This Article aims to explain how the West Java Quick Response position in the West Java regional government system 2018-2020 as an auxiliary institution outside the main government institutions is a new problem in the West Java regional government system. This type of research is qualitative with descriptive type. Data collection techniques are observation, interview, and documentation. The number of informants are 11 people who are determined proportionally. The results showed that the position of West Java Quick Response in the local government system in West Java 2018-2020 by looking at the two principles of independent institution criteria, namely First, the Policy Principle, and second, the Tenure or not-Political Party Principle. It can be concluded that West Java's Quick Response position in the regional government system of West Java 2018-2020 is not only a supporting institution, which helps, and supports humanitarian and social tasks, as well as the political stability of the governor of West Java as the regional head. West Java Quick Response in addition to being an innovation in West Java regional government in an effort to realize Good Governance. Although the position JQR cause problem, but it is also an effective step in the politics of the governor of West Java in carrying out leadership as the regional head in the government of West Java.

In the National Medium-Term Development Plan 2015-2019 especially in West Java Province, namely the construction of Kertajati Airport, located in Majalengka Regency. Therefore, the West Java provincial government has drawn up Regional Regulation No. 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Kertajati Aerocity will carry out its duty to promote and strengthen the creation of an engine of economic growth in the western part of Indonesia that will involve the participation of local governments, the central government, investors and the community. So, the purpose of this article is to analyze the investment scheme in the development of Aerocity Kertajati in Majalengka Regency which is oriented to the principles of good corporate governance. The conclusion of this article is the Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java, namely through cooperation between PT BIJB and investors (land authorities) in terms of land acquisition and development cooperation relationships and development of the Aerocity Kertajati area. Investment Scheme in Kertajati Aerocity Development in Majalengka Regency, West Java Oriented Principles of Good Corporate Governance namely by implementing Good Government Governance, namely the government as one of the parties in its role of building and developing the Aerocity Kertajati area must refer to good values, clean and fair, and Good Corporate Governance must be reflected in the management of PT BIJB's business activities as an extension of the West Java provincial government covering transparency, accountability, responsibility, independence, and justice.

West Java Provincial Government in order to create innovation in order to accelerate the achievement of the vision of the Governor of West Java through the development of a strong regional economic structure. The innovation in question is to produce policies in the form of Regional Regulation Number 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Various efforts have been made by the West Java Provincial government in order to accelerate the development of BIJB. The problem led to problems in land acquisition which was hampered by the rejection of some residents of the implementation of the BIJB and Kertajati Aerocity development. Another problem also arises related to the analysis of the readiness of the BIJB as the manager and support of the government in implementing BIJB and Kertajati Aerocity policies and related to the carrying capacity of water resources which are important for the sustainability of the existence of an area which is taken into consideration for implementing BIJB and Kertajati Aerocity in Majalengka Regency. West Java province. This basically requires qualified strategic steps for the realization of Kertajati aerocity in Majalengka Regency. The collaboration model of academic, business, government and civil society on Kertajati Aerocity policy is ultimately deemed qualified to realize aerocity Kertajati programs and policies. This study aims to analyze the strategic management of regional government performance development Polewali Mandar. The type of data used in this study is quantitative and qualitative data. Data sources used are primary data and secondary data. The population in this study is the West Sulawesi provincial government apparatus, sampling using a purposive sampling method, with a sample that is the West Sulawesi Provincial Government apparatus. Analyzed data was performed using SPPS for Windows Version 20. The results of this study indicate that all proposed variables have a positive and significant influence on the performance of Polewali Mandar District Government employees, in this case showing that the strategy implemented by the government is very helpful in improving or developing employee performance. The results of the correlation of the three variables indicate that these three variables are still weak to be able to support employee performance improvement, so it is important to add variables or conduct research on variables that can still be used as a strategy to improve employee performance.

The West Java Provincial Government issued a New Life Adaptation (AKB) policy in response to the implementation of a ‘new normal’ that will be implemented in the cities and districts among West Java Province. Conceptually this AKB policy needs to be assessed whether the substance is in line with the guidelines from the World Health Organization (WHO) and the Government or is a new and different concept? Empirically what issues and opportunities arise when the AKB policy is implemented?. This research uses a qualitative approach with descriptive methods, data collection is taken from secondary sources in the form of government reports, books, journals and other relevant sources. The results revealed that the AKB policy was substantially the adoption of the the new normal guidelines from the World Health Organization (WHO) and the Government. The issue that arises empirically is how the implementation of the AKB policy can minimize the spread of COVID-19 in line with the sustainability of community activities. Efforts to be made by the West Java Provincial Government in the future are to synergize AKB policy at the provincial level with AKB policy at the city and district level, as well as educating and disseminating information about COVID-9 and AKB Policy to the public.

Information technology nowadays results in spreading information rapidly. Everyone can easily produce information quickly through several social media, such as Facebook, Twitter, Instagram, or mobile phone messages, such as WhatsApp, Telegram, etc. It is alarming if the information conveyed is inaccurate such as a hoax with a highly provocative title, leading the reader and recipient to obtain a negative opinion. For fighting hoaxes and preventing their negative impacts, the government has adequate legal protection named ITE Law. Apart from the legal product, the government also forms the National Cyber Institution. For example, in West Java, the government has formed West Java Clean Sweep Team (Saber) for Hoaxes, in charge of verifying information distribution in public. The team is built as proactive efforts of the West Java Provincial Government to secure the residents of West Java from disseminating fake news. This article examines how the West Java Saber Hoaxes Team carried out a strategy to minimize the dissemination of fake news (hoaxes) on social media. The research used descriptive studies through in-depth interviews on West Java Saber Hoaxes Team. The result of the research showed that strategies conducted by this team are monitoring, receiving complaints, and educating the public.

This study aims to determine the involvement of actors with a triple helix approach in cooperation in managing corporate social responsibility (CSR) of Regional-Owned Enterprises (BUMD) of West Java Province, given that CSR management during visits to West Java Province is expected to be able to support regional development budgets and one of the the door of the West Java Provincial government's sustenance from the eight priority doors of sustenance. This research method uses a qualitative method with a descriptive approach and uses data collection techniques in the form of interviews and documentation. The data analysis technique used is an interactive model consisting of data reduction, data analysis or display and drawing conclusions. The results of this study are that there are actors who collaborate in a triple helix in the management of CSR for BUMD West Java Province, which have different roles in achieving the same goal of implementing CSR to the community in a sustainable manner and supporting collaboration between the government and the community and companies. This triple helix collaborative research is seen from the 3 actors who have the most significant influence on the CSR management process. The actors in question are from the West Java Provincial Government through the CSR Facilitation Team (Government), BUMD Actors, namely PT. Migas Hulu West Java (entrepreneurs), and the role of academics as well as groups receiving CSR programs. The recommendation in this study is that the West Java Government as the highest policy holder discusses CSR management as a prioritized policy agenda to help the West Java Government itself in the context of socializing and outreach of government cooperation with academic and community groups as well as supporting the West Java Provincial government in managing sustainable CSR. and have a major impact on society.

<p><strong>ABSTRAK</strong><br />Ketahanan pangan di Indonesia masih mengalami berbagai masalah khususnya di daerah Jawa Barat.Mulai dari masalah persediaan pangan dan kemampuan daya masyarakat dalam menjangkau kebutuhan pangan. Ketahanan pangan bertujuan sebagai akses setiap rumah tangga atau individu untuk memperoleh pangan untuk keperluan hidup yang sehat dengan persyaratan penerimaan pangan sesuai dengan nilai-nilai atau budaya yang berlaku dengan mempertimbangkan kondisi sosial ekonomi, akses, dan ketersediaan pangan. Artikel ini menggambarkan kondisi ketahanan pangan di Jawa Barat sebagai pengaplikasian regulasi yang telah dikeluarkan oleh Pemerintah Daerah Jawa Barat. Penelitian menggunakan metode yuridis normatif yaitu metode penelitian dengan cara studi kepustakaan dengan mengumpulkan data sekunder yang terdiri dari bahan hukum primer, sekunder, dan tersier seperti peraturan perundang-undangan dan buku literature dengan spesifikasi penelitian bersifat deskriptif analitis. Hasil penelitian menunjukan bahwa strategi yang digunakan pemerintah daerh dalam mewujudkan ketahanan pangan belum ada perubahan yang signifikan terhadap hasil panen bahan pangan yang diperoleh di Jawa barat walaupun sudah ditetapkanya Peraturan Daerah Provinsi Jawa Barat Nomor 4 Tahun 2012 Tentang tentang Kemandirian Pangan Daerah dan regulasi lainya dalam hal kebijakan pangan.<br /><strong>Kata kunci:</strong> ketahanan pangan; pemerintah daerah; regulasi.</p><p><strong><em>ABSTRACT</em></strong><br /><em>Food security in Indonesia is still experiencing various problems, especially in West Java. Food security is intended as access for every household or individual to obtain food for the needs of healthy life with the requirements for receiving food in accordance with the values or culture in force taking into account socio-economic conditions, access and food availability. Therefore the researcher aims to describe the condition of food security in West Java as an application of regulations that have been issued by the West Java Regional Government. This research was compiled using the normative juridical method, namely the research method by means of literature study by collecting secondary data consisting of primary, secondary and tertiary legal materials such as legislation and literature books. The research specifications are descriptive analytical, namely describing and analyzing problems based on relevant legislation so that legal facts can be obtained in the community, then analyzed qualitatively normatively. The results showed that the strategy used by the government in realizing food security had no significant changes to food crop yields obtained in West Java even though the West Java Provincial Regulation Number 4 of 2012 had been stipulated concerning Regional Food Independence and other regulations in terms of food policy Starting from the problem of food supplies and the ability of the community to reach food needs.</em><br /><em><strong>Keywords:</strong> food security; regional government; regulation.</em></p>

The West Java Province has for the past several years been awarded as the best performing national provincial government. One of its successes was in implementing reforms in the management of civil servants. This study uses a qualitative approach that is carried out by the case study method. The implementation of the reform of the management of Civil Servants in the West Java Province is already underway but there are still problems that must be resolved immediately so that the implementation of reforms runs more effectively. It is hoped that this research can provide suggestions for improving the practice of reforming the management of civil servants in the Government of West Java Province, Indonesia.Key Word: cicil servants reform, administratif reform, cicil servants management.

Technological advances are used to help improve government performance in matters relating to the use of technology in the process of Periodic Salary Increment, which is the task of the sub-division of staffing at the Regional Government Forestry Service Office of West Java Province. Judging from the document for Standard Operating Procedures (SOP) for the subdivision of the West Java Provincial Government Forestry Service office in 2018, in the work process section of periodic salary increases with stages that require time and energy so that the performance process appears less effective. So that it implements a system that can complete the periodic salary work process using the Cloud Computing-based Service-Oriented Architecture (SOA) method. The purpose of using cloud computing is to increase reliability and flexibility without increasing computing costs. Cloud computing has become a solution and opportunity for the development of the Information and Communication Technology (ICT) industry to get better advantages over other technologies. On the other hand, the user does not need to see or have knowledge of the physical location and system configuration of the service. This research resulted in the performance of the sub-division of the staffing of the West Java Provincial Government Forestry Service in the process of making regular salary increases more effective. And from the test can prove that 74.74% of the questions answered "Yes" are successful.

Globalization as the estuary of cultural changes and values ​​in society brings drastic transformations. The use of mobile phones and the internet which are increasing every year also requires the government to be able to give innovation to the concept of public services that are integrated with technological changes that are currently happening. The Mobile government which is part of e-government is a concept that should be implemented by the government. The West Java Provincial Government as one of the components of government in Indonesia in taking advantage of these opportunities adapts to technology. Adapting technology as part of government governance is the main focus on implementing mobile government, especially on mobile applications to achieve equitable and integrated public services. The purpose of this study is to analyze the optimization of digital opportunities in West Java Province with the concept of mobile government as the basis for its application. This research is classified as descriptive qualitative. The results show that mobile government has been implemented in the public service process carried out by the West Java Provincial Government. The purpose of this study is to analyze the optimization of digital opportunities in West Java Province with the concept of mobile government as the basis for its application. The results show that mobile government has been implemented in the public service process carried out by the West Java Provincial Government such as Pikobar, Sapawarga, K-MOB, Si Votun Jabar, and Sambara applications.
