As the prosperous development of market economy has promoted the growth of business majors, the demand for business talents is increasing. However, the inter-disciplinary talents of economic management with the engineering background are more popular in the market. We are exploring a cultivating model of ‘Engineering + Business’ for the engineering undergraduate students in our college in order to optimize the source of students, improve the training quality and adapt to the socio-economic development.

The given paper analyzes and assesses the socio-economic development of the Kyrgyz Republic in period of 22 years. The objects of attention were the problems of market economy, social problems such as poverty, unemployment, internal and external labor migration, issues of active economic policy and its unconditional implementation. The results, obtained from the critical analysis, allow giving recommendations to include in the policy renovation and development components and achieve stable and sustainable growth in economy to ensure an increase in its scale and efficiency.

The article discusses the objective need to use the world experience of forecasting and planning in the process of developing a "welfare state" as an effective model for the modern development of a socially oriented market economy. The denial and lack of planning and forecasting of the economy on the scale of the country can lead to such negative consequences as uncertainty of the benchmarks of social and economic development of society for the long term and the development of chaos in the country; priorities of the decision short-term and current problems before strategic tasks on which the future development of society depends; preservation of playback modes; incomplete and inefficient use of resources; the emergence of crisis situations, etc. The practice of the leading countries of the world and the results they get prove that planning and forecasting are objectively necessary tools for the development of the modern market economy. The experience of many countries of the world testifies to the effectiveness of the use of these tools of state regulation of national socio-economic development. Features of forecasting and planning are considered in the representative countries of three existing systems of planning and regulation in the world: North American (USA and Canada); Asian (Japan and South Korea); European (France and Sweden). The forecasting and planning tools are based on the intersection balance model, which involves the inclusion of market impact (equilibrium prices) to determine the proportions of the plan and reflects the dynamics of production links (processes of public reproduction) of the national economy for several years. In the 21st century, strategic planning for the effective development of the state's economy is a prerequisite for sustainable economic growth and the formation of a national model of "welfare state" on this basis. Today, developed (post-industrial) countries use planning and forecasting, which have established themselves as an objective and natural tool for the modern market economy, where the role of the state is based on indicative planning, which ensures the achievement of sustainable economic growth to improve the well-being of the nation.

Developmental government (narrowly understood as a component of a state) is a transparent, effective, efficient government which makes best use of all national resources to create socio-economic development optimistically, actively, innovatively and creatively. Developmental government is not purely a government of integrity without bureaucracy or corruption. More importantly, it plays a role of actively and comprehensively managing its key policies in the market economy to ensure democracy and social equality to bring a fast development to the nation as planned. Hence, developmental government, sustainable development and international integration are inseparable components in the process to build the country in this new development circle. This article focuses to analyze and make clear some issues on Developmental Government and the necessity to establish Developmental Government. Accordingly, the author will propose some suggestions to establish a developmental government suitable to the practicality of Vietnam to meet the requirement of sustainable development and international integration in the current situation

In the 25 years after the events of 1989, a mismatch between the system of education and the system of market economy has become a universal phenomenon in Poland as one of the European countries. There are also signs indicating the educational expansion does not promote the role of the individual in the process of socio-economic development of the society. As a result, the younger generation experiences a great dissatisfaction and frustration generated by their difficulties in fulfilling their educational, social, and professional aspirations and expectations. This paper provides a review and critique of the educational strategies implemented by bureaucratic central and local administration of the last 25 years of Polish society life.

The peculiarities of the regional development of Kazakhstan, the variety of production, the initial level of resources in different regions, various reforms of the market economy have led to the uneven development of the regions of Kazakhstan. A region or regional economy is a subsystem of the “national economy” macrosystem. And the national economy is the internal system of the global world economy. Regional development is development based on three characteristics and qualities: interrelated stability, proportionality and social orientation. Basically, the effective development of an individual region means the use of certain factors and potentials through the creation of value in a market economy. However, it is not possible to have a common development strategy for the whole regions. Because each region has its own conditions of development, economic and social potential. Therefore, these factors should be taken into account in the development of the regional economy. The main task of the regional policy of Kazakhstan is to increase the competitiveness of the region in a market economy, employment and living standards of the population of the region through the full use of its production and resource potential. The purpose of this article is to identify trends in the socio-economic development of the regions of Kazakhstan. The article defines the concepts of “region”, “regional development” as a system and gives their main characteristics. Trends in the socio-economic development of the regions of Kazakhstan were determined by grouping the regions of Kazakhstan on the basis of socio-economic indicators and analysis of statistical data and facts. In conclusion, it was noted that the socio-economic development of the regions of Kazakhstan is at a high level. Today, the socio-economic development of the regions of Kazakhstan is much higher than in previous years. This means that the development of certain regions means an increase in the quality of life, employment, economic growth of the country.

Human resources, especially high-quality human resources play an important role in the development of the economy and society. In a globalization circumstance with strong development of Industries 4.0, the Vietnamese government was focusing on building highly qualified human resources to satisfy the need of development and globalization; which, concentrating human resources for industries with high technology content and added value, improving training quality to meet labor market requirements at home and abroad. However, over the past years, Vietnam has faced great challenges, high-quality human resources have not met the requirements of socio-economic development in the current international integration process. Therefore, it is necessary to have a system of solutions deployed synchronously in order to develop more high-quality human resources to meet the development requirements of Vietnam in the international integration process.

Цель статьи: оценить с холистических позиций тенденции и перспективы социально-экономического развития в условиях современной рыночной экономики. Научная новизна: хозяйственная деятельность субъектов экономики рассматривается как процесс сетевого взаимодействия с планетой Земля в целом и миром микроорганизмов, играющих ключевую роль в регенерации условий существования жизни на Земле. Установлено, что современная рыночная экономика под воздействием НТР ведёт к расслоению общества, обострению противоречий, локальным и глобальным конфликтам; ухудшению здоровья населения, вызванного загрязнением среды; активизации старых и появлению новых патогенных микроорганизмов, вызывающих трудноизлечимые или неизлечимые болезни и пандемии. Выявлены причины катастрофического развития событий и разработаны общие рекомендации по их устранению. The purpose of the article is to assess trends and prospects of socio-economic development in the traditional market economy from a holistic position. The scientific novelty consists of the economic activity of economic entities that is considered as a process of network interaction with planet Earth as a whole and the world of microorganisms that play a key role in the regeneration of living conditions on Earth. It has been established that the traditional market economy, under the influence of scientific and technological progress, leads to stratification of society, exacerbation of contradictions, local and global conflicts; deterioration of public health caused by environmental pollution; activation of old and new pathogens causing intractable or incurable diseases and pandemics. The author identifies the causes of catastrophic events and develops general recommendations for their elimination.

In the conditions of transition to the market economy and transformation of public life, the issues related to the efficiency of public administration of social processes become relevant. Science has not yet developed an understanding of this category and the approach to its evaluation. The aim of the article is to summarize and systematize the domestic experience of assessing efficiency the of public administration. The analysis of two groups of techniques: contained in the legal acts and copyright. The evaluation of the effectiveness of public administration of socio-economic development of the Vologda region on the example of two techniques, identified their shortcomings, actualizing the development of the author's methodology.
