Anesthesiologists are professionals who practice their expertise in an acute process with a very short withdrawal period, which does not allow them many philosophical ramblings. However, they are professionals who must be increasingly concerned with ethical issues if they are to survive in the market and succeed in the face of ever-increasing public expectations that all physicians must take care of in a shrinking world of today due to rapidly expanding social and electronic media. The operating room is particularly a place prone to interpersonal conflicts, as a wide range of healthcare professionals perform their tasks here, with overlapping and sometimes poorly defined areas of responsibility. Acting on behalf of their patients, anesthesiologists can be considered their moral agents and guardians in their shared work environment. Citation: Oliveira CRD. Ethics in the operating room; the anesthesiologist's responsibility. Anaesth. pain & intensive care 2019;23(4):__

Abstract This article contributes to the discussion on public administration in Brazil. It examines the differences between the four functions of the state (basic functions, welfare, infrastructure and development, and emerging functions), based on the positions and careers of public servants. The data were collected in 2014 using a survey with public managers from different agencies of the Brazilian federal administration. The results point to distinctions regarding the roles played by middle managers, considering their distribution by state functions, profile, and activities. In a historical perspective, although there are basic functions that constitute the state, the creation of new careers and the recruitment of staff in the bureaucracy resulted in unequal development of the different state functions, generating imbalance and asymmetries. Also, emerging functions are generating new, more flexible, and dynamic ways for managers to work, which have renewed the Brazilian bureaucracy, albeit in a limited and heterogeneous way.

The COVID-19 pandemic has accelerated the need for flexible arrangements, including asynchronous work and working from home. These arrangements may be necessary to comply with public health directives and are manageable when few other options exist. It can be difficult to lead in an environment when team members have divergent core working hours and are not available for collaboration. This can be compounded by the perception of inequitable treatment of employee needs or preferences by management, which can further strain team dynamics. As the pandemic eases, it may be difficult for all employees to revert to a fully on-site arrangement; some may be unable and others unwilling. Leaders will need to consider ethical issues in reaching organizational goals in this new reality. Equity, diversity, and inclusion principles will be critical when balancing the needs of the individual and the team. Supportive arrangements and a culture of inclusion will be key to retaining top talent.

Purpose The purpose of this paper is to curtail the negative effect of job stress on the female teachers’ helping behavior amidst terrorism threat through their dispositional mindfulness. Design/methodology/approach A quantitative research design surveyed a self-administered questionnaire from the female teachers serving in the hard areas of Pakistan. To analyze the data, descriptive and interferential statistics were performed in SPSS (version 23) and SmartPLS3. Findings The results revealed the significant positive relationship between teachers’ perceived threats of terrorism and their job stress. The findings also confirmed the significant negative relationship between teachers’ job stress and their helping behavior, and vice-versa. Further, the indirect effect of teachers’ perceived threats of terrorism on helping behavior through their job stress was confirmed. Finally, the moderating effect of dispositional mindfulness to weaken the negative relationship between teachers’ job stress and their helping behavior was also found significant. The results also showed that the job stress of female teachers accounted for 12.9% of variance in their helping behavior. Research limitations/implications To address complex ethical issues, relying solely on a research method cannot provide deep insights. Hence, future scholars are directed to combine elements of quantitative and qualitative research methods to investigate female teachers’ helping behavior in grievous conditions. Notwithstanding, the present study revitalizes educational institutions through teachers’ helping behavior in the risky work environment. Originality/value Since the past two decades, female education has witnessed exponential growth in terrorist attacks, but there is a scanty research on the vulnerability of female teachers in Pakistan. Nevertheless, the present study is limited yet of the highest importance to foster teachers’ helping behavior in the risky work environment.

Since 1979, under governments of both major parties, the thrust of British public policy has been radically changed in the direction of neoliberal economics and the ‘New Public Management’ (NPM). This has had profound effects on the priorities that politicians and the officials who advise them are expected to pursue. The traditional public service values of equity, probity and integrity have been displaced by the business values of economy, efficiency and effectiveness – the ‘Three Es’ ( Hood, 1991 ). Many of the provisions and regulations that were designed to reduce risks of corrupt or otherwise improper behaviour were relaxed in favour of generating more entrepreneurial attitudes among public servants and recruiting entrepreneurial talent from the business world. The benefits of enterprise have been significant in terms of gains in innovation, efficiency and improved relations with the public; but on the other hand, corrupt, selfish and greedy behaviour by some politicians and public servants has seriously eroded public respect for politics and public administration alike. More generally, markets and their values have increasingly dominated political, economic and social discourses and decision making, with the result that markets are now used to determine outcomes that would formerly have been regarded as inappropriate for the application of market methods and which arguably are still inappropriate issues for markets alone to determine (Sandel, 2012). Hence a review of the ethical issues that underpin public policymaking, administration and management is urgently required. Michael Sandel (2010) has argued that we need to rethink the importance of justice and related values in our public life, albeit that we disagree among ourselves about many moral and religious issues: ‘A politics of moral engagement is not only a more inspiring ideal than a politics of avoidance. It is also a more promising basis for a just society’ (Sandel, 2010: 269).

Background: Values are the basis of nursing practice, especially in making decisions about complicated ethical issues. Despite their key role in nursing, little information exists on the factors affecting their development and manifestation in nursing students. Objective: This study identifies and describes the facilitators and inhibitors of the development and manifestation of professional values based on the experiences of nursing students and instructors and nurses. Research design: Data were collected through 29 semi-structured interviews and two focus group interviews in 2013–2015 and were analyzed using the conventional content analysis method of Elo and Kyngäs. Participants and research context: In total, 18 nursing undergraduates, five nursing instructors, and five nurses from Shiraz University of Medical Sciences and one of the teaching hospitals in Shiraz were selected through purposive sampling. Ethical considerations: The research was approved by the Ethics Committee of Shiraz University of Medical Sciences and the teaching hospital examined. Findings: The findings consisted of two categories: personal and environmental factors. Personal factors consisted of the two subcategories of personal stimuli (work experience and past relationships, inner beliefs and acting on values, belief in God and a divine worldview) and personal inhibitors (the lack of professional motivation and enthusiasm, negative emotions). Environmental factors consisted of the two subcategories of environmental stimuli (cooperation, order and discipline) and environmental inhibitors (unfavorable work environment, society’s negative attitude toward nursing, the violation of rights). Discussion and conclusion: Given the impact of personal and environmental factors on the development and manifestation of professional values in nursing students, it is upon the education authorities to take account of them in their planning, and nursing managers are also recommended to further address these factors in their development of a proper work environment, provision of standard facilities and removal of barriers.

Ethical issues due to the following four major factors inherent to virtual work are examined: (1) organizational culture, (2) trust, (3) cross-cultural diversity, and (4) monitoring. The author proposes that the negative ethical implications of the virtual work environment can be overcome by following the suggested steps and proposed guidelines. Areas for potential future research are included and are followed by an overall discussion of the issues covered and some closing remarks.
