В статье представлен научный отчет о IV Международных Гуриевских чтениях – одной из флагманских конференций Северо-Осетинского института гуманитарных и социальных исследований им. В.И. Абаева (г. Владикавказ), посвященной памяти известного ученого-языковеда, доктора филологических наук, профессора, заслуженного деятеля науки Российской Федерации Тамерлана Александровича Гуриева (1929 – 2016). Трудно определить сферу научных изысканий Т.А. Гуриева: он внес весомый вклад в целый ряд направлений современного кавказоведения. Его исследования носили системный характер, что особенно актуализирует его творческое наследие, к которому все чаще обращаются в своих работах историки, этнологи, антропологи, филологи и лингвисты, фольклористы, литературоведы, культурологи, чья деятельность связана с изучением народов Кавказа. В своих трудах он осуществляет сравнительные исследования, обращает внимание на межъязыковые связи, работает над систематизацией грамматики осетинского языка. Ученый является автором базовых изысканий по кавказской и иранской ономастике, лексикографии и лексикологии, этимологии. Являясь знатоком иранских, славянских языков, санскрита, а также английского, французского языков, он трудился над составлением словарей. Неоценим его вклад в современное нартоведение: к его трудам обращаются специалисты в данной области во всем мире. Он был постоянным автором и редактором нескольких сборников научных трудов («Осетинская филология», «Проблемы осетинского языкознания», «Культура осетинской речи и стилистика»). «Гуриевские чтения» проходят в этом году уже в четвертый раз, и с каждым годом эта площадка для научного диалога только расширяется, привлекая все большее количество участников, для которых научное наследие Т.А Гуриева является важной ступенью в их исследованиях. The article presents a scientific report on the IV International Guriev Readings - one of the flagship conferences of the North Ossetian Institute of Humanitarian and Social Research named after V.I. IN AND. Abaev (Vladikavkaz), dedicated to the memory of the famous scientist-linguist, Doctor of Philology, Professor, Honored Scientist of the Russian Federation Tamerlan Alexandrovich Guriev (1929 - 2016). It is difficult to define the scope of T.A. Guriev: he made a significant contribution to a number of areas of modern Caucasian studies. His research was of a systemic nature, which especially actualizes his creative heritage, which is increasingly being addressed in their works by historians, ethnologists, anthropologists, philologists and linguists, folklorists, literary critics, culturologists, whose activities are related to the study of the peoples of the Caucasus. In his writings, he carries out comparative research, draws attention to interlanguage connections, works on the systematization of the grammar of the Ossetian language. The scientist is the author of basic research on Caucasian and Iranian onomastics, lexicography and lexicology, etymology. Being a connoisseur of Iranian, Slavic languages, Sanskrit, as well as English, French, he worked on compiling dictionaries. His contribution to modern nartology is invaluable: specialists in this field all over the world refer to his works. He was a regular author and editor of several collections of scientific works ("Ossetian philology", "Problems of Ossetian linguistics", "Culture of Ossetian speech and stylistics"). "Guriev's Readings" are being held this year for the fourth time, and every year this platform for scientific dialogue is only expanding, attracting an increasing number of participants for whom the scientific heritage of T.A. Guriev is an important step in their research.

The author of the famous two-volume book “Law and Custom in the Caucasus” MM Kovalevsky focused on the judicial life of the mountaineers of the North-Eastern Caucasus. Being several times in a scientific expedition to the Caucasus, the scientist collected a great deal of customary law, including monuments of the rights of the peoples of Dagestan. In addition, he himself described adats, for example “Bezhit's adats” and gave an excellent scientific analysis of the “Decisions of Rustem-Khan and Utsmia Kaytag” under the original name “Dagestan people's truth”. His professional opinion is also interesting because he is in control of the situation in the judicial sphere, not only in Russia, but also in a number of Western European countries. The article focuses specifically on assessing the state of the judicial system in different regions of the North Caucasus and Dagestan.

In the process of work an assessment of the characteristics of the epizootic manifestation of quarantine diseases of animals and poultry as well as the risks of their occurrence and spread were made. On the territory of the Russian Federation are registered more than 30 nosological forms of infections, infestations and foodborne toxicological infections. According to the research, the epizootic situation in Krasnodar region regarding quarantine infections remains stable, despite the registration of 755 adverse areas for quarantine infections over a 10 year observation period. Since 2013, the number of adverse areas has decreased from 119 to 32. A similar trend is observed in the decrease in the linear trend of the focal incidence from 102.3 to 10.1. The highest focal index for the study period was found in cases of avian influenza 112.9, African swine fever 105.3 and bovine leucosis -55.8. An increased risk of the occurance of the diseases of this group on the territory of Krasnodar region exists in marchapril-may, june and august.

The North Caucasus Federal District is one of the most difficult regions of Russia, which is due to multi-ethnicity, multi-confessionals in the first place, as well as a number of acute problems typical of the region, such as economic destabilization, open transnational issues around repeatedly changing borders, and the problem of repressed peoples. Such a circle of acute questions cannot but create a conflict-generating situation in the region. This article partially discloses the problem of religion and its significance in the region. The author reveals the history of the emergence of the strengthening of traditional religions and branches of new religious trends from them. The article used the materials of a mass survey of the population of the republics of the North Caucasus Federal District of the Russian Federation: in the Republic of North Ossetia-Alania, the Chechen Republic, the Karachay-Cherkessia Republic, the Republic of Ingushetia, the Republic of Dagestan, the Kabardino-Balkarian Republic, conducted in the summer of 2016, North – The Ossetian Department of Social Research of the Institute of Social and Political Studies of the Russian Academy of Sciences and the Department of Sociology of North Ossetian State University named after K.L. Khetagurova. In total, 1200 respondents took part in the survey, including 50 experts (journalists, scientists, officials, members of political parties, cultural workers, representatives of various faiths, lawyers). The opinion of the population of the republics of the North Caucasus Federal District and the expert community on the reasons for the spread of NRT is given. It is concluded that the basis of such movements is young people who seek their spiritual ideal, and sometimes simply social justice, which they today can’t find either within the walls of traditional religious institutions or in high society.

Çerkesler, Çarlık Rusyası’nın sürgün politikalarıyla önce Kafkasya’dan, Anadolu’ya ve Balkanlar’a ve daha sonra Ortadoğu’ya göç etmek zorunda kalmıştır. Çerkeslerin Kuzey Kafkasya’dan başlayan bu sürgünü (göçü), farklı coğrafyalarda ve tarihsel periyotlarda devamlılık göstermektedir. Suriye iç savaşı nedeniyle ülkelerini terk etmek zorunda kalan Suriyeli Çerkeslerden anavatanları Kuzey Kafkasya’ya dönmek isteyenler ise Rusya Federasyonu’nun engelleriyle karşılaşmaktadır. Bugüne kadar Çerkesler ve göç ilişkisi üzerine birçok çalışma yapılmıştır. Diğer çalışmaların aksine bu çalışma, Çerkeslerin Kafkasya’dan başlayan göç hareketlerinin farklı coğrafyalarda ve tarihsel periyotlarda devamlılık gösterdiğini tarihsel bir içerik analiziyle, literatürde yer alan çalışmalara dayanarak ortaya koymaktadır. Çalışmanın amacı, Suriye’de devam eden iç savaş nedeniyle ülkelerini terk etmek zorunda kalan Suriyeli Çerkeslerden Kuzey Kafkasya’ya dönmek isteyenlerin karşılaştıkları zorlukları açıklığa kavuşturmaktır. Bu çerçevede, Rusya Federasyonu’nun Kuzey Kafkasya’da Çerkes nüfusu lehine demografik bir değişikliğe izin vermemesinin nedenleri arasında, tarihsel nedenlerin yanı sıra, bürokratik engeller, coğrafî etkiler, iş olanakları ve sosyo-kültürel uyum sorunları Çerkeslerin Kuzey Kafkasya’ya dönüşlerine engel teşkil etmektedir.ABSTRACT IN ENGLISHForgotten in Syria: A Familiar Story, Circassians and ImmigrationThe Circassians have been deported from the Caucasus to Anatolia and the Balkans and then to the Middle East by the Tsarist Russia. This deportation of the Circassians, starts from the North Caucasus, continues in different geographical and historical periods. Those Circassians from Syria who have been forced to leave the country due to the civil war in Syria and want to return back to their homelands, the North Caucasus, were faced the obstacles by the Russian Federation. There have been many studies on the relationship between the Circassians and immigration until today. Contrary to other studies, this study reveals on the immigration movements of the Circassians, which starts from the Caucasus and continues in different geographical and historical periods, with a historical content analysis based on the studies from the literature. The aim of the study is to clarify the difficulties have been faced by the Circassians who want to return to the North Caucasus because of being forced to leave the country due to ongoing civil war in Syria. In this context, together with the historical reasons, the bureaucratic obstacles, geographical influences, job opportunities and sociocultural adaptation problems can be mentioned among the reasons why the Russian Federation does not allow a demographic change in favor of the Circassian population, which refrain the Circassians from return to the North Caucasus.

Recent events in Ukraine have shown that, along with the advancement of information technology, methods of conducting modern warfare are being enhanced. Cyberspace is deliberately used by the Russian Federation to commit cyber warfare against Ukraine. Therefore, in order to address their influence effectively, it is important not only successfully deal with its consequences but also to foresee the potential adversaryʼs actions by analyzing their previous operations and incorporating the lessons learned by other countries. Across the globe, including Ukraine, the issue of information security and cyberattacks has become exceedingly urgent. Everybody is aware of the ongoing attacks on information networks of various government agencies and energy firms, cyberattacks on e-mail networks of political parties and organizations around the world. Likewise, despite the steadily growing numbers, cyberattack cases against the individuals and private businesses are not reported as widely as they occur. As a result, The North Atlantic Alliance countries began tackling the issue of cyberthreats much earlier than Ukraine. Consequently, NATO and its allies rely on powerful and robust cyber defenses to ensure the Alliance's core tasks of collective defense. The article discusses methods and strategies for providing cyber defense in NATO member states and recommends ways to increase the level of protection in the state's cyber space, as part of Ukraineʼs national security and defense domain.

The article provides a thorough account on A. A. Potebnia’s views on the systemic nature of the language presented in his works on historical phonetics of the Eastern Slavic languages. The practical implementation of his ideas in this respect is studied. The comprehension of the systemic character of phonetic changes of the Khrakiv linguistic school representative has urged the search of their interrelations as well as the attempt to identify homogeneous phonetic laws that share a common cause and act in a certain period of the language history, which is emphasized by the author of the article. It is noted that A. A. Potebnia focused on consonant changes that took place in different conditions. The causes of phonetic laws mentioned in the article can not be reduced to the interaction of sounds in a speech stream, the material provided by A. A. Potebnia proves that they are to be found within the phonetic system itself. The author of the article shares the views of V. A. Glushchenko that Potebnia’s investigations embrace all phonetic laws in the history of the Eastern Slavic languages’ consonant systems. The relevance of Potebnia’s research on the systemic nature of the language that has retained their value for the linguistics of the XX — beginning of XXI century is identified.

Приведены результаты испытания нового перспективного партенокарпического гибрида огурца корнишонного типа F1 Энеж 21, созданного селекционерами агрохолдинга «Поиск», в условиях открытого грунта в Северо-Западном, Центральном и Волго-Вятском регионах Российской Федерации: Костромская, Ярославская, Московская, Рязанская, Тульская область и Чувашская Республика. Высокие потенциальные возможности и адаптационные свойства гибрида F1 Энеж 21 наиболее значимо проявляются в Московской области (63,8 т/га), Чувашской Республике (39,4 т/га) и Рязанской области (31,2 т/га).The article presents the results of testing a new promising parthenocarpic pickling cucumber hybrid F1 Enezh 21, selected by the breedrs of the Agricultural holding «Poisk» in conditions of open ground in the North-West, Central and Volga-Vyatka regions of the Russian Federation: Kostroma, Yaroslavl, Moscow, Ryazan, Tula regions and the Chuvash Republic. The high potential and adaptation characteristic of the F1 Enezh 21 hybrid are most significantly presented in condition of the Moscow region (63.8 t / ha), the Chuvash Republic (39.4 t / ha) and the Ryazan region (31.2 t / ha).

In the 2000s, Al-Qaeda, represented by the Caucasus Emirate, took over the first Chechen resistance, as well as local Islamist armed groups in Dagestan and other republics of the North Caucasus. However, a decade later, the Islamic State won the competition with Al-Qaeda, by including the involvement of women in its project. Hundreds of Russian-speaking Muslim women followed men to live by the rules of Islam. Some joined their husbands or children. Others travelled to the Islamic State in pursuit of love and romance with future husbands they had met on the internet. Based on exclusive interviews done with women detained in the Roj detention camp in the Kurdish territories in northeastern Syria near the Iraqi border, this article analyzes some of the trajectories that has pushed young North Caucasian women to the Syrian war theater in the name of love.

The article deals with the assessment of the prospects of the political future by representatives of Russian youth. The text of the article has been prepared within the framework of the project “Potential of Youth Political Leadership in The Course of Political Socialization and Circulation of Elites in the Russia Regions in the 2010s (using the example of South-Western Siberia and the North-West of the Russian Federation), RFBR grant No. 18-011-01184. The relevance of the research is in combining a fundamental review of the main directions of research of the role of youth participation in the social and political process and the involvement of a specific empirical study conducted in the spring of 2019, which allows highlighting various aspects of the situation. The empirical part of the study is based on the study “Ideas of Youth about Possibilities of Youth Leaders and Youth Organizations in Russia”, which was conducted in spring 2019 in four constituent entities of the Russian Federation — Altai Territory, Leningrad and Novosibirsk Regions and St. Petersburg. The method of research was a personal standardized interview, the sample size was 1000 respondents (250 in each of the regions), representatives of young people aged 14 to 30 permanently reside in the territory of the studied subjects of the federation. Based on factor and cluster analyzes, the main models of expectations of the political future are presented. The article should be of interest to researchers, both professionally involved, and simply interested in the topic of the influence of the real political process on such a significant group of the population as youth.
