The HsinChu County Government has placed great emphasis on the construction and maintenance of road infrastructure. It has exerted great efforts to enhance not only essential needs such as Roads should be smooth, drains should be unobstructed, and streetlamps should be illuminated, but also the performance of maintenance and management for roads by means of five aspects. These aspects include legislation, policies, systems, implementation, and techniques. From the point of view of legislation, the government has enacted regulation such as The Bylaw of Road Management in HsinChu County, and amended regulations such as The Bylaw of Road Excavation Management in HsinChu County and The Regulations of Urban Road Management in HsinChu County in the past two years. From the point of view of policies, the government has budgeted for the Smooth Roads Project every year regardless of any financial deficiencies in the government. From the point of view of systems, the government has drawn up preliminary maintenance plans for roads, created standard operating procedures (SOPs) of maintenance activities, and developed road inspection systems. From the point of view of implementation, the government has developed a Pavement Management System in HsinChu County, initiated a Road Excavation Management System, and created an excavation application and control procedure. From the point of view of technologies, the government has established geographic information for roads in HsinChu County so as to enhance the administrative and operational efficiency of inspections using the Application (APP) system. This study, which mainly focuses on county, rural and partial urban roads in the HsinChu County, presents the relevant legislation and systems drawn up by the government, that have a positive impact for governmental implementation to the public.

<p>This research aims (1) to analyze and test the influence of economic growth on the degree of autonomy the area in County Government and city of Maluku Province, (2) Analyze and test the influence of economic growth on the absorption of labor on County Government and city of Maluku province (3) Analyze and test the influence of economic growth on the welfare of society at the County Government and the city of Maluku province (4) Analyze and test the influence of degree of autonomous region of absorption of labor on County Government and city of Maluku province, (5) Analyze and test the influence of the degree of autonomy the area of social welfare in the Government District and the city of Maluku province (6) Analyze and test the influence of absorption of labor against the welfare of the community on County Government and City Maluku province. The approach used is the analysis of Path Analysis, intended to answer a relationship direct or indirect causal model has been developed on the basis of theoretical consideration of researchers and certain knowledge. In addition to the causal relationship is based on the data, also based on knowledge, the formulation of hypotheses and logical analysis, so that it can be called path analysis can be used to test a set of causal hypotheses as well as to interpret these relationships.</p><p>The results showed (1) economic growth positively and significantly influence the degree of autonomy of the region. These results lend support to the hypothesis of one stating that economic growth was a significant influence on the degree of autonomy of the region. (2) The influential economic growth positively and significantly to labor absorption. These results lend support to the hypothesis of two stating that the influential economic growth dramatically to labor absorption. (3) Economic growth positively and significantly influences the well-being of the community. These results provide support for the three hypotheses which state that the economic growth affects significantly to the well-being of society. (4) The degree of autonomy the positive and significant effect of absorption of labor. (5) The degree of autonomy to the region in a positive and significant effect on the welfare of society. (6) The positive impact of labor absorption and significantly to the well-being of society. (7) The results of the discussion to confirm that economic growth affectsconsiderably to the well-being of the community through the degree of autonomy of the regions and the absorption of labor. Significant influence occurs because the existence of a direct relationship with the role of the community.</p>

 In the modern era, where the population is increasing day by day, many problems regarding cleanliness and Residential areas management system are growing accordingly. In which a significant amount of these problems are related to the management of better facilities of living, providing best necessities to human beings, creating and extending reliable infrastructure and better environment for growing. It is very sad to know that, in third world countries these problems are worst then other developed countries. Pakistan is among those countries which are facing a large number of these kind of problems. According to a survey, the ratio of population increasing has been doubled due to migration from rural areas to big cities. There is a huge need to solve these problems in appropriate way, with consistency and basic management. The government should have to pay a great attention toward these problems with a devoted management system in the light of Islamic teachings. The topic of this study is selected for this kind of signification. Author(s) selected many teachings through the Seerat Perspectives and as Islamic point of view. In the light of that teaching, number of suggestion have been given and strong recommendation has been made for the development of better infrastructure and management system to resolve these problems.

Agricultural insurance in Indonesia is focused specifically on rice farming and is locally known as Asuransi Usahatani Padi (AUTP). To encourage farmer participation, the government subsidises farmers’ cost of insurance (premium) by 80%. Despite high subsidy, AUTP is still unable to reach the coverage target. The objectives of this study are to investigate farmers’ Risk Aversion Level (RAL), its influence on farmers’ decision to participate in AUTP, and the effect of farmers’ participation in AUTP on their income. The result of this study can contribute to enriching agriculture insurance literature from the point of view of developing countries and catalyse other studies on this matter especially in Indonesia. The analysis methods used in this study were multiple pricelist designs and propensity score matching with a logistic regression model. 130 farmers were interviewed. The results showed that farmers tend to have a high level of risk aversion (82.3% of farmers insure almost all of their land). RAL has a significant effect on farmers’ decision to purchase AUTP (&lt; 0.01). A positive value of Average Treatment on the Treated (ATT) indicated that participation in AUTP has a positive impact on farmers’ income. AUTP is able to absorb production risks and encourage use of high input in farming.


The tourism industry related to the innovative sector of the economy, with the effective use of the tourist potential of the territory, will increase the return and contribute to the development of the Russian social and economic system. The Government of the Republic of Tatarstan takes active part in the development of the tourism industry, introducing new mechanisms for managing tourist and recreational facilities at the regional level. The correct system of organization of a tourist and recreational facilities by regional management bodies, taking into account the nature and social and economic specialization of the region, will positively affect its welfare, which consists of three key components significant from the point of view of developing the regional economy as an open socio-economic system and representing a set of business structures, the population and state bodies. The paper deals with the approaches to the formation and functioning of the management system of the tourist and recreational facilities of the region, based on the experience of the Republic of Tatarstan, where it is represented as a combination of budget, economic and household components. The paper presents ways to increase the revenues of the republican budget by the example of the Republic of Tatarstan as a result of the introduction of measures for the interaction of budgetary, economic and household structures, by improving the system of regional management and interaction of the elements of the tourist and recreational facilities.

With more and more investors exerting their voices through network forums or social media platforms, the relationships between online investor sentiment and stock movements have drawn more and more attention. In this paper, we crawl stock comments from China’s most popular online stock forum, East Money (www.eastmoney.com), and then develop a sentiment classifier using the LSTM method. Using the online investor sentiment of the stock forum, we explore the effect of online investor sentiment on the stock movements of CSI300. The results show that online investor sentiment has a significant positive impact on both stock return and trading volume and remains significant after controlling book-to-market ratio, BETA, and market value. Moreover, investor sentiment has a significant positive impact on order imbalance of big trade, which represents the main flow of money in the market. As a result, investor sentiment has a positive impact on the major fund flows in the market. In other words, an increase in investor sentiment can boost the major money flows in the market to some extent. From a practical point of view, investor sentiment can assist investors to make investment decisions and help the government to regulate the stock market.

Poverty is found in the majority of people whose inhabitants work in  the agricultural sector. The government has made some policy to improve the per- formance of farmers, both those that are on farm and programs that include added value to off-farm. But the results remain inefficient and ineffective. The main prob- lem of all that is the weakness of the farm management system, which is still done individually. The implication of the individualist management system for small- holders is the difficulty of moving from subsistence. In real terms they remain in a weak condition (powerless) in everything. As in land tenure, information, capital provision, procurement of agricultural production facilities, procurement of labor, marketing, processing, and so on. The problem of agricultural development is not the technological device, but the institutional structure in rural communities, which determines whether the technology has a negative or positive impact on income dis- tribution, institutional aspects will continue to play an important role in agricultural development, so a special effort to empower farmers is needed, among others done through cooperative farming.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

Information technology is increasingly developing and has a positive impact on the world of education. The implementation of student counseling with a Knowledge Management System is one of the contributions of information technology in the world of education. Many benefits provided by the Student Counseling Knowledge Management System, in managing the knowledge needed by the counselor section to document student consultations. The development and implementation of a KMS counseling system costs more to employ professional staff to maintain and improve; KMS student counseling application; For this reason, it is necessary to design a Cloud Computing-based Student Counseling Knowledge Management System. The research method carried out in the first stage is to collect data and information about Knowledge Management and Student Counseling, and how to use it to create a Knowledge Management System Application, Student Counseling Based on cloud computing. Furthermore, conducting a literature study and literature review, system design is in the form of data architecture compounding, process design, network design, and user interface design. The design results of this system can facilitate educational institutions in conducting online cloud computing-based student counseling

Cash waqf in Indonesia has been long enough implemented based on some rules enacted by government and other rules defined by The Waqf Board of Indonesia (BWI). However, the implementation of cash waqf has not reached the level of success. Therefore, this article studies the application of cash waqf law in Indonesia according to Friedman’s legal system theory. The legal system theory of Friedman firstly looks at the substance of the law, which is the rules or regulations; and secondly it examines the structure of the law, encompassing the law enforcement agencies, such as judge, prosecutor, police and legal counselors. And lastly the theory examines the element of legal culture, which is a response from Muslim society. The first two examinations indicate that there is nothing to be a problem. But from the last examination there is a problem regarding the trust from Muslim society. From the legal culture point of view, the implementation of cash waqf by the government, which is performed by BWI, needs attracting society’s credentials in order to improve and maximize the performance of cash waqf in Indonesia.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.
