The congregation of Banda Suli (Read: Jemaat GPM Banda Suli) is one of the members of the Protestant Church in the Moluccas (GPM). The members of Jemaat GPM Banda Suli have initially displaced members of the congregations in the Banda Islands due to the 1999 conflict. Accustomed to living with extensive land ownership with Banda identity as Banda people, then settling in small, limited land with identity as a Banda people in the land of Suli need the right meaning to be able to improve the welfare of life. This research uses qualitative methods with in-depth interview techniques and literature studies. The results of the study found that by experiencing God's presence in the land they inhabited, both on the island of Banda and in the land of Suli, they had the spirit and were motivated to continue working and trying to improve the existence of their lives. The land of Suli Banda is also understood as the Holy ground for God.

ABSTRACTThis research is intended to know the marketing carried out by Harper Kuta Hotel to get out of the Red Ocean Marketing carried out in the hospitality industry has implemented a red ocean zone which in all hotels uses the same marketing strategy, so marketing is offered in marketing. This study uses qualitative methods and uses four blue ocean frameworks that explain the strategies that must be corrected and corrected. Data collection uses interview techniques from each resource person. The final goal of this research is to learn the advantages possessed by Harper Kuta Hotel, so that they can choose the right strategy and have innovation.

Today the performance measurement of Muhammadiyah Luwuk uUniversity’s performance has not formulated yet based on University’s vision and mission. It will affect the strategic steps needed and performance improvement efforts in the future.  Human resource scorecard is the right system to be applied in Muhammadiyah Luwuk University. The purpose of this study is to designed a performance measurement system at Muhammadiyah Luwuk University using the Human Resource Scorecard with four perspectives: stakeholder, academic management and kemuhammadiyaan, operational and innovation, as well as and learning. Data was analyzed by analytical hierarchy process method. This research was conducted by distributing questionnaires, focus group discussions and in-depth interview with stakeholders at Muhammadiyah Luwuk University. The results showed that there were 14 strategic objectives and 33 key performance indicators to be achieved by the priority objectives, which are: empowerment and development of faculty, increased administrative process quality, improved sound budget performance and, improvement of the relationship with stakeholders.

THE PERSPECTIVE OF ADAT STAKEHOLDERS TOWARD THE PASAMBAHAN DANCE IN PADANG MUNICIPALITYAbstractThis research aims to find out the perspective of the adat (custom) stakeholders toward the Pasambahan dance. This research used used qualitative methods, data were collected through observation techniques by using photos and videos as the documentation of Pasambahan for the three elements, i.e. dancers, motion, and clothing. Then, depth interview was conducted to the adat stakeholders in Padang. Triangulation analysis was done to sources of data and techniques of data collection in discovering the validity of the research. The results show that the perspective of adat stakeholders to Pasambahan dance are generally not conflicted with traditional and religious values on the three elements before.Keywords: perspective, adat stakeholders; adat values, pasambahan dance.AbstrakArtikel penelitian bertujuan untuk mengetahui pandangan pemangku adat terhadap tari Pasambahan. Untuk itu digunakan metode kualitatif dengan teknik pengumpulan data observasi, baik untuk elemen penari, gerak maupun busana, serta dokumentasi tari Pasambahan dalam bentuk foto dan video, terakhir wawancara mendalam dengan pemangku adat kota Padang. Analisis triangulasi sumber dan teknik telah digunakan dalam menemukan keabsahan data penelitian ini. Hasilnya menunjukkan bahwa pandangan pemangku adat terhadap tari Pasambahan, pada umumnya tidak bertentangan dengan nilai adat dan agama pada tiga elemen tersebut.Kata Kunci: pandangan, pemangku adat, nilai adat, dan Tari Pasambahan

Based on preliminary studies in Air Saga Village, the problems faced by villages to form BUM Desa are lack of ability to map village potentials, it is difficulty to find human resources who will manage BUM Desa, lack of understanding to start establishing BUM Desa, and lack of ability to compile BUM Desa administration.  These problems must be addressed immediately by conducting research activities aimed at formulating management strategies for the formation of BUM Desa, especially in Air Saga Village. The research method uses qualitative methods with the following steps: (1) conducting observations to obtain information about the potential of the village, (2) conducting interviews with village heads and BPD, (3) conducting FGD. The collected data were analyzed using qualitative descriptive techniques. The results showed that an aggressive strategy is the right strategy to form a BUM Desa in Air Saga Village, Tanjungpandan District, Belitung Regency. The implementation of the strategy for establishing BUM Desa must involve village facilitators and be evaluated in each of its activities

Relasi etnik Minang dan etnik Cina di Padang, Sumatra Barat, menarik untuk dikaji. Melalui desk-study atas kajian Minang dan Cina, yang diperkuat dengan penelitian lapangan pada 2010 dan 2013 secara kualitatif dengan wawancara dan observasi, tulisan ini menemukan bahwa tidak cukup melihat relasi etnik Minang dan Cina dari perspektif ekonomi politik. Kita perlu memberikan perhatian terhadap faktor budaya dan budaya politik masyarakat Minang di Padang yang bercorak matrilineal. Jika literatur yang ada cenderung deterministik, menghasilkan dua pandangan yang secara ekstrem berbeda, yang dalam artikel ini disebut pandangan manis dan sinis, tulisan ini berargumen sebaliknya. Relasi etnik Minang dan etnik Cina tidak bisa secara buru-buru disebut manis hanya karena etnik Cina telah menetap dan berpartisipasi dalam kehidupan sosial ekonomi Padang sejak zaman penjajahan, atau karena Padang relatif minim kerusuhan dibandingkan kota lainnya. Demikian juga, ia tidak bisa serta merta dilihat secara sinis hanya karena segregasi sosial terlihat lebih kentara. Tulisan ini berargumen bahwa dua wajah yang secara bersamaan terjadi tidak lepas dari bentukan budaya Minang yang lekat dengan nilai-nilai matrilineal yang tertuang dalam ide feministik Bundo KanduangInter-etnic relations between Minang and Chinese in Padang, West Sumatra, that looks different compared to other societies in Indonesia is interesting to discuss. Through a desk study about Minang and Chinese, being strengthened with fieldworks in 2010 and 2013 using qualitative methods in which in-depth interview and non-participatory observations, this article found that political economy perspective being used to explain Minang-Chinese relations is not enough. We need to pay attention on culture and political culture of Minangkabau society in Padang, that is matrilineal in the nature. While the existing lieratures tend to strictly classify the relations into sweet and cynical (good and bad relations), this article argue the contrary. The relatively long encounter of Chinese with Minang in Padang as well as the less conflicts (mass violence) against Chinese compared to the other regions could not be simply categorized as manis (sweet relations). Similarly, we should not undermine the good relations between Minang and Chinese, existing in some ocassions merely as formalistic practices just because of segregation in Minang and Chineses residential areas. This article argues that the twocontrary but inseparable faces of Minang-Chineses relations are inseparable from the Minangkabau culture that is matrilineal in the nature, as manifested in Bundo Kanduang containing the idea of femininity.

The relationship between the ruler and the land is closely related to obligations in the form of ayahan for village karma for both the banjar and the village. This study aims to determine the control of village coral and the legal consequences if there is village karma that neglects its obligations. The research method used in this research is empirical legal research with a conceptual approach. Data that has been collected through interview techniques. The results of this study indicate that the right for village krama who has carried out their obligations is to legally obtain Karang Desa land protected by the village. If Krama Desa dies, he will receive land. Meanwhile, the obligation of the village manners who occupy the village reef is obliged to take part in the village temple during the odalan fee in the form of pepesan money (klangsah palpalan penjor) and must be present at the time of mutual cooperation activities. Through this research, it is hoped that the village officers will socialize more often about Karang Desa, especially regarding their rights and obligations so that one day the Krama Desa who violates them will not be given sanctions.

Religious counselors are like doctors who will give medicine, so he must make a thorough diagnosis in order to have a picture of the right conditions, what diseases suffered by patients, what medications are right, and what level of health might be built with the drug.Similarly, the extension of religion, if it is intended to improve the condition of society, it is necessary for him to start the activity by first knowing the objective condition of the object of da'wah, which then followed up with various activities of da'wah appropriate, effective and efficient. Efforts to determine the objective conditions mad'u it, the authors do through research mapping da'wah in Bandung.This research was conducted on the academic community of Dakwah Faculty who actively conducted mapping of da'wah in Bandung. Using qualitative methods. Through interviewing techniques and documentation.The results showed that mapping of da'wah is a very basic need in religious education activities. It is useful to facilitate the analysis of religious counseling objects, so that the counselor can properly present the material, methods and media used in religious counseling, in accordance with the conditions and needs of the local community. With that mapping, religious counseling basically will not only shaped the message of Islamic teachings, but is moving towards religious social change.

Fiduciary is one of the guarantees where the debtor has the right to control and take advantage of the goods that are used as fiduciary security objects. Article 15 paragraphs (1), (2), and (3) of Law Number 42 Year 1999 concerning Fiduciary Guarantee regulates the execution mechanism for fiduciary security objects when the fiduciary giver (debtor) experiences breach of promise to the fiduciary recipient (creditor). So far, the execution mechanism for fiduciary security objects regulated in the Act creates legal uncertainty and harms the debtor's rights. Because it gives too much power to the creditor. The imbalance of power relations between debtors and creditors towards the handling of the problem of breach of contract actually causes an injustice in existing fiduciary institutions. The Constitutional Court, through decision number 18 / PUU-XVII / 2019, tries to return the fiduciary institution to the spirit of equilibrium relations between debtors, creditors, and fair fiduciary guarantees. After the decision of the Constitutional Court Number 18 / PUU-XVII / 2019. Has there been a harmonious power relationship between two legal subjects in fiduciary guarantees. This paper examines the pre and post fiduciary guarantee institutions of the Constitutional Court and analyzes the legal consequences that occur. Abstract: Druwe Desa land is a customary whose management is implemented and belongs to desa pakraman. Although it has been acknowledged juridically, but the existence of Druwe Desa land in Bali is experiencing a vacuum related to the legal subject. On that basis, desa pakraman is appointed as subject of rights with respect to its land through the Decree of the Minister of Agrarian Affairs and Spatial/Head of National Land Agency Number 276/Kep-19.2/X/2017. The purpose of this research is to: (1) Make map of distribution of Druwe Desa land; (2) Describe the importance of strengthening the right to Druwe Desa land; (3) Describe the procedures for strengthening the right to Druwe Desa land; (4) Describe the benefits of the strengthening of Druwe Desa land rights. To achieve these objectives, qualitative research methods with ethnographic approach are used to understand the efforts of the community in maintaining the existence of Druwe Desa land. The results of this study indicate the potential shifting of the status of Druwe Desa land ownership that can indirectly threaten its existence. For that reason, it is necessary to strengthen the right to Druwe Desa land so that there will be no problems that can reduce the existence of asset of desa pakraman. Steps that need to be taken is the process of certification to obtain legal certainty.Keywords:   Druwe Desa land, desa pakraman, Existence, Tri Hita Karana, Awig-Awig  Intisari: Tanah Druwe Desa merupakan tanah adat yang pengelolaannya dilaksanakan dan menjadi milik desa pakraman. Meskipun sudah diakui secara yuridis, namun keberadaan tanah Druwe Desa di Bali mengalami kekosongan terkait subjek hukumnya. Atas dasar itulah, desa pakraman ditunjuk sebagai subjek hak berkenaan dengan tanah miliknya melalui Keputusan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 276/Kep-19.2/X/2017. Tujuan penelitian ini adalah untuk: (1) Membuat peta sebaran tanah Druwe Desa; (2) Mendeskripsikan pentingnya penguatan hak atas tanah Druwe Desa; (3) Mendeskripsikan tata cara penguatan hak atas tanah Druwe Desa; (4) Mendeskripsikan manfaat hasil penguatan hak atas tanah Druwe Desa. Untuk mencapai tujuan tersebut, digunakan metode penelitian kualitatif dengan pendekatan etnografi guna memahami upaya masyarakat dalam menjaga eksistensi tanah Druwe Desa. Hasil dari penelitian ini menunjukkan adanya potensi pergeseran status kepemilikan tanah Druwe Desa yang secara tidak langsung dapat mengancam eksistensinya. Untuk itu perlu dilakukan penguatan hak atas tanah Druwe Desa agar tidak terjadi permasalahan yang dapat mengurangi keberadaan aset desa pakraman tersebut. Langkah yang perlu diambil adalah proses pensertipikatan untuk mendapatkan kepastian hukum.Kata Kunci:    Tanah Druwe Desa, desa pakraman, Eksistensi, Tri Hita Karana, Awig-Awig Pendah
