This chapter uses a historical perspective to examine the development trajectory of e-government in Singapore, the trends and patterns of cybercrimes and cyber-attacks, and the measures taken by the government to combat cybercrimes and cyber-attacks. It shows that the government has adopted a proactive, holistic, and cooperative approach to cybersecurity in order to tackle the ever-increasing cybersecurity challenges. It has regularly reviewed and improved cybersecurity measures to ensure their effectiveness and strengthened its defense capabilities over time through coordinating national efforts with public and private sectors and cooperating with regional and international counterparts. The chase for a perfect cybersecurity system or strategy is both impossible and unnecessary. However, it is important and necessary to establish a cybersecurity system or formulate a cybersecurity strategy that can monitor, detect, respond to, recover from, and prevent cyber-attacks in a timely manner, and make the nation stronger, safer, and more secure.

How do state bureaucracies become high-quality organizations? Leading comparative politics studies assume that bureaucratic quality is forged by the introduction of meritocratic personnel systems because meritocracies, in contrast to politicized bureaucracies, select the most competent applicants for the jobs at hand. However, in line with principal-agent theory I propose that without a certain level of responsiveness of bureaucrats to the government in place and its policies, the positive consequences of meritocracy for bureaucratic quality are drastically reduced. Meritocracy is likewise essential to bureaucratic quality but, given that it demands some bureaucratic autonomy, meritocracy also creates a control problem. To study the consequences of meritocracy for bureaucratic quality, I revisit bureaucratic developments in the paradigmatically important historical cases of Prussia as well as Imperial and Weimar Germany. Based on extant scholarship of Prussian and German bureaucratic history, the analysis shows that bureaucratic quality varies over time with responsiveness even when meritocraticness is constant at high and low levels, and that governments knowing this hesitate to adopt meritocratic systems despite their advantages if they believe the bureaucracy will be unresponsive. Studying Prussia and Germany historically helps distinguish between the consequences for bureaucratic quality of meritocracy from those of responsiveness. On this basis, I identify where comparative politics studies may benefit from adding, in a comparative historical perspective, responsiveness to the explanation of bureaucratic quality.

Intersectoral terms of trade play a cruc1al role in determining the sectoral distribution of income and resource allocation in the developing countries. The significance of intra-sectoral terms of trade for the allocation of resources within the agricultural sector is also widely accepted by research scholars and policy-makers. In the context of planned development, the government specifies production targets for the agricultural sector and for different crops. The intervention of government in the field of price determination has important implications for the achievement of planned targets. In Pakistan, there is a feeling among many groups including farmers and politicians with a rural background that prices of agricultural crops have not kept their parities intact over time and that prices generally do not cover the costs of production. The feeling that production incentives for agriculture have been eroded is especially strong for the period since the early 1970s. It is argued that strong inflationary pressures supported by a policy of withdrawal of government subsidies on agricultural inputs have resulted in rapid increases in the prices paid by agriculturists and that increases in the prices received by farmers were not enough to compensate them for the rising prices of agricultural inputs and consumption goods.

Despite the enormous renewable energy (RE) resources available in Ghana, the country has not seen much development and investments in the sector. Therefore, the government has committed to increasing the share of RE in the country’s electricity generation mix to some 10% by 2030. However, this cannot be achieved without the Ghanaian people’s support since the RE sector is capital intensive and requires both public and private sector participation. This study was conducted to evaluate RE’s social acceptance among Ghanaian people using the ordered logit regression model. A total of 999 valid questionnaires out of 1020 distributed questionnaires were considered for the study. The five-point Likert scale was employed to rank their willingness to accept (WTA) RE. From the results, it was observed that there is a general sense of acceptance of renewable energy among Ghanaians. However, the level of acceptance varies from one respondent to another. The study observed that a majority of the respondents (i.e., approximately 45.65%) agree to their WTA renewable energy, while 36.04% strongly agree. The results also indicate that while 6.21% and 0.3% disagree and strongly disagree, 11.81% of the respondents were indifferent regarding their willingness to accept renewable energy development and utilization in Ghana.

What role does the rotating Council Presidency maintain a decade after Lisbon? This article argues that, regardless of institutional changes, the rotating Presidency still shapes the Council agenda to a large extent. Based on an original hand-coded dataset of rotating Presidency programmes between 1997 and 2017, I show that some policies are ‘stickier’ on the Council agenda, while the others exhibit significant changes in salience over time. Since the magnitude of these shifts varies from Presidency to Presidency, the analysis focuses on domestic political factors and the country positioning vis-à-vis the European Union to determine their relationship with agenda volatility. By means of a panel model, the examination demonstrates that the government issue salience can best explain the levels of issue salience in the Presidency programmes.

Traditionally, public procurement has been associated with the measurement of achieving savings. However, recent research shows that the economic impact of public procurement is not limited only to savings, but by measuring the impact of four capitals—natural, human, social, and economic—on sustainable well-being over time. Ukraine is a country with a very low gross domestic product (GDP) per capita, which exacerbates the problem of the impact of public procurement results on the population’s welfare. Ukrainian public procurement legislation allows customers to apply non-price criteria (the share of non-price criteria cannot be more than 70%), which, together, are taken into account in the formula of the quoted price. The studies show that the effect of the use of non-price criteria depends on the relevance of the method of the evaluation of non-price criteria. The most important non-price criteria for Ukrainian customers by product categories and the methods of their evaluation are analyzed according to the Bi.prozorro.org analytics module. Therefore, it is concluded that the quoted price method, which is used in Ukrainian practice, is not relevant in comparison with the method used in the EU. A survey of the government buyers on the practice of applying non-price criteria was conducted, and the areas of their use were identified.

Abstract Background Despite the availability of new direct-acting antiviral (DAA) regimens, changes in DAA reimbursement criteria, and a public health focus on hepatitis C virus (HCV) elimination, it remains unclear if public and private insurers have increased access to these therapies over time. We evaluated changes in the incidence of absolute denial of DAA therapy over time and by insurance type. Methods We conducted a prospective cohort study among patients who had a DAA prescription submitted from January 2016 to April 2017 to Diplomat Pharmacy, Inc., which provides HCV pharmacy services across the United States. The main outcome was absolute denial of DAA prescription, defined as lack of fill approval by the insurer. We calculated the incidence of absolute denial, overall and by insurance type (Medicaid, Medicare, commercial), for the 16-month study period and each quarter. Results Among 9025 patients from 45 states prescribed a DAA regimen (4702 covered by Medicaid, 1821 Medicare, 2502 commercial insurance), 3200 (35.5%; 95% confidence interval, 34.5%–36.5%) were absolutely denied treatment. Absolute denial was more common among patients covered by commercial insurance (52.4%) than Medicaid (34.5%, P < .001) or Medicare (14.7%, P < .001). The incidence of absolute denial increased across each quarter of the study period, overall (27.7% in first quarter to 43.8% in last quarter; test for trend, P < .001) and for each insurance type (test for trend, P < .001 for each type). Conclusions Despite the availability of new DAA regimens and changes in restrictions of these therapies, absolute denials of DAA regimens by insurers have remained high and increased over time, regardless of insurance type.

The nascent stock and bond markets in the People's Republic of China have received considerable attention from the international media, yet the emergence of these markets is poorly understood. China's new “limited stock companies” increasingly answer to a variety of public and private lenders and spenders, who partially own and largely manage the means of production. The government sometimes decides which companies and managers will be rewarded with the benefits of incorporation, and it grabs a lion's share of the newly issued securities. But the result is a slow, government-led move towards a more capitalist form of management and ownership. This kind of jointly funded project – companies that merge public and private ownership, management and responsibility – may become the defining characteristic of China's emerging “capitalism with Chinese characteristics.”

Abstract This article assesses the implementation of Presidential Regulation No. 125 of 2016 concerning the Treatment of Refugees and how it relates to different kinds of bureaucratic labelling of refugees as it unfolds in Indonesia’s region of Kupang. From a politico-historical perspective, Kupang is a useful case-study for elucidating the policy implications of the labelling of refugees, as the region has been hosting different kinds of refugees due to its strategic geographical location that borders Australia and Timor-Leste. Drawing on my fieldwork in Kupang between October 2012 and October 2013, and my intermittent return to the region between January 2017 and February 2019, this article argues that labels for refugees evolve over time in response to the larger sociopolitical situation, but they are formed mostly to serve the interest of the host country rather than those of displaced people. Furthermore, while labelling displaced people as “refugees” has been effective in justifying funding and support, it can also lead to a manipulation of refugee status, and the marginalization and exclusion of refugees.

Abstract Our objective is to study Canada’s patenting activity over time in aggregate terms by destination country, by assignee and destination country, and by diversification by country of destination. We collect bibliographic patent data from the Canadian Intellectual Property Office and the United States Patent and Trademark Office. We identify 19,957 matched Canada–US patents, 34,032 Canada-only patents, and 43,656 US-only patents from 1980 to 2014. Telecommunications dominates in terms of International Patent Classification technologies for US-only and Canada–US patents. At the firm level, the greatest number of matched Canada–US patents were granted in the field of telecommunications, at the university level in pharmaceuticals, at the government level in control and instrumentation technology, and at the individual level in civil engineering. We use entropy to quantify technological diversification and find that diversification indices decline over time for Canada and the USA; however, all US indices decline at a faster rate.
