Meiyudi Ardianto, Neri Susanti; This study aimed to get the perception of the village apparatus to use village funds, the use of the village funds according to the ministerial decree of village No. 08 year of 2016. The study was conducted in Talang Empat district of Central Bengkulu regency with a number of villages as many as 15 villages. This study was used rating scale analysis method by means of questionnaires distributed in each village and direct face with the village government apparatus.The results of the study show the village government organization variable gain the value of 718, variable of the implementation of rural development gain the value of 706 while the community empowerment and development variable gain the value of 690 and rural communities with a value of 713 this means the village government apparatus strongly agreed with these activities. Therefore, the perception of the village government apparatus in accordance with the village government budget. But in fact, the village government apparatus do not fully understand about the use of village funds. This is because the variable of the implementation of the village government and development of rural communities do not use the village fundsKey Words: The village government apparatus, the village funds.

Abstract The Village Library has full responsibility in terms of empowering knowledge for the community. This is because the village library has a strategic position in rural communities. The empowerment of this knowledge is very closely related to the achievement of prosperity both materially and nonmaterial. In the empowerment of knowledge refers to the existing conditions of the village library, potential maps, and problems that exist in the Paseban Village community. This research uses a case study with a qualitative approach. Data collection techniques used are observation, interviews, documentation, audio-visual material (Creswell). Analysis of the data used is Creswell data analysis. The researcher chooses to use qualitative validity and reliability to demonstrate the validity of the data as well as the accuracy of the research results. The results of this study are that the Paseban Village Government has carried out empowerment related to tourism development, BumDes, and through the provision of the internet. However, it is not under the auspices of the village library. The empowerment carried out is partial, not centered on the village library. Paseban Village Government has not fulfilled the three aspects of empowerment, namely a) enabling, b) empowering, and c) protecting. So that there is a need to develop a model of knowledge empowerment in the Paseban Village Library, including: a) enabling (village library as a center of knowledge, village library creates an atmosphere that allows the potential of the community to develop by maximizing the function of the library; b) empowering (strengthening the village library as a center of knowledge , strengthening the village library in creating an atmosphere that enables the potential of the community to develop by maximizing the function of the library with concrete steps, the concept that is in enabling is practiced with concrete steps and the availability of infrastructure that can support the creation of community empowerment; c) protecting ( the village library as a knowledge center establishes an information center that can protect and defend the community in terms of knowledge and information related to the distribution of the results of community innovation, the village library covers everything needed community in developing welfare literacy. Keywords: village library, knowledge empowerment, welfare literacy. Abstrak Perpustakaan Desa mempunyai tanggung jawab penuh dalam hal pemberdayaan pengetahuan bagi masyarakat. Hal ini dikarenakan perpustakaan desa mempunyai posisi yang strategis dalam masyarakat pedesaan. Pemberdayaan pengetahuan ini sangat erat kaitannya dengan pencapaian kesejahteraan baik secara materi maupun nonmateri. Dalam pemberdayaan pengetahuan mengacu pada kondisi eksisting perpustakaan desa, peta potensi, dan permasalahan yang ada pada masyarakat Desa Paseban. Penelitian ini menggunakan studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi, materi audio-visual (Creswell). Analisis data yang digunakan adalah analisis data Creswell. Peneliti memilih menggunakan validitas dan realibilitas kualitatif untuk menunjukkan keabsahan data sekaligus keakuratan hasil penelitian. Adapun hasil dari penelitian ini adalah Pemerintah Desa Paseban sudah pernah melaksanakan pemberdayaan terkait pembangunan wisata, BumDes, dan melalui penyediaan internet. Akan tetapi, tidak di bawah naungan perpustakaan desa. Pemberdayaan yang dilakukan bersifat parsial, tidak terpusat pada perpustakaan desa. Pemerintah Desa Paseban belum memenuhi tiga aspek pemberdayaan, yakni a) enabling, b) empowering, dan c) protecting. Sehinggan perlu adanya pengembangan model pemberdayaan pengetahuan pada Perpustakaan Desa Paseban, antara lain: a) enabling (perpustakaan desa sebagai pusat pengetahuan, perpustakaan desa menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan; b) empowering (memperkuat perpustakaan desa sebagai pusat pengetahuan, memperkuat perpustakaan desa dalam menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan dengan langkah-langkah nyata, konsep yang ada pada enabling dipraktikkan dengan langkah-langkah nyata dan tersedianya sarana prasarana yang dapat mendukung terciptanya pemberdayaan pada masyarakat; c) protecting (perpustakaan desa sebagai pusat pengetahuan mendirikan juga pusat informasi yang dapat melindungi dan membela masyarakat dalam hal pengetahuan dan informasi terkait pendistribusian hasil inovasi masyarakat, perpustakaan desa meng-cover segala hal yang dibutuhkan masyarakat dalam mengembangkan literasi kesejahteraan. Kata kunci: perpustakaan desa, pemberdayaan pengetahuan, literasi kesejahteraan.

Mapping of data and information on the preparation of village development planning dikecamatan Tambang Kabupaten Kampar. The preparation of village development planning is very important to be carried out by the village head and its equipment. The objectives of the village planning arranged for the village development plan can be discussed in the village development consultation forum. In this Forum the village development plan is matured, so it becomes the Village Development Plan. The preparation of village development planning can not be carried out properly, without complete data and information either in the implementation of village government, organization and governance of village administration, village finance, village profile and other information related to governance and community empowerment. The three villages that were used as research mapping object in Kampar sub-district Tambang were Tarai build village, Rimbo Panjang village and Tambang village. Village development planning in the three sample villages appears to be underdeveloped by complete data and information, and this has a major impact on the Village Mid Term Development Plan (RPJMDesa) and the Government-Village Action Plan (RKP -Desa) which guides development implementation in the countryside

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The autonomy of village government offers an important role in the development of rural areas. The village government can serve as a governmental axis, which directly shapes and governs people on daily basis. Thus, national development is inseparable from the devotion of village government. Nevertheless, there are still many problems faced by the village community, which until now cannot be completely solved. These problems ranging from the limited ability of the village government in carrying out its functions and roles, slow growth and social change in village, the tendency of rural communities to passively involve in social and economic change to dependence on parties outside the village area. It is thus imperative that the implementation of an effective evaluation process of village government must be explored and strengthened. This is research is conducted to answer “how to evaluate the village government in order to achieve autonomous and prosperous village.” This research use descriptive qualitative approach, in order to interpret facts by accurately describing the nature of certain group or individual phenomena derived from the findings. It finds that Permendagri No. 81/2015 as the focal regulation on the development of village government regulates the evaluation process of village government into eight process: (1) self-evaluation, (2) assessment, (3) analysis, (4) validation, (5) review, (6) clarification, (7) ranking, and (8) ministerial decree if needed. However, the research finds that in several indicators, there need to be some improvement or a more detailed set of sub-indicators that specifically address the diversity of village’s characteristics.

The perception of the village government apparatus will affect activities in the use of village funds. The purpose of this research is to know the perception of village government apparatus to village fund in Seluma Barat sub-district of Seluma district. Determination of samples in this study using Purposive sampling. The sample in this research are 36 people, namely the Village Head, Secretary, Treasurer, and the head of BPD who served as the village government apparatus from 9 (Nine) villages in Seluma Barat District Seluma  District. The nine villages include Talang Perapat village, Purbosari village, Air Latak village, Pagar Agung village, Talang Tinggi village, Lunjuk village, Sengkuang village, Tanjung Agung village and Lubuk Lagan village. Rating Scale is used in analyzing data obtained by using questionnaires. The results showed that the perception of the village government apparatus on village governance activities showed good interpretation (71.8%); Perceptions of village government apparatuses towards development activities and improvements in village infrastructure show excellent interpretation (88.6%); Perceptions of village government apparatuses on community empowerment activities showed excellent interpretation (85.4%); And perception of village government apparatus towards social activities showed excellent interpretation (81,2%).Key Words:  Perceptions of the Village Government Apparatus, Village Funds, Seluma Barat District, Seluma District

This study aims to analyze the village government's management of village funds to increase the empowerment of rural communities in the Wonosobo Regency. Several villages in Wonosobo Regency were selected based on the classification of the Building Village Index, including Krasak, Blederan, Kebrengan, and Derongisor. This study uses a qualitative method with a descriptive approach. Data collection techniques used are interviews, documentation, and observation. Interviews were conducted with informants from village officials and community representatives. Data analysis was carried out with data collection from interview transcriptions, direct observations, and documents. The study results indicate that the management of village funds carried out by the village government in Wonosobo Regency has paid attention to aspects of accountability and transparency. In addition, the use of funds is also right on target, prioritized for community empowerment. Overall, good management of village funds has increased empowerment and provided benefits to communities in various areas.Keywords: Village Funds; Accountability; Transparency; Village Community Empowerment. AbstrakPenelitian ini bertujuan untuk menganalisis pengelolaan dana desa untuk peningkatan pemberdayaan masyarakat desa di Kabupaten Wonosobo. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan yaitu wawancara, dokumentasi dan observasi. Wawancara dilakukan terhadap informan dari aparatur desa dan perwakilan masyarakat. Analisis data dilakukan dengan pengumpulan data dari transkripsi wawancara, observasi langsung dan peninjauan dokumen. Hasil penelitian menunjukkan bahwa pengelolaan dana desa yang dilakukan oleh pemerintah desa di Kabupaten Wonosobo telah memperhatikan aspek akuntabilitas dan transparasi. Selain itu, penggunaan dana sudah tepat sasaran untuk pemberdayaan mayarakat. Secara umum pengelolaan dana desa yang baik telah meningkatkan pemberdayaan dan memberikan manfaat bagi masyarakat di berbagai bidang.Kata Kunci: Dana Desa; Akuntabilitas; Transparansi; Pemberdayaan Mayarakat Desa.

The problems that arise in relation to the implementation of village government are human resource capacity and institutional capacity in community empowerment. It is undeniable that villages in the Border have diversity in terms of the capacity of the village human resources and village institutions. For established villages, the implementation of the Village Law and the PP Village does not raise serious problems that can actually provide space for innovation to improve the welfare of rural communities. However, another story is that villages with minimal capacity certainly need efforts so that the village government is able to do better things for its people. Especially community empowerment for poverty alleviation through increasing income of poor families. By using qualitative research methods, supported by in-depth interviews in data collection and supporting sekounder data, this study provides an illustration of how village government empowered communities in villages as well as Indonesia's border areas.Keywords: community empowerment, village government, border area

The enactment of Law Number 6 of 2014 concerning Villages is a very big opportunity for every village to develop village potential and assets in order to improve the village economy through Village-Owned Enterprises (BUMDes). Karang Indah Village, Mandastana District, Barito Kuala Regency has established BUMDes since 2012 whose capital comes from a grant from the South Kalimantan Provincial Government with savings and loan businesses and cattle. The role of the Village Government in terms of fostering and equity participation is still considered lacking by BUMDes managers so that it has an impact on the community empowerment process, especially community business empowerment through BUMDes. The purpose of the study was to determine 1) the role of the village government in empowering the community through BUMDes. 2) Implementation of community empowerment through BUMDes carried out by the Village Government. 3) The inhibiting and supporting factors of the Village Government in empowering the community through BUMDes. Methods This research uses a qualitative approach with a descriptive type of research. The sources of data used in this study were obtained from the first source which is directly related to the object of research with the research instrument, namely the interview guide. Data collection techniques used are observation, interviews and documentation. The results of this study indicate that the role of the Village Government in empowering the community through BUMDes in Karang Indah Village is to provide business access to the community through the establishment of BUMDes, increase community participation and provide benefits to the community through the BUMDes business unit. The implementation of community empowerment through BUMDes carried out by the Karang Indah Village Government is to support businesses that are mostly engaged in by the village community such as cattle business, providing savings and loans to the community, handing over clean water management to BUMDes and providing capital participation to BUMDes to open new business units. The inhibiting factors for the Karang Indah Village Government in empowering the community through BUMDes are bad credit from customers, lack of capital, death of cattle, difficulty in finding good feed, operational costs and the absence of human resources to manage equipment. While the supporting factors are community participation and the potential possessed by Karang Indah Village itself. The suggestions from the results of this study are for the Karang Indah Village Government to be able to carry out guidance to BUMDes in developing their business. Because through BUMDes, Villages can increase Village Original Income (PADes) and improve the economy of rural communities. For BUMDes management, it is hoped that they will be able to develop the business run by BUMDes while still paying attention to the potential of the village itself and utilizing existing assets in the village.

 The purpose of this study was to determine the use of village funds in community empowerment programs in 8 villages, which were chosen deliberately (purposive sampling) from 19 villages in Sonder District. This research lasted for 2 months from October to November 2018. The data used in this study are primary data and secondary data. Primary data is data obtained from interviews with 4 respondents per village selected based on accidental sampling so that the total number of respondents from 8 villages is 32 community members. The interview was intended to find out the opinion of the community about the use of village funds. Secondary data in this study is data obtained from the APBDES document (Village Budget and Revenue). Data analysis method in this research uses descriptive method. The results showed the use of village funds in Sonder Subdistrict for physical programs amounted to 14 types of activities and for empowerment programs amounted to 15 types of activities. Therefore the total activities amounted to 29 activities. The opinion of the community who stated agreed on the openness of the village government to the village funds amounted to 68.75% and 31.25% of the community stated disagree. The community stated that they agreed to use the village funds for development programs amounted to 75%  and 25% of the community disagreed. The opinion of the community that stated that the development program was approriate amounted to 78.12% and 22.88% of the community stated that it was not appropriate. *eprm*

This study aims to determine the effectiveness of the use of Allocation of Village Fund and Village Fund in Samba Danum Village in 2018. Sample in this research is Technical Team of Village financial management in Samba Danum Village. Data were collected by documentation method and interview. Data analysis uses effectiveness technique ratio. The results showed effective performance (99,9%). Level of effectiveness of village fund allocation management in Samba Danum Village in 2015 In Field of Implementation of Village Government (100%), Field of Implementation of Village Development (100%), Field of Community Development (100%), and The Budget Village Community Empowerment Sector (100%) According to realization. Year 2015 is the first year of Indonesia disbursed the Village Fund as mandated by constitution no. 6 Year 2014 about the Village. This fund is expected to be utilized by the village government to finance the administration, development and empowerment of rural communities. Allocation of village funds and Village Fund Expected to lift the area which is difficult to develop, so as to catch up from other regions.
