Higher education systems all over the world are challenged nowadays by new information and communication technologies (ICT). These technologies have had a huge impact on the world economy, corporate management, and globalization trends. They bear a tremendous potential in reshaping the nature of study environments everywhere.The Internet provides the opportunity to access intercultural and personalized knowledge for learning, to acquire theoretical knowledge, and to explore and apply knowledge. The Internet offers worldwide accessible knowledge and learning applications at any time and at any place. One of the learning applications which has become widespread is online learning.Existing and emerging e-learning technologies are having intense, immediate, and disruptive impacts on the education systems. Nowhere is the impact felt more than on the practitioners who teach. More specifically, education has moved into the third decade of profound change in how courses and programs are designed and delivered. During this time, many new possibilities have become apparent. simultaneously, many changes have sprouted in almost all the sectors of education with the rise of e-learning technologies.Online teaching can be defined as gaining knowledge and skills through learning applications that are written, communicated, supported, and managed with internet technology. It is often referred to as e-learning. Online learning has become one of the most beneficial applications in higher education. Online courses and programs continue to grow in higher education sittings. Students are increasingly demanding internet access and as a result, universities and colleges are improving their systems to meet their demands.Online teaching is an instructional delivery system that allows students to participate in an educational space without being physically present in the same location as the instructor. The rapid growth in the number of distant education courses and programs has/had a profound impact on the ideas and beliefs about teaching and learning. The use of the internet with web-based course work has become a core method of instruction in distance learning.

In the year 2000, policy makers in Tunisian higher education decided to explore ways in which e-learning and e-management could be introduced to enhance university administration and teaching. This effort was by no means an isolated one at the international level. Indeed, it comes as a major spin-off of Information and Communication Technologies (ICTs) that led to the emergence of e-learning and web-based education and training, enabling remote access to information and knowledge. Developing countries, such as Tunisia which was the host in 2005 of Phase II of the World Summit on Information Society (WSIS) (Baldoni, M., 2005), have great expectations from the social and economic consequences of the Internet. These countries see the Internet as an opportunity that should not be missed. For this reason, the government has put in place several programs, all of which provide for its citizens e-services, that were, prior to the advent of the Internet, either impossible or real headaches. An important category of these services apply to the sector of higher education. They range from e-learning to student information systems accessible from the web. In this context, the e-learning team in the Higher Institute of Informatics and Communications in Hammam Sousse (ISITC), University of Sousse, has developed and deployed a number of online courses in a blended learning format. Various e-learning projects covering both pedagogical and technical aspects as well as doctoral research works have been under way to support this activity. The deployment of e-learning courses is supervised by the Virtual University of Tunis with technical help from our university. In this chapter, we describe our experiments, the results achieved thus far and some lessons that we have learned. We discuss e-management practices in universities around the world and address issues of concern and human factors at stake especially from the students’ point of view.

This study aimed at exploring the philosophy of digital minimalism, and put forward its importance for an effective online learning in higher education during the lockdown. The long quarantine that the COVID 19 pandemic imposed on most countries of the world has brought radical changes in the way schools, colleges and universities operate. In Algerian higher education, creating online platforms for students was the only solution to move on. However, ignoring that most Algerian students often go online for self-entertainment may lead to a failure or an incomplete success of online teaching during this critical period. To investigate this issue, a questionnaire with only open-ended questions was designed and distributed to 35 students of Language and Communication master, at the English department of Abdelhamid Ibn Badis University. The 35 participants were the researcher’s students in the classes of e-learning. Results showed that most participants were distracted by social media notifications. Also, it turned out that the 35 students had no idea of what digital minimalism or digital maximalism is. As a matter of fact, it is suggested that before launching online lectures and webinars for our students, it is of paramount importance to guide them during their online existence and to show them how to be digital minimalists.

Digital transformation of society and economy led to the rapid spread of information and communication technologies (ICT) in higher education, which became a new driver of development for global education and for the emergence of the phenomena of e-learning and blended learning, introduction of new types of educational resources, and increased diversity of information and communication technologies in higher education, which also led to a rise in the number of publications in this field. The article considers the essence and offers a classification of technical tools of e-learning. The authors conducted a comparative analysis of approaches to the formation of models of quality of electronic services and information technologies, as well as specific models of e-learning quality. This allowed the authors to propose a model of e-learning quality and determine the set of consumer properties of e-learning technology. The reported study was funded by RFBR, project number 20-010-00571 "The Impact of Digital Transformation on Improving the Quality and Innovation of Services".

The article deals with the main strategic aspects of the development of information and communication technologies in the European higher education institutions. The Council of Europe documents on strategy issues have been analyzed. The ways of implementation of information and communication technologies at the national and international levels have been determined which will ensure the competitiveness of the knowledge and competences of prospective specialists who should contribute to innovation in order to successfully enter the European labor market. It has been emphasized that the basis of modern information environment of the University is the provision of all types of support (technical, software, informational, methodological, organizational) that promotes learners’ interaction, implementation of pedagogical technologies and algorithms for managing the educational process, preconditions for innovation and research activities. The strategic trends of ICT implementation in Slovenian universities have been defined: the development and testing of innovative pedagogical approaches, models and strategies of training; creation of ICT open platform, electronic content, services, pedagogical concepts and approaches, models of motivational mechanisms, cloud technologies in educational space, updating of educational network, creation of synergistic and interdisciplinary environment for partnership of all interested parties; ensuring a high level of digital competence and the use of ICTs within the entire education system; promoting the enhancement of the key competencies in general, higher education and adult education: the introduction of e-learning in higher education as a way of achieving the objectives of formal education, expanding e-learning in non-formal education; ensuring the efficiency of the ICT implementation strategy on the basis of regular measurement and evaluation, analysis of indicators of the impact of ICT on education at the national level, and its comparative analysis at the international level, ensuring the implementation of international standards of quality and comparability of ICT indicators in education.

In the last year a new virus (SARS‑CoV‑2) and the disease caused by it (COVID-19) has quickly spread around the world, leading the World Health Organization to declare a public health emergency and, then, a global pandemic status. The strategies adopted by many countries to reduce the impact of the pandemic were mainly based on social distancing rules and on stay-at-home measures or lockdowns. These strategies had severe disruptive consequences on many sectors, including all levels of education. While the “traditional” (face-to-face) Higher Education (HE) system was unprepared for the lockdown (e.g., no plans for a massive shift to online teaching were available/ready), it reacted in an extremely quick and effective way, replacing face-to-face teaching with online teaching. While COVID-19 has been extremely challenging for education, the experience has undoubtedly provided positive inputs for the digitalization of the HE system. The question is however, if whether after the COVID-19 emergency everything will go back to the previous situation or instead if the pandemic has irreversibly changed HE. While we are still in the middle of the crisis, it is in our view beneficial to start to reflect on the challenges and open issues that emerged during this period and the lessons learned for the “new normal” (as it is often referred to). In this conceptual paper we seek to start this discussion by focusing on the following relevant aspects that should be considered to succeed in the digital transformation: broadband network infrastructure and hardware devices; e-learning software; organization of teaching activities; pedagogical issues; diversity and inclusivity; and a number of other issues. We conclude that the COVID-19 pandemic will irreversibly change HE and probably for the better.

En este artículo se reflexiona desde el punto de vista conceptual, sobre la influencia que las Tecnologías de la Información y la Comunicación (TIC) y el impacto que éstas han generado en los procesos de enseñanza/aprendizaje. La educación superior en Colombia ha venido transformándose en las recientes décadas, con miras a responder de manera decidida a los requerimientos de una sociedad renovada, que busca contar con profesionales más hábiles, que gestionen eficientemente procesos administrativos y académicos en Instituciones de Educación Superior en estos tiempos de globalización económica. La metodología utilizada en este estudio se enmarca en la revisión documental de investigaciones y publicaciones efectuadas en los últimos diez años. Los resultados apuntan a que las TIC han aportado considerablemente a diferentes aspectos neurálgicos, en el contexto educativo y que las aplicaciones en los procesos pedagógicos son cada vez mayores. This article reflects from the conceptual point of view, on the influence that Information and Communication Technologies (ICT) and the impact they have generated in the teaching / learning processes. Higher education in Colombia has been transforming in recent decades, with a view to responding decisively to the requirements of a renewed society, which seeks to have more skilled professionals, who efficiently manage administrative and academic processes in Higher Education Institutions in these times of economic globalization. The methodology used in this study is part of the documentary review of research and publications carried out in the last ten years. The results suggest that ICTs have contributed considerably to different neuralgic aspects in the educational context and that the applications in pedagogical processes are increasing.

This article analyzes the influence of Internet and e-commerce diffusion in the development of European countries. Conclusions about the faster spread of Internet technologies in the modern world, especially in developing countries, due to the achievement of so-called “saturation points” by developed countries of the world (e-commerce markets in Ukraine and Poland are at the stage of formation and active growth) have been made. The purpose of this article is to construct an economic and mathematical toolkit for investigating the impact of the Internet and e-commerce on indicators of economic development of the country. The methods of scientific analysis, description and synthesis, modeling and statistical analysis are used in the research. Models of technologies diffusion have been considered, and as a basis, the distribution of the Internet in Poland, Austria and Ukraine is forecasted. Findings suggest that Internet technology spread has a significant impact on the development of e-commerce, and Internet development in different countries of the world. This study uses the classification of countries according to the World Bank Country Classification, which, since 2005, has ranked countries by GDP per capita into four groups:1) low-income;2) lower-middle-income;3) upper-middle-income;4) high-income.It has been found that the pace of Internet technology and broadband Internet access spread is a lot higher in low-income countries due to the later beginning of the diffusion process, while in the high-income countries, the peak of Internet development has passed and the technology spread has slowed down.

Beginning at the end of 2019 in various countries around the world and in Indonesia during the period of February 2020 has been shocked by a spectacular outbreak of a virus called Corona or Covid-19 (Corona Virus Diseases-19). This virus originally existed and developed in Wuhan China and its transmission spread very quickly throughout the world. So that the World Health Organization (WHO)(Jianxi Luo, 2020a), declared a world pandemic. Many victims fell and died, including in Indonesia and disrupt human life plus the unavailability of drugs or antidotes for this virus. All sectors in the world experience tremendous impact and ultimately jointly overcome in various ways so that transmission can be minimized, including in the field of education, especially higher education in Indonesia, many efforts have been made in the conditions and situations of teaching in the period and post-pandemic Covid-19. Government efforts in mobilizing and launching an independent campus and WFH-SFH (Nadiem Anwar Makarim, 2020a) are efforts to reduce and overcome Covid-19 servicing on campus and places of education whose potential is extraordinary, if contracting and other efforts undertaken to solve and explained in this study by each - higher education is an effort to minimize and reduce the impact caused by the Covid-19 pandemic. Virus ini awalnya ada dan berkembang di Wuhan China dan penularannya sangat cepat menyebar ke seluruh dunia. Sehingga oleh World Health Organization (WHO) (Jianxi Luo, 2020a), menyatakan pandemi dunia. Korban banyak berjatuhan dan meninggal dunia termasuk di Indonesia dan mengganggu kehidupan manusia ditambah belum tersedianya obat atau penangkal virus ini. Semua sektor di dunia mengalami dampak yang luar biasa dan pada akhirnya bersama-sama mengatasi dengan berbagai cara agar penularannya bisa diminimalisir, termasuk dalam bidang pendidikan, khususnya pendidikan tinggi di Indonesia telah banyak dilakukan upaya dalam kondisi dan situasi pengajaran di masa dan pasca pandemi Covid-19. Upaya pemerintah dalam menggerakkan dan mencanangkan kampus merdeka dan WFH-SFH (Nadiem Anwar Makarim, 2020a) adalah upaya untuk mengurangi dan mengatasi penyebaran Covid-19 di dalam kampus dan tempat pendidikan yang potensinya sangat luar biasa jika tertular dan upaya-upaya lain yang dilakukan untuk penanggulangannya dan dijelaskan dalam studi ini oleh masing-masing pendidikan tinggi adalah upaya dalam meminimalisir dan mengurangi dampak yang terjadi akibat pandemi Covid-19 ini. Abstract The internet can be made as a way to transfer knowledge from lecturers to students, while Learning that utilizes the internet is one of the E-Learning Learning media. E-learning is distance learning that utilizes computer technology or computer networks or the Internet E-learning, so that it can enable the learning process through computers in their respective places without having to physically go to attend classes or lectures in class, Systems e-learning learning is a new way of teaching and learning. E-learning as a special learning media PAI courses provide a very important role and a large function in the course because so far there are many shortcomings and weaknesses such as the limitations of space and time in the teaching and learning process through E-learning which prioritizes the efficiency of learning so students get full teaching even though they do not have to be face to face, can also be accessed anywhere, anytime, according to the assignments given by the lecturer usually scheduled with a specified deadline. The development of education towards e-learning is a must so that the quality standards of education can be improved, E-learning is one of the uses of internet technology in the delivery of learning and its broad reach. E-learning can also be an answer to a health problem that is Pandemic Corona (Covid-19) which is very influential also in every aspect of life, especially in education.Keywords: Effectiveness, Utilization, Islamic Religious Education, E-Learning, Covid 19. Abstrak Internet dapat dijadikan cara untuk mentransfer ilmu pengetahuan dari Dosen kepada mahasiswa/mahasiswi. Adapun Pembelajaran yang memanfaatkan internet salah satunya adalah media pembelajaran E-Learning. E-learning adalah pembelajaran jarak jauh (distance learning) yang memanfaatkan  teknologi komputer atau jaringan komputer atau internet E-learning, sehingga dapat  memungkinkan proses pembelajaran melalui komputer di tempat mereka  masing– masing tanpa harus secara fisik  pergi  mengikuti pelajaran atau pun  perkuliahan di kelas,  Sistem pembelajaran e-learning adalah cara baru dalam proses belajar mengajar. E-learning  sebagai   media pembelajaran khususnya mata kuliah PAI memberikan  peran   sangat   penting  dan fungsi yang besar pada mata kuliah tersebut karena selama  ini terdapat banyak  kekurangan  dan kelemahan seperti keterbatasan ruang dan waktu dalam  proses belajar  mengajar melalui E-learning yang  mengedepankan keefisienan dalam belajar sehingga  mahasiswa mendapat pengajaran yang penuh meski tidak harus bertatap muka, juga bisa di akses di mana saja, kapan saja,  sesuai dengan tugas yang diberikan oleh dosen biasanya terjadwal dengan  batas  waktu  yang  di tentukan. Pengembangan  pendidikan menuju e-learning merupakan suatu keharusan agar standar mutu pendidikan dapat ditingkatkan,  E-learning merupakan salah satu penggunaan teknologi internet dalam penyampaian  pembelajaran  serta  jangkauannya yang luas. E-learning  juga dapat menjadi jawaban dari suatu permasalahan kesehatan yaitu Pandemi Corona (Covid-19) ini yang sangat berpengaruh juga pada setiap aspek kehidupan terutama bidang pendidikan.Kata kunci  :  Keefektifitas, Pemanfaatan, Pendidikan Agama Islam,  E-Learning, Covid 19.

The internet can be used as a way to transfer knowledge from teachers to students. Learning that utilizes the development of technology and information, namely the internet, one of which is the e-learning learning system. E-learning is a form of conventional learning that is transferred in digital format through internet technology, not only to present subject matter on the internet but also must be in accordance with the principles of learning.The e-learning learning model results in changes in learning culture in the context of learning. Learning becomes very flexible, because it can be adjusted to the availability of time from students in learning the material provided by the teacher.The teacher determines the success of students in learning, therefore teachers are required to have the ability to adapt to technological progress.
