The purpose of the study is to analyze the process of migration of rural youth within the region. The relevance of the topic is predetermined by current problems of development of social environment of the life of rural residents. In Kazakhstan, there are trends of urbanization and, as a result, migration from rural areas to cities, which is especially noticeable in relation to rural youth. It is due to various factors: this is, first of all, introduction of innovative technological solutions in the field of agricultural management, socio-economic living conditions in villages. The article analyzes changes in the scale and structure of real and potential migration of rural youth and the impact of key regulators in Pavlodar region based on the use of statistical data, the results of quantitative and qualitative surveys of the population and experts, and the study of public policy directions. A model of migration flows of young personnel is shown, taking into account outbound and seasonal movement, and a quantitative assessment of its scale is presented. The increasing influence of family networks - a catalyst for movement of young people to cities and the role of rural business as a constraining factor - are revealed. The tendencies of public policy and its impact on socio-economic development of rural areas in the region, social status of young specialists, and, consequently, reduction of their migration are considered. The author has developed recommendations for solving these acute problems, contributing not only to the sustainable development of rural areas, but also the perspectives of rural youth.

AbstractThe objective of this work is to analyze the impact of seasonality on the socio-economic development of rural areas of the southern part of Karelia. This study is based on the field data obtained via semi-structured in-depth interviews with experts from the local community. The results show that the influence of seasonality is rather indirect, being a constituent of other factors: economic, infrastructural, institutional, social, etc. Although seasonality is most often perceived as a negative phenomenon regarding socio-economic development, modern types of economic activity characterized by a peak of activity in different seasons of the year mitigate the effect of seasonality and even benefit from being seasonal. Based on the materials collected, a typology of rural settlements of the southern part of Karelia based on the nature of the effect of seasonality has been developed (with a predominantly positive and predominantly negative effect).

The study examines the role of small farms in the development of entrepreneurship and family business, which contribute to the sustainable development of rural areas in Bulgaria. The aim of the article is to outline the socio-economic importance of small farms on the sustainable development of rural areas, to reveal structural changes and to assess the impact of the implementation of the Common Agricultural Policy. The strengths of small farms for rural development and their needs are highlighted. The difficulties faced by producers in starting a family business are outlined. The results of the study clearly show that small farms are of great social, economic and environmental importance for rural areas. The lack of a definition of “family farm” in the national legislation hinders the process of integration of small farms in economic terms, which in turn affects the sustainability of rural areas. A preliminary assessment of the impact of the implementation of the Common Agricultural Policy on small farms has been made.

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security. AbstractThe Republic of Serbia must make significant efforts to promote and exploit renewable energy sources and increase energy efficiency in all energy sectors to ensure energy security and economic competitiveness, reduce the negative impact on the environment from energy production and use, and contribute to global efforts to reduce greenhouse gases. Within the paper several issues of integration of recently realized CHP plant are introduced and discussed. Firstly, the legal and energy policy issues in the Republic of Serbia regarding connecting CHP to the grid are presented. The challenges and technical solutions for CHP connection to the grid, as well as power quality issues and the role of the CHP plant during the restoration of power supply during the maintenance of the substation and unplanned loss of high voltage supply, are presented and discussed. Finally, the impact of prospective massive integration of CHP on the energy balance and CO2 emission reduction in the province of Vojvodina in Serbia is investigated and discussed. Since it is the first CHP plant realized in Serbia, it is crucial that experience be shared to all potential stakeholders in the future energy efficiency projects.

OThe main directions for finding ways to improve the rating of the Russian Federation in international statistical comparisons in the field of telecommunications/ICT are presented, taking into account the need to harmonize various activities related to assessing the impact of telecommunications/ICTs on achieving the sustainable development goals, as well as the advent of the new International Telecommunication Union Index instead of the ICT Development Index (IDI).

Modern tourist trends are directed towards the undeveloped lands of the suburbs and rural areas, where, along with the agricultural and industrial orientation, the historical, architectural and natural landscape potential is preserved. To attract the tourist flow to the territory, routes are formed that allow identifying the historical significance and presenting this place taking into account ethnic, architectural, artistic and landscape features. Novosheshminsky region of the Republic of Tatarstan has a significant historical and cultural potential, is rich in natural resources, and flourishes in agriculture and horse breeding. For the sustainable development of the territory, it is proposed to form a tourist route that combines the key points of attracting tourists using the features of the tourist infrastructure. General logical methods-the analogy of domestic and foreign experience in organizing routes in rural areas, induction and observation, the theoretical method-historical and socio-cultural analysis of the Novosheshma region-revealed significant aspects in the organization of tourist infrastructure and methods of their correct use in these conditions. The result of the study was the creation of a tourist route on the territory of the Novosheshminsky region, followed by a proposal for the classification of tourist infrastructure objects necessary for its full functioning.

Despite the fact that we live in a country where the farmers' associations are created among the first on the Old Continent, and where one of the first Institute for Nature Protection is created, statistics warn us that the demise of several hundred Serbian villages and thus the emptying of strategically important areas of the state of Serbia today, is a serious development problem. In this paper an analysis of the rural, age and educational structure of the population, in rural areas of the Republic of Serbia, has been performed. The authors believe that the situation is not hopeless and point out that the sustainable development of the village is possible only if favorable local preconditions for it are met. Therefore, it is necessary to revive and institutionally expand the competencies of rural local communities as a form of local rural self-government in the Serbian folk tradition. Accordingly, decentralization and polycentric development are the main conditions for the renewal of the population and devastated parts of Serbia. Moreover, native networks and integrated rural development are models applicable through LAP in accordance with the characteristics of the area. Nowadays, it is necessary to raise people's awareness of the importance of rural survival and sustainable management of resources in agriculture, i.e. to breathe new life into rural areas, which would also be a motive for staying in the countryside.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

During the past 20 years, the role of geospatial technology in society has increased dramatically. However, the impact of these technologies in rural areas remains minimal. In Texas, a federally funded project called the Columbia Regional Geospatial Service Center System (the System) has emerged as a model for bringing the benefits of geospatial technology to all portions of society. The model involves distributed, academically based Centers, each with regional specializations, linked together into a unified system for addressing critical needs in emergency response, economic development, and natural resource management. The Centers operate on three focus areas, i.e., data, applications, and training. The Columbia Center has been in operation for five years and has demonstrated the practical strength of the System through numerous local and statewide projects, responses to natural disasters, and other geospatial activities.
