Growing role of potato farming in food security system of the country needs attracting the new investment in preserving and process restructuring of the sector, at scientifically proven approach to defining the optimal scope of potato production, processing, and storage – to avoid the extra stocks, unnecessary losses, and inefficient investment resources at any stage of agri-food chain. Purpose of the study is to justify the conceptual model of investing in development of Ukrainian potato sector, based on calculated optimal structure of balance between potato production and consumption, as well as the effective combination of fresh and processed products, to ensure competitive parameters of potato market in actual market environment. Object of the study is forming and increasing the added value in agri-food chain, due to optimal parameters of balance between potato production and consumption. The study methodology is based on system analysis laws, which allow justifying the competitive parameters of Ukrainian potato sector in varying economic space, thus reducing the unnecessary loss in “producing-processing-transporting-sale-consumption” chain. Use of developed optimization model for potato production/consumption balance, by minimizing the potato residues at the end of year, revealed the extra stock (2.4 million tons) in early 2020, which was unbalanced with consumer demand. Due to inefficient distribution of gross potato yield in Ukraine, conclusion was made on need to reduce investment in overproduction (17.5%) and direct the major investment flows in potato processing industry, increase the export potential, and expand the foreign market boundaries for Ukrainian potato products, semi-finished and fresh products, at ensuring the relevant quality. In this view, authors proposed a conceptual investment model for potato sector of Ukraine, based on optimal balance of potato production and consumption till 2027, which ensures achieving the strategic result in terms of global competition.

Subject. We investigate trends in the development of the largest steel companies in the Russian Federation. Objectives. The aim of the study is to conduct an industry-wide analysis of the production and economic activities of the largest domestic enterprises operating in the iron and steel industry. Methods. The study employs methods of comparative and system analysis, graphical and statistical methods for data processing. Results. We present the analysis of main production and economic indicators of the leading steel producers of the Russian Federation, i.e. NLMK, Severstal, MMK, and EVRAZ. The paper reveals their current status and key development trends. Conclusions. The largest Russian steel companies face serious challenges in both the domestic and foreign market. Competitive interactions in the domestic market as to the sale price of rolled metal and the share of presence are particularly sensitive. The threat of reduced supplies to export markets is also significant for Russian steel producers. It may entail insufficient utilization of capacities and potential loss of added value. The companies mainly export semi–finished goods and hot-rolled flat products, i.e. low-added value products. Products with high added value are usually delivered to the domestic market.

The article discusses the distribution of financial resources with a preference   for land assets and production of deep processed products with the highest added value, which simultaneously increases the incomes of producers and improves government revenues by increasing tax receipts. It is noted that the progressive development of agriculture depends on the technical modernization of the industry, which also requires investment. Therefore, it is necessary to subsidize the modernization and reconstruction of fixed assets - granaries, greenhouses. Potential profit, which will become an important component of investment, can give a boost to the investment activity. An analysis was carried out on the conceptual foundations of building economic relations in modern agricultural production. The conditions for the agricultural development have been assessed, and critical insights on mechanisms for implementing state and regional target programs have been provided. In terms of a systemic approach to the State economic management, the economic processes should be considered as a system of financial relations that interacts with other systems. In this regard, the paper presents a model that reflects the conceptual framework for managing financial flows. This model provides an overview of managing economic processes, and may take into account many elements and factors.

The procurement of raw materials for the red chili processing industry, the majority still comes from traders / suppliers. Chili starts procurement, processing to obtain added value, until marketing should be able to anticipate the limitations of the rights of farmers / gapotan groups that are more burdened with obligations. This paper aims to examine and express the role and benefits of chilli in the processing of red chillies to the marketing of processed products, related to efforts to accelerate the development of processing and agribusiness industries to improve the welfare of red chilli farmers. The benefits of partnership for farmer groups are the existence of market certainty, and relatively stable profits. The benefit for partners is the certainty of obtaining raw materials in accordance with the required specifications. The partner still gives the opportunity to sell to the free market if the price is better. The partnership development perspective is still very open, among others due to: (a) both parties obtain mutually beneficial benefits; (b) demand for processed products increases along with population growth. processing business is the transfer of raw material into highly-processed processed products that are able to meet the high demands of quality and hygienic (GMP) processed product requirements, as well as closely related to the increase in income from the acquisition of product value that is expected to realize and prosper farmers and businessmen , able to create jobs and increase interest in young workers on agriculture. The importance of changing the old mindset and paradigm of agriculture through the empowerment and development of chillies in processing and red chili processed agribusiness products is expected to be able to power the development of industrialization and the economy in rural areas.

To environmentalists the concept of globalism is not new. Indeed the environmental movement is based on the realization that the environment and natural resources of the earth, which nourish and sustain life on our planet, are systemic in nature and intrinsically global in scale. Thus environmentalists tend to perceive even the most local of conditions as being linked to the complex system of cause and effect relationships on which the health of the environment of our planet as a whole depends. The processes through which human activity impacts on, and interacts with, this global system have accelerated to an unprecedented degree during the past century through the phenomenon we now call globalization. This can be seen by environmentalists as a mixed blessing. On one hand, it has vastly increased public awareness of the global nature of environmental issues and provided the impetus for international actions to deal with them. On the other hand, globalization has been driven largely by economic motivations which have served to accelerate the environmental deterioration that we have witnessed during this last century, particularly the latter part of it, and which continue to undermine the earth’s natural capital. Knowledge is clearly the principal resource on which the future growth, development and governance of our civilization will be based. Technology manifested in a galaxy of new products and services, design, management and information systems is the primary source of added value and comparative advantage in the global economy (Castells, this volume). It also offers the main ingredient for the transition to sustainability through patterns of production and consumption that are less physical in nature, and less materials- and energy-intensive. The value of a compact disk or a computer chip is primarily attributable to the functions and characteristics with which human intelligence and technology have endowed it, rather than to its material content. This dematerialization of economic growth is already evident in the fact that the biggest single export of the United States today, amounting to some $30 billion per year, is entertainment.

This study developed models to solve problems of optimisation, production, and consumption in waste management based on methods of system analysis. Mathematical models of the problems of optimisation and sustainable waste management in deterministic conditions and in a fuzzy environment were formulated. The income from production was maximised considering environmental standards that apply to the field of macroeconomics and microeconomics. The proposed approach used MANAGER software to formalise and solve the problem of revenue optimisation with production waste management to optimise the production of oil products with waste management at a specific technological facility of the Atyrau oil refinery in Kazakhstan. Based on the combined application of the principles of maximin and Pareto optimality, a formulation of the problem of production optimisation with waste management was obtained and a heuristic algorithm for solving the formulated fuzzy optimisation problem with waste management was developed.
