Pada umumnya pemerintah daerah mempunyai kewajiban dalam menyelenggarakan pelayanan yang lebih baik kepada masyarakat. Dalam rangka menyelenggarakan hal tersebut pemerintah daerah telah mengeluarkan kebijakan yang bertujuan untuk mengefektifkan, mengefisiensikan dan mendekatkan pelayanan kepada masyarakat. Salah satu kebijakannya yaitu kebijakan Peraturan Presiden Republik Indonesia nomor 24 tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik. Kebijakan Sistem Online Single Submission (OSS) dilaksanakan dengan tujuan untuk membantu para pelaku usaha yang ingin membuat izin usahanya agar lebih mudah. Diharapkan dengan di terapkannya perizinan melalui Online Single Submission (OSS) akan memberikan dampak yang lebih baik lagi dan memberikan kepuasan bagi masyarakat. Penelitian ini menggunakan metode pendekatan kualitatif. Ruang lingkup penelitian ini yaitu dinas penanaman modal dan pelayanan terpadu satu pintu kabupaten suban. Yang menjadi sumber informasi (informan) yaitu penanggung jawab dari pemerintah daerah , dalam hal ini pihak yang terkait adalah pegawai pemerintah daerah (PEMDA) di bagian pemerintahan dan bidang pengembangan sistem informasi Online Single Submission di Dinas Penenaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Subang. Pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Data yang diperoleh kemudian di analisa menggunakan teknik triangulasi, kemudian di susun secara sistematis sehingga pada tahap penarikan kesimpulan bersifat intepretatif. Hasil penelitian menunjukan implementasi sistem online single submission belum berjalan efektif sehingga tujuan dari OSS  untuk meningkatkan kualitas dan mendekatkan pelayanan kepada masyarakat belum efektif dan efisien.   In general, local governments have an obligation to provide better services to the community. In the framework of carrying out this matter the regional government has issued a policy that aims to streamline, streamline and bring services to the public. One of the policies is the Republic of Indonesia Presidential Regulation number 24 of 2018 concerning Electronically Integrated Business Licensing Services. The Online Single Submission System (OSS) policy is implemented with the aim of helping business people who want to make their business licenses easier. It is hoped that licensing through the Online Single Submission (OSS) will have a better impact and provide satisfaction for the community. This research uses a qualitative approach. The scope of this research is the one-stop investment and integrated services department in Suban Regency. The source of information (informant) is the person in charge of the regional government, in this case the relevant party is a local government employee (PEMDA) in the government department and in the field of developing an Online Single Submission information system at the One-Stop Investment and Integrated Services Office of Subang Regency. Data collection is done by observation, interview and documentation techniques. The data obtained are then analyzed using triangulation techniques, then arranged systematically so that the conclusions drawn are interpretative. The results showed that the implementation of a single online submission system was not yet effective, so the purpose of the OSS was to improve the quality and bring services closer to the public that had not been effective and efficient.

AbstractThe territory of the Republic of Indonesia is very wide covering many large and small islands, so it is not possible if everything will be managed entirely by the Government which is domiciled in the State Capital, to manage the administration of state government to all corners of the country, it is necessary to form a regional government. Local governments and village governments have shifted from a centralized system of government to a decentralized one so that providing services to the public is closer and can be done optimally. This implementation brings a lot of hope to the improvement, management, and quality of local performance. This study aims to examine the role of the Village Consultative Body (BPD) in the Village Government and what factors hinder the role of the Village Consultative Body (BPD) in the Village Government in Karang Jaya Village. This research is a descriptive type of research, namely a study that describes the phenomena of a BPD cooperation management with the village head, thus the approach used is the normative approach. The results show that the BPD in Karang Jaya village has not been able to carry out its role optimally because the human resources of BPD members are still low, especially in the education sector so that in carrying out its roles and functions the BPD does not understand what to do concerning the control and supervisory functions. becomes its authority in controlling and supervising the performance of the Village Government / Village Head.Keywords: BPD, Karang Jaya, Role

Abstract - The government as a public servant continues to strive to make positive perceptions by continuing to improve community satisfaction related to the various services that can be provided. Community satisfaction is strived to continue to increase by providing the best quality of service and continue to encourage employee performance to be more optimal in carrying out their duties. This study aims to determine the effect of service quality and employee performance on community satisfaction in the One-Stop Integrated Services Unit of the Ministry of Manpower. The sample in this study amounted to 45 people where the technique was taken by accidental sampling. The data collection method uses a questionnaire given to respondents who happened to come at the research location. Data analysis tools in this study used a regression test with a validity and reliability test conducted previously. The results of this study are simultaneous and partial service quality and employee performance have a significant influence on community satisfaction in the One-Stop Integrated Services Unit of the Ministry of Manpower where the calculated F value is 19,042 and sig 0,000. Keywords: Service Quality, Employee Performance, Community Satisfaction

Public services are services, both in the form of public goods and public services which are the responsibility and are carried out by the government in an effort to meet the needs of the community and in accordance with statutory provisions. One of the public services provided by the government is the One-Stop Administration System (SAMSAT). According to SAMSAT data in the city of Magelang, data on motorized vehicle ownership has increased and there has been an increase in the number of taxpayers. However, the tax payment service is considered to be less than optimal because there are still long queues when paying taxes.This also causes many people to make payments past the due date or entrust queues to brokerage services. Therefore, to overcome the problem, a mobile-based application (GO-PAJAK) was built which can be used to make tax payments by means of a vehicle document pick-up to pay motor vehicle taxes connected between drivers (SAMSAT employees) and customers (taxpayers). With this application, it is expected to improve service standards at the SAMSAT office and reduce taxpayer queues also reduce the use of brokers in administering public service administration that can increase public trust.

In order to realize the demands of the community in service, the government will seek several things to improve the quality of services provided by bringing up a policy. To produce a quality policy requires good cooperation by the local government. Improving public services to optimize services in the regions can be done by reforming the administration at a level that is directly dealing with the community, namely at the sub-district level and implementing innovation. The innovation in question is the sub-district integrated administrative service system (PATEN). PATEN is held with the aim of realizing the sub-district as a community service center and becoming a service node for the one-stop integrated service agency/office (PTSP) in the district for sub-districts whose geographical area will be more effectively and efficiently served through the sub-district. With a qualitative method, this research on the implementation of PATEN in Polewali Mandar was studied based on the concepts of communication, resources, disposition, and bureaucratic structure. Obstacles encountered in communication due to limitations in providing patent services to the public during the covid 19 pandemic, PATEN service providers were provided with training, related to disposition, clearer supervision standards were needed regarding the use and supervision of budgets by districts so that achievements and obstacles could be evaluated on a regular basis ; and simplification of standard operating procedures on aspects of bureaucratic structure.

This study analyzed the role ofMITT in Malaysia as a commitment to promote tourism in Sumatera Utara. The authors examined the amount of travelers to Sumatera Utara from Malaysia.

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. The existence of Foreign Investment in Indonesia is very important and strategic in supporting the implementation of national economic development and increasing economic growth in the community. Foreign investment which is regulated in law No. 25 of 2007 about the legal protection for foreign investment in Indonesia, both investment in the form of a Limited Company (PT) or investment. This shows that foreigners in Indonesia who carry out their capital investment activities are regulated by law and protected by the government under the law. The formulation of the problem were how the position of the establishment of foreign investment companies in Indonesia was, what the procedures for the implementation of foreign investment in Indonesia were, and what efforts have been made by the government if there were violations of law in foreign investment in Indonesia. The results of the study showed every foreign company that wanted to invest in Indonesia had to get the principle permission to the Investment Coordinating Board (BKPM) and the One Stop Integrated Investment and Services Office (PTSP), so that the company could be established in Indonesia and its establishment was in accordance with the procedures of the law on foreign investment so that the foreign investment company was fully under the responsibility and supervision of the Republic of Indonesia. The government also gave relief to foreign investment in Indonesia in freeing the entry tax fees for goods or electronic equipment for foreign investment (PMA) in Indonesia in investing their capital.

This research entitled “Law Principle of One-Stop Integrated Service”. The preambule of the 1945 Constitution of the Republic of Indonesia mandated that the objective of the establishment of the Republic of Indonesia was to advance public welfare and educate the life of the nation. The mandate implies that the state is obliged to fulfill the needs of every citizen through a system of government that supports the creation of excellent public services in order to meet the basic needs and civil rights of every citizen of public goods, public services, and administrative services.The philosophical foundation of the obligation of every person to have permission to carry out their activities is contained in the provisions of Article 28J paragraph (1) of the 1945 Constitution of the Republic of Indonesia (Amendment), which aims to respect the human rights of other people in an orderly society, nation and state. In accordance with the provisions of Article 28 Paragraph (2) of the 1945Constitution of the Republic of Indonesia (Amendment), permission is a limitation of one's right to provide facilities to the community in the One Stop Integrated Service (PTSP) in the provisions of Article 28 H paragraph (2) The Republic of Indonesia in 1945 (Amendment), which reads "everyone has the right to receive facilities and special treatment to obtain the same opportunities and benefits in order to achieve equality and justice. The One Stop Integrated Licensing Service is a licensing service model that integrates the authority of the licensing agency, so that legal figures in the One Stop Integrated Licensing Service are legislation that regulates the mapermits,  among  others in  the  form of  regulations regions and  regional  head regulations. Based on the principle of bevogheid zonder verantwoordlijkheid, each permit issuer can be held accountable for the permit issued or rejected, so that the public or applicant can submit legal protection efforts through the judicial institution (State Administrative Court). Legal remedies carried out by permit applicants or the public are also a form of legal protection for permit issuers in measuring the validity of issuing decisions.

Since the World Health Organization declared the Corona Covid-19 virus as an epidemic, in the following, the Indonesian Government also stated that the Corona virus problem has become a non-natural national disaster. The President of the Republic of Indonesia and the Regional government together with their staff are helping one another in preventing the spread of Covid-19 in Indonesia. Many government bureaucratic efforts have been made by issuing policies as the initial steps to prevent the spread of Covid-19. As the implementer of the bureaucracy, the Government always strives to provide effective public services in efforts to prevent the spread of the Corona Covid-19 virus in society. From the central level to the heads of the provinces, Regencies and even the municipal governments. This study applies the content analysis method, in which the content analysis is limited to newspaper media which convey information related to some policies information presented by each head of government, both in several regions and countries. The purpose of this research is to provide education to the public in dealing with global disasters and efforts to prevent them. The results show that the bureaucratic efforts of the central government and local governments through various policies have carried out many communication strategies for their respective regional communities through coercion, informative, expulsion, targeting, persuasion and excess techniques in message packages in the form of instructions, to the public to prevent Covid-19 in their area. However, the techniques of coercion up to the approval stage are enforced to prevent the effect of violations on offenders. The central government in this case has not maximized its roles in implementing a comprehensive communication strategy for all local governments. This is due to the absence of the National Command from the central government which seems to be slow in preventing the transmission of Covid-19, which has become a global disaster, including in Indonesia.

The wide coverage of work and scope of public services requires the public participation to provide input or informationfor the regional government in order to optimize the performance of public service and regional development.Consequently, the media for channeling public aspirations need to be available. On the other hand the handling of the public's aspirations need to be managed well and solvethe needs of the public. This study attempted to assess the public's aspirations management model in a local newspaper in Kalimantan. This study is a descriptive study with a qualitative approach and the analysis tool appliedis content analysis. From the various models of complaints management that are shown in the local newspaper in Kalimantan, in general it can be concluded that model of the public aspirations' column that more interactive, two-way, communicative, and complemented by a follow-up solution is a better model in handling of complaints, thus needs to be developed or replicated by other local governments. In addition, the role of the mass media as a bridge of information and public communication to the government needs to be optimized continuously.Keywords:Management of Public Aspirations, Newspaper, KalimantanLuasnya wilayah kerja dan ruang lingkup pelayanan publik menuntut peran serta masyarakat dalam memberikan masukan ataupun informasi kepada pemerintah daerah agar kinerja pembangunan dapat lebih optimal. Kajian ini mencoba melakukan penilaian atas model pengelolaan aspirasi publik di surat kabar lokal yang ada di kalimantan. Kajian ini merupakan penelitian deskriptif dengan pendekatan kualitatif dengan alat analisis yang digunakan adalah analisis isi(content analysis). Dari berbagai model penanganan pengaduan masyarakat yang diperlihatkan pada surat kabar lokal di kalimantan, secara umum dapat diberikan penilaian bahwa model penanganan kolom aspirasi publik yang lebih interaktif, dua arah, komunikatif, dan disertai penjelasan langkah tindak lanjut adalah model penanganan pengaduan yang lebih baik dan perlu dikembangkan atau direplikasikan oleh pemerintah daerah lainnya. Selain itu, peran serta media massa sebagai jembatan penghubung informasi dan komunikasi publik kepada pemerintahnya perlu semakin dioptimalkan.Kata Kunci: Pengelolaan Aspirasi Publik, Surat Kabar, Kalimantan
