The accelerating flow of changes in all spheres of society puts humanity in the face of the problem of determining its place and role in this flow. Should we follow the limits set by the parameters and conditions of the flow, or try to control it? The answer to this by no means idle question should be given first of all by university science – that part of science that produces not only new knowledge, but also the main resource for their practical implementation – competent people. Accordingly, universities should also be in the flow of changes and determine the goals, objectives and content of ongoing changes not only for society, but also for themselves. The basic contours of this personal identity process are already beginning to become clear. There is a consensus that the transformation of higher education should be managed. But many questions, both theoretical and practical, remain open. And the main among them is question of how and by whom this process should be managed. The article deals with the features of the current stage of development of management relations in higher education in Russia. The necessity of transforming university activities is shown. The conditions and approaches to making changes are described. The practical policy of implementing changes is analyzed. Suggestions for its improvement are put forward and justified.

O objetivo deste estudo foi avaliar o conhecimento dos pais sobre como proceder diante de acidentes domésticos. Percebermos a necessidade de ações preventivas junto à criança, família e comunidade no sentido de alertar para os riscos e para a necessidade de adotar comportamentos seguros em relação ao ambiente doméstico e a fase de desenvolvimento da criança. Trata-se de um estudo descritivo, de corte transversal, com abordagem quantitativa acerca da avaliação do conhecimento de 50 pais, sobre acidentes domésticos. Quanto ao gênero dos participantes teve maior influencia o sexo feminino (82%). A idade variou entre 18 e 56 anos. O ensino superior teve maior relevância entre os entrevistados com 42%. Ao atender uma criança com acidente, 58% disse que sua primeira ação é pedir socorro. Diante desses resultados, comprovaram-se o conhecimento dos pais frente à prevenção dos acidentes domésticos, mas requer maiores informações de alerta para prevenir os acidentes em casa.Descritores: Acidentes Domésticos, Prevenção de Acidentes, Criança. The parents’ knowledge about how to proceed in the face of domestic accidentsAbstract: The objective of this study was to evaluate the knowledge of parents on how to proceed in the face of domestic accidents. Realize the need for preventive actions by the child, family and community to alert to the risks and the need to adopt safe behaviors in relation to the domestic environment and the child's stage of development. It is a descriptive, cross-sectional study with quantitative approach about the knowledge assessment of 50 parents, on domestic accidents. As for the gender of the participants had greater influences the female (82%). The age varied between 18 and 56 years. Higher education had greater relevance between respondents with 42%. To meet a child with accident, 58% said that their first action is to ask for help. On those results, proved himself the knowledge of parents vis-à-vis the prevention of household accidents, but requires more information from alert to prevent accidents at home.Descriptors: Sickle Cell Anemia, Nursing, Nutritional Support. El conocimiento de los padres sobre cómo proceder frente a accidentes domésticosResumen: El objetivo de este estudio fue evaluar el conocimiento de los padres sobre cómo proceder frente a accidentes domésticos. Conscientes de la necesidad de acciones preventivas por el niño, la familia y la comunidad para alertar a los riesgos y la necesidad de adoptar conductas seguras en relación con el entorno doméstico y etapa de desarrollo de los niños. Es un estudio descriptivo, transversal con enfoque cuantitativo sobre la evaluación del conocimiento de los 50 padres, sobre accidentes domésticos. En cuanto a género de los participantes tenía mayor influencia la hembra (82%). La edad varió entre 18 y 56 años. Educación superior tuvo mayor relevancia entre los encuestados con 42%. Para cumplir con un niño con accidente, 58% dijo que su primera acción es pedir ayuda. En esos resultados, demostrados el conocimiento de los padres respecto a la prevención de accidentes domésticos, sino que se requiere más información de alerta para prevenir accidentes en el hogar.Descriptores: Accidentes Domésticos, Prevención, de Accidentes, Niño.

The objective necessity and feature of the current stage of development of society is the creation of conditions for the formation and development of intellectual capital — a component that facilitates the transition to an innovative digital economy. Based on the study of scientific works of foreign scientists, the content of the category “intellectual capital” is determined, its component structure is investigated, which includes human capital, organizational capital and relations capital (relational capital). The legal bases of formation and disposal of intellectual capital through the use of separate contractual constructions are considered. It is determined that such agreements can be classified according to the criterion of the role played by this agreement in the structure of formation or use (disposal) of intellectual capital of the enterprise. It is proposed to define the intellectual capital of the enterprise as an intangible asset of the business entity formed on the basis of interaction of human, emotional, structural, organizational capital and capital relations, the synthesis of which allows to produce new knowledge, stimulates innovative development and enhances its competitiveness. Intellectual capital has been established to help organizations gain a sustainable competitive advantage, serving as a source of efficiency, value growth and business capitalization. The role of “green” intellectual capital as the basis for promoting sustainability in organizations is emphasized, its components and values for ensuring the effectiveness of activities are determined. The need for further research on the issues of assessing and identifying the possibilities of accounting for the value of the form of intellectual capital, including green intellectual capital, determining its impact on the results of the enterprise was emphasized.

The author lists the history and sequence of the creation of university libraries in the world and in Uzbekistan, where he also points to the library of the Turkestan People’s University, which became the ancestor of higher education in Middle Asia and Kazakhstan. About the current stage of development of information resource centers in the country and abroad, and also indicates the main directions that contribute to the full implementation of the role and tasks of information resource centers

 Abstract – A recent IBM-conducted survey of CEOs of multinational corporations indicated that creativity trumps other leadership characteristics. Across industries, organizations operate in increasingly complex and uncertain environments. Existing solutions are quickly exhausted or become obsolete, thus replacing them requires continuous innovation. Teaching existing solutions, the mainstay of formal education, is not enough. Students must learn how to consciously frame and reframe problems, create new knowledge and generate creative solutions on an ongoing basis. Most important, students must learn ways to motivate themselves to recognize and seek out problems as opportunities for generating creative solutions. While in higher education importance of creativity is recognized, practical implementation of teaching it is still an afterthought or a sideline. While creativity as an academic subject is somewhat elusive, in particular in engineering education, recent accumulation of knowledge enables implementation of more systematic approaches.

China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation . A flexible framework of the Belt and Road Initiative is more suitable for this objective to be achieved, rather than traditional forms of regional integration, such as a free trade zone.

Thirteen students in a graduate-level course on Historical and Policy Perspectives in Higher Education held face-to-face and online discussions on five controversial topics: Diversity, Academic Freedom, Political Tolerance, Affirmative Action, and Gender. Students read materials on each topic and generated questions for discussion that were categorized by Bloom’s taxonomy so that the level of questions in the two discussion settings would be closely parallel. Upon completion of each discussion, they answered questions that addressed depth and length of the discussion, ability to remember, and a self-assessment of how the student learned. Students’ assessments show a consistent preference for the face-to-face discussion but a small number of students preferred the online setting. However, what is perhaps more interesting is a minority of approximately one-third of the students who perceived no difference between the settings, or that the two settings were perhaps complementary.

A majority of the black community of Dullstroom-Emnotweni in the Mpumalanga highveld in the east of South Africa trace their descent back to the southern Ndebele of the so-called ‘Mapoch Gronden’, who lost their land in the 1880s to become farm workers on their own land. A hundred years later, in 1980, descendants of the ‘Mapoggers’ settled in the newly built ‘township’ of Dullstroom, called Sakhelwe, finding jobs on the railways or as domestic workers. Oral interviews with the inhabitants of Sakhelwe – a name eventually abandoned in favour of Dullstroom- Emnotweni – testify to histories of transition from landowner to farmworker to unskilled labourer. The stories also highlight cultural conflicts between people of Ndebele, Pedi and Swazi descent and the influence of decades of subordination on local identities. Research projects conducted in this and the wider area of the eMakhazeni Local Municipality reveal the struggle to maintain religious, gender and youth identities in the face of competing political interests. Service delivery, higher education, space for women and the role of faith-based organisations in particular seem to be sites of contestation. Churches and their role in development and transformation, where they compete with political parties and state institutions, are the special focus of this study. They attempt to remain free from party politics, but are nevertheless co-opted into contra-culturing the lack of service delivery, poor standards of higher education and inadequate space for women, which are outside their traditional role of sustaining an oppressed community.

В статье рассматривается проблема согласования гуманитарного стиля мышления и естественнонаучного знания. Практика показывает, что у студентов, выбравших для обучения гуманитарные специальности, преобладает гуманитарное мышление. Оно сформировано условиями профильного обучения в средней школе и продолжает развиваться на этапе получения высшего образования. Гуманитарный тип мышления характеризуется диалогичностью, вариативностью, креативностью, самостоятельностью в освоении новых знаний, способностью к интеллектуальным изобретениям и экспериментам с неизвестными и неочевидными результатами, к рефлексивности и критичности результатов деятельности. Важнейшими условиями повышения эффективности в освоении содержания естественнонаучных дисциплин студентами-гуманитариями являются учет возможностей и познавательных интересов студентов, использование резервов учебной информации, интерактивных методов обучения.The article deals with the problem of harmonizing the humanitarian style of thinking and natural science knowledge. Practice shows that students who choose humanities to study in humanities have humanitarian thinking that prevails. It is shaped by the profile of secondary school education and continues to evolve at the stage of higher education. The humanitarian type of thinking is characterized by dialogue, variability, creativity, autonomy in the development of new knowledge, the ability to intellectual inventions and experiments with unknown and non-obvious results, to reflexivity and criticality of the results of activities. The most important conditions for increasing the effectiveness in mastering the content of natural science disciplines by students of the humanities are taking into account the capabilities and cognitive interests of students, the use of reserves of educational information, interactive teaching methods.

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.

The article is devoted to the history of the Tashkent Public Library, at the origins of which were prominent scientists of that time, to the present day of the National Library of Uzbekistan. The library fund has more than 7.5 million items in 75 languages of the world. The National Library is the main methodological center of information and library institutions of the Republic. Creation of favorable conditions for readers is one of the priority tasks of the library, which is improved every year by the introduction of new technologies for obtaining information in an operational way. Thanks to membership in the International Consortium «eIFL», users have access to 38 foreign educational databases, 12 of which are licensed. Also, library readers get access to national and world educational collections in different languages of the world.
