The article reveals the issues of personnel training for the formation of a system of comprehensive rehabilitation and habilitation of disabled / disabled children, early assistance to children and their parents, accompanied living, social and vocational rehabilitation, psychological rehabilitation, technical means of rehabilitation of disabled people. The purpose and main task of our research is to study the issues of personnel training from the standpoint of regulatory, scientific, methodological and practice-oriented support. The presented materials are relevant and significant at the present time. In the light of the modernization of federal and regional legislative acts, the need to provide quality assistance to persons with disabilities is increasing, which in turn requires the training of highly qualified personnel. The materials of the article use statistical data on the needs of all constituent entities of the Russian Federation in the preparation of their leaders and leading specialists for the implementation of these types of activities. The study analyzes the need for training personnel for the education system, health care, and social protection. The value of the materials presented will make it possible to develop new technologies and approaches to the personnel training system. The areas of work given in the article are of great practical value and indicate that the technologies offered by Saint-Petersburg Postgraduate Institute of Medical experts, employees are effective and can be multiplied on the territory of the Russian Federation. In the process of further research, it is planned to develop professional standards for specialists in the education system, health care and social protection in the field of comprehensive rehabilitation and habilitation of disabled people / disabled children, early assistance to children and their parents, accompanied by living, social and vocational rehabilitation, psychological rehabilitation, technical means of rehabilitation disabled people.

The article deals with issues related to the problem of vocational rehabilitation of disabled people. The competence of the Russian Federation in the fi eld of rehabilitation of disabled persons in the person of its Federal authorities and management, subjects of the Russian Federation and local self-government bodies is specifi ed. The content of such concepts as "services for professional rehabilitation of disabled people" in accordance with the state standard GOST R 53873-2010 Rehabilitation of disabled people is disclosed. Professional rehabilitation services for the disabled; "professional rehabilitation program" and "options for professional rehabilitation". Despite the fact that professional rehabilitation and adaptation in the workplace is an integral part of the state policy in the fi eld of social protection of persons with disabilities, there are many unresolved problems and diffi culties in this area.

The article describes the results of a study aimed at the analysis of requirements for the various types of expertise (psychological, pedagogical, psychological, pedagogical) in normative legal acts and other documents governing the activity of specialists in the national system of education. Analyzed 25 documents: Federal laws, regulations and orders of the Government of the Russian Federation, orders and letters of the Ministry of education and science of the Russian Federation, orders and decrees of the Ministry of labour and social protection of the Russian Federation. Describes the concept of "psychological and pedagogical expertise in the documents governing the activity of specialists in the education system. Reveals the importance of the development of competences of educational expertise in the process of training in educational programs of higher education. Describes the types of examinations in the education system, enshrined in the Russian legislation: a psychological examination, socio-psychological expertise, pedagogical expertise. The absence of a single clear definition of the notion "psycho-pedagogical expertise" in the regulatory documents.

BACKGROUND: In the system of medical and social expertise and rehabilitation of disabled people, the solution of issues of employment, socialization, improvement of the level and quality of their life becomes obviously relevant. AIMS: To study and analyze the needs of disabled people in vocational rehabilitation, including employment and the creation of special jobs, in a comparative aspect - in St. Petersburg and the Russian Federation. MATERIAL AND METHODS. The materials of the study were data from Rosstat of Russia, official state statistical reporting: Forms 7-sobes "Information on medical and social expertise of persons aged 18 and older" for 20152019. RESULTS: The article analyzes the indicators of primary disability and the needs of disabled people in vocational rehabilitation activities based on the study of the individual rehabilitation or habilitation program (IPRA) for disabled people in Saint Petersburg and the Russian Federation in dynamics over five years (20152019). An analysis of the needs for vocational rehabilitation measures, taking into account its structure in IPRA (vocational guidance and employment) and the disability group, was carried out. Since the greatest difficulties arise in the selection and organization of jobs for people with disabilities of groups I and II, the needs of people with disabilities in creating a special workplace have been studied. The necessity of solving organizational, methodological, and financial issues when creating special jobs for the disabled is emphasized. CONCLUSION: The implementation of the state program "Accessible environment" and its subprograms aimed at creating models of employment of disabled people in the regions of the Russian Federation requires taking into account the territorial characteristics of the prevalence of primary disability and the specifics of the regional labor market in the employment of disabled people.

The prevalence of diabetes is high and continues to grow. Patients with diabetes make up 3.12% of the population of Russian Federation. Economic losses from diabetes accounted for 1.8% of the worlds gross domestic product. There are no effective treatments for diabetes. The goals of patient care are control homeostasis indicators and prevent complications. The Russian Federation has created a multi-level system of care for patients with diabetes. Social protection institutions take part in comprehensive rehabilitation of patients with diabetes. In 20152019 years the state budgetary institution of the city of Moscow Scientific and practical rehabilitation center conducted inpatient rehabilitation of 10.4 thousand disabled people. The prevalence of diabetes among them was 19.5%. Rehabilitation of patients with diabetes in the rehabilitation center has a number of features: planned nature, the possibility of individual and group work of doctors with patients, the state of physical and psychological comfort of patients, the use of climate therapy.

Introduction: the protection of the rights of persons with disabilities is one of the priority directions of the modern social policy of any democratic state. Considerable attention is paid to this direction by the state. At an expanded meeting of the board of the General Prosecutor's Office of the Russian Federation V.V. Putin summed up the results of the department's work for 2020 and gave instructions to continue to keep the social protection of disabled people under control. The President of the Russian Federation noted that in 2020 the number of identified, and most importantly, eliminated violations in the field of protecting the rights of persons with disabilities increased.Purpose: to improve the participation of the prosecutor in proceedings on cases of administrative offenses in the field of social protection and social services for disabled people. Results: the author's position on adding to the exclusive competence of the prosecutor the initiation of cases of administrative offenses under Art. 5.41 of the Administrative Code of the Russian Federation. In addition, it is proposed to introduce into the Code of Administrative Offenses of the Russian Federation a norm providing for the notification of the prosecutor about the time and place of consideration of a case on an administrative offense in relation to persons with disabilities of I and II groups.Conclusions: the article raises the problem of bringing officials of public authorities to administrative responsibility. The necessity of amending the Code of the Russian Federation on cases of administrative offenses in order to improve the participation of the prosecutor in proceedings on cases of administrative offenses in the field of social protection and social services for disabled people is substantiated.

The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.

Russian President Vladimir Putin defined increase in life expectancy from 72.7 to 78 years by 2024 as a national aim in the Decree № 204 of May 7, 2018. Achievement of this aim depends on drug provision system among other factors. Strategy of drug provision for the population of the Russian Federation for the period until 2025 sets the goal of increasing availability of high quality, effective and safe medicines to meet needs of the population and the health system based on the formation of a rational and balanced system of drug provision for the population of the country with available resources. The health care system should expand the possibilities of using modern and effective mechanisms to ensure the financing of drug provision for the population.

The article presents main properties of the federal projects of the National project «Health care», as well as the main activities of those projects, in which Roszdravnadzor has a particular interest. The article depicts the control and monitoring system applied by the Department of state control of implementation of state healthcare programs of Rosdravnadzor, which allows to detect in real time the subjects of the Russian Federation that have the highest risk of falling short of the targeted indicator of the regional projects and to take this information into account during the development of the plan for the control and surveillance activities.

The presented study analyzes the proposal of the Prime Minister of the Russian Federation D. A. Medvedev to switch to a four-day working week. In the context of the topic, the experience of dealing with this issue is examined, including international practices. A similar proposal was discussed by I.V. Stalin as far back as Soviet times, although in the context of switching to five- or six-hour working days, but only in 2019 did this issue become the subject of debate. In light of the pension reform, which has led to an increase in the retirement age in Russia, a number of experts believe that such proposals may entail potential changes that could have a negative effect on the situation of workers. This study examines the mechanisms of public administration in coordination with enterprises relating to changes in the working hours.Aim. The authors aim to analyze potential directions for the improvement of public administration in the field of labor legislation, which has a significant impact on the development of the economy, business, and the situation of workers.Tasks. This study determines the historical background of Russia’s switch to a four-day working week; examines the legal mechanisms and specific features of labor legislation in Russia in the context of the planned switch to a four-day working week; explores international practices in the field of regulation of working hours; analyzes the benefits and drawbacks of switching to a four-day working week in Russia; develops proposals associated with Russia’s switch to a four-day working week.Methods. The methodological basis for the consideration of the problems includes general scientific methods, systems, structural, functional, and institutional analysis.Results. The ongoing processes in the field of improvement of labor legislation and its impact on the economy, business, and the situation of workers are comprehensively analyzed. The historical background of Russia’s switch to a four-day working week is determined; fundamentals of Russian labor legislation are examined; benefits and drawbacks of the potential innovations in the field of regulation of working hours are identified with allowance for international practices. The authors formulate proposals, the implementation of which will bring Russia closer to the switch to a four-day working week.Conclusions. The proposals of the Prime Minister of the Russian Federation to switch to a four-day working week has raised a lot of questions. For instance, it is unclear whether the current wages will be maintained. It is also questionable whether it is a step towards artificially reducing unemployment, in which fields this idea is likely to manifest itself first, and so on. These questions need to be thoroughly discussed by the representatives of the Government of the Russian Federation, Ministry of Labor and Social Protection of the Russian Federation, trade unions, and the scientific community. It is necessary to conduct a sociological survey to determine and prevent concerns among citizens about the upcoming changes. That said, the authors believe that the idea itself is conceptually correct, but it still valid to doubt whether it can be successfully implemented at the time of capitalism, when entrepreneurs focus on profit and are not interested in reducing the working time of their employees. According to the authors, the plans of I.V. Stalin to reduce working time could faster come into fruition with the socialist economic model, which facilitated innovations in the machine tool industry that would boost GDP growth and significantly reduce production costs. Assessing the prospects of development of this idea at the present stage is difficult.
