The purpose of research is to develop a conceptual model for assessing the impact of the gender aspect on economic policy at macro– and microeconomic levels. The research methodology is based on analysing scientific approaches to the gender aspect in economics and gender–responsive budgeting as well as determining the impact of the gender aspect on GDP, foreign trade, the state budget and the labour market. First, the major findings encompass the main idea of a conceptual model proposing that a socio–economic picture of society can be accepted as completed only when, alongside public and private sectors, includes the care/reproductive sector that is dominated by women and creating added value in the form of educated human resources; second, macroeconomics is not neutral in terms of gender equality. Gender asymmetry is manifested not only at the level of microeconomics (labour market and business) but also at the level of macroeconomics (GDP, the state budget and foreign trade), which has a negative impact on economic growth and state budget revenues. In this regard, economic decisions, according to the principles of gender equality and in order to achieve gender equality in economics, must be made, as the gender aspect has to be also implemented at the macroeconomic level.

A significant place in the social and economic development of each country belongs to the problems of the budget, because the budget belongs to the sphere of public life that directly affects the interests of all members of society. The budget of any country reflects the important economic, social and political problems of the state and each person in particular. At the same time, the successful solution of budget problems is possible only if a proper understanding of its essence, role and place in the system of economic relations. For any country, the state budget is the main link in the financial system. As part of this system, it combines the main financial categories: income and expenditure of the country, the tax system, public credit, public debt in their closest coexistence. The budget as a financial plan of public expenditures and sources of their coverage plays an important role in the activities of the state. It determines its capabilities and development priorities, its role and forms of implementation of the functions assigned to it. It is an effective regulator of that economy reflects the amount of financial resources required by the state, determines specific areas of use of funds, directs the financial activities of the state. The article analyzes and defines the essence of revenues and expenditures of the state budget. The state and dynamics of state budget revenues and budget expenditures are studied. A comparison of state budget revenues and expenditures was made and it was investigated that expenditures significantly exceed revenues, and therefore the state budget is in deficit. The factors of formation of revenues and expenditures of the state budget at the present stage are determined. The dynamics of GDP growth rates and state revenues are analyzed budget, as well as the impact of GDP on the state budget. The peculiarities of the influence of the foreign trade factor on the revenues and expenditures of the state budget are determined. The influence and shares of exports and imports in the state budget revenues are studied. The current problems of imbalance of the state budget and the causes of the state budget deficit are identified. Ways to balance revenues and expenditures at the present stage are proposed. The dynamics of indicators of export and import of Ukraine is analyzed. The problems of Ukraine 's foreign trade at the present stage are investigated and perspective directions of improvement of the existing state of the export – import policy of the state are determined.

Subject. The article examines the impact of digital transformation determinants on the consumer behavior model. Objectives. I set my own approach to adjusting the socio-economic policy of the State so as to accumulate positive effects of the digital transformation of households' consumption and create a new society of consumers. Methods. The study is based on principles of the systemic integration and cross-disciplinary approaches. Results. I substantiate the scientific concept about the origination of the digital paradigm of the modern society and transformation of the consumption and the conceptual model of the consumers' economic behavior in the digital economy so as to amplify and unfold the theory of consumption. The article indicates socio-economic and institutional mechanisms for accumulating positive effects of the digital transformation of households' consumption and create a new society of consumers. Conclusions and Relevance. The integration of brand new technologies, accelerating globalization, use of information as a key production driver are indicative of an emerging paradigm of the economic development, i.e. the digital economy. I present my own conceptual model of consumer behavior, where the consumer is concurrently viewed as the center of his/her own ecosystem and leaves a digital trial through related constituents of the digital environment. Understanding the phenomenon, I managed to describe social and economic externalities arising from the digitalization of consumption. I also formulated financial and institutional mechanisms for the national policy to eliminate negative effects and raise a new society of consumers.

Special attention is paid to the external economic policy during the times of NEP (New Economic Policy), socialist industrialization and the years of 1970-1980s. The results of the state monopoly on foreign trade and currency transactions in the Soviet Union are summarized; the economic integration in the frames of Comecon is assessed.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

This paper is intended to analyze the effect of oil price changes on potential output and actual output in the state budget cycle and identifies the output gap which is the difference between potential output and actual output. The research methodology uses a quantitative approach to analyze problems that occur related to the impact of oil price changes to the state budget cycle. Data analysis was carried out through the approach cyclically adjusted fiscal balance with a simplified approach. This research identified that the potential output is likely to continue increasing in line with Indonesia's oil price trends which is continue to rise following the world oil price movements. In calculating the output gap using a linear trend and HP filter, the result is fuctuating depend on the percentage changes in both potential output and actual output. This paper concludes that Indonesian oil price (ICP) has a significant impact on changes in the state budget cycle. If oil prices rise, the output gap between potential output and actual output is greater, and vice versa. This will make the budget vulnerable to shock that occurs as an external infuence.

Ιn the last decade, there has been a widespread expansion of both precarious work and precarious forms of employment (such as temporary and low-qualified jobs, seasonal and part-time jobs etc.), in which a growing share of young people work. The impact of precarious work on young people is likely to be permanent, while it seems to affect (even over-determine) their life courses. Non-smooth and early transitions into labour market are very likely to worsen progressively their long-term life chances (Lodovici & Semenza, 2012: 7). Undoubtedly, the long-lasting global economic Crisis and the subsequent Recession, has heavily affected the state of play in the labour market worldwide, provoking severe modifications both in the field of employment and countries’ social cohesion. Based on the above mentioned, the paper deals with precarious work in general, while it emphasizes precarious work among youth. It initially captures, briefly, the state of play in terms of the impact of the Crisis on the widening of the phenomenon of precarious work and then it focuses on theoretical insights and critical conceptual definitions concerning precariousness in the labour market. Further, based on secondary quantitative -data analysis, it analyses the key- parameters and facets of precarious work (focusing on youth) in the European Union and, mainly, in Greece. Additionally, it briefly presents parameters of the impact of the COVID-19 pandemic on precariousness in Greece. Finally, the paper explores the correlation between precarious work and social vulnerability, especially among young people. The present paper is based on an ongoing Research Project. More specifically, this research is co-financed by Greece and the European Union (European Social Fund- ESF) through the Operational Programme «Human Resources Development, Education and Lifelong Learning 2014-2020» in the context of the project “Precarious Work and Youth in today’s Greece: secondary quantitative analysis, qualitative filed research and research-based policy proposals” (MIS 5048510).

The Object of the Study. Informal employment in Russia, factors affecting the development of informal employment. The Subject of the Study. Socio-economic policy in connection with the development of non-standard forms of employment in Russia. The Purpose of the Study. Developing of proposals for the transformation of socioeconomic policy in the context of the development of non-standard forms of employment in Russia. The Main Provisions of the Article. The main factors influencing the development of non-standard forms of employment are: the development of information and communication technologies and robotics, changing consumer preferences, demographic factors, changing the quality of the workforce, institutional factors, globalization. The proposals on the directions of socioeconomic policy, necessary for a positive impact on the situation with the state and development of precarious work in Russia are substantiated. The objective of such a policy in terms of precarious work is to reduce (reduce to “no”) its risks, expand positive opportunities for the parties to labour relations and society as a whole in the context of the development of the ICT and robotization. Measures are proposed in the field of the “lifelong learning” program, state regulation of the labour market (including in terms of improving the activities of state and non-state employment services, unemployment benefits, electronic personnel management), the development of a social partnership system (primarily in terms of improving activities of trade unions), the development of external institutions affecting the labour market and employment (Tax policy, Informing on the state of legal regulation labor relations). It is advisable to update the National Project “Labour Productivity and Employment Support”, providing for the whole range of issues of promoting productive employment, due to the development of its non-standard precarized forms.

The aim of the study is to analyze the effect of age on the appointment of the state pension fiscal system in our country. The problem of rising of the retirement age in Russia is given a value that is far away from the traditional context of direct influence of demographic processes on the level of pensions, on the one hand, and adaptation of the pension system to changing demographic factors, on the other. In the article the pension system for the first time is considered as a multifactorial model that corrects the degree of dependence on the mutually complex of macroeconomic and demographic factors in the different historical periods. This requires a fundamental change in the methodological approaches to the problem of rising the retirement age by using actuarial methods of forecasting. Actuarial analysis of the problem of retirement age in the work shows that the perception of the linear dependence of the age of the destination state of the demographic parameters cannot be considered as a tool for regulating the efficiency of the pension system. The results of the study are the specific parameters of actuarial assessments of the impact of demographic and macroeconomic conditions to increase the retirement age in Russia, conducted using data from the state statistics, formulated practical proposals to mitigate negative economic consequences. Conclusion: Rising the retirement age should be aimed at economic stimulation of formation of the pension rights of the insured in the long term, rather than the economy of the state budget. Methodological approaches, grounded in the work, and quantitative results of the actuarial calculations will be used in the formation of public pension policy in the preparation of the regulations to rise the retirement age, the pension formula of calculating the pension rights of insured persons, the mechanism of pension indexation.

The analysis of numerous scientific publications demonstrates the great relevance of gender studies at the current stage of Ukrainian social development, in almost all spheres of social relations. As for ensuring equal participation of men and women in the functioning of the military organisation of the state, the implementation of such a gender balance contributes to improving civilian control over it through the possibility of developing the capacity of regulatory bodies in gender issues, promoting dialogue between the community and control bodies, and drawing public attention to the problems of accountability of institutions of this organisation. The main purpose of this study is to highlight the state of gender equality in the military organisation of the state through the lens of civilian democratic control. The study determined the state of legislative regulation of the concept of military organisation of the state and civil democratic control. The study analysed the introduction of a gender perspective in Ukraine in the subject matter and the dynamics of establishing a gender balance in the military organisation of the state; the impact on existing trends of legislative initiatives. It is stated that the modern Ukrainian army is mostly “male”. Despite the fact that women are allowed to serve in the military, they do not take part in making socially important decisions, they do not hold high military positions, and career growth is challenging for them. The study identified the main problems of implementing gender equality in the Armed Forces of Ukraine and other structures of the Defence Forces of Ukraine, which are more based on social stereotypes of pre-defined roles for men and women. Civil control over the Armed Forces is described as a socio-political process in this area
