The issue of drug abuse or drug use is still a problem that is quite concerning for the Indonesian people until now. Indonesia is the right target for drug traffickers because of its large population and a large number of young people. This is a big challenge for the government to overcome this problem, through the institution, namely the National Narcotics Agency. This research was conducted with the aim to finding out what steps have been taken by the National Narcotics Agency to overcoming the problem of drug use, especially in Yogyakarta. This research used descriptive research methods that try to obtain facts and provides an overview of events and phenomena in people's lives to describe what is currently applicable. In overcoming the problem of drug abuse, especially in Yogyakarta, the Yogyakarta Provincial National Narcotics Agency has taken several steps, including increasing knowledge, give understanding and awareness of drug use. Take preventive measures and carry out advocacy. In carrying out its duties, BNNP DIY also always collaborates with other institutions, such as government agencies, private agencies, educational institutions and the community.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

Coronavirus disease (COVID-19) outbreak, caused by the most recently discovered coronavirus, is currently affecting a large population across the globe. World health organization (WHO) has already declared COVID-19, a pandemic, and the world is fighting to contain the COVID-19 outbreak. Nepal has taken several preventive measures to control the coronavirus outbreak. However, some additional steps are needed to prevent community transmission of the disease. This brief communication discusses the government of Nepal actions and provides recommendations for the prevention and control of COVID-19 infection in Nepal.

This study aims to determine: (1) The fulfillment of basic rights to education for Persons with Disabilities in Makassar based on Local Regulation Makassar City No. 6 of 2013, (2) Obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar, (3 ) the right solution to overcome the obstacles encountered in obtaining the basic right of education of persons with disabilities in the city of Makassar. This research is a study that used a qualitative descriptive approach, which is where the primary data source being informers are students with disabilities the high school level, students with disabilities S1, officials of Education Department of Makassar, members of Parliament of Makassar, the Management Organization disabilities, Pembina NGOs and Parents persons with disabilities. The data collection procedures used were interviews and documentation. While the analysis of the data used is descriptive analysis. The results showed that: (1) Makassar City Government has sought the fulfillment of the basic right to education for persons with disabilities in the city of Makassar. it is evidenced with the local regulations require every institution in which education in the city of Makassar to provide opportunities for persons with disabilities to education. The effect of the presence of these regulations is at the moment with disabilities have been able to attend school at any educational institutions both at school SLB, Regular schools and universities. (2) they encountered several obstacles that obtained with disabilities in getting the right to education that is still no educational establishments are not willing to accept persons with disabilities to attend regular schools, educational facilities are not accessible for persons with disabilities and there are educators at regular schools who do not understand in dealing with students with disabilities. (3) to overcome these obstacles, the government should socialize more about the policies that guarantee basic rights of education of persons with disabilities in educational institutions that are still not willing to accept students with disabilities. In addition, the government should identify the persons with disabilities who attend regular school, then allocate the budget for the procurement of infrastructure and training of educators in dealing with students with disabilities in regular schools and universities.

The article analyzes the most important period in the historical development of Venezuela. Under the dictator Juan Vicente Gomez, who reigned uncontrollably for a long time, the “Generation of the 28th” emerged. It contributed notably to the democratic development of the country. The participants of named movement were mainly the representatives of student youth; they were the first to openly oppose the tyranny. "The Generation of the 28th" went through a complex evolutionary path eradicating their own mistakes. A representative democracy functioned in Venezuela for forty years. It modified the face of Venezuelan society: the adopted Constitution guaranteed to all citizens the right to elect and be elected. The regular shifts in all the government agencies, a freedom of assembly and the media were practiced. The democratic institutions worked securily while serious socio-economic reforms were carried out throughout the country.

ABSTRACT Income Tax Article (PPH) 21 tax on income in the form of salary, wages, honoraria, allowances, and other payments received or obtained by an individual domestic Taxpayer in respect of employment or occupation, services and activities. Therefore, government agencies and companies paying employees or employees are required to implement the calculation of Article 21 income tax on income received by their employees every month. This research was conducted at PT. Bina Swadaya Consultant. Furthermore, the purpose of this study was conducted to analyze the calculation and withholding of Article 21 Income Tax on employees of PT. Bina Swadaya Consultant, whether it has been in accordance with the Tax Law No.36 of 2008 on Income Tax. This research uses descriptive research method, and data collection technique used is documentation technique. The results of this study indicate that the calculation, deduction, deposit and reporting of PPh 21 applied by PT. Bina Swadaya Consultant is not in accordance with Law No.36 of 2008 on Income Tax article 4 paragraph 1, namely the calculation of Income Tax Article 21 Permanent Employees due to the company does not include attendance allowance in the calculation. Based on that, it is expected that the government through related parties can perform socialization and technical assistance in implementation of Article 21 PPH in enterprises in order to optimize state revenues. Key Words: Calculation of Income Tax (PPH) Article 21, Withholding of Income Tax Article 21   and Provision of Income Tax Article 21

People with disabilities owned the same right to obtain employment to be civil servants. The government had created plenty of regulations to guarantee the right to obtain a job, starting from statutory regulations and various implementing regulations. However, a few problems in the scope of employment in government agencies still occur during this time, such as unachievable quotas, failure in procurement, and inequality for persons with disabilities. Moreover, it was not following the number of regulations that have been published. Hence, we were interested in analyzing the contents of the civil servant candidate recruitment policy and its implementation in 2017 through 2019 using a normative-empirical juridical approach, which was presented in a descriptive form. The Researchers examined statutory regulations and implementing regulations, supported by interview data from the stakeholders. In terms of content, the laws and regulations accommodated it quite well. Even though there were bad things, such as the Civil Servant Management regulation and technical regulations regarding the needs of employees in 2017 and 2018, that was considered discriminatory. Furthermore, Ministries and local governments have not fully followed the policies as written in the regulations. Briefly, there was an evolution of the regulations year by year; they were yet needed to improve policy content, although the policies continued to evolve for the better.

Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. Kata Kunci: Inovasi, Pelayanan Publik, Pelayanan Joss Banget Mas, Online Single Submission (OSS).   Effective and efficient services are demands from the community on government agencies in providing their services. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation. The incarceration of persons found guilty of various crimes who are also chronic substance abusers presents an important opportunity for treatment. It is an important opportunity because they would be unlikely to seek treatment on their own, without treatment they are very apt to continue their drug use and criminality after release, and cost effective drug abuse treatment methods are now available to treat them while in custody (both during incarceration and aftercare) and significantly alter their lifestyles. Correctional authorities should now feel optimistic that chronic heroin and cocaine users with predatory criminal histories can be treated effectively. This article shares the success of the Stay'n Out and Cornerstone Programs that have been successful with serious drug abusing offenders, and the factors that make for success. It is the proper program components joined by thoughtful leadership in the right setting. These principles are generalizable and transferable to many locations.

In order to facilitate the middle to lower economic level people to have a decent housing, the government established Perumnas. Citizens wishing to improve their land title to HM (Ownership Right) on residential houses purchased from the Right to Use (HGB). This process must meet the prescribed requirements. The research method used was sociological juridical approach with analytical descriptive research specification, while the data analysis method used was descriptive qualitative. Based on the results of study in Korpri Housing Bangetayu Wetan Semarang and Land Office of Semarang City, it can be concluded that the procedure for submission of HGB to HM, the applicant has to visit the Land Office of Semarang City and complete some administrative requirements in the form of filling registration form, ID Card, IMB, HPL Holders Recommendation Perumnas, SPPT PBB of the current year, land ownership statement not more than 5 fields, and power of attorney if the application is authorized. Some obstacles in the application of the upgrade from SHGB on HPL Perumnas land become SHM are some people do not know or less understand about the procedure and requirement to upgrade their right, so that they give authorized to Notary/PPAT (Land Deed Officials), effort in IMB, the house is used as houseshop instead of residence. The way to solve it is by conducting further socialization to the community through BPN (National Land Agency) service, Notary/PPAT and physical inspection of residential houses for which the rights are requested.Keywords: Housing; Perumnas; Right to Manage; Ownership Right; Right to Builds.

Islamic boarding schools as educational institutions play a role to build  Islamic values. Islamic values are patterns or concepts that are upheld by Muslims with various main problems related to Islam. This type of research was qualitative descriptive research that was the process of research by conducting an assessment of phenomena, and events, in the life of students, by directly or indirectly involved in the settings studied. The main problem in this research is how factors influence the cultivation of Islamic values in Islamic boarding schools. The purpose of the research was to examine the factors that influence the cultivation of Islamic values on students at the Islamic Boarding School of Hidayatullah Balikpapan. The methods of collecting data were conducted by observations, interviews, and documentation through researchers collecting data step by step and then concluded. The process of processing and analyzing data through three analysis activities simultaneously, namely: (1) data reduction (2) data display, (3) and concluding. The results of the research showed that the factors of cultivating Islamic values to students at the Islamic boarding school of Hidayatullah Balikpapan were (1) the integration of curriculum, (2) integrated between mosques, dormitories, and madrasah in the educational process, (3) the existence of qudwah (role model) from elders, community leaders, alumni, and seniors, (4) the support of the government and the local community. Meanwhile, Islamic values were instilled from the aspect of religion, worship, and morality.
