, taking into account the best world practice of consistency in planning and evaluating results, the complexity of measures, individual approach, guarantees of fulfillment of obligations.

Introduction. The imperfection of the state regulation process of the productivity of the resource potential use at enterprises in the agricultural sector of the economy is due to the lack of proper scientific and methodological framework for the implementation of monitoring and control processes. The solution to this problem is possible through the development of an appropriate mechanism for economic reproduction of the resource potential at the agricultural sector. The purpose of scientific research is to determine the essence of the economic reproduction mechanism of the resource potential at the agricultural sector. Results. The conditions for successful implementation of agrarian reform are outlined. Peculiarities of using agricultural production resources in agricultural activity are determined. The specifics of land resources as an economic object in agricultural activity are considered. The importance of regulating the economic resource potential of agricultural enterprises is substantiated. The essence of agrarian relations is determined. The existing models for estimating the efficiency and productivity of using the resource potential of agricultural enterprises are characterized. The factors are given that determine the total productivity of resource potential. The development necessity of scientific and methodical bases of monitoring and regulation of productivity in various branches of production is substantiated. The expediency of the system introduction and integral approach is substantiated for productivity concept definition of resource potential use of agrarian business formations. The negative influence scheme of government economic policy on rates of productivity growth of resource potential use is developed. It is proposed to consider the category of productivity of resource potential use as a system concept that has a dual nature. Conclusions. Understanding the essence of the economic reproduction mechanism of the resource potential at the agricultural sector will contribute to the measures formation taking into account foreign practices aimed at the development of the domestic agro-industrial sector. Introduction. The agro-industrial sector has a significant impact on the national economy state, so the key task of public policy is to ensure its continued development. The purpose of the research is to evaluate the experience of highly developed countries (such as the USA) in the state regulation field of the productivity of the resource potential use at the agricultural sector to determine the key directions of the domestic agrarian policy development. Results. The possibility of using "green box" levers in domestic agricultural policy has been established aimed at optimizing the use of resource potential. The criteria of belonging of state measures to the "green box" are defined: their influence should not concern the price support of productions, financing is carried out at the expense of government budget programs, and not consumers of agricultural production. Uncertainty of goals and strategy of domestic agrarian reform has been revealed. The main reason for the imperfect development strategy of the domestic agrarian sphere is outlined - the lack of a concept and mechanism for state regulation of the productivity utilization of the resource potential at the agricultural sector enterprises. The low level of attention of the state authorities to the agriculture resource potential is justified. It has been established that the current practice of crop management leads to a deterioration of the soil and climatic conditions. This necessitates the search for new approaches to shaping the resource potential of agricultural enterprises. The unsatisfac-tory condition of fixed assets used in agriculture and their impact on the yield of agricultural products are characterized. The chronology of the state regulation system transformation of productivity of resource potential use in the USA’s agricul-tural sector is considered. The existence of permanent goals of agricultural policy has been established. The main types of US farms are characterized: individual farms, family partnerships and corporations. The American system orientation on strengthening the influence of state regulation in order to provide conditions for efficient use of resource potential is estab-lished. The main shortcomings of the domestic agricultural policy are identified and the directions of its improvement are suggested. Conclusions. Today there is no alternative to active state regulation aimed at the formation, restoration and utiliza-tion of the resource potential of the domestic agrarian sector. In this regard, it is necessary to ensure the optimal structure of market and social leverages on the resource potential. This impact must be comprehensive and continuous in order to achieve the stated goal. Ukraine’s adaptation to the modern market system of economic activity is determined by the need to implement a number of urgent reforms aimed at increasing the role of the state in the integrated development of the economic and priority agro-industrial sector. Radical reforms of state regulation of agricultural production are necessary to overcome the existing crisis phenomena and ensure further intensive development of the agro-industrial complex. In the practice of progressive highly developed countries, the agro-industrial complex of which was formed under the influence of state regulation, demonstrates that in market conditions the efficiency of agricultural production largely depends on the level of state incentives and state support. The article examines the main aspects of state support for agriculture in modern conditions, which are regulated by regulations. The economic significance of state support is determined, its current state and main directions for agricultural enterprises are studied. The results of the analysis of preconditions and measures that led to the change of directions and volumes of state support in the budget for 2020 are presented. Ways to develop state support for the country’s agricultural sector have been identified. Some world models of state support are analyzed and prospects for Ukraine are outlined. The obtained results are similar to domestic studies and defend the belief in the need for state support of the competitive environment, and not only certain forms of management and ensuring food security by means of regulatory policy coordinated to support the industry.

Subject. In the twentieth century, the most developed countries formed a permanent military economy represented by military-industrial complexes, which began to perform almost a system-forming role in national economies, acting as the basis for ensuring national security, and being an independent military and political force. The United States is pursuing a pronounced militaristic policy, has almost begun to unleash a new "cold war" against Russia and to unwind the arms race, on the one hand, trying to exhaust the enemy's economy, on the other hand, to reindustrialize its own economy, relying on the military-industrial complex. Objectives. We examine the evolution, main features and operational distinctions of the military-industrial complex of the United States and that of the Russian Federation, revealing sources of their military-technological and military-economic advancement in comparison with other countries. Methods. The study uses military-economic analysis, scientific and methodological apparatus of modern institutionalism. Results. Regulating the national economy and constant monitoring of budget financing contribute to the rise of military production, especially in the context of austerity and crisis phenomena, which, in particular, justifies the irrelevance of institutionalists' conclusions about increasing transaction costs and intensifying centralization in the industrial production management with respect to to the military-industrial complex. Conclusions. Proving to be much more efficient, the domestic military-industrial complex, without having such access to finance as the U.S. military monopolies, should certainly evolve and progress, strengthening the coordination, manageability, planning, maximum cost reduction, increasing labor productivity, and implementing an internal quality system with the active involvement of the State and its resources.

Современная трансформация сельскохозяйственного производства, обусловленная переходом к цифровым технологиям и масштабным обновлением материальнотехнической базы, влечет за собой необходимость разработки научно обоснованной методики планирования потребности аграрного производства в рабочей силе и ее адаптации к новым вызовам. Статья посвящена разработке методики планирования кадрового потенциала аграрного сектора экономики в условиях цифровых технологий. Разработан алгоритм планирования кадровой потребности отрасли на среднесрочную перспективу. Ключевыми показателями плановой работы по определению потребности в кадровом обеспечении согласно методике должны выступить контрольные цифры приема в образовательные учреждения и создание условий по обеспечению трудоустройства выпускников. С целью обоснования прогноза ежегодной дополнительной потребности аграрного сектора экономики в кадрах предложен расчетно-аналитический инструментарий с применением технологий стратегического форсайтинга, который позволяет в условиях формирования аграрной экономики инновационного типа сформировать новую парадигму прогнозирования кадровой потребности для сельскохозяйственного производства, демонстрирующую переход от сценарного (вариативного) подхода к подходу «тройная спираль». Подход «тройная спираль» не только позволит прогнозировать качественную динамику кадрового потенциала сельского хозяйства, учитывающую изменение условий труда, тенденции масштабной модернизации производственных фондов, применение современных технологий, достигнув максимального соответствия между ресурсным потенциалом отрасли и ее ежегодными кадровыми потребностями, но и будет способствовать созданию системы объективного государственного регулирования общего профессионального и дополнительного аграрного образования на региональном уровне. Практическая значимость исследования заключается в разработке организационно-экономического механизма государственного регулирования вопроса кадрового обеспечения на основе проектных методов управления в сельском хозяйстве, позволяющего сбалансировать ситуацию на аграрном рынке труда. The modern transformation of agricultural production, due to the transition to digital technologies and large-scale modernization of the material and technical base, entails the need to develop a scientifically based methodology for planning the needs of agricultural production in the labor force and its adaptation to new challenges. The article is devoted to the development of a methodology for planning the personnel potential of the agricultural sector of the economy in the context of digital technologies. An algorithm for planning the personnel needs of the industry for the medium-term perspective has been developed. The key indicators of the planned work to determine the need for personnel support according to the methodology should be the control figures for admission to educational institutions and the creation of conditions for ensuring the employment of graduates. In order to justify the forecast of the annual additional demand for personnel in the agricultural sector of the economy, a calculation and analytical tool is proposed with the use of strategic foresight technologies, which allows, in the conditions of the formation of an innovative agricultural economy, to form a new paradigm for predicting the personnel need for agricultural production, demonstrating the transition from a scenario (variable) approach to the «triple helix» approach. The «Triple Helix» approach will not only predict the qualitative dynamics of the human resource potential of agriculture, taking into account changes in working conditions, trends in large-scale modernization of production assets, the use of modern technologies, achieving maximum compliance between the resource potential of the industry and its annual human resource needs, but will also contribute to the creation of a system of objective state regulation of general professional and additional agricultural education at the regional level. The practical significance of the study lies in the development of an organizational and economic mechanism for state regulation of the issue of labor security on the basis of project management methods in agriculture, which allows to balance the situation in the agricultural labor market.

The grain farming is the basic sector of the agro-industrial complex (AIC) of the Russian Federation, which has always been the basis for the sustainable development of the entire agricultural sector of the country. The feed grain is of particular importance for obtaining cheap livestock products and import substitution in this field. The share of the imported meat and dairy products will sharply decrease if the system of ensuring self-sufficiency for the country's regions with grain is properly built. At the same time, the resources spent on imports will fund the development of the entire AIC. Due to some natural and economic factors, not all regions in the Russian Federation are able to provide themselves with their own grain. It is favorable for such regions to import cheap grain from other regions and to supply their cheap livestock products to these regions. Most of the grain should be fed to livestock and poultry in order to eliminate the discrepancy between the export and import of food. The attempts are made in the Russian Federation to transfer agriculture to an industrial basis, but, unfortunately, this is done only in the farms that receive high subsidies and preferential loans, while most of the farms try to develop at their own expense, which they lack. This results in the technological backwardness of the industry and the general crisis state.

The article is devoted to development of approaches and practical recommendations on issues of state regulation and state support of agro-industrial complex economic entities as a factor of stimulating economic growth of industry as a whole. Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation.
