The process of informatization, which has embraced all aspects of the life of modern society today, has several priority areas, which, of course, should include the informatization of education. It is the fundamental principle of the global rationalization of human intellectual activity through the use of information and communication technologies (hereinafter ICT). The ultimate goals of informatization of education are to provide a qualitatively new model for training future members of the information society, for whom active mastery of knowledge, flexible changes in their functions in work, the ability for human communication, creative thinking and planetary consciousness will become a vital necessity. Such a profound influence on learning goals is based on the potential of the computer as a means of cognitive and research activities, a means of providing a personality-oriented approach to learning, contributing to the development of individual abilities of students in both the humanities and the exact sciences.

The model of a modern society is a „digital society” based on the widespread use of information and communication technologies. Information is of utmost importance. However, „unprocessed“, „unprepared“ information is not valuable, but quite the opposite – it causes great damage economic, technical, psychological, political and others). First of all, this concerns young people, who are exposed to the influence of „harmful factors“ (information messages, appeals) more than other categories of the population.


A developed information community assumes a broad and active use of information and communication technologies (ICT) in the education system, which is due to a number of factors that accompany the process of social development. One of the first to highlight is the introduction of information and communication technologies in education in order to accelerate the transfer of knowledge and experience accumulated by mankind from generation to generation, and from person to person. The second factor to be called is the possibility of improving the quality of education in the process of mastering information and communication technologies, which allows a person to more successfully adapt to what is happening around, i.e. to social changes. The third factor is the active and fairly effective implementation of information and communication technologies in the education system, which is a guarantee of updating the education system in accordance with the needs of modern society. This paper discusses the use of information and communication technologies in the preparation of future bachelors-designers as one of the organizational forms of innovative type teaching at a university, based on modern achievements of the psychological and pedagogical sciences, educational materials of a new generation and widespread use of electronic educational resources. The variety of diverse actions performed by a designer requires their systematization by means of information and communication technologies and bringing them into line with the competencies mastered in the learning process. Through the introduction of computer technologies in the design education system and mastering ArchiCad and Artlantis Render programs by a student going improvement of his/her professional skills as future experts in the field of design, and accordingly, increasing their competitiveness in the labour market. At the same time, the process of forming the creative activity of future designers requires, first of all, the development of their spatial and design thinking; therefore, when teaching a teacher, it is necessary to make the process of mastering information and communication technologies proportionate to the process of developing student's intellectual characteristics

Scientific discussion of the problems of transformation of the legal foundations of state institutes of scientific and educational institutions under the influence of the development of information and communication technologies (ICT) and innovative thinking of people is extremely relevant and complex at the same time. Various scientific knowledge has been lacking for a long time, however, today, when the development of creative, moral, innovative potential of each person and humanity as a whole has become a priority for any individual and society, has become the most important, generalizing indicator, criterion of national development. To be taken more systematically and responsibly. Information has always and everywhere been valued as a jewel, on which huge financial resources were spent to acquire its media, have always been important. With the advent of radio and television and, ultimately, modern ICTs, it has increasingly become a product that has always been in demand and also sold well, which, unfortunately, has helped turn the miracle of human communication into a monster — a weapon against the sustainable. development of mankind, the protection of which requires deep knowledge of the human psyche, the laws of society and decision-making algorithms. The nature and meaning of the world, covered by various technical means of communication, are increasingly of interest to society, however, the information and communication sphere, as a geocultural phenomenon and force of influence, began to form not so long ago, around the XVIII century, gradually acquiring geocultural weapons. Again, under the influence of the development of ICT, it has become a pervasive force in the twentieth century, and having acquired network methods of use — a weapon. Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated. Processes of IT development in modern society and closely related processes of IT development in all forms of educational activities are characterized by the process of improvement and mass distribution of up-to-date information and communication technologies (ICT). Similar technologies are used extensively for communication and collaboration between the teacher and the student in modern open and distance learning. A modern teacher must not only have knowledge of ICT but also must be an expert on their application in his/her professional activity. In this case, application of such technology is closely related to distance learning and e-learning. In this paper, we intend to simulate and show outcomes of the development of e-learning support systems on the example of Tomsk State Pedagogical University (TSPU).

Information and communication technologies since the early 1970s. allow sharing information about disasters, terrorist acts, risk situations and accidents in real-time, and contribute not only to increased terrorism, but also to the spread of social risks in general. A new stage in the development of riskiness of society and communication space came with rise and development of the second version of the Internet (web 2.0), when creation of information resources became available to all organizations and individuals. These problems were discussed at the round table “Social risks in Communication Space of Contemporary Society”, which was held in Minsk on October 19, 2017 in the framework of the First Belarusian Philosophical Congress “National Philosophy in the Global World”.

The article is devoted to methodological problems of personnel management: the problem of ethical values in the management of an organization, the problem of the relationship between ethics and economics, the problem of synthesizing positive and normative approaches within the framework of economics, the problem of balancing the basic values of the work ethic of an ethnos and socio-economic institutional factors of modern society. A classifi cation of ethical dilemmas in the organization is proposed: dilemmas at the individual level (professional ethics of the personnel manager), at the organizational level (ethics of the organization) and at the social level (economic ethics). The article shows the new ethical problems to which the spread of new information and communication technologies leads. The authors conclude that the humanistic economic theory of a civilized society has been developing.

The article considers the issue of professional training of future preschool teachers. The example of a new training course for the specialty 012 Preschool education "Art Education of Preschool Children" presents opportunities to improve the quality of education and the formation of information culture of applicants for the second (master's) level of training by the means of information and communication technologies. The current state of the problem is analyzed and the contradictions in the process of teaching professional methods between the existing theoretical basis of professional training of future teachers and the insufficient level of professional competence of graduates, which is partly explained by the low level of motivation of many students to work in preschool education. The scientific research devoted to the application of information and communication technologies in the educational process, the definition of levels of readiness of students to use information and communication technologies and skills of the teacher who has mastered information and communication competence are analyzed. The article presents the results of a study of the levels of formation of artistic competence of undergraduates by motivational, emotional, intellectual, activity criteria and relevant indicators; methods of pedagogical diagnostics are specified. The principles, methods, and forms of using information and communication technologies in the context of the discipline "Art Education of Preschool Children" are revealed. The correlation between forms and methods of interaction of the teacher with pupils based on the use of information and communication technologies is shown. Factors of efficiency of use of information and communication technologies are defined: increase of interest of students to academic discipline, motivation to self-improvement and self-development, modernization of content of educational disciplines by innovative forms of interaction, methods, and receptions of formation of corresponding professional competence at future masters.

Smart Cities represent a vital pillar of the modern society and they are influenced by constant development of information and communication technologies. Nowadays we can speak about transition to the third generation Smart Cities featuring complex digital transformation. The presented article introduces The Smart City concepts in Russia and its implementation in St.Petersburg. It highlights the level of the Smart city in Russia, realized and planned projects through selected indexes. The article identifies the problem areas and formulates recommendations leading to the Smart Cities level improvement.

This work presents the initial findings of the research “Self-regulated learning in Engineering students from the Army Engineering College (FIE)”. The sample of this study was made up of students from the 2016 cohort. Zimmerman’s cyclical model of “self-regulation of learning” is the main theoretical reference of this research since it allows the understanding of the processes that take place in the control of: thoughts, feelings, motivations and actions to achieve the learning objectives. It was found that for the achievement of this self-regulation in their learning a resource that they use as academic support is Information and Communication Technologies (ICT). Access to the same YouTube channels and websites is similar among students. The interviewees unanimously mentioned a distinctive human trait of this faculty: the closeness and familiarity in the treatment between teachers and students. This trust is what drives them to interact freely with their teachers and allows them to raise questions and concerns through different communication channels. In summary, human communication and the effective presence of teachers enhance the use of ICTs, since they ultimately provide feedback and benefit students in accessing comprehension strategies that contribute to their academic self-regulation.
