The purpose of this study is to provide an overview of the quality of PAUD which is managed by village funds and those that are not funded by village funds in Banda Aceh. This research is descriptive qualitative research. The data collection technique is done through interviews. The research sample consisted of 2 schools, namely PAUD Sejahtera (funded by village funds) and TK Aisiyiyah (not funded by village funds). Interviews conducted by researchers included: (1) village PAUD principals and independent PAUD school principals, (2) teachers, (3) village officials (village heads) (4) Banda Aceh City Education Office. The findings in the field indicate that all districts/cities receive funds from the APBN which are used to develop PAUD administration. Through the one village one PAUD program, the government hopes that village institutions will become one of the funders or organizers of paud in their respective villages. The government program which launched one village with one paud seems to be no longer difficult to implement because of the existence of village funds that can be allocated for the operational costs of the village paud itself. So that the achievement of the goals of early childhood education can be achieved properly and the quality of the village paud institution itself meets the eligibility requirements of a paud education institution. After the Banda Aceh city regulation, the development of village villages was quite developed compared to before the assistance of village funds. This can be seen from the results of research at Paud Sejahtera village Ilie Banda Aceh which was compared with Paud Mandiri Tk Aisyiyah Lhong Raya Banda Aceh. Although there are several types of equipment for games and education at Paud Sejahtera that have not met the eligibility standards, the quality of the students produced is not much different from those of the comparable TK graduates. Paud Sejahtera can be a model in terms of managing village funds for human resource development in terms of community education. Abstrak Tujuan penelitian ini adalah memberikan gambaran mutu PAUD yang dikelola dengan didanai dana gampong dengan yang tidak didanai oleh dana gampong di kota banda aceh. Penelitian ini termasuk penelitian kualitatif jenis deskriptif. Teknik pengumpulan data dilakukan melalui wawancara. Sampel penelitiannya ada 2 sekolah yaitu PAUD Sejahtera (didanai dana gampong) dan TK Aisiyiyah (tidak didanai dana gampong). Wawancara dilakukan oleh peneliti antara lain kepada: (1) kepala sekolah PAUD desa dan kepala sekolah PAUD mandiri, (2) guru, (3) perangkat desa (kepala desa) (4) Dinas Pendidikan Kota Banda Aceh. Hasil   temuan   di lapangan menunjukkan    bahwa  semua   kabupaten/ kota   menerima    dana   y ang  b er sumber  dar i  APBN  yang  digunakan   untuk pengembangan  penyelenggaraan PAUD. Melalui program satu desa satu PAUD pemerintah mengaharapkan lembaga desa  menjadi  salah  satu  pendana  ataupun  penyelenggaran  paud  di  desa  mereka masing – masing. Program pemerintah  yang mencanangkan satu desa satu paud tampaknya tidak sulit lagi untuk diterapkan hal itu di sebabkan karena adanya dana desa yang bisa dialokasikan untuk biaya operasional paud desa itu sendiri. Sehingga pencapaian tujuan dari pendidikan anak usia dini bisa dicapai dengan baik dan mutu dari lembaga paud desa itu sendiri memenuhi syarat kelayakan dari sebuah lembaga pendidikan paud. Setelah adanya Perwal kota Banda Aceh perkembangan Paud gampong lumayan berkembang dibandingkan sebelum adanya bantuan  dari dana desa. Ini bisa dilihat dari hasil penelitian di Paud Sejahtera gampong Ilie Banda Aceh yang dibandingkan dengan Paud Mandiri Tk Aisyiyah Lhong Raya Banda Aceh. Walaupun ada beberapa kelengkapan alat permaninan dan edukasi di Paud Sejahtera belum memenuhi standar kelayakan tapi mutu dari anak didik yang dihasilkan tidak jauh berbeda dengan lulusan Tk pembandingnya. Paud sejahtera bisa menjadi percontohan dalam hal  pengelolaan dana gampong untuk pengembangan sumber daya manusia dalam hal pendidikan masyarakat. This study aims to analyze the effectiveness of village funds on social welfare of the district society in Maluku, North Maluku, Papua, and West Papua Provinces based on 2015-2018 data. The Village funds began to be distributed to all villages in these four provinces and other provinces in Indonesia in 2015. The data collection technique uses documentation technique, so that it produces secondary data in the form of a village funds, the Government Regional Budget, Gross Regional Domestic Product, and Human Development Index reports in four provinces which have been published on the official website of the Indonesian Statistics Agency. The sampling technique uses purposive sampling method with considerations in accordance with the objectives of the study. Based on the results of the regression analysis, it shows that village funds have not been able to influence on social welfare of the district society even though this has been accompanied by an allocation of capital expenditures and economic growth variables. There is a possibility that the size of the area in the villages in the four provinces and the quality of human resources for managing village funds in districts is an obstacle.

Reform and regional autonomy is actually a new hope for the goverment and village communities to build their villages according to the needs and aspirations of the community. The implementation of development in the village is intended to improve the standard of living and welfare of the village community itself through the establishment of policies, program activities that are in accordance with the essence of the problem and priority needs of the village community. The Village Consultative Division (BPD in Indonesian) is an institution of the realization pf democracy from the village community or an institution that represents the voice of the community and is a working partner of the village Government in administering The Goverment in the village head along with his device was overseen by the Village Consultative Division (BPD in Indonesian). The method of the approach used in this study is the Juridical Sociological approach, it uses the Juridical Sociological. The selection results obtained include : 1) Inbiting factors influenced by human resource factors both from the village Government itself as the highest office holder in the village, as well as from PD members who are tasked with assisting in the implementation of the legislative functions of approval and discussion of illage regulations. 2) Solutions and efforts, the village Goernment is expected to conduct training in human resource development such as improving the quality of education and developing capabilities in shapping regulations.

Processing of target species do not optimal, especially the processing of the by-catch product. This is caused by the weak capacity of the fishing groups, particularly in the utilization of marine products in the dry season and the acquisition of market information, so it requires increased knowledge and transferal appropriate technology. Purpose of the study: (1) generate a group of fishermen who are skilled, creative and innovative in the processing of marine products; (2) create a group of fishermen who are good entrepreneurs with venture capital is cheap, affordable and sustainable; (3) make the fishing village groups as independent business pioneer advanced and community known as a producer and marketer of processed fish products as one of the typical souvenir of Kendari. Method of determining the sample was done by purposive sampling. This activity involves two groups of partners consisting of fishermen processors groups and fishermen fishing groups each of 20 people. The data were analyzed descriptively of the results of the implementation of the two activities, namely non-physical activities (socialization and education) and physical activity (manufacture plots hygienic drying fish and puffer fish burger-making). Action research results make a positive contribution to the strengthening of the capacity of a group of fishermen in the economic, scientific, cultural and social skills. Another positive contribution is opening insights and ways of thinking to make use of by-catch product into marketable products and process raw materials of marine fish with a hygienic manner that supports the improvement of the quality of the product to be accepted in the market, and create jobs in the village with the ability of a group of fishermen in entrepreneurship independent, which in turn can improve the economics of fishing households and assist the government in the construction of coastal villages.

Private Universities that were established by society through nonprofit institution have autonomy in managing their finances. Autonomy gives rise to the diversity of Private Universities’ financial statement. The government provides a tax exemption facility for the remnant of nonprofit institutions engaged in education with certain conditions, regulated by PMK 80/PMK.03/2009. This research was conducted to analyze the effect of the quality of the financial statements of Private Universities  on the execution of the tax exemption facility. Research was conducted by literature study method. The result of the research shows that the quality of the Private Universities’ financial statements  affect the execution of PMK 80/PMK.03/2009. Therefore, financial statements standardization and remnant recording regulation for Private Universities is needed, in order to optimizing the execution of the tax exemption facility given to educational institutions and to make sure the facility is given appropriately. The data collection technique used is literature study. This research use qualitative methods  in analyzing data and facts about private universities’ management and the taxation policies of non-profit organizations.

The 30 September 2009 Padang Pariaman (or West Sumatera Earthquake) (M = 7.6 USGS) has caused severe damages of buildings and infrastructures and fatalities. Many of the buildings failed may be due to the low quality of the structures or due to that most buildings were designed Indonesian code SNI 1726-2002, and many of them failed because of the occurrence of liquefaction causing foundation failures. However, a future earthquake could have been even more severe and causes a tsunami, a reality which we shall consider, especially because Padang City is located facing directly to the ocean. Based on the occurrence and experience in Banda Aceh, Padang City has similar risk and yet very limited barrier and lack of evacuation system. For evaluation of this issue, a team of Universitas Katolik Parahyangan conducted a preliminary study on the condition of Padang City and discuss some alternatives to be considered by the government or authority. Methods of research are based on a literature study and collected data for analysis. Options are discussed and conclusions are derived. This paper discusses the important lessons from Banda Aceh failures related to the tsunami, and method to reduce the disaster risk for Padang City by Tsunami Seawall. The purpose of this study is to discuss the risk of the tsunami at Padang City, the preparedness and local condition, and alternative actions to be carried out. There has been pro and cons for Seawall, but the study concluded that due to the fact that tsunami would reach the city within 15-30 minutes after the earthquake and condition of low lying elevation of the Padang City, the use of Seawall for city safety is worth to be considered.

This article is a case study on the education of Orang Asli in Malaysia. Indigenous people or “orang asli” are the oldest inhabitants of Peninsular Malaysia but they are the minority among the total population in Malaysia.  A study showed that around 50 percent of the students from the Orang Asli community do not further their study in secondary school after finishing their primary school and only 30 percent of students of Orang Asli finish their secondary school, which is less than half of the national average. The statistics of the education progress of Orang Asli are quite worrisome for a lot of parties especially the government and there are a lot of factors that contribute to those, not good-looking results. In order to improve the quality of education, studies on the challenges faced by the Orang Asli are a must. There are a lot of factors causing that specific problem. One of the factors is would be the awareness amongst the Orang Asli community towards education and another factor is would be the Orang Asli accessibility to their nearest education institution. In a nutshell, the Orang Asli are the minority communities that had been marginalized for decades and to achieve the aim to reduce poverty and uplift quality of life them, education is the main key to success.

Rumah Baca Apung located in Tambak Lorok Village is a valuable asset belonging to the community that can be used as meeting hall and village library. In fact Rumah Baca Apung has not been utilized optimally in accordance with the function and purpose of building a library. Based on preliminary observations of the researchers, can be knew that the location is more often used as a place for discussion by the local people.Therefore, this study aims to further study the utilization of Rumah Baca Apung and the reasons behind the utilization. This research uses qualitative approach of case study with using data collection technique through interview, documentation study, and observation. The results of this study show that the use of Rumah Baca Apung has not been based on the function of education, research and preservation function of a library. Rumah Baca Apung also has not been used as a place to increase reading habit. Rumah Baca Apung is now used as a place of recreation, a place to discuss, socialize and counsel for the local people. The utilization of Rumah Baca Apung which has not yet represented the function of the village library is due to the limited quantity and quality of the collection books, the lack of educative games equipment, and the absence of learning companion teacher as a volunteer for the coastal children of Tambak Lorok.

Education plays a very important role in the process of improving the quality of human resources and is a process that is integrated with the process of improving the quality of human resources themselves. For this reason, the government implements School-Based Management which involves relevant stakeholders, especially the community. This study aims to find out and analyze the collaboration of the Committee (community) with the Head of Madrasa in terms of improving the quality of education at Madrasa Aliyah Negeri in Banda Aceh City. Data collection in this study was conducted by interview, documentation, and observation. While the results of this study are the authors find that the Cooperation Committee and the Head of MAN in Banda Aceh City have been carried out in the form of partnerships that synergize and mutually understand the roles and functions of each institution in order to improve the quality of Madrasah education, this is clearly seen by the implementation of the boarding school program, student creativity activities, extracurricular activities and also academic achievement of students who continue to increase along with the increasing intensity of collaboration of the committee and the head of the Madrasah as a whole in all aspects that include learning activities, facilities, infrastructure, and technical education materially and non materially, so that it gives a significant influence on the quality of education at Madrasah Aliyah Negeri in Banda Aceh City.
