In recent years, excessive expansion of the PV industry makes photovoltaic products in oversupply condition, coupled with anti-dumping investigation of the United States and Europe, china PV industry fall into the bankruptcy plight. In order to stimulate the development of domestic PV application market in a short time, China has introduced a number of PV support policies; however, compared with Germany in policy design, China's PV support policy system is too rough, Apart from a number of demonstration projects, PV application market is far not formed. Therefore, the PV support policies require a more detailed design. This paper aims to discuss the current related problems of china PV support policy based the NPV model, than propose countermeasures and suggestions. This paper argues that the government needs to develop NPV model-related implementation details for different types of participants. The government should attach importance to the development of small household systems (SHS).

In this paper we examine the BRICS by focusing on one of its member states: Brazil. More specifically, we focus on the relationship between Brazilian foreign policy under President Lula (2003-2010), U.S. hegemonic decline, and the commodity boom that provided economic resources to sustain Brazil’s position in world politics. With the world financial crisis of 2008, Lula’s belle époque came to an end. Without the abundant resources of commodity exports, Lula’s successor, Dilma Rousseff, tried unsuccessfully to combat the economic slowdown by further strengthening the economic role of the state. With this expansionist economic policy, she was elected for a second term in office, but immediately embraced the previous orthodox economic policies, what coupled with lack of support from the Congress, threw the government into crisis. As a result, not only has the political economy of Brazil re-aligned with the interests of financial capital, but also its foreign policy has returned to its historical alignment with the United States. Our contention is that the BRICS will soon be of no relevance to Brazil.

This study aims to analyze the impact of the global crisis that occurred in 2008 on economic growth, the trigger for the crisis, namely an increase in credit accumulation in a large amount and in a short time in the United States (US), this increase led to an increase in bad credit so that it was quite large in the world economy. Economic growth, the global crisis, investment, exports, and labor are variables that will be obtained from the Central Statistics Agency, the Investment Coordinating Board, and others. The result of the unit root test and cointegration shows that the Error Correction Model is the chosen model. The results showed that the global crisis had a significant and negative impact on economic growth in Indonesia, while exports, labor, and investment had a significant and positive impact. Therefore, the government must maintain the balance of the economy to prevent a crisis, as well as the need to encourage investment, exports, and human resources to encourage increased economic growth.

Australia’s focus on biotechnology began in the 1990s, although this industry has been active in the country since the 1970s. Australia’s traditional strengths in medical and agricultural research have helped the country to move up the global biotech value-chain in a very short time. The Australian economy is relatively small compared to other biotech behemoths such as the United States and Japan and the government has realized the importance of innovation through industries such as biotechnology to boost the economy. This has translated into generous research funding and a favorable policy atmosphere for the industry, which in turn has grown steadily. The following White Paper builds a global, regional, and country perspective on the biotechnology industry and analyzes the competitive position of Australian biotech companies. The White Paper also elucidates key strategies for Australian biotech companies for achieving sustainable growth.

The United States Environmental Protection Agency (EPA) has labeled as “friable” those building materials that are likely to readily release fibers. Friable materials when dry, can easily be crumbled, pulverized, or reduced to powder using hand pressure. Other asbestos containing building materials (ACBM) where the asbestos fibers are in a matrix of cement or bituminous or resinous binders are considered non-friable. However, when subjected to sanding, grinding, cutting or other forms of abrasion, these non-friable materials are to be treated as friable asbestos material. There has been a hypothesis that all raw asbestos fibers are encapsulated in solvents and binders and are not released as individual fibers if the material is cut or abraded. Examination of a number of different types of non-friable materials under the SEM show that after cutting or abrasion, tuffs or bundles of fibers are evident on the surfaces of the materials. When these tuffs or bundles are examined, they are shown to contain asbestos fibers which are free from binder material. These free fibers may be released into the air upon further cutting or abrasion.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

This book examines the politics of the United States' westward expansion, showing how the government's regulation of population movements on the frontier, both settlement and removal, advanced national aspirations for empire and promoted the formation of a white settler nation. The book details how a government that struggled to exercise plenary power used federal land policies to assert authority over the direction of expansion by engineering the pace and patterns of settlement and to control the movement of populations. At times, the government mobilized populations for compact settlement in strategically important areas of the frontier; at other times, policies were designed to actively restrain settler populations in order to prevent violence, international conflict, and breakaway states. The book examines how these settlement patterns helped construct a dominant racial vision for America by incentivizing and directing the movement of white European settlers onto indigenous and diversely populated lands. The book pays close attention to the failures as well, from the lack of further expansion into Latin America to the defeat of the black colonization movement. It reveals the lasting and profound significance government settlement policies had for the nation, both for establishing America as dominantly white and for restricting broader aspirations for empire in lands that could not be so racially engineered.

Dr. C.K. Clarke (1857-1924) was one of Canada’s most prominent psychiatrists. He sought to improve the conditions of asylums, helped to legitimize psychiatry and established formal training for nurses. At the beginning of the 20th Century, Canada experienced a surge of immigration. Yet – as many historians have shown – a widespread anti-foreigner sentiment within the public remained. Along with many other members of the fledgling eugenics movement, Clarke believed that the proportion of “mental defectives” was higher in the immigrant population than in the Canadian population and campaigned to restrict immigration. He appealed to the government to track immigrants and deport them once they showed signs of mental illness. Clarke’s efforts lead to amendments to the Immigration Act in 1919, which authorized deportation of people who were not Canadian-born, regardless of how many years that had been in Canada. This change applied not only to the mentally ill but also to those who could no longer work due to injury and to those who did not follow social norms. Clarke is a fascinating example of how we judge historical figures. He lived in a time where what we now think of as xenophobia was a socially acceptable, even worthy attitude. As a leader in eugenics, therefore, he was a progressive. Other biographers have recognized Clarke’s racist opinions, some of whom justify them as keeping with the social values of his era. In further exploring Clarke’s interest in these issues, this paper relies on his personal scrapbooks held in the CAMH archives. These documents contain personal papers, poems and stories that proclaim his anti-Semitic and anti-foreigner views. Whether we allow his involvement in the eugenics movement to overshadow his accomplishments or ignore his racist leanings to celebrate his memory is the subject of ongoing debate. Dowbiggin IR. Under the United States Alien Tort Statute, which permits non-U.S. citizens to bring lawsuits in U.S. courts for human rights violations that are violations of the law of nations, plaintiffs have filed claims against multinational oil and gas corporations for the direct or complicit commission of such violations carried out by the government of the country in which the corporation operated. In addition to exercising jurisdiction over U.S. corporations, U.S. courts have exercised jurisdiction in cases involving non-U.S. defendants for alleged wrongful conduct against non-U.S. plaintiffs committed outside the U.S.The exercise of jurisdiction by U.S. courts over non-U.S. defendants for alleged wrongful conduct against non-U.S. plaintiffs committed outside of the U.S. raises serious questions as to the jurisdictional foundation on which the power of U.S. courts to adjudicate them rests. Defences that foreign defendants can raise against the exercise of jurisdiction by the U.S. courts are an objection to the extraterritorial assertion of jurisdiction, the act of state doctrine, the political question doctrine, forum non conveniens, and the principle of comity. These defences are bolstered by the support of the defendant’s home government and other governments.

I am honoured to be invited to give this lecture before so distinguished an audience of development economists. For the last 21/2 years I have been director of a project financed by the Canadian Institute for Advanced Research and composed of a group of scholars from Canada, the United States, and Israel.I Our brief is to study the determinants of long term economic growth. Although our primary focus is on advanced industrial countries such as my own, some of us have come to the conclusion that there is more common ground between developed and developing countries than we might have first thought. I am, however, no expert on development economics so I must let you decide how much of what I say is applicable to economies such as your own. Today, I will discuss some of the grand themes that have arisen in my studies with our group. In the short time available, I can only allude to how these themes are rooted in our more detailed studies. In doing this, I must hasten to add that I speak for myself alone; our group has no corporate view other than the sum of our individual, and very individualistic, views.
