This article describes on how the implementation of good governance is carried out by Padang City Government in sustainable tourism management. This research is aimed to (1) Overseeing the good governance implementation in Padang City Government in term of the development of sustainable tourism destinations. (2) Analyzing the sustainable tourism management viewing it from agency theory by using three approaches of agency relationship; the relationship between executive and legislative; the relationship between legislative and public; and the relationship in budgeting context. It is a qualitative descriptive research, and performed in Padang City Culture and Tourism Office. More over, data collection utilizes observation, interview, and documentation. The good governance principle employed in this research are accountability, participation, and transparency. The result shows that the implementation of good governance at Padang City Culture and Tourism Office has been achieved well. It is as a result of the agency relationships occured within local government; the relationship with the executive in the role of Culture and Tourism Office, with the legislative in the role of Padang City Mayor, and with public as the community.

This chapter draws attention to the emergence of Mobile Activism (M-Activism) in small states. More specifically, the chapter presents the findings of a qualitative descriptive research project, which utilizes a combination of case study and discourse analysis methodologies to describe how mobile smart phones were used by a small group of activists in Jamaica to protest a violation of the Rule Of Law (ROL). The findings demonstrate that mobile smart phones can be used as an effective and efficient tool for activists to engage citizens, government agents, and government, and gain support for their cause. The findings indicate that these smart phones can be used to access and convey messages to a wide audience of e-citizens and thus have the potential for encouraging support as well as interest in a cause. The findings have wide implications with respect to: 1) how mobile technology provides opportunities to transform the relationship between governments and citizens and 2) the possible future of protests and activism in small states. The findings also have wider implications for new and emerging innovative ways of achieving good governance not only in Jamaica but also in other parts of the world.

This research focuses on how leadership has a major role in addressing environmental issues, especially through the garbage bank program as a form of case study. Furthermore, the problems that occur in the midst of society are often rely solely on political will or political desire to solve them. The research is to know and learn Lurah's (head of village) leadership in the management of waste banks specifically. This research is qualitative descriptive research. Data collection techniques through structured interviews, documentation and observations. Researchers conducted an analysis using leadership theory from Yukl, where the theory discusses leadership comprehensively. Researchers only focus on five parts of the concept that are considered relevant, namely: visionary, guidance, affiliative, democratic and communicative concepts. The results of this study based on these dimensions are good enough Lurah (head of village) leadership. But there are several things that are considered able to optimize the running of the program through the role of Lurah (Head of village) leadership, namely: first, involving active knots and community leaders such as MUI, academics to support scientific aspects, and professionals in the field of practical management. This study aims to identify and describe the role of principal leadership in improving the work discipline of teachers and employees and to find out what obstacles are the obstacles to the role of principal leadership in improving the work discipline of teachers and employees at SMP PGRI 03 Kencong, Jember Regency. Is a type of qualitative descriptive research and uses purposive sampling technique. There are five roles of the Principal and two obstacles faced by the Principal in improving the work discipline of teachers and employees. The results showed that the principal of SMP PGRI 03 Kencong, Jember Regency carried out the role of a leader by planning and deliberating; as a manager by creating collaboration between teachers and employees; as an educator by preparing a learning program plan; as an administrator by managing facilities and infrastructure as well as financial administration; motivator by providing motivation with a conducive school environment. The obstacles faced by the principal in improving the work discipline of teachers and employees are teachers and employees who are less disciplined in carrying out their duties so that it is also difficult to improve their work discipline, as well as obstacles in inadequate school facilities and infrastructure. Keywords: employees, leadership, principals, teachers, work discipline Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan peran kepemimpinan kepala sekolah dalam meningkatkan disiplin kerja guru dan pegawai dan untuk  mengetahui kendala apa saja yang menjadi penghambat peran kepemimpinan kepala sekolah dalam meningkatkan disiplin kerja guru dan pegawai di SMP PGRI 03 Kencong Kabupaten Jember. Penelitian ini merupakan jenis penelitian deskriptif kualitatif dan menggunakan teknik Purposive Sampling. Terdapat lima peran Kepala Sekolah dan dua kendala yang dihadapi oleh Kepala Sekolah dalam meningkatkan disiplin kerja guru dan pegawai. Dari hasil penelitian menunjukkan bahwa kepala sekolah SMP PGRI 03 Kencong Kabupaten Jember melaksanakan peran sebagai pemimpin dengan membuat perencanaan dan bermusyawarah; sebagai manajer dengan menciptakan kerjasama antara guru dan pegawai; sebagai pendidik dengan menyusun rencana program pembelajaran;sebagai administrator dengan mengelola sarana dan prasarana serta administrasi keuangan; motivator dengan memberikan motivasi  dengan lingkungan sekolah yang kondusif. Kendala yang dihadapi kepala sekolah dalam meningkatkan disiplin kerja guru dan pegawai yaitu guru dan pegawai yang kurang disiplin dalam melaksanakan tugas sehingga kesulitan pula dalam meningkatkan disiplin kerjanya, serta kendala dalam sarana dan prasarana sekolah yang belum memadai. Abstract This paper discusses the link between accountability and internal auditing, particularly analyzing the extent to which the latter contributes to improve the former, in Higher Education Institutions (HEIs). This study applied a questionnaire to the management boards of a sample of HEIs, to empirical analyze the relationship between internal auditing and accountability. The main focus was on internal auditing carried out by the offices or departments in those institutions. The paper contributes to understand how management boards perceive internal auditing to foster transparency and accountability in HEIs, allowing to corroborate that auditing, and particularly internal auditing, favors the institutions’ accountability. In effect, it promotes the principles underlying accountability practices. The information provided in the scope of internal audits is acknowledged as contributing to improve management effectiveness and helping in decision-making. HEIs wanting to create an internal auditing office or to enhance the role of an existing one, should develop this office’s activities so that it becomes an instrument to support accountability and good governance of the organization. The sample consisted of Portuguese public HEIs, universities and polytechnics. Despite a certain international convergence regarding this type of public sector organizations, and regarding their purposes and governance, certain contextual specificities might limit the generalization of the findings for other jurisdictions.

Talent and creativity development require extraordinary counseling from the members of the family, and as such, it is necessary to highlight the crucial role of family counseling towards developing talent and creativity. The article aims to examine the contributory role of the family in talent and creativity growth. The study shall serve as a reference for families to eliminate challenges growing with talent and creativity maturation. If the family has no awareness of how to deal with their gifted son, it may cause psychological stress and academic problems, thus undoubtedly affect the child’s talent. Hence the importance of this study is to demonstrate the role of family counseling in developing the talent and creativity of the gifted child by providing support and awareness to the family on how to deal with this talent to preserve and develop this talent because the gifted individuals are the basic building blocks in the progress and development of societies. Therefore, the article attempts to analyze the talent and creativity of gifted children and counseling of gifted family. The article includes a quick overview of talent origins, components and techniques, the role of the family in talent and creativity development, family factors influencing talent, creativity, gifted children, and family counseling. The study is qualitative descriptive research since the approach is considered suitable for determining the particular role expected from the family towards developing talent and creativity. The approach used in this study is appropriate for pinpointing the responsibilities of families in the process of growing children’s talent and creativity.

This endeed of  research is to describe the place of the kolintang music ensemble to accompany the singin of the flag ceremony at SMP Sw. St. Paulus Sidikalang. This research is a qualitative descriptive research. The subject of this research is flag ceremony. The research focussed on the role of Kolintang music ensemble as song chanting. The data of the final research was obtained from the observations of the flag-raising activities, interview with teachers, student adan kolintang’s players in junior high school and take a documentation. Data were analyzed with qualitative descriptive analysis techniques. Data validity is obtained through data triangulation, observer triangulation, theory triangulation and method triangulation. The purpose of this research is to know and descriebing  kolintang music. Example, in this research is by using numbered data such as document, archieves, interview results, observation result or also by interviewing more thn one subject that is consideret to have a different point of view.The result showed that : (1) In accompaniying singing at the flag-ceremony, students used the basic notes G, C and F. (2) the tecnic to performed kolintang    were not wheeled with a kolintang played general. (3). After carrying out their duties as chanting accompaniment in the ceremony, students who performed kolintang first practice on kolintang extracurricular activities. (4) in the process of playing kolintang, each player must have a strong feeling so that the technic kolintang is harmonious. Keywords : Descriptive Study, Ensemble, Kolintang music

Purpose: The main objective of the study was to examine the role of vendor responsiveness on procurement performance among government ministries in Kenya.Methodology: Descriptive research design was adopted. The study preferred this method because it allowed an in-depth study of the subject. The study used a sample size of 156 procurement staff. Census will be used in this study. Questionnaires were used to collect data. The questionnaires were tested for validity and reliability using 10% of the total sample respondents. Data was analysed through descriptive statistical methods such as means, standard deviation, frequencies and percentage. Inferential analyses were used in relation to correlation analysis and regression analysis to test the relationship between the four explanatory variables and the explained variable. Multiple regression models were used to show the relationship between the predicted variable and the predictor variables.Results: The findings of the study indicated that delivery time responsiveness, technical requirement responsiveness, financial requirement responsiveness and specifications requirement responsiveness have a positive relationship with procurement performance among government ministries.Conclusion: Based on the study findings, the study concludes that performance of government ministries can be improved by delivery time requirement responsiveness, technical requirement responsiveness, financial requirement responsiveness and specifications requirement responsiveness.Policy recommendation: The study recommended that institutions should embrace vendor responsiveness measures so as to improve procurement performance and further researches should to be carried out in other institutions to find out if the same results can be obtained.

This study examined influence of group cohesiveness and the role of leadership style on the relationship between budgetary participation and budgetary slack. The samples in this study using purposive sampling. The subjects of this study are middle and lower manager in local govermment institutions including section /departement/sub-section head, under the municipality and regencies in the city government of Bengkulu were amounted to 63 respondents. Hypothesis are tasted empirically used regression. The result of study indicated that, first, budgetary participation influences to budgetary slack. Second, group cohesiveness as moderating variable in the relation of budgetary participation with budgetary slack. Third, the role of leadership syle as moderating variable in the relation of budgetary participation with budgetary slack. Therefore this study sported anothetr studies before.Keywords: budgetary participation, budgetary slack, group cohesiveness, the role of leadership style
