The scientific work is devoted to the coverage of problems and prospects of informatization of state administration and national economy, which is considered as a factor of innovative development of economy. It is shown that informatization makes it possible to reduce the cost of the national economy, to provide high efficiency of social management, to increase economic mobility (including investments, labor, resources, etc.). According to the author’s point of view, in modern conditions informatization should be considered not simply as a certain branch of state policy, or a set of measures, or a separate process, but as a result of economic activity of the national economy, which is able to satisfy the demand for information products and technologies. This happens under the influence of innovative transformations. The normative-legal and regulatory-technical support of the informatization process in Ukraine is analyzed. The provisions of the National Informatics Program have been evaluated. It is stated that in order to successfully implement the informatization policy, it is necessary to solve the problem of creating an attractive innovative climate. The problems of formation of attractive innovation climate in Ukraine and contradictions of organization of innovation process are described. The list of the main measures aimed at solving the problems of improving the innovation climate is presented. It is substantiated that the general model of regulation should be based on broadening the range of economic methods of stimulating innovative activity in the sphere of informatization, first of all in priority spheres and branches of the real sector of economy. The proposal on the feasibility of developing and adopting the State Targeted Economic Program for Informatization of Public Administration and the National Economy for the Period up to 2030 is justified. . Effective measures to stimulate and protect investment in the IT sector must be envisaged, as well as enhanced mechanisms for protecting intellectual property rights, taking into account the world-recognized principles and standards. The experience of EU countries on the use of tools to promote technology commercialization (including information technology) is analyzed. Proposals for the development of a draft law defining the general concepts of commercialization of information technologies and innovations in the field of informatization have been submitted. The list of elements of the process of commercialization of information innovations and information technologies is presented. Proposals for a set of economic instruments for stimulating customers (buyers) of information products and technologies of national origin are made.

At the current stage of digital transformations for Ukraine as a European state, an extremely necessary task is to mobilize the potential of the information sphere to ensure sustainable development of the national economy, the entry of countries on such indicators of socio-economic development that allow equals to join the modern European economic system. In the article, the author finds that the development of the information sphere is inextricably linked with the state of implementation of modern information technologies, which are intensively penetrating the socio-economic system, playing an important role in the globalization transformation processes of Ukraine’s economy. The integrated assessment of the development of the information sphere of the Ukrainian economy allowed to identify its main features and current problems: low competitiveness of the information sphere; insufficient use of innovations and outdated fixed assets of information enterprises; low productivity and work motivation; reduction of capitalization of enterprises and, accordingly, problems with attracting the necessary resources and investments; there is a lack of qualified engineering and technical personnel who contribute to the creation of a sufficiently favorable and competitive environment for the relevant producers of information products, promoting the coherence of relations between socio-economic institutions in the information sphere; insufficient reliability and capacity of communication and telecommunications networks; lack of target character for the production of computer equipment; insufficient state support for projects in the field of informatization; lack of strategic framework for the implementation of informatization programs and projects within the National Informatization Program; the need to adapt the institutional environment that provides development in the field of telecommunications, television and radio broadcasting, other forms of mass electronic communication to the conditions of convergent development of these sectors of the information sphere; imperfection of legal levers to ensure media development; lack of system and integrity of guiding documents of state policy in the information sphere and others. The article outlines the role of division of labor, “production chains”, provides an algorithm of their differentiation by the degree of importance for the national economy, and clarifies the following concepts: “systemically important enterprise:”, “regionally-oriented production system”. Classification of quantitative and qualitative criteria of selection of systemically important enterprises on a regional level, as well as aggregation of state support measures for this category of enterprises in crisis conditions are the important outcomes of the research. The relevance of the study lies in refining the structure of a production chain and in proposed methodological tools for mapping the economic system to identify strategically important production chains of a region and their elements. Using the economy of the Udmurt Republic as an example, the mechanism of forming the list of systemically important enterprises is considered. This made it possible to assess its relevance in terms of the representation of economic entities by industry, scale of activity, and degree of participation in value creation. The following conclusions were also drawn: quantitative indicators do not determine the role of an enterprise in the economy; qualitative indicators should describe economic entities from the point of view of their role in the reproduction circuit, the innovation process, the uniqueness of the production system, the costs of reconstruction, the activity circuit, the orientation and intensity of communication, and the requirements for personnel. The practical importance of the work consists in creation of theoretical basis of improvement of legal and regulatory support of the process of determination of the national economy system agents, increase of efficiency of state interventionism in crisis conditions.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

The authors consider the issues of forming a procurement strategy for enterprises of the fuel and energy complex (FEC) as a management tool. The study begins with a review of the categories of strategy, purchasing, and risk. Based on the generalization and interpretation of the obtained knowledge, the author's model of procurement strategy for enterprises of the fuel and energy complex is proposed, which differs from the existing ones in that it simultaneously acts as a means of connecting the enterprise with the external market environment. The strategy has a complex multi-stage character with many elements. Through detailed strategic planning can be achieved high efficiency of the procurement activities of enterprises of fuel and energy. The proposed algorithm can form the basis of an unlimited number of branches of the national economy.

The purpose of this study is the analysis of limit situation in the narrative of war. The material of the study is the novel of Daniil Granin “My Lieutenant” and related texts. In the first part of the paper, the authors explore existing approaches to the term “limit situation” and similar concepts into scientific and philosophical traditions; limits of its applicability in literary studies and its relation to the categories of “narrative instances” and “event”. Proposed a literary-theoretical definition of the limit situation, which can be used in the analysis of fiction texts. Existing approaches to the examination of the situation of war are analyzed: philosophical-existential, psychoanalytic, sociological, literary. In the second part of the paper, the authors propose their method for analyzing limit situations in texts about war, which basis on existing approaches and preserves the text-centric principle of studying the structure of the story. Two interrelated areas of research have been identified: the study of war as a continuous limit situation in the intertextual aspect (the discourse of war); the study of limit situations (death, suffering, guilt, accident) in the narrative of war as part of a specific text. In the third part of the scientific work,the analysis of war as a continuous limit situation results in the study of the concept of “limit” (border) in a fiction text. The role of “limit” (border) concept in the texts about the war is studied, the possible types of limits in the discourse of war are examined. Limit situations in the narrative of war are analyzed on the basis of the novel “My Lieutenant” by Daniil Granin. A review of journalistic and scientific works about the novel revealed both the continuity and the differences between the novel and the “lieutenant” prose of the 20th century. An analysis of the limit situations in the novel revealed their key position in the narrative. These situations are independent of the fiction time, of the fluctuation of the point of view’; the function of the abstract author is to build the narrative as a “directive” immersion of the hero and narrator in these situations.

Despite the challenges of practical implementation, electrocaloric (EC) cooling remains a promising technology because of its good scalability and high efficiency. Here, we investigate the feasibility of an EC cooling device that couples the EC and electromechanical (EM) responses of a highly functionally, efficient, lead magnesium niobate ceramic material. We fabricated multifunctional cantilevers from this material and characterized their electrical, EM and EC properties. Two active cantilevers were stacked in a cascade structure, forming a proof-of-concept device, which was then analyzed in detail. The cooling effect was lower than the EC effect of the material itself, mainly due to the poor solid-to-solid heat transfer. However, we show that the use of ethylene glycol in the thermal contact area can significantly reduce the contact resistance, thereby improving the heat transfer. Although this solution is most likely impractical from the design point of view, the results clearly show that in this and similar cooling devices, a non-destructive, surface-modification method, with the same effectiveness as that of ethylene glycol, will have to be developed to reduce the thermal contact resistance. We hope this study will motivate the further development of multifunctional cooling devices.

Introduction: the article deals with the methodological problem of the meaning of the goal of civil law research. The author analyzes the dissertation abstracts from the point of view of goal setting, which were completed in different periods of the development of Russian civil law science, identifies the qualitative characteristics of the stages, and proves the connection of the achieved results with the researcher’s knowledge of the methodological methods of goal setting. Purpose: to show the value of goal setting in scientific research in general and in civil research in particular; to consider the relationship of goal setting with the achievement of specific scientific results on the examples of dissertations defended in the specialty 12.00.03; to justify the need to set as goals the fundamental problems associated with the identification of patterns of development of relations that are part of the subject of civil law regulation and the creation of effective mechanisms that mediate them. Methods: system-structural, system-functional, generalization, abstraction, analogy, logical, statistical, classification, legal modeling, comparative legal, forecasting, formal legal, historical. Results: civil methodology should take into account the importance of the goal in the organization of scientific work. Only a competent possession of goal setting skills can ultimately ensure the creation of scientifically-based mechanisms for effective impact of civil law norms on regulated social relations. Conclusions: 1) any science, including the science of civil law, is not only designed to study and describe existing problems, including legislative, doctrinal, and law enforcement. Research, in order to meet the criterion of scientific character, must attempt to identify the laws of development, both regulated relations and mechanisms that mediate them; 2) the significance of the goal in the development of science has been proven by outstanding philosophers. In addition, the very definition of science indicates that goal setting is one of its essential characteristics; 3) the analysis of the author’s abstracts of leading Russian tsivilists showed how the skilful setting of research goals helped to achieve them consistently, as well as to create a high-quality categorical apparatus of civil law science; 4) the analysis of modern dissertations showed that not all young researchers see the value of goal-setting and this methodological disadvantage is important for the author to eliminate.

This article is about some lessons of the multi-cultural analysis of a joint Russian-British educational project. The analysis, based on the achievements of Russian pedagogical science, about the achievement of the most effective cross-cultural communication, can be listed among the outcomes of the project, along with the applied results, which consists in developing an educational management training program. The growth of innovation process and international contacts in education testifies to the fact that education culture is evolving toward a new quality. In the evolution/process, the basic needs of schools, teachers and education managers are identified and conceptualized. Sharing achievements and discoveries in professional growth should be kept in mind and that fulfilling the needs can only take place within the context of the cultural-pedagogic position inherent to an individual teacher, a group of teachers, or a school. From the point of view of cross-cultural analysis, the specifics lie in the inherent values and the level at which the activity is typically performed. This analysis equips the researcher with the criteria necessary for identifying the culture type dealt with. This latter can be used then as a tool for analyzing and designing innovations.

The article is devoted to the description and explanation of individual psychological and social phenomena from the point of view of actualizing thanatic issues during the COVID-19 pandemic and its information coverage. The relevance of the study is due to the situation of the spread of coronavirus infection, the peculiarities of combating its spread, the influence of information technologies on this process and the need to understand the phenomena that have developed in society. The novelty of the research lies in the complex consideration of various social and individual psychological phenomena from the standpoint of the influence of the vital threat and existential fears on the individual and social consciousness. The article contains information on the socio-psychological phenomena that manifested themselves during the COVID-19 pandemic (alarmism, infodemic, intergroup tensions, stigmatization of certain groups of the population, a shift in political preferences, aggravation or emergence of mental disorders, inadequate purchasing activity) and describes them in terms of Terror Management Theory. In the conclusion, prospects are given for using the provisions of Terror Management Theory to develop a strategy for overcoming a pandemic situation, taking into account the action of proximal and distal defenses. The author comes to the conclusion that the features of the information coverage of the situation have a strong influence on its further development, in connection with which it is necessary to develop a clear plan for the preparation of official information that meets the criteria of completeness, credibility, scientific character and conveys the idea of positive realism.
