The Batak ethnic community consisting of the Batak Toba, Karo, Simalungun, Pakpak and Mandailing communities are North Tapanuli people who adhere to Christianity, Catholicism and Islam. The North Tapanuli people inhabit the Tarutung sub-district, Sipoholon sub-district, Siborong-borong district, Pahae Julu district. , Pahae Jae District, Sipahutar District, Pangaribuan District and Garoga District. . With a pluralistic community background consisting of various religions, the people of North Tapanuli can maintain tolerance between religious believers. It is proven that until now there has not been any conflict between religious groups. The purpose of this research is to examine how the North Tapanuli community builds tolerance between religious believers. In addition, what potential does North Tapanuli have that are used in building tolerance. This research uses qualitative research with a phenomenological approach by conducting observations and interviews and literature study is used in this study. The results of this study indicate that Dalihan Na Tolu as the Kinship System of the Batak community is the local wisdom of the North Tapanuli community. This kinship concerns kinship ties with blood ties (one offspring) and marital ties. Local keariophan has the potential to build tolerance between people. This study concludes that the people of North Tapanuli can build tolerance between religious believers because their local wisdom lives and develops in that community and is hereditary.

Persons of all major religious groups use prayer as a spiritual discipline when dealing with sickness, and a majority of Christians report faith in healing prayer. The purpose of this research was to explore the use of prayer as complementary therapy for healing by Christian adults in the Bible Belt of the United States. A hermeneutic phenomenological approach was used in this qualitative study. This project was a secondary analysis of a larger study whose aim was to document stories of miraculous healings (n = 14). Open-ended questions focusing on participants’ use of prayer followed the initial telling of their stories. All participants used prayer as complementary to their traditional medical treatments, and emerging themes included prayers of the people, rituals and traditions associated with prayer, prayers of supplication, and experiences related to the act of praying. These findings support prior published studies regarding the prevalence of prayer and its use as complementary therapy. Participants commonly used prayer in times of illness and the effects of prayer included a sense of wellbeing, increased calmness, decreased anxiety, and positive healing experiences. Participants utilized self-prayer and prayer support from family, friends, clergy, and healthcare professionals.

Learning independence of students at Dayah muslim school  in North Aceh through various activities of Dayah in an effort to make Dayah's Alumni who are ready to adapt and continue life in  society. Various activities carried out are structured, so the control and evaluation are carried out periodically. The independence of Dayah's student in the present context will experience difficulties when the necessary of the times keep developing. If the student  are not ready, they will experience being overwhelmed to face global competition. This research aims to find out and describe the learning process of the independence of Islamic boarding students, especially those in the North Aceh area. This research uses a qualitative research approach with with a phenomenological approach that is descriptively qualitative. The results show student education of  Islamic boarding school in North Aceh can be described through several fields, such as students' independence in doing ubuduyah, students' independence education in recitation activities, independence education in carrying out social activities, students' independence education in developing economy through another skill.

In responding to the corona virus outbreak, each region has a different way. Aceh, which is identical to Islamic law, also has a different way of dealing with the Corona Virus Outbreak. One of the ways that the Acehnese people do is to revive the Tulak Bala tradition. This study aims to examine how an outbreak is in the historical perspective of the Acehnese people and how the Tulak Bala Tradition is carried out by the people of Aceh in dealing with the Corona Virus. This type of research is qualitative research with a phenomenological approach. Data collection was carried out by means of observation, documentation and interviews and data presentation was carried out descriptively. The results showed that an epidemic was not something new for the people of Aceh. The epidemic has occurred since the 2nd Dutch aggression with the spread of a cholera epidemic that killed many people. The Tulak Bala tradition carried out by the people of Aceh is a tradition that has been passed down from generation to generation to its predecessors. This tradition does not believe that it can prevent and eliminate all forms of plague and calamity. The people of Aceh believe that the plague is an offering of Allah SWT so that to be able to deal with it, they must ask for help from the Creator.Keywords: Aceh Community, Tradition, Tulak Bala, and Corona Virus.

This study is aimed at examining the Bahilah custom facing a shift in practice and how the views of North Hulu Sungai society towards the Bahilah custom. This study belongs to descriptive qualitative research using observation and interview methods. The study reveals that some modern societies and living in urban areas consider the bahilah custom not based from the Nash (Qur’anic text) and violate the rules in religion. Therefore, they ignore it. Meanwhile, some of the traditionalist societies practicing Syafii School regard the Bahilah custom as something that is forbidden. Despite of the existing debate, the people majority of Amuntai City in the North Hulu Sungai Regency who in fact follow the Shafi'i school have always carried it out until now when their relatives died. In fact, the problems arising later are not about the validity of the argument, but with regard to the amount of costs that must be incurred because of the shifting essence and the Bahilah practice that has always been carried out.

The budget plays an important role, both in Islamic political fiqh discourse and in the national constitutional dictum. However, hegemony of capitalism has implications for the low state budget that is allocated to meet the needs of the poor. Budgeting policies are considered to be more in favor of the interests of investors than for the people welfare. This study aims to explore the repertoire of Islamic law in managing the state budget in a participatory manner for people's welfare. Through qualitative research, this study relies on library resources that contain management of the state budget in the budgetary fiqh narrative and the maqâshid al-shari'ah as the main basis of this literature study. The results of this study reveal that the state has an obligation to prosper the people. In a fiqh perspective, the mandate to serve people's needs require a participatory mechanism. Community participation in assessing the basic needs of the people can guarantee the state budget plan for effective and targeted development. In addition, the basic rights of citizens regarding education, economy, culture, law and politics are guaranteed as part of the implementation of the principles of the maqâshid al-shari'ah in the management of the state budget.

This paper explains the Sedulang Setudung Tradition in Gelebak Dalam Village, Rambutan District, Banyuasin Regency, South Sumatera Province. This tradition is still being preserved by the Gelebak Dalam community in the midst of the modernization era. Given the importance of values ?? contained in Sedulang Setudung tradition, the term "Sedulang Setudung" becomes the motto of Banyuasin district which was formed based on Law number 6 of 2002. This was qualitative research. The data were collected by conducting a literature study, having observation and interviews. The research was done in 2019. The informants included government officials, cultural observers, and religious figures. The data obtained were presented in a descriptive analysis. The findings of this study indicated that the Sedulang Setudung tradition carried out in the village mosque is a development of the alms tradition and the act of togetherness of the people in Gelebak Dalam Village. The Sedulang Setudung tradition is carried out in order to celebrate holidays and commemorate religious holidays.

This research was conducted to reveal the existence of Gong Buleuh Music in Sungai Penuh City Community, Jambi Province, this type of research is a qualitative research method of interpreting phenomena based on art issues in the Sungai Penuh community. The object of this research is the existence of Gong Buleuh music in the Sungai Penuh community of Jambi Province. Data collected through literature study, observation, interviews, and documentation. Data analysis was carried out based on ethnographic techniques. The findings of this study indicate that the existence of this Gong Buleuh music in the community plays an important role in the Kenduhai Sko ceremony. The uniqueness of an instrumental made of reeds in accordance with the ecological conditions of the Sungai Penuh city. Thus the existence of this Gong Buleuh music does not decline for the younger generation, of course, to explore its existence so that it is preserved by culture, especially Sungai Penuh City. Gong Buleuh music as a traditional art gives meaning to the life of the Kerinci community and its appearance has certain rules that must not be violated. If it is violated, there will be sanctions so that Gong Buleuh's music is a ritual in the Kenduri Sko ceremony. The Kenduri Sko ceremony, which is held once every ten years as a cleanser for heirlooms, is also a gathering place between layers of society. In this event without performing Gong Buleuh music, the ceremony is considered meaningless for the people of Sungai Penuh City. With the music of Gong Buleuh in the Kenduri Sko ceremony, the community can communicate with traditional and community leaders to officiate the opening of the Kenduri Sko.

The border area between Indonesia and Malaysia is one of the border areas with a high transnational crime rate. Both the Indonesian and Malaysian governments have tightened the procedures to enter and leave the two countries' territory. However, the illegal movements of goods and people still occur frequently, caused by many rat runs connecting both countries. This paper uses a qualitative research method. The literature study was used as a method of collecting data in this study. This paper was made to determine the Indonesian government's progress in creating order and security for the people in the border areas from trans-border crimes. It is apparent that in terms of law enforcement, the Indonesian government strives to enforce rules based on the applicable customs laws without prejudice to the regulations of values and customary laws adhered to by communities of Indonesia and Malaysia. Through the Resort Police (Polres), the Indonesian government must pay attention to the provision of protection and services to their people in the process of enforcing the law. The Polres as investigators, coordinating with the Attorney to carry out the pre-prosecution stage of the perpetrators of crimes. The Polres is also coordinating with several related institutions, such as Customs and Excise and the Indonesian National Narcotics Agency (BNN), to better control the flow of illegal goods that enters and leaves Indonesia. Research on religion and socio-economic changes in the community around the Gunung Padang site, Karyamukti Village, Campaka District, Cianjur Regency originated from the emergence of a local community in carrying out its religion and culture in the form of socio-economic changes. The focus of the research reveals how religious the people around the Gunung Padang site are. How is the socio-economic culture of the community around Mount Padang with the Gunung Padang site, as well as how the religious and socio-economic changes of the community after the restoration (excapation) of the Gunung Padang site. This study uses a qualitative research method, to analyze the religious relationship between the community and the socio-economic culture of the community around ancient sites using a phenomenological approach. The results of this study indicate that the religion of the people around the site is greatly influenced by the process of combining religious understanding and local culture that has been hereditary. The form is through religious expressions, namely belief (theology), ritual (rites) and community (community).

Abstract:. Tuban Regency is one of the regencies in East Java that has fishermen settlements along the north coast or on the northern coast line. The object of this study is the Kingking and Karangsari fishermen settlements located on Jalan Panglima Sudirman in Tuban Regency. The purpose of this study is to trace the genius loci which is formed from the activities of the local community where as the majority of the population earn a livelihood as a fishermen. The method used in this study is a qualitative descriptive method with a phenomenological approach. Genius loci from the location of the study is seen from the image, space, character that is formed from community activities. Data collection is done by literature study, direct observation and unstructured interviews. Image as a fishermen settlement producing smoked and fresh fish. Space there is temporel space that occurs due to new activities in places that should have certain functions for certain activities but can define other functions with other activities. The most inherent character in this study area is where the fishermen settlements that sell various types of smoked fish along the settlements are on the edge of the highway. The results of this study indicate that the existing genius loci is expected to support the development of tourism in the region.Keyword: Genius loci, fishermen settlements.Abstrak: Kabupaten Tuban merupakan salah satu kabupaten yang berada di Jawa Timur yang memiliki permukiman nelayan di sepanjang pantai utara atau di jalur pantura. Objek studi kajian ini adalah pemukiman nelayan Kingking dan Karangsari yang berada di jalan Panglima Sudirman Kabupaten Tuban. Tujuan kajian ini untuk menelusuri genius loci yang terbentuk dari aktifitas mayarakat setempat dimana sebagai mayarakat yang mayoritas bermata pencaharian nelayan. Metode yang digunakan dalam kajian ini adalah metode deskriptif kualitatif dengan pendekatan fenomenologi. Genius loci dari lokasi kajian dilihat dari image, space, character yang terbentuk dari aktifitas masyarakat. Pengumpulan data dilakukan dengan studi literatur, observasi langsung serta wawancara tidak tersetruktur. Image sebagai permukiman nelayan penghasil ikan asap dan ikan segar. Space terdapat space temporel yang terjadi akibat adanya aktifitas baru pada tempat-tempat yang seharusnya memiliki fungsi tertentu untuk aktifitas tertentu namun dapat mendefinisikan fungsi lain dengan aktifitas lain. Character yang paling melekat di kawasan studi ini adalah dimana permukiman nelayan yang menjual beragam jenis ikan asap di sepanjang permukiman ditepi jalan raya. Hasil kajian ini menunjukan genius loci yang ada diharapkan dapat menunjang pengembangan wisata kawasan tersebut.Kata Kunci: Genius loci, permukiman nelayan.
