The general election or regional head election (hereinafter referred to as the Regional Head Election) in a country is an effort to realize good governance and the realization of a democratic state. However, it raises legal problems in the field, such as the occurrence of the attitudes of state officials or state apparatus in this case, one of which is village officials who participate in efforts to win one of the candidates for election and post-conflict local election. This needs to be investigated through legal studies using normative legal research methods, with legal research sources namely primary legal materials and secondary legal materials and the analysis used in this study using qualitative analysis. The Village Head is one part of the Government Bureaucracy which has been clearly regulated in the Election Law. All government bureaucracies may not be involved or support one candidate, including one of them is the Village Head, but in practice there are still many Village Heads who support certain candidates. In article 66 clause 2 part C about The General Election Commission Regulation Number 7 of 2015 was emphasized in the campaign, candidate pairs and/or campaign teams are prohibited from involving “village head or other designations/lurah and village apparatus or other designations/kelurahan.” The prohibition to include village heads and village apparatus is contained in Article 280 paragraph (2) of the Election Law. It is clear that if the campaign involves the village apparatus, it is included in the election violation and is included in an election crime and can be given a criminal sanction if it is proven to have committed an election crime.   Pemilihan umum ataupun  juga pemilihan kepala daerah (yang selanjutnya disebut dengan Pemilukada) dalam suatu negara merupakan upaya untuk mewujudkan pemerintahan yang baik serta terwujudnya negara demokrasi. Namun menimbulkan persoalan-persoalah hukum di lapangan seperti terjadinya sikap-sikap aparat negara atau perangkat-perangkat negara dalam hal ini salah satunya adalah perangkat desa yang ikut serta dalam upaya memenangkan salah satu calon peserta pemilu maupun pemilukada. Hal ini perlu diteliti melalui kajian hukum dengan metode penelitian hukum normatif, dengan sumber penelitian hukum yakni bahan hukum primer dan bahan hukum sekunder serta analisa yang digunakan dalam penelitian ini dengan menggunakan analisis kualitatif. Kepala Desa merupakan salah satu bagian dari Birokrasi Pemerintah yang telah diatur secara jelas di dalam Undang-Undang Pemilu. Semua birokrasi pemerintahan tidak boleh terlibat ataupun mendukung salah satu calon termasuk salah satunya adalah Kepala Desa namun dalam pelaksanaannya masih banyak seorang Kepala Desa menjadi pendukung bagi calon tertentu. Pada pasal 66 ayat 2 bagian C Peraturan Komisi Pemilihan Umum Nomor 7 tahun 2015 ditegaskan dalam kampanye, pasangan calon dan/atau tim kampanye dilarang melibatkan “kepala desa atau sebutan lain/lurah dan perangkat desa atau sebutan lain/kelurahan ”Larangan mengikut sertakan kepala desa dan perangkat desa terdapat dalam Pasal 280 ayat (2) Undang-Undang Pemilu. Jelas bahwa apabila dalam kampanye melibatkan  dan perangkat desa  termasuk dalam pelanggaran pemilu dan masuk dalam tindak pidana pemilu dan dapat diberi sanksi berupa pidana apabila terbukti melakukan tindak pidana pemilu.

General Election is a means of implementing people's sovereignty which is carried out directly, freely, secretly, honestly and fairly based on the Pancasila and the 1945 Constitution of the Republic of Indonesia. Implementation of Elections is the implementation of the stages of elections which are carried out freely, fairly, and honestly.   The purpose of this study is to analyze the principle of justice in the requirements to become a legislative member for the Village Head based on Law Number 7 of 2017 and Election Commission Regulation Number 20 of 2018. The results of the study showed that the first election held in 2019 did not implement the principles of justice in terms of the legislative candidate for the Village Head. The public can provide legal certainty for the implementation of the 2019 Election law. It is recommended to the General Election Commission to revise the Election Commission Regulation regarding the nomination of members of the DPR, Provincial DPRD, and Regency / City DPRD specifically in the requirements for candidates for the Village Head in Article 8 paragraph 1 letter b number 6 point b, to guarantee the rights of citizens and fulfill the principles of justice.

General Elections are the embodiments of the mandate stipulated in the 1945 Constitution of the Republic of Indonesia Article 1 paragraph (2) which affirms that "sovereignty is in the hands of the people and carried out according to the Constitution". The Formulation Document that will be formulated in the research are: (1) What is the violation in the general election? And (2) What is law enforcement in general election. The method used in this study is normative legal research, normative legal research methods or library law research methods are methods or procedures that are used in legal research by examining existing library material. Election violations constitute acts prohibited by the Election Law against election organizers resulting in the imposition of sanctions for violations. The enactment of Law Number 7 Year 2017 on General Elections provides for different types of violations, disputes, criminal offenses and electoral disputes. The crime of elections is a criminal offense punishable by a particular punishment based on the criminal justice system. The purpose of election is to carry out popular sovereignty and the realization of the political rights of the people to produce leaders who will occupy important positions in the government.

This article aims to explore the relationship between the Ministry of Home Affairs (Kemendagri) and the Ministry of Villages (Kemendes) from theconstitutional law and state administrative law point of view.The second concerns of this research is the disharmony and problem between the two ministries.From the constitutional law point of view, it turns out that what the Ministry of Home Affairs is doing, is closer to the object of its discussion. The method used in this research is normative legal research bycomparingthe constitutional law and state administrative law to obtain clarity regarding the Ministry of Home Affairs and Ministry of Village. The result shows that the Ministry of Village approached the science of state administrative law, namely to revive or give spirits to the village. Disharmonization began to exist since the inception of the Ministry of Village. The root of disharmony itself was the improper application of constitutional foundations in the formation of the Village Law. It would be better if the government reassess the constitutional foundation for the village.

Ketujuh azastersebut meliputi azas kepastian hukum, azas tertib penyelenggaran, azas kepentinganumum, azas keterbukaan, azas proporsionality, azas prfesionalitas dan azasakuntabilitas.Otonomi daerah juga terbagi atas Pemerintahan Tingkat Provinsi,Pemerintahan Tingkat Kabupaten/Kota, dan Pemerintahan Tingkat Desa.Pemerintahan Desa dikatakan pemerintahan yang otonom karena dalam UU No. 6Tahun 2014, desa adalah kesatuan masyarakat hukum yang memiliki kewenangan untukmengurus dan mengatur kepentingan masyarakat setempat berdasarkan adat istiadatdan asal usul yang diakui oleh Negara. Dengan demikian pemerintah desa tidakbergantung sepenuhnya pada pemerintahan diatasnya dalam urusan pelaksanaanPemerintahan Desa. In the regulation, it becomes the seven principles and serves asthe guidance for all State apparatus to carry out the task. The seven principles cover theprinciples of legal certainty, the principles of orderliness, the principles of publicinterest, the principles of transparency, the principle of proportionality, the principle ofprofessionalism and the principle of accountability. Regional autonomy is also dividedinto Provincial, Regency / Municipal Governance and Village Government. VillageGovernment is said to be an autonomous government because in Law no. 6 Year 2014,the village is a legal community unit which has the authority to administer and regulatethe interests of the local community based on customs and origins recognized by theState. Thus the village government does not depend entirely on the government above itin the affairs of the implementation of Village Government. Villages also have theauthority to organize democratic parties and the election of village heads and BPDinstitutions is a manifestation of the democracy.Keywords: Good Governance, Village Development Board (BPD)

Based on the history before the reform era, there have been many cases of government committing corruption, collusion and nepotism, this is the background of the movement to create a government to run good governance. As time has progressed, the time has come for a time that is all full of digitalization, both in the economy, education and politics. This research uses normative legal research methods. This study shows that the government in running its government will also be based on the development of sophisticated information technology which can be called E-Government. Therefore, there is now a time when the Indonesian government has used and allowed the Online Single Submission (OSS) system to make it easier for people who want to take care of business licensing. The implementation of good governance during the Industry 4.0 Revolution can take advantage of science, technology and information to provide good facilities and services to the Indonesian people, and the public can easily access government information.

The phenomenon of the politicization of the bureaucracy is nothing new in politics in Indonesia, the politicization of the bureaucracy has long been the case ever since the implementation of the general elections in Indonesia for the first time in 1955. The entire regime that once ruled in Indonesia has ever put through the politicization of this bureaucracy even up regime power today because by utilizing the existing positions in the bureaucracy, it can pave the way for political purposes. The application of the merit system policies to achieve good governance and clean is a step taken by the Government as a system of monitoring the implementation of transfer, promotion, and demotion conducted by political officials. This study uses qualitative research using reference data from many previous studies used as a literature review and a national online media news concerning the application of the merit system and bureaucracy politicization pressure that occurs. Based on the analysis using the software NVivo 12 Plus, it can be deduced that to realize good and clean government in the middle of bureaucratic politicization needed policy on the application of the merit system in personnel management, which aims to encourage the government bureaucracy to become more competent in solving the problems of public-oriented towards public service.Fenomena politisasi birokrasi bukanlah hal baru dalam politik di Indonesia, politisasi birokrasi telah lama terjadi sejak penyelenggaraan pemilihan umum di Indonesia pertama kali pada tahun 1955. Seluruh rezim yang pernah berkuasa di Politisasi birokrasi ini pernah dilakukan Indonesia bahkan sampai kekuasaan rezim saat ini karena dengan memanfaatkan posisi yang ada di birokrasi dapat membuka jalan bagi kepentingan politik. Penerapan kebijakan merit system untuk mewujudkan good governance dan clean merupakan langkah yang diambil oleh Pemerintah sebagai sistem pengawasan terhadap pelaksanaan mutasi, promosi, dan penurunan pangkat yang dilakukan oleh pejabat politik. Penelitian ini menggunakan penelitian kualitatif dengan menggunakan data referensi dari berbagai penelitian sebelumnya yang digunakan sebagai tinjauan pustaka dan pemberitaan media online nasional mengenai penerapan sistem merit dan tekanan politisasi birokrasi yang terjadi. Berdasarkan analisis dengan menggunakan software NVivo 12 Plus, dapat disimpulkan bahwa untuk mewujudkan pemerintahan yang baik dan bersih di tengah politisasi birokrasi diperlukan kebijakan penerapan merit system dalam pengelolaan kepegawaian, yang bertujuan untuk mendorong agar birokrasi pemerintahan menjadi lebih kompeten dalam menyelesaikan masalah-masalah yang berorientasi pada publik menuju pelayanan publik.

The implementation of local government in the context of the Special Autonomy of Aceh has the freedom of the regional government to administer government in accordance with the principles of good governance. In Indonesia it is regulated by Law No. 28 of 1999 concerning the Organization of a clean and free country of corruption and nepotism, through various innovations and creativity to create good governance based on the public interest. This is to answer various problems surrounding the low performance of the bureaucracy because many are entangled in various corruption cases. One attempt to change the government bureaucracy is good, then introduced a new model through local wisdom in the Southwest Aceh District of Aceh Province, by carrying out the Prayer Test and Reading the Qur’an to prospective structural officials, as an effort to reform bureaucracy to create bureaucratic accountability, which It is expected that these activities will produce bureaucrats who are religiously accountable and customer oriented. However, this program must be carried out in a sustainable and comprehensive manner through complementary programs that support the program and do not underestimate the supervision efforts which as a classic action create a healthy bureaucracy.

Abstract accountability are characteristics of Good Governance. Accountability are very important in managing an entity, especially for entities that carry out the mandate of the people and manage public funds such as BUMDes. BUMDes that have the mandate of capital, have large roles and duties, BUMDes must be able to account for and report the results of their financial management as a form of accountability to the government and society. This study aims to determine how the financial management of BUMDes To analyze the level of accountability of BUMDes Mekar Lestari’s financial management in 2019. This type of research is a qualitative research using descriptive analysis. The data collection methods used were interview and documentation techniques. The results showed that: The financial management of BUMDes Mekar Lestari consists of planning, implementation, administration, reporting and accountability and supervision stages. Some indicators for the financial management accountability of BUMDes Mekar Lestari in 2019 have also not been fulfilled as regulated in the Banyuwangi Regency Regional Regulation No. 13 of 2015 and Banyuwangi Governor Regulation No. 17 of 2019

The phenomenon of public service today is very rampant with problems by the bureaucrats who are less responsible, resulting in service to the community becomes not maximal, and people become unconvinced with the government bureaucracy. The presence of Good Governance is expected to be able to restore public trust to the government bureaucracy. Where Good Governace principles such as Accountability and Transparency are needed. The purpose of this study is To Know the Level of Accountability and Transparency in District Sukolilo Surabaya in the Service ID card. The research method used is to use descriptive research form using qualitative approach. Descriptive research will present data, analyze, interpret, and made conclusions from research conducted by the author. Based on the result of the research, it can be concluded that Accountability in ID card Service in Sukolilo Subdistrict of Surabaya City is good, where performance accountability indicator, cost accountability and accountability of service product have been appraised by society as respondent. Transparency in ID card service in Kecamatan Sukolilo Surabaya is quite good where management, service and service indicators, service procedures, service charge details, authorized and responsible officials, service standards, service promise and service location are considered good enough, but at Indicator of service information and service completion time is still considered not good by the community as respondents. Keywords : Public Service, Good Governance, Accountability and Transparency.

The purpose of this research is to analyze the authority problems of the village government. This is a doctrinal legal research by examining legal materials from libraries or research libraries to obtain secondary legal material from books, articles, research results, and regulations, as well as experts relating to the exercise of villages authority. The solution offered is that the authority of the village government will run well when it is support by the authority of recognition and subsidiarity and the availability of human resources who have expertise and skills and apply good governance to create a village social welfare.
