Jürgen Habermas, German philosopher and social theorist, is perhaps best known for his wide-ranging defence of the modern public sphere and its related ideals of publicity and free public reason, but he has also made important contributions to theories of communication and informal argumentation, ethics, and the foundations and methodology of the social sciences. He studied in Göttingen, Zurich and Bonn, completing a dissertation on Schelling’s philosophy in 1954. After working for a short time as Theodor Adorno’s research assistant at the Institute for Social Research in Frankfurt he held professorships in Heidelberg and Frankfurt and, from 1971 to 1981, was co-director of the Max Planck Institute in Starnberg. With the publication of Knowledge and Human Interests (1968) he became widely recognized as the leading intellectual heir to the Frankfurt School of Critical Theory, a variant of Western Marxism that included such figures as Adorno, Max Horkheimer and Herbert Marcuse. His two-volume The Theory of Communicative Action (1981) is a major contribution to social theory, in which he locates the origins of the various political, economic and cultural crises confronting modern society in a one-sided process of rationalization steered more by the media of money and administrative power than by forms of collective decision-making based on consensually grounded norms and values.

Šiuolaikinėje visuomenėje žiniasklaida atlieka svarbią funkciją. Ji ne tik informuoja, teikia pramogą ar šviečia, bet ir kuria bendrąjį kontekstą. Žiniasklaidos temų darbotvarkės kūrimas formuoja visuomenės temų darbotvarkę. Medijos teikiamos informacijos kokybė lemia visuomenėje naudojamo diskurso lygį, o pastarasis turi įtakos bendrųjų politinių, ekonominių ar socialinių klausimų sprendimui. Siūlomas naujas teorinis bendrojo konteksto nagrinėjimo aspektas – informacinis nutylėjimas. Informaciniai nutylėjimai – tai svarbios informacijos nepasakymas, kuris veikia bendrąjį kontekstą. Empirinis tyrimas nėra atliekamas, nes siekiama į reiškinį pažvelgti komunikacijos teorijos aspektu. Kitas aspektas, kad informacinių nutylėjimų empirinis nagrinėjimas vestų prie konkrečios istorijos pateikimo analizės. Būtų prarastas holistinis teorinis požiūris į informacinį nutylėjimą, kai, pateikiant informaciją ir sąmoningai ar atsitiktinai dalį svarbių žinių, duomenų ar faktų paliekant paraštėse, kuriamas nevisavertis visuomenės informuotumas. Straipsnio tikslas – analitiniu teoriniu būdu panagrinėti informacinio nutylėjimo reiškinį, jį sieti su propaganda ir bendrojo konteksto formavimu. They not only inform, educate and provide entertainment, but also provide to the people the general context. Creating the news, the media shape the public agenda. The information provided by the media determine the quality of society’s discourse level and affect the political, economic, and social issues. The article theoretically proposes a new aspect of the examination, which is the information veiling. Informative veiling is an important information suppressing, which affects understanding of the context of general events. The information veiling can be intentional or accidental, but the effect will be the suppressing of important knowledge, data or facts and their unbalanced awareness. The purpose of the article is to examine analytically and theoretically the phenomenon of information veiling, linking it with propaganda and the context formation in general. In the deliberate or accidental information veiling, the result appears to be similar. Such information creates a weakly informed audience which is not using the valuable information for making the most effective decisions. If the public space is dominated by a large percentage of information veiling news, in society evolve myths, false assessments, and incorrect conclusions. In order to reduce the influence of information veiling, the audience should be careful as to the source of information and its expected effect. Examination of the media interest in the material reduces its propagandistic effect, and a more critical approach to the media coverage could reduce the information influence on the audience. On the other hand, we have to admit that it is a more idealistic approach rather than the reality.

The process of globalization, which many times is considered as new world order is affecting all spheres of modern society but also the media. In this paper specifically we will see the impact of globalization because we see changing the media access to global problems in general being listed on these processes. We will see that the greatest difficulties will have small media as such because the process is moving in the direction of creating mega media which thanks to new technology are reaching to deliver news and information at the time of their occurrence through choked the small media. So it is fair to conclude that the rapid economic development and especially the technology have made the world seem "too small" to the human eyes, because for real-time we will communicate with the world with the only one Internet connection, and also all the information are take for the development of events in the four corners of the world and direct from the places when the events happen. Even Albanian space has not left out of this process because the media in the Republic of Albania and the Republic of Kosovo are adapted to the new conditions under the influence of the globalization process. This fact is proven powerful through creating new television packages, written the websites and newspapers in their possession.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. The children's segment of culture — "music about children" and "music for children", being formed in the media environment, under new conditions needs close attention of scientists and updating of analytical tools for research. Acquiring features and qualities that differ from those previously inherent, this area requires scientific comments on various parameters — in terms of dynamics, prevailing directions, etc., opening new horizons for studying musical culture of the information community. The article discusses the possibilities of using search engines (Google, Yandex) to review children's musical products in the media space of modern society. The changing environment and conditions for musical culture determine the necessity of new approaches, including those from marketing technology for researching the content of genre trends, studying consumer interest, obtaining statistical information, etc. With the help of Internet applications (Trends, Wordstat) there is a prospect to analyze musical and cultural reality of society in the web search mode, revealing the comparative degree of popularity of different objects, in this case, related to the children's mass media sphere. The results obtained allow to state the predominant demand for entertainment products, which is a general trend in cultural life, regardless of the age category of consumers.

This research analyses and describes in detail how the digital biennale activities that are a part of the Indonesian Digital art community has become a form of criticism and silent resistance to the social hegemony. It refers to the ideology, norms, rules, and myths that exist in modern society in Indonesia, especially the reproduction of hoax content. Hoax refers to the logic people who live in a world of cyber media with all of its social implications. This phenomenon is a problem, and it is at the heart of the exploration of the art community in East Java Biennale. The critical social theory perspective of Gramsci’s theory forms the basis of this research analysis. The qualitative research approach used a digital ethnomethodology research method focused on the online and offline social movements in the Biennale Art Community. The data collection techniques used were observation and non-active participation in the process of reproduction-related to the exhibition of Indonesian Biennale digital artworks. It was then analyzed using Gramsci’s hegemony theory. The purpose of this study was to describe the process of social movements in a digital format conducted by the Indonesian Biennale when reproducing works of art to counteract the dominance and hegemony of the Hoax phenomenon in Indonesia. The benefit of this research was that it obtained a preposition of Gramsci’s hegemony theory in the world of digital art as created by contemporary Indonesian Biennale artists. Digital technology has had a tremendous effect on the media industry, government, trade, informal industry sector, human resources, urban planning, services, disaster relief, health, education, religion, artistic and cultural expression, in addition to various other fields. The conclusion obtained from this research is that there is a formation of a new hegemony, a digital hegemony. This new hegemony is of particular concern for the digital artists in East Java Biennale. Through the digital format works, the artists also try to communicate their art as a form of silent resistance, protest, and criticism of the hegemony that occurs in society, referring to the ideology, norms, and myths. It can be called a digital counter-hegemony.s

The article deals with defining the characteristics of the authority discourse development in modern society. The localization of the urban area has been chosen as the field of the authority discursive power strategies development. The author's scheme of authority discourse analysis in the urban area has been suggested basing on the methodological principles of a discourse-analytical strategy and involving the heuristic potential of a socio-cultural and semiotic analysis, as a result of the specific empirical study. The analysis of theoretical frames for the study of the concepts of «discourse» and «authority» has made it possible to determine a variety of communicative actions, which subject can only be the authority – an institutional discourse, namely, a political perspective. It is proposed to define a political discourse as a set of all speech acts in the appropriate institutional atmosphere, which is implemented in both oral and written forms within this study. The consideration of the background, expectations of the author and the audience, hidden motives, plot schemes etc. are provided in this article. It has been noted that it is appropriate to use the categorization approach to the «soft power» concept, which proposes to consider the power as the one which is implemented in the form of a certain communicative action. The behavior dictated by the authorities is perceived by a recipient as a voluntary choice during its relization. Such categories of the investigation as cultural mechanisms of nomination, classification, legitimation and naturalization are stressed analysing a political discourse in an urban area. The author's matrix of the analysis of the authority discourse in the urban area which includes its strategies, grammatology, idioms and the nature of their projection in discursive strategies of main subjects of discourse development has been described.

The article describes systemic factors of optimization of Russian media landscape in the context of the societys growing intellectual level. This process provides for the best possible intellectual interaction between economic, political, scientific, educational, artistic and other social layers. The authors deal with the criteria of media publicity as combination of informational relations between the participants of this process. Using systemic and synergetic approaches the authors also study an optimal model of informational support of freedom of social creative activities based on interaction of such media realities as public reason, writers and audience communities, editorial boards and other media organizations, and others. In this relation, they analyze how the commentariat is motivated to be on the mission of increasing the societys intellectual level. The authors conclude that the purpose of intellectual interaction in the media landscape is repeat renewal of the societys intellectual potential via social creative activities. This provides the basis for intellectual maturity of each individual, which adds not only to development of intellectual culture of a person and that of various communities, but also to improvement of the current goal setting and achieving system.

The article is devoted the problem of evaluation of results of students educational activity in the context of competence approach. Research actuality is conditioned by socio-political, economic and cultural processes which take place in modern society under act of globalization. These processes require from the system of education an innovative approach in preparation of future specialists. Students acquisition of high level competences, selected in the on-line training in preparation for the proper speciality, will provide them with permanent update of knowledges, succesful finding of decisions for problem tasks, independence, selfefficiency while implementation of their professional duties. Existent forms and methods of evaluation of educational achievements are complemented and approved within the framework of the competence approach.

The mass media, whether print or broadcast (TV and Radio) plays a significant role in disseminating important messages to the public / society. Karl Marx said "that the media referred to as the class that set, in the system of modern capitalism. So therefore the media in the present era, into a commodity economy and politics, because of its function and because ownership massive by individuals (owners of capital). That allows, position the media and not only to function as a disseminator of information, but because of the ownership of such individuals, are very likely to be a tool for "political dealings", rather than as a function of social control. in the practice of political communication, media becomes a medium that is not inevitable in conveying messages politics, especially during the campaign, the elections political leadership, good legislative elections, presidential elections, and the elections. Radar Banten and Baraya TV is a media agency which is recognized as a great and influential in Banten province, which is a member of the Jawa Pos ( Java Post News Network) beperan menyerbarluaskan major messages of the prospective head region in the activities of the campaign. The phenomenon of political economic practices, be a gamble for the function and positioning to the two media institutions.
