The Gender Role in Local Governmental Institution (A Study of Malang Local Governmental Institution, East Java)

Objective - This research aims to examine the issue of gender equality in nations who adopt a patriarchal value system, such as Indonesia, where the opportunity for woman to participate in government is relatively limited. The governance implemented in Indonesia, both central and local level, tend to adhere to the principles of "Good Governance". Inherent in these principles is the principle of gender equality, which aims to provide all citizens with the opportunity to improve and maintain their prosperity. Methodology/Technique - This research focuses on 2 main questions, namely: what is the role and position of woman in local government in Kota Malang? and what is the strategy and obstacles faced in improving the role of women? The method used in this research is descriptive research with a qualitative approach. The data was collected through documentation, interviews and observation. The data was analyzed using Miles and Huberman's interactive model, namely: data reduction, data display and conclusion. Findings - The results show that the role of woman in making public policy is limited to participation as a consulting member only, with no ability to influence the material substance of they policy. Further, it seems that illiteracy of women in the area remains high, and only a marginal number of women currently occupy higher positions in the government. Further, the election of a woman to the position of Mayor had no significant effect on the rate of gender equality. Novelty - This research suggests that there is a need for increased representation of woman in politics, either in legislative, judicative or executive branches of government, a need to develop a local rule (PERDA) to include woman in governmental affairs, the need to amend the current governmental system to a more justice-focused system, in order to support the legal system by supporting small groups and balance values and morality by increasing representation of women across all sectors. Community service activities are one of the activities that aim to assist the government in improving Good Government. Community participation is still very low in implementing the principles of good government. Yet society is a very important part of these principles. Because the role of the community is still very low, community service is held in the form of counseling and socialization about the importance of community participation in improving good government. To realize a civil society, good governance is needed, both at the center and at the local level so that they can work well together so that the goals desired by the community are carried out, and this is not the task of the central government alone but the government under it starting from the village government and local government. that is what we know as the implications of village autonomy. The village community is expected to become a useful community, especially in the process of administering government (at the village level in particular). Because the participation of the village community is a real embodiment of Good governance. This kind of society will be solid and actively participate in determining various government policies. In addition, this kind of society will also carry out an effective supervisory function in the implementation of government administration. If the community is not yet effective in front of the government and there are still many social problems in it such as conflict and group anarchism, it is very unlikely that Good governance can be implemented.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

This article examines the role of the multilingual education (MLE) teacher in the mother tongue-based MLE program for the Juangas, a tribe in Odisha, an eastern state of India, and is part of a broader study of the MLE program in the state. For the specific purpose of this article, I have adopted Welmond's (2002) three-step process: identifying culture-specific knowledge about the role of a teacher; examining the state's education objectives that influence teachers’ behaviour and experiences; and focusing on the behaviour and experience of teachers at the local level. These three steps constantly merged into one another during the examination of the subject under discussion. The paper recognises that the MLE teachers are not only first-generation teachers, but also first-generation practitioners of MLE, and therefore need to be resourceful and experimental in their classroom practices. However, given the national imperative to achieve universal elementary education by 2015, within the para-teacher framework adopted by the Government of India, the MLE teacher seems to be just a means to an end.

This study examine how covid-19 has induced social changes and criminality in Nigeria as a result of economic lockdown, restriction on inter-state movement, closure of international borders, restriction of religious worship, restrictions on all forms of marital rites, ban on all burial and funeral activities, suspension of all educational activities, and social interactions replaced by social distancing. Due to this alteration of the normal human life, and since survival is key, hence the issue of criminality. This paper examined cases of criminality in the country during lockdown, government interventions to mitigate the increase in criminality as a result of the pandemic, implication of covid-19 on fashion, determinant, forms and resistance to social change. The paper is qualitative in nature and relied principally on secondary data to achieved the scope of the study, these includes publications sourced from text books, bulletins, journals, government documents, newspapers and internet. The conflict and conspiracy theory of social change was adopted as the theoretical framework for the study. The findings in this study showed that the government with the aim to mitigate the spread of the pandemic in the country restricted the movement of its citizens with compulsory sit-at-home, thus affecting the normal life of its citizens, government intervention at the federal, state and local level is grossly inadequate to cushion the effect of the epidemic on the vulnerable citizens of the country, several structural factors helped triggered Nigeria’s current economic crises such as poor public health infrastructure, institutional corruption, weak and underdeveloped digital economy, lack of social welfare programme, leadership problem, over-dependent on oil sector of the economy, lack of saving culture and, high debt profile of Nigeria. The paper recommends that government should create an enabling environment to increase the standard of living of its citizens as poverty fuels criminality, the government should not politicalize the distribution of relief materials to victims in the face of emergencies, since the protection of the welfare and well-being of the people is the reason for governance, need for good governance and the rule of law, and government should improve capacity-building strategies for adequate security of life and property in Nigeria.

Population data management involves many complex activities of different types of organizations, stakeholders, and knowledge. Innovation is essential in improving the efficiency of the public sector. Governance innovations will give the consequences of the success of innovation itself.  Good governance is a reflection of the innovation strategy of a government administration process. The focus of this research is to investigate the phenomenon of innovation in the management of population data and documents in Southeast Aceh regency. The qualitative method with phenomenological analysis is used to explain and identify how the phenomenon occurs.  The data collection is done inductively by having interviews, discussions, and participatory observation. The triangulation approach is used to explain empirical and secondary data. The results of this study found that the management of innovation should be supported by various supporting policies and the leadership capacity of policy maker. Community participation and cross-border cooperation also contributed to the management of innovation. Innovation is also an immediate need today to deliver excellent public services by the government. JEL Classification:  H70, O32, R58

The phenomenon of public service today is very rampant with problems by the bureaucrats who are less responsible, resulting in service to the community becomes not maximal, and people become unconvinced with the government bureaucracy. The presence of Good Governance is expected to be able to restore public trust to the government bureaucracy. Where Good Governace principles such as Accountability and Transparency are needed. The purpose of this study is To Know the Level of Accountability and Transparency in District Sukolilo Surabaya in the Service ID card. The research method used is to use descriptive research form using qualitative approach. Descriptive research will present data, analyze, interpret, and made conclusions from research conducted by the author. Based on the result of the research, it can be concluded that Accountability in ID card Service in Sukolilo Subdistrict of Surabaya City is good, where performance accountability indicator, cost accountability and accountability of service product have been appraised by society as respondent. Transparency in ID card service in Kecamatan Sukolilo Surabaya is quite good where management, service and service indicators, service procedures, service charge details, authorized and responsible officials, service standards, service promise and service location are considered good enough, but at Indicator of service information and service completion time is still considered not good by the community as respondents. Keywords : Public Service, Good Governance, Accountability and Transparency.

Abstract: Government support for the existence and role of zakat management organization indicated by the issuance of legislation on the management of zakat that Act No. 38 of 1999 and the decision of the Minister of Religion No. 581 of 1999 on the implementation of Act No. 38 of 1999 which was amended by Act No. 23 of 2011 concerning the management of zakat. Many  factors of causing non-optimal zakat as legislation, mostly related to the system and institutional factors. In this case, should the government as well as amil zakat organization has a strategic role to establish an institutional system of zakat and charity empowerment and support the establishment of the implementation of the charity as a binding regulation. This can occur if the control system of zakat management organization operating effectively, as well as the existence of legislation on the management of zakat either No. 38 of 1999 and No. 23 of 2011. In other words, the optimization of the implementation of zakat is affected by the system and the effective management of zakat management in addition to firmness of government in enforcing the implementation of zakat either written in the legislation and are implementable in order to achieve good governance zakat (alms good governance).   Abstrak: Dukungan pemerintah terhadap keberadaan dan peran organisasi pengelola zakat ditunjukkan dengan dikeluarkannya peraturan perundang-undangan tentang pengelolaan zakat yaitu Undang-undang Nomor 38 Tahun 1999 dan keputusan Menteri Agama No. 581 Tahun 1999 tentang Pelaksanaan undang-undang Nomor 38 Tahun 1999 yang kemudian diperbaharui dengan Undang-undang Nomor 23 tahun 2011 Tentang pengelolaan zakat. Beberapa faktor penyebab belum optimalnya zakat sebagai peraturan perundang-undangan, sebagian besar terkait dengan faktor sistem dan kelembagaan. Dalam hal ini, seharusnya pemerintah serta organisasi pengelola zakat sebagai amil memiliki peran yang sangat strategis untuk membangun sistem kelembagaan zakat serta pemberdayaan zakat dan mendukung tegaknya pelaksanaan zakat sebagai peraturan yang mengikat. Hal ini dapat terjadi jika sistem pengendalian organisasi pengelolaan zakat berjalan dengan efektif, begitu juga keberadaan Undang-undang tentang pengelolaan zakat baik Nomor 38 Tahun 1999 maupun Nomor 23 Tahun 2011 . Dengan kata lain optimalisasi pelaksanaan zakat dipengaruhi oleh sistem dan manajemen pengelolaan zakat yang efektif disamping ketegasan pemerintah dalam menegakkan pelaksanaan zakat baik yang ditulis dalam peraturan perundang-undangan maupun secara implementatif demi terwujudnya tata kelola zakat yang baik (good zakat governance).   DOI: 10.15408/jch.v4i2.3673

This article describes on how the implementation of good governance is carried out by Padang City Government in sustainable tourism management. This research is aimed to (1) Overseeing the good governance implementation in Padang City Government in term of the development of sustainable tourism destinations. (2) Analyzing the sustainable tourism management viewing it from agency theory. It is a qualitative descriptive research, and performed in Padang City Culture and Tourism Office. More over, data collection utilizes observation, interview, and documentation. The good governance principle employed in this research are accountability, participation, and transparency. The result shows that the implementation of good governance at Padang City Culture and Tourism Office has been achieved well. It is as a result of the agency relationships occured within local government; the relationship with the executive in the role of Culture and Tourism Office, and with public as the community.

<p align="center"><em>Abstract</em></p><p><em>The purpose of this study is to formulate legal drafting a model policy formulation Regional Regulation based Green Legislation in order to develop the practices of good governance in the region through strengthening the role of the executive (such as the leading sector of legal department Sector, BLH, Central Java Regional Environment and Parliament through strategies, mechanisms, and empowerment potential, and improving procedures for preparing regulations for environment conservation attention. This study is a juridical non-doctrinal, with a qualitative approach. The method will be used through the stages of: mapping the existing condition into the formulation of legal drafting which has been used, mapping of potential executive (leading sector) and the Parliament, to evaluate regulations that have been generated , identify and evaluate the constraints faced in the policy formulation stage, identify opportunities and strategies and formulate a model formulation that can be developed. The emphasis in the context of formulation of legal drafting by the Government to produce a green-based regulation legislation. The results of research are: First, the preparation of formulations Legal Drafting regulations made by the Government in accordance with Act No. 12 of 2011 and Act No. 32 of 2004, but not all use the Paper of Academic regulation in the formulation so that the Legal Drafting  Regional Regulation not meet the criteria of a good legal system. Second, participation has not been effective and not all regulation is preceded Academic Paper. Third, the constraints in the formulation of legal drafting regulations include limitations of the preparation of draft environmental preservation, the ability to assess the regulation, the ability to formulate an explicit policy, concrete , clear and operational.</em></p><p><em>                           <br /> </em>Kata kunci: <em>Green Constitution</em>, <em>Legal Drafting</em></p>
