The surge of attention to the concept of human capital is now observed in the European countries,most affected by the protracted economic crisis started in 2008/2009 and suffered its severe consequences. These include Spain and Portugal. The range of measures that are meant to ensure the post-crisis developmentincludes programs aimed to improve the workforce quality and, above all, the human capital of the young people.

Owing to widely advertized issue of renewal of urban tissue cities gain their chance for re-birth and “second youth”. These entities struggle with degradation and depopulation through, among others, re-discovering cultural, architectural and historical values alike, restructuring postrailway, post-military and post-industrial areas as well as renovation of old housing estates and other damaged building resources. Next to the degradation of the housing substance, another problem of the cities is demographic crisis. The amount of cities’ inhabitants decreases systematically, the process of ageing of society affects more and more aspects of economy and the decline in population growth as well as mass emigration of young people are not promising. Thus main tasks of cities development became tasks of qualitative revival of material resources and human capital. Considering revitalization as a cities revival tool one have to have in mind it cannot concern only the material structure of a city but has to be spread over the broadly understood social issues. Moreover, the revitalization actions have to be based on a new planning model through involving local societies into planning processes. In this way it can contribute to the integration of residents as well as to the larger identification with place of residence which may be an object of their special care in coming years. To summarise, only such integrated and complex attitude as above may bring expected results of increasing the quality of the cities and the Local Revitalisation Programmes, which are one of the requirements of revitalization programmes studies, may essentially contribute.

The study's purpose was to develop an approach to the empirical assessment of the impact on the quality of HC to the developing economy during the economic crisis on the example of Azerbaijan. To obtain quantitative assessments of the qualitative characteristics of human capital development, the questionnaire method has been used. Based on a survey of 7232 people (which has been carrying out for July-September 2017-2020 in the context of the economic regions of Azerbaijan) and the main components' method, the factors of the qualitative characteristics of the development of the HC was determined. Using the method of linear regression modeling, the fact statistically more level significant influence on the level of economic development of the country of qualitative indicators of the development of the HC has been determined than quantitative indicators during the economic crisis. An integral model of an empirical assessment of HC's qualitative development has been developed

Recent studies reveal that a significant part of the European youth is still in difficult circumstances as a result of the protracted economic crisis. The situation is particularly hard in the south of Europe, where the level of youth un-employment is still high, and it seems uncertain whether it improves in the future. In addition, there is a growth in the share of so-called NEET generation, i.e. young people neither in employment nor in education or training. It leads to a dramatic waste of national human capital. Statistical data proves that the Spanish case study is one of the most complicated.

In this publication, the authors establish validity of the proposals on the methodology for analyzing the quality and factors of the economic development of the Russian Federation, not for the country in general (as it was done in the first part of the article, published in Voprosy Statistiki, No. 2 for 2020), but at the regional level. The main focus is to study the factors determining the quality of human capital as well as their specifics for several Russian regions. All the proposed methodological techniques of analysis are implemented on the example of the education sector that is fundamental for improving the quality of human capital during the emergence of a new technological paradigm, with account to raising and nurturing the creative generation of young people who will shape the new order. It is noted that amidst the development of modern technologies responsible for the transfer of data and knowledge, as well as standardization and regulation of the processes of providing services, it is necessary to maintain the content of education services, their focus on the shaping of a creative personality and transferring creative work skills. Only this shall ensure the country’s participation and its benefits in the creation of a new technological structure.The article examines factors that touch upon differentiation of regions by the level and quality of education, such as the state of the material and technical base, personnel availability and qualifications, terms for the provision of services, and others. The authors delve into the influence of region resource provision factors, remoteness from labour force centers of gravity, and emerging research centers, as well as national particularities and historical background of the regions. The data on the «personnel migration» of young people of educational and post-educational age are presented. Relevant conclusions are made about some depletion of this resource in several remote regions due to the attractive policies of strong regions.The authors argue that the regional efforts and the redistribution of funds through the federal budget, as well as business efforts, are not enough to reduce the regional differentiation in education quality. This requires tailored solutions allowing to use the potential of young people from remote regions and regions not affected by scientific centralization, as an important human development factor. The paper considers directions for solving this problem.

AbstractYouth unemployment is a challenge in many European countries – especially since the financial crises. Young people face difficulties in the transition from education into employment. This article focuses on young mobile Europeans from six countries (Germany, Hungary, Luxembourg, Norway, Romania and Spain). The research question is whether and to which extent international mobility has an impact on employability and therefore reduces youth unemployment. By using a cluster analysis of personal adaptability, social and human capital and career identity, the importance of mobility experiences for employability is analysed in a recent dataset of 5,272 young (formerly) mobile respondents. Youth mobility is established as a strong characteristic for the employability cluster. Mobility is however not the long-term aim of most of the mobile young people, since most of the mobiles choose to return to their home countries after one or more stays abroad.

В статье рассмотрена готовность современной студенческой молодежи приграничья к различным формам мобильности, в том числе и к смене места текущего места жительства в поисках возможности для самореализации и удовлетворения своих потребностей на более высоком уровне. На материалах социологического исследования, проведенного авторами в 2020 году, показано, что четверо из пяти молодых людей рас- сматривают возможность миграции из Приморского края. Сложившаяся тенденция приводит к обнищанию человеческого капитала Дальнего Востока России, лишая дан- ную территорию возможности развивать инновационную экономику и обеспечивать высокий уровень качества жизни местному населению. The article looks at the readiness of modern borderline students for various forms of mobility, including changing their current place of residence in search of opportunities for self-realisation and satisfaction of their needs at a higher level. A sociological study conducted by the authors in 2020 shows that four out of five young people are considering migration from the Primorsky Region. This trend is impoverishing human capital in Russia’s Far East, depriving the area of the opportunity to develop an innovative economy and ensure a high quality of life for the local population.

The quality of public services and the yield of organizations are not limited to the financial investment and innovation solely. Human capital plays a critical role in the growth and excellence in institutions, but its contribution remains dependent on several factors. Its role is not limited on quantitative and qualitative accumulating, because it should be coherent and integrated in the development process. The theories of endogenous growth contributed to account for the disparity in levels of development between countries, by assuming that the extent of human capital response or inversely lack of responsiveness the economic system. This inaction is usually the prime cause of the deterioration of the quality of service and lack of satisfaction of the citizens, in addition of the lack of employee satisfaction about the circumstances of his work. Hence, arose the significance of several research about the mechanisms of reducing non-enthusiasm for the job or complacency professional and indifference. Staff of Jazan University has been chosen as a context of the empirical investigation of this study. The data has been collected using a well designed questionnaire and analyzed by SPSS program.

Summary One cannot write about the relationship of young people and current sports stars in modern society without having previously studied the processes of mediation and globalisation of sport, and the transformation of traditional social values. The goal of the science and practice engaged in sports and education of young people is a constant quest for preserving universal ethical values and reconciling them with the modern-day social processes. This paper will present the result of a survey conducted with adolescents in five different Serbian cities in order to find the answer to the question if sportspersons were their favourite television role-models. According to the results of our survey, 45% of adolescents do not have a favourite TV personality and do not know for sure who that could be. Novak Đoković, who would be the choice of adults for a role model of the young, with 63.2% according to the survey conducted by the Ministry of Youth and Sports, scored 3.81% in our survey with adolescents who would chose Novak Đoković as their favourite TV personality. The necessity of raising media literacy of young people with the aim of clear identification of sports role models who are going to improve their quality of life still remains an open issue for further research on this course.

The author considers the questions relating to the formation of lawyers’ professional traits from the point of view of the significance which human capital and investment in this capital hold in contemporary times. It follows from the analyses, which were carried out, that the dire need for taking up actions with the aim to shape lawyers appears one of the most vital tasks. This requires taking into account visible trends in the changing job market. Another aspect results from the need for multilevel qualifications and conditions behind lawyers’ actions and their decisions. Thus, colleges of higher education which educate prospective lawyers, as well as lawyers’ corporations, are confronted by challenges of forming, in young people, features that are indispensable for them to be valuable lawyers and not only executors of simple activities. The author points to the fact that lawyers need shaping because, among others, during their whole social lives and realization of professional tasks their personality traits and potential related to communication will constantly manifest through accepting and following or rejecting and opposing values, principles, reflexions, empathy, sensitivity, the farthest-fetched imagination, objectivism, cooperation, dialogue, distancing themselves from political disputes, etc. Students of the art of law should be characterized by a changed mentality, new vision of law – service to man, and realization of standards of law, as well as perception of the importance of knowledge, skills, attitudes and competences.
