A Look at the Early Lessons From the COVID-19 Pandemic

Despite the lessons from past pandemics, COVID-19 paralyzes individuals, groups, institutions, and governments. This chapter traces the early lessons which can be acted upon as the pandemic continues to make havoc while at the same time considered as a basis for future responses. Based on the available literature, several lessons can be drawn. This chapter begins with an ethical question and the lessons on the environment. Second, the focus is on the concern for the safety of the frontliners, which was seen as very crucial in containing the spread of the virus. Third, the discussion focuses on the timely and accurate dissemination of information to broaden people's awareness of the situation and to gain support and cooperation. Fourth, the importance of the quick response from governments is highlighted. Finally, the chapter culminates with a discussion on the immediate action needed. It proposes a groundwork for future pandemics wherein the government can ensure an all-inclusive policy.

No wadays, the government agencies are looking for strategies to strengthen their newly implemented policies for the nation building. The grassroots or the customer’s sentiments is very important to develop an inclusive policy with a mixed of bottom-up approach to incorporates the customer’s opinion. However, due to the unique political landscape and multiracial in Malaysia, current commercial off-the-shelf Social Analytics are irrelevant to capture the sentiments of multilingual characteristic for Malaysian native speakers. Current Social Analytic tool are lacking the quality of analysis for foreign languages such as Malay which limits the businesses to localize advertisement for a specific geographical area. Hence, this research is proposed to develop a real-time social media analytics tool with sentiment analysis specifically in Malaysian context in order to engage and analyze the customer reviews and opinions. The main purpose of this paper is to demonstrate our approach to utilize data from social media platforms such as Facebook and Twitter in gaining valuable insights to drive and improve marketing strategy in property industry. This research developed a tool namely Property Analytics to assess public sentiments on specific property project or services. The methodology and approach to enhance from lab scale to pre-commercialization activities are outlined in this paper. It is anticipates that our work is relevant to real world application, improve stakeholder’s decision making and people’s quality of life.

Manual booking and monitoring of tickets in suburban trains is a hectic and time consuming process for the passengers and officials. Due to improper monitoring the government suffers a revenue loss every year. Hence we propose the development of an application that generates a QR code once the passenger logs in and is read to travel. The QR code has to be scanned at the boarding and destination station checkpoints for entry and exit access. The user’s ticket details are stored in a database for security purpose. After the scanning process at the destination, the travel fare computed based on the boarding and destination stations shall be automatically deducted from the dedicated wallet. Thereby, streamlining the system through our application makes the process effortless, efficient and compatible. The ticket checker is also provided with a checker application with which the user’s ticket information in the database can be verified. AbstractMaternal healthcare financing is key to the smooth functioning of maternal health systems in a country. In India, maternal healthcare persists as a significant public health issue. Adequate health insurance could transform the utilization of maternal health care services to prevent maternal consequences. This paper aims to examine the health insurance policies that cover maternal health and their performance in India. The unit-level social consumption data on health by the National Sample Survey Organizations (NSSO), conducted in India (2017-18), is used. Bi-variate analysis, logistic regression, and propensity scoring matching (PSM) are used to evaluate the coverage of health insurance coverage on women’s maternal health care utilization. Our findings suggest that spending on health insurance can benefit pregnant women, especially among the poor, without financial stress. The study has also minimized the financial burden and prevent high-risk pregnancy-related complications and consequences. Also, there is a need for proactive and inclusive policy development by the Government of India to promote more health insurance schemes in the public and private sectors. This can bring down the risk of maternal mortality and also boost the Indian economy in terms of a better quality of life in the long run, and the way towards more just and more egalitarian societies.HighlightsAround 14.1% of Indian women are covered with health insurance schemes.Muslim women have the lowest health insurance coverage in India.Women covered with health insurance schemes has showed significant contributor to the better utilization of full ANC and institutional delivery compared to uncovered women in India.A proactive and inclusive policy development is needed by the Government of India to promote more for health insurance schemes better quality of life in the long run.

The first Covid-19 case was reported on March 2nd, 2020, in Indonesia. Then, the graphic trend of infected people has risen sharply, particularly in The Jakarta Greater Area: Jakarta, Bogor, Depok, Tangerang, Bekasi (Jabodetabek), as the epicenter. As a quantitative approach, this study aims to investigate people in Jabodetabek about their perspective on the Covid-19 Pandemic. Two hundred ninety-seven residents participated as respondents in fulfilling a self-developed questionnaire spread through online schema. Descriptive analyses were used to explain the data found. The results showed that 65.85 % of the participants have a positive perspective towards characteristics of the Covid-19, 66.13% have a positive perspective toward values, belief, and culture in the environment related to the Covid-19, 71.11% have positive awareness of infectious diseases, and 81.32% have a positive perspective towards services or policies of the government with local wisdom. In conclusion, the public perspective regarding the Covid-19 pandemic in Indonesia, especially people in the Jabodetabek, is good. However, there were still some participants who did not believe in the Covid-19 Pandemic. Increasing people awareness is needed to control Covid-19 transmission in Indonesia. Therefore, it is recommended to increase health promotion activities (rebuild trust, the precautionary principle, social distancing or physical distancing, washing hands and wearing masks), providing psychosocial support (optimism, quick response, and detection, communication with each other).

This article explores the communication process between the authorities and society via social networks on the example of the municipality of Severodvinsk. Online platforms have become the main source of communication between the government authorities and citizens since 2017. The recently appointed head of the city selected an effective strategy for establishing dialogue with the population; he chose a popular communication channel, published comprehensible texts, and demonstrated quick response to the citizens’ requests. However, having made wrong decisions, from the perspective of the city residents, the administration and the mayor faced a lot of negativity and limited communication in the social networks. The goal of this research is to determine conditions for using social networks as the main communication channel in building dialogue between the government and society on the example of the municipality of Severodvinsk due to the fact that in the course of implementing information policy, it demonstrated two different models of using social networks. The object of this article is the profile page of the administration of Severodvinsk in the social network “Vkontakte”. The subject is the communication process of the municipal authorities in social networks. The conclusion is made that the administration should take into account the specificity of social networks, such as openness in expressing emotions by the citizens; it is necessary to learn working with online platforms, separate work criticism from personal criticism, and establish the dialogue based on the rule of two-way communication, which implies not only sharing information, but also perceiving the feedback.

The health of urban refugees and asylum seekers (URAS) in Bangkok has been neglected and health policies for USAR have not materialized. This study aimed to explore the views of stakeholders on policies to protect URAS well-being in Thailand. This study conducted a mixed-methods approach comprising both in-depth interviews and Delphi survey. The interview findings revealed six main themes: (1) the government position on URAS; (2) opinions on Thailand becoming a party of the 1951 Refugee Convention; (3) NGOs on health promotion for URAS; (4) options on health insurance management for URAS; (5) working potential of URAS; and (6) uncertainty of future life plans for URAS. The Delphi survey showed that URAS should have the right to acquire a work permit and be enrolled in the public insurance scheme managed by the Ministry of Public Health. Moreover, the ideology of national security was more influential than the concept of human rights. The ambiguity of the central authorities’ policy direction to take care of URAS creates haphazard legal interpretations. The Delphi survey findings suggested the need for a more inclusive policy for URAS, however actual policy implementation requires further research on policy feasibility and acceptance by the wider public.

Dengan mengandalkan ketahanan domestik tanpa dukungan komunitas internasional, Taiwan yang terkucil dari pergaulan dunia berhasil mengendalikan pandemi COVID-19. Meskipun Taiwan memiliki kedekatan geografis dengan China yang menjadi pusat bermulanya wabah COVID-19, negara ini hanya mencatatkan 467 total kasus COVID-19 yang terkonfirmasi hingga 31 Juli 2020. Melalui respons cepat berbasiskan integrasi mahadata, Taiwan mampu mencegah penularan COVID-19 yang lebih luas. Ketika situasi kesehatan domestik telah terkendali, Taiwan mulai melancarkan aksi global dengan mendonasikan masker medis ke berbagai negara. Diplomasi masker merupakan upaya yang ditempuh Taiwan untuk meraih citra positif di panggung dunia. Dalam artikel ini, penulis menemukan bahwa keberhasilan strategi Taiwan dalam menangani pandemi di tingkat domestik mendorong Taipei berupaya terlibat aktif dalam tata-kelola kesehatan global demi meningkatkan peran internasionalnya. Namun, upaya itu terhadang oleh isolasi diplomatik yang terus dilakukan China sejak Tsai Ing-wen menjabat sebagai presiden pada 2016. Untuk membahas isu tersebut, artikel ini terbagi menjadi tiga bagian. Pertama, kecepatan respons Taiwan dalam mencegah penularan COVID-19. Kedua, ketepatan strategi Taiwan dalam menyelesaikan pandemi sehingga melejitkan citra negara ini di tataran global. Ketiga, tantangan Taiwan untuk meningkatkan peran internasional di tengah isolasi diplomatik.Kata-kata Kunci: kecepatan respons, integrasi mahadata, diplomasi masker, peran internasional.As a diplomatically isolated country, Taiwan cannot lie to the international community in combating the COVID-19 pandemic. This situation is supposed to be obstacles for Taiwan, but the country can successfully control the COVID-19 pandemic thanks to its domestic resilience. Despite its geographic proximity with China, Taiwan has only confirmed 467 COVID-19 total cases by July 31, 2020. Through quick response based on big data integration, Taiwan has prevented COVID-19 from spreading around the country. While Taiwan can control its domestic situation, the government begins to launch global action for donating medical masks to many countries. Through mask diplomacy, Taiwan is expected to gain a positive image on the globe. Following its success in dealing with the pandemic at the local level, Taiwan is getting involved in global health order to improve its international role. However, this effort is challenged by diplomatic isolation imposed by China since President Tsai Ing-wen was in her office in 2016. This paper examines the issue and consists of three sections—first, Taiwan’s quick response in preventing COVID-19 transmission. Second, Taiwan’s strategy in dealing with the pandemic. Balikpapan City is a buffer city for the for the new National Capital in the Province of East Kalimantan, which is not spared from forest and land fires. In tackling forest and land fires the actors who play a role are the community. Strengthening community institutions, in this case, the East Kalimantan Dayak Alliance, provides a stimulus for the development of disaster management in the regions. But this is not in line with what is expected. Often these customary institutions are not involved in development planning so there are many records for the government so that the involvement and representation of indigenous peoples can be accommodated. This study aims to analyze the culture of local wisdom and approach of participation of the East Kalimantan Dayak Alliance in Balikpapan City in dealing with forest and land fire disasters. The research approach used in this study is a qualitative method using a purposive sampling technique. Data obtained through interviews, observations and documentation. The results showed that local wisdom was reflected in long-standing living habits in managing land. The Dayak community has a quick response in extinguishing fires and has active participation in fighting forest and land fires.

Abstract: The Complete Systematic Land Registration (PTSL) require the completion of work quickly and accurately. Technological advances also make it easier for human’s activity. PTSL has 4 categories, one of it is called 4th category, which also requires a fast completion. This study aims to find out how the processes and problems about the preparation. Another aims is to find out how the community make a participation for it. The data obtained from the Research and Development (R & D) method, where in its implementation using participatory observation techniques. The result from this research is a map contained location of the parcel which is simplified into the QR Code. This map has a function as the PTSL work map and also completion for K4. The involvement of the community for the process of preparing spatial and textual data brings benefits to the government and the community itself. Completion of BPN's strategic programs, especially PTSL, can be faster and it can reduce public protests related to BPN services.Keywords : Spatial data, Textual data, Technology, QR Code, People’s Participation.Intisari: Kegiatan Pendaftaran Tanah Sistematis Lengkap (PTSL) menuntut penyelesaian pekerjaan dengan cepat dan tepat. Kemajuan teknologi juga semakin mempermudah setiap aktifitas dan kegiatan yang dilakukan manusia. Pada pelaksanaannya PTSL memilki 4 kategori salah satunya adalah kategori 4 yang juga membutuhkan penyelesaian yang cepat. Penelitian ini bertujuan untuk mengetahui bagaimana proses dan problem serta bentuk partisipasi masyarakat. Data yang diperoleh untuk penelitian ini diperoleh melalui metode Research and Development (R&D), dimana dalam pelaksanaannya menggunakan teknik observasi partisipatif. Hasilnya adalah peta desa lengkap dengan informasi letak posisi bidang tanah yang disederhanakan ke dalam bentuk QR Code sebagai peta kerja PTSL dan penyelesaian plotting K4. Perlibatan masyarakat untuk proses penyiapan data spasial dan tekstual membawa keuntungan bagi pemerintah dan masyarakat. Penyelesaian program-program strategis BPN terutama PTSL dapat dilaksanakan lebih cepat dan dapat meningkatkan kualitas pelayanan BPN kepada masyarakat.Kata Kunci : PTSL, QR Code, Partisipasi Masyarakat.

This Article aims to explain how the West Java Quick Response position in the West Java regional government system 2018-2020 as an auxiliary institution outside the main government institutions is a new problem in the West Java regional government system. This type of research is qualitative with descriptive type. Data collection techniques are observation, interview, and documentation. The number of informants are 11 people who are determined proportionally. The results showed that the position of West Java Quick Response in the local government system in West Java 2018-2020 by looking at the two principles of independent institution criteria, namely First, the Policy Principle, and second, the Tenure or not-Political Party Principle. It can be concluded that West Java's Quick Response position in the regional government system of West Java 2018-2020 is not only a supporting institution, which helps, and supports humanitarian and social tasks, as well as the political stability of the governor of West Java as the regional head. West Java Quick Response in addition to being an innovation in West Java regional government in an effort to realize Good Governance. Although the position JQR cause problem, but it is also an effective step in the politics of the governor of West Java in carrying out leadership as the regional head in the government of West Java.
