The problem of further development of the national university structure in the context of the European integration processes of the Ukrainian educational system and its internal transformation significantly foregrounds research studios, in which the subject of retrospective approaches has being developed various aspects of the topic, including the fate of representatives of professorial teaching corporations and studentship in the event of defeat of national liberation struggles the beginning of the 20th century and the establish­ment of the Soviet form of statehood in Ukraine. This process has been analyzed on the example of the Kamianets-Podilskyi State Ukrainian University, which was founded on the eve of Hetman P. Skoropadskyi with the direct participation of representatives of government structures, local self-government and public institutions. The authors used the problem-chronological and historical-typological methods, which provided a distinction in the topic of research of certain problems. The change of political regimes in Ukraine has led to the use of the historical-comparative method, and the biographical has allowed to ascertain the activity of concrete activists in a fractious period of history. It was emphasized that at the end of 1920, the academician community of the Kamianets-Podilskyi State Ukrainian University faced the problem of further life choices. It has been noted that a part of the staff of the educational institution, based on the previous experience of Bolshevik governance in Podillia, has made a decision in favor of emigration. It has been proved that 18 members of the corporation sent abroad from among the professors, private associate professors and assistants, were headed by rector I. Ohiienko. Students were a separate group. The challenges of everyday life have been described in the conditions of emigration being, and attempts have been demonstrated to overcome them. I. Ohiienkoʼs active position in solving urgent questions concerning the assignment of members of the professorial corporation to European scientific centers has been shown with purpuse to complete the researches begun at home and their employment in educational institutions organized in the camps of the interned. Great efforts were also made by I. Ohiienko to help students continue their studies at European Higher Education Centers. Despite the unstable political and difficult financial situation, these tasks have been successfully implemented to a certain extent. With the rest of the projects and programs it looked less important. It has been demonstrated that the expectations of those representatives of the corporation that remained in Ukraine, in order to contribute to the development of the educational system in its national forms by its own work, in view of the general strategy of the Bolshevik Party to unify all spheres of social and political life, have not been justified. Some representatives of the corporation were included in the list of prominent figures of science and culture, which the Soviet authorities preferred to deport abroad at the end of 1922 – early 1923 has been shown. The precondition of this process has been proved by the fact that the communist education system was oriented to satisfy the needs of the state, Bolshevik model of socialism, but much less to improve social relations. As a result, political purges and permanent terror, including deportation, have become an inalienable and key method of «sovietization» of the intelligentsia in scientific and educational institutions.

The article discusses the formation of legislation on higher education in Russia. The sphere of education is the most important condition for the spiritual, professional formation and development of the individual, the social well-being of society, political and economic formation of the state. An analysis of the historical and legal experience of regulating public relations is a prerequisite for building modern legislation in the field of education. The relevance of the study of the Russian features of legislation on higher education of the XVII-XVIII centuries is that modern social relations in the field of education are not fully regulated. This is evidenced by a range of legal problems. Particular attention should be paid to the legislative regulation of certain powers of participants in public relations in the field of higher education, by-law legal regulation, as well as the implementation of certain legal norms of the Federal Law of 29.12.2012 № 273-FZ. The need to resolve these problems updates the relevance of theoretical problems. The answer to the above questions is an analysis of the historical foundations of Russian legislation on higher education. In the pre-revolutionary Russia, sufficient experience in managing higher education, as well as regulating relevant social relations was in place. The completeness of the study of the subject of public relations in the field of education in the historical context is closely related to the analysis of the activities of Russian universities. The article considers the reasons for the appearance of educational institutions in Russia. The first domestic educational institutions appeared at the end of the 18th century - at a historical moment when the expansion of Western European ideas for organizing university education reached the Russian state. Russia had an urgent need to train specialists in the field of public administration - officials, theologians - to strengthen the Orthodox faith, teachers - to educate and promote morality. The authorization of the first regulatory and legal sources in the field of higher education was associated with attempts to create the Slavic-Greek-Latin Academy in Moscow. The revival of the ideas of education in Russia objec'tively accelerated the process of creating domestic educational institutions. The further development of legislation on higher education is associated with the implementation of new ideas about the establishment of universities under Empress Elizabeth Petrovna and Catherine the Great . In the final part of the work, it is noted that in connection with the creation of the first educational institution in Russia, the first normative legal act regulating legal relations in the field of higher education is published - "Privilege for the Academy." During the XVII-XVIII centuries Russian legislation on higher education contained personal regulatory legal acts. They were strictly targeted and regulated the activities of the educational institution, its officials, teachers, students, as well as other participants in academic social relations.

The connection of Ukraine with the world and European community implies a focus on the Person, his/her spiritual education, upbringing of value attitude to the social environment and him/herself, with a thorough education and deep knowledge, the ability to successfully solve his/her own life problems, readiness to take on the responsibility conditions of international relations, capability of self-development and self-improvement, responsibility for other people. This fundamental approach requires a rethinking of the process of education in universities with a technical profile of training specialists, and in general in the educational system of the state. The problem of development of the Concept of educational system of the modern higher technical educational institution for today and the necessity of finding effective ways of formation of world outlook positions and values landmarks of the student youth on the basis of spiritual, moral and cultural bases of life of the Ukrainian people, coordination of interaction of educational institutions of professional education, state institutions are considered.

The authors set a goal to analyze the problems of contemporary legal education in Russia in the presented research. The necessity of legal education in interdisciplinary and cross-sector interaction with other humanities are identified, and only when these connections are established, it is possible to get into inter-scientific relations. The most extreme issues of the activities of law faculties in various types of educational institutions - in departmental and multidisciplinary institutions were considered, using the example of the influence of various approaches to training future employees of the judiciary. The influence of the educational institution affiliation on the educational process and the issues of deployment the teaching staff are considered, the differences in teaching practical skills in these types of educational institutions are also demonstrated. The authors identified two types of problems - internal and external. Internal - the problems of the educational institutions themselves, external - the problems of implementing the educational policy of the state. Unfortunately, the authors state the unwillingness of the teachers themselves to change because of the rapidly modifying social relations. The absence of a critical attitude, first of all to oneself, causes a false illusion of normality and acceptability. Resulting from the analysis of the entity of the problems, the necessity of initiating changes from the educational institutions and teachers is understood, and not from the state.

The aim of the article is to show the sociological elements in the education process that are present in Korczak’s pedagogy, both in its scientific form as well as in his fiction aimed directly at children. Therefore, society with its educational institutions (family, school, boarding school) is recognized in this pedagogy as an important sphere of symbolic references and educational influences. The key role of society (as the most important educational institution) in shaping pupils is present in commonly known works on the sociology of upbringing (including Florian Znaniecki or Józef Chałasiński), while sociological threads in Korczak’s pedagogy have not been a popular topic of separate analysis so far, apart from one monograph devoted to the subject. Therefore, this topic requires in-depth analyses and afterthought. Janusz Korczak emphasizes the role of society in a child’s life, preparing them primarily for participation in social relations, through diverse forms of group life at school, whose most important achievement is the institution of student self-government. It is thus a bridge between student-oriented education and the traditional pedagogical message, involving the transmission of the requirements of specific social roles.

The involvement of parents in the activities of pre-school educational institutions positively affects children's learning achievements, mental health, social relations with others, and helps teachers to solve educational problems more effectively. The purpose of this study is to reveal the possibilities of parental involvement in a pre-school educational institution. The study examines the causes of parental involvement in the educational institution, the reasons for the involvement of parents in the pre-school educational institution, and the ways of parents' assistance to educators in the process of education. Parental communication between forms and parental cooperation has been revealed. Standardised interview was applied for the research (for gathering empiric research data) and content analysis (empiric data analysis). Parents of the children attending pre-school education establishments participated in the research. The obtained results allowed making concrete conclusions about the possibilities of parental involvement in pre-school educational institutions. Intensive competition in contemporary education market makes higher educational institutions choose market focused strategy in order to make their offer outstand their other competitors. Defining the factors of experience development, their impact on satisfaction and loyalty of foreign students would help higher educational institutions to create positive experience for foreign students that would later, thanks to this experience, can become loyal and spread positive information about the higher educational institution. Research of these factors is especially topical for Latvia because one of the main directions for development of the state educational system is integration in international educational system. The objective of research is to study the impact of experience developing factors on forming satisfaction and loyalty in higher education. Survey has been used as a research method, questionnaire covered foreign students in Latvia. Data analysis has been conducted with frequency analysis, calculations of central tendency indicators, correlation analysis and path analysis. As a result, it was found that satisfaction with higher educational institution was mainly formed with its capability to fulfil its obvious functions, that is provide qualitative education corresponding with expectations of foreign students. The analysis of impact of general satisfaction with higher educational institution on loyalty demonstrated very strong positive influence: the higher the satisfaction, the more likely foreign students would consider studies in particular higher educational institution to be useful for other foreign students and advise it.

E–learning now becomes an actual part of the modern education system, provides a new opportunity in access to educational information resources, in the management of educational processes, in actualization of educational resources and management them, in the organizing of education new forms by using of distance learning, greatly enlarging possibilities for the traditional educational system. High efficiency of educational processes is achieved by collaborative used of e–learning different forms with traditional learning forms. This technology is called blended learning (blended–learning).The purpose of implementation the e–learning is to enhance the quality of education. The tasks to be solving directly by using the e–learning can be different and depend on the structure of educational institution and stage of development and other factors.Using of educational and information system has auxiliary character, and traditional teaching methods (including lectures) in this case saved. However, use of Moodle enables to move routine elements of discipline, which do not require serious consultations of teacher, in the educational system for individually study by students, and at lectures to focus more on problem issues of discipline.The article deals with the implementation of information and communication technologies in the Department of pharmacology and toxicology National University of Life and Environmental Sciences of Ukraine (Kyiv) at the teaching of "Veterinary toxicology" discipline by using the e–learning course created on the e–learning platform the Moodle and placed on the educational and information portal of the university.

The problem of forming spiritual and moral values in the educational practice of Germany in the second half of the twentieth century is of theoretical interest and practical value for Russian teachers in terms of using the experience accumulated by foreign colleagues in the course of reforming the national school. The hypothesis of the study was that the various forms of work practiced by teachers of the two countries – the GDR and the FRG, – during this period contributed to the formation of spiritual and moral values among the youth of the two German states. The following research methods were used: literature analysis, scientific and pedagogical interpretation of information contained in sources; comparative method; axiological method that allows to identify the positive content in the scientific subject. Main results of the study. The fundamental difference in socio-political and ideological attitudes that took place in the GDR and the FRG in 1949-1989 determined to a decisive extent the choice of forms and content of educational work carried out in educational institutions in both countries. In the GDR, there was a single comprehensive public school, which was under the full ideological and administrative control of the ruling Socialist United Party of Germany. Special attention was paid to educating the younger generation in the spirit of devotion to the ideals of socialism, rejection of religion and the values of bourgeois society. The Union of Free German Youth and the children's pioneer organization named after Ernst Telman were actively used in the process of socialist education of young people. At the same time, they actually copied the forms and methods of work of the corresponding organizations that operated in the USSR, – the Komsomol and the Lenin Pioneer organization. In Germany, on the contrary, there was a significant number of types of secondary educational institutions, many of which were non-governmental: private, Waldorf, Catholic and Evangelical, etc. Ideological education, aimed, among other things, at the assimilation of spiritual and moral values, was carried out mainly at school, in accordance with the guidelines adopted in this educational institution. The study allowed us to characterize the features of the formation of spiritual and moral values in the educational practice of Germany in the second half of the twentieth century. The significance of the results obtained is that they to a certain extent factual enrich modern Russian historical and pedagogical science. The main conclusion of the study is that in the GDR, the concept of the goal of education was inextricably linked with collective interests and orientation to the socialist ideology, while the liberal-democratic ideology in the FRG gave absolute priority to the individual over the collective. A scientifically formulated study of this approach provides a perspective for further research.

<p><em>Education is very important factor in building civilization. A civilization or a country will advance rapidly when its education system give such a great contributions to the development of Human Resources. The advancement of a nation is determined by the extent of the educational institution which has succeeded in building its human being into a superior human being, in order to be a dignified world citizen. Hindu civilization greatly emphasizes the importance of education. In the history of Sanatana Dharma, education gets an enormous portion along with the building of the concept of gurukula, where teachers and sisya are live together in an educational institution. Moreover, when the West has not found an established educational system, India has built the world's earliest university Thaksashila or Taxila with a highly developed teaching system. But the progress of civilization in the past has not always been well inherited in the next era. Currently, Hindus especially in Indonesia are faced with Hindu-based education that is able to answer global challenges. Not only prosecuted to build superior human resources, but educational institutions are required to mastered technology as a global phenomenon.</em><em> </em><em>Hindu educational institutions were requested to be capable for becoming a modern gurukula as well as capable for realizing superior human resources.</em></p>
