The Development of Islamic Knowledge and Tourism in the Modern Life of North Caucasus

The chapter examines the place and role of Islam in the socio-political life of the peoples in the North Caucasus, especially in the Chechen Republic, as well as relations between the state and religious organizations and society, and examines the role of Islam in the political and socio-spiritual life of the region. The work analyzes the struggles of Chechen people for independence, which were called the Chechen wars and given the cliché of Jihad, reflected in the revival of political organizations and activities. The chapter shows that having experienced two very dreadful wars it is still possible to build a strong, sovereign, safe republic with a very low criminal rate, and written a long stand strategy for the socio-economic development. It is worthy to say that the strategy has clearly defined basic priorities and development vector of the Chechen Republic until 2025 as a mechanism for their initial coordination, where the main priority in the tourism sector, since the republic has a great potential for it.

The article examines the revolutionary events of 1917 in Dagestan from the standpoint of legal awareness of Muslim public figures and clergy and their participation in the socio-political life of the region. The events had both common for the entire Russia and specific features due to the level of socio-economic and political development of the region and the role of Islam in its society. The article examines how the turbulent revolutionary time brought authoritative Muslim leaders to the political scene. Later, they aspired to develop their own tactics and strategy in order to influence the course of events in Dagestan after the February Revolution of 1917. Each representative of the secular and spiritual intelligentsia had their own attitude to the political forces that emerged during the struggle for the revolutionary democracy. The author notes such a characteristic feature of the revolutionary democracy of 1917 in Dagestan as the active involvement of the Muslim clergy in the new government institutions, their appeal to Islam and Sharia when clarifying and resolving various issues of socio-political importance. It is shown that the most important and discussed issue was the election of the head of the Caucasian Spiritual Board of Muslims from among muftis or imams by the Muslims of Dagestan and the North Caucasus. The healthy socio-political forces of the region aspired to preserve law and order in the region appealing to Sharia and Islam.

The presented documents characterize the reasons and conditions for the emergence of the Russian Drama Theater in Vladikavkaz in the second half of the XIXth century. The materials of the funds of the Central State Archive of the Republic of North Ossetia-Alania and the Scientific Archive of North Ossetian Institute for Humanitarial and Social Studies, confirmed by the information of the theatrical chronicles of the local periodical press, reveal unknown pages of the history of the Russian Theater, connected with its appearance, its financial and organizational and personnel issues, construction and architectural decision of the theater building at different times. Particular attention is paid to the role of the Russian Theater in the formation of the urban social and cultural environment of the North Caucasus.

In the XXI century, the French Republic remains one of the major economic and political partners of the Russian Federation. At the same time, one of the forces contributing to the internal stability of the Fifth Republic is the community of holders of state awards, united by official symbols around the idea of serving for the benefit of France, regardless of their own political beliefs. However, differences in the nature of award systems make it difficult for Russian statesmen to understand the true role of French order-bearers in political processes, the role of the Order itself in the life of France. The intuitive perception of this institution by Russian representatives is often limited or erroneous. Based on the analysis of information resources affiliated with the Order of the Legion of Honor, the author formulates a list of the main activities of its members. Understanding the nature of the participation of this organization in the political and social life of the Republic can have a significant impact on a certain «course correction» when interacting with foreign orderbearers. In addition, the presented conclusions can focus the attention of politicians in international affairs on institutions whose influence on domestic processes, although not obvious due to the difference in thesauri, is significant.


The results of the parliamentary elections of 2019 in the Republic of Moldova and the features of the structure of the state power vertical are analyzed. Using mathematical methods, the results of the parliamentary elections were also analyzed, the main determinants of the prevailing political processes, the key regions of the main political forces were determined, the general political landscape of the republic was clarified and investigated, its main laws were determined. The problematic issues of the political life and structure of the Republic of Moldova were examined. The features of the electoral legislation of the country are established. The properties of the main political parties of the republic are analyzed. Some features of the course of the national election process are highlighted. The features of the main political parties, their electoral field, ideological orientation, the history of formation and inter-party relations are considered. The factors of influence on the will of Moldovan voters are investigated. In addition, an effective number of parties has been established in the Moldovan parliament. The configurations of potential coalitions in the Parliament of the Republic of Moldova are analyzed. The ethnic component in the political life of the country is clarified. The role of the regional factor in the electoral process is emphasized. The spatial and electoral similarity of parties in the 2019 parliamentary elections was determined. The features of the functioning of the political system of the country are highlighted. Particular attention is paid to the stability and capacity of possible coalitions and the success of potential coalition negotiations in general. The degree of regional homogeneity of the parties is clarified. The role of religion in the electoral process during the parliamentary elections of 2019 is determined. The results of mathematical calculations are analyzed and the results of the analysis are summed up.

Shushtar as one of the most important cities of Khuzestan in safavid era was inhabited by some officials and rulers mostly due to its specific geographical, strategic and military situation during the rule of Safavid dynasty. The establishment of new villages in Shushtar and its surroundings areas by the local rulers caused this city to grow and develop more. In the same regard, due to the entering of many different clans and tribes to Shushtar in the Safavid period, extensive ethnic conflicts emerged in this city. Turk Qizilbash (Shamlus, Rumlus, Afshars, Ustodjlus, Turkmens, and Dulghadirs), Chagatai family, Circassia, Georgians, great religious scholars from Jabal Amel region, Jazayeri and Kalantar Sadats were among the tribes and clans entering Shushtar in the Safavid period. At the end of this period, natural disasters such as flood influenced Shushtar status both socially and politically to a great extent. The current study attempts to describe the political and social conditions of Shushtar during the Safavid period, aiming to answer this question: Why was Shushtar under the spotlight by the Safavid rulers and inhabited by most governmental rulers and authorities? It is hypothesized in this study that due to the geographical and military situation, Shushtar have always been considered as a defensive barrier by the Safavids against Mushashaiyah central bases in the South of Khuzestan, and Ranshis bases in the North of Khuzestan and also against Bakhtiyari Khans. Unquestionably, taking into consideration the topics such as ethnic origin, tribal interests, occupation state, religious and social values, and changing or modification of each case can give provide us with some useful information about the social and political life of Shushtar in the Safavid period.

The chapter deals with the chaotic situation of 1990 when the struggle for independence was intermingled with the religious revival in the acute form of radical Islamism and the process was gradually shifting to the revival and activities of political organizations. At the same time, religion was intertwined with politics and criminal activity. In investigating the conflicts in which Islamic radicals were involved, it was very difficult to distinguish the ideology of religious fundamentalism from criminal activities related to drug and arms business, people trafficking, and kidnapping. Crime, in its turn, was directly in the political and power groups that were closely linked to radicals. Thus, the North Caucasus republic, called Chechnya by Russians, appeared directly in the center of Russia's recent history, threatening its state and social security.

The paper raises the problem of preserving the his-torical memory of the Caucasian War. The author examines the contribution of long-term republican target programs in the development of the region and the education of youth. It is said about the ap-pearance of traditions associated with monuments dedicated to the memory of this war in Adygea. The paper analyzes the attitude of state authorities and public organizations to the establishment of monu-ments of this type. A brief description of the monu-ments to the victims of the Caucasian War is given. It was revealed that the first initiator of their estab-lishment in the North Caucasus, in particular in Adygea, is the International Circassian Association. The role of the media in the study and dissemination of information about the monuments of the region is indicated. It is concluded that memorials testify-ing to the tragic events of the Caucasian War are symbols of historical memory and reflect the atti-tude of the people to the past.

The article talks about the role of tourism in the world, about the role of tourism in the North Caucasus Federal District. In the North Caucasus Federal District, great attention is paid to the development of various types of tourism. The tourism industry can have a great importance for the development of the socio-economic situation in the district. This is both an increase in cash receipts to the budget and employment of the population. Employment of the population is the most important characteristic of the economy. The development of tourism significantly affects the growth of employment both in the world and in a particular region. The study analyzes data on employment in the regions of the district by the economic type of activity “Hotels and public catering”, by collective accommodation facilities, by employment in travel agencies. Calculations of the share of employment in the tourism sector to the total number of those employed in the North Caucasus Federal District, the share of employed by types of economic activities in the tourism sector in the regions are shown, analysis and comparison of data by the regions of the district are presented. The state of employment and provision of specialists in the tourism industry at the present time is given. The data of a sociological survey of employers in the tourism sector are presented. The results indicate that there is a sorely lack of specialists. The article analyzes the state of training of personnel in the sphere of tourism in the district under the programs of higher and secondary vocational education. The data on the number of educational institutions involved in training specialists for the tourism sector are given, and the main directions of personnel training are shown. Recommendations are given on what points you need to pay attention to in training specialists for the tourism sector. It is important to pay attention not only to the quantitative aspect of providing the industry with specia-lists, but also to the quality training of personnel. A serious area is the training of working professions, it is also important to pay attention to the training of tour guides and tour guides. The paper provides forecast data on the provision of the tourism industry with the necessary specialists and provides data on the required number of graduates in educational institutions in the tourism profile.

Based on the analysis of the results of the scientific research “Ethnopolitical processes in the Caucasus in the assessments and perceptions of modern youth” (grant RFBR and ANO EISR No. 19-011-31300), the content and features of the formation of an all-Russian civic identity among young people in the North Caucasus are reviewed. The purpose of the study is to identify the risk of conflict in the process of forming the all-Russian identity of youth in the North Caucasus. The objectives of the study: determination of the ratio of the all-Russian civic, regional, ethnic and religious identity in the portfolio of identities of the youth in the North Caucasus, the main actors in the formation of the foundations of the all-Russian identity, the importance of patriotism and civic engagement for young people, as well as assessing the role of the state in the process of forming the all-Russian identity. The theoretical and methodological basis of the study is made up of the main approaches and concepts of understanding the all-Russian civic identity. The empirical basis is sociological research consisting of assessments and views of young people in the North Caucasus. For the region, an extremely important task is the formation and development of an all-Russian civic identity, its integration with ethnic and regional identities in the minds of young people. Civic, regional, ethnic and religious identity in the minds of young people in the North Caucasus is in an unstable equilibrium state, which carries the risks of a conflict of identities. There is a demand among young people for active participation in the socio-political life of the region. The influence of the state, represented by the education system and state media, on the formation of the socio-political views of young people in the region is decreasing, and the role of the blogosphere and social networks is increasing. The state can become a leading actor in the formation of the all-Russian identity of the region, subject to the creation of a favorable social environment and the formation of functional feedback mechanisms between the authorities and the region’s youth.

This article describes the features of the motion, the channels of recruitment and aspirations of the elites in the North Caucasus. It is important to keep track of the role of political elites to control the interaction in the region, to identify their interests, resources, influence, positive and destructive factors in their activities. The article analyzes the ethnic composition (proportional representation of titular nations, the principles of parity) in representative government in the North Caucasus (Dagestan, Adygea, Kabardino-Balkaria, Karachay-Cherkessia), mechanisms of occurrence of ethnoelites to the state and municipal authorities. During the formation of public authorities in the region, the political leadership of the country since the Soviet era adhered to “ethnicity”, “national quotas”. But at the present stage of development of the political system in Russia, the federal center began to use democratic mechanisms of local authorities, which makes regional political elites to seek new approaches in the political struggle.
