The success of implementing programs and activities of a government agency to achieve the maximum target and by the desired output is primarily determined by one of the supporting components in a government agency, namely the competence of human resources. This study aims to examine and describe the Competence of Human Resources at the Department of Tourism for the Development of Tourism Destinations in the City of Tomohon, Section of Tourism Destination Management. The author uses indicators that characterize Knowledge Competence, i.e., skill and Behaviours of performance that can be observed, measured, and evaluated. The research method used is a qualitative approach with data collection techniques through observation, interviews, and documentation. Data analysis used an interactive model with data reduction, data presentation, and conclusion drawing. The results of this study are that Human Resources in the Tourism Destination Governance Section have competence in carrying out the duties and functions of tourism destination governance in Tomohon City.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

This study aims to find out the strategies implemented by the principal in order to improve the quality of tahfizh education in SD PTQ Annida Salatiga. This study is a field study with a qualitative approach. The location of this study is in SD PTQ Annida Salatiga, Central Java. Data collection techniques are through interviews, observations, and documentation. Data analysis techniques in this study include the stages of data condensation, data presentation, and drawing conclusions. There are 3 aspects that are targeted from improving the quality of tahfizh education. First, the improvement of the quality of human resources in this case is reserved for teachers who support the tahfizh program. This improvement in the quality of human resources is implemented through teacher self-training, learning supervision, lesson study and peer assessment, as well as the construction of recitations. Second, the implementation of standard operating procedures (POS) implemented by tahfizh teachers in teaching. Third, improve communication and good cooperation with parents.

The City

The purpose of this research is to see the extent of the management of  Dendang Melayu tourism as one of the potential marine tourism in the city of Batam in terms of facilities and attractions. This type of research used in this research is descriptive research with a qualitative approach. In this study qualitative data analysis is used by following the concept of Miles and Huberman with several stages, namely Data Reduction, Data Presentation and Conclusion. The results of this study show that the management of Dendang Melayu tourism has undergone many changes as one of the potential for marine tourism in the city of Batam, although there are still some shortcomings. Dendang Melayu Tourism is far more interesting than before because of the tourism of Tanjung Penarik, but there are some things that must be addressed, namely the condition of the facilities that are still complained by the community and the attraction of Dendang Melayu tourism for tourists.

One form of bureaucratic reform in public services is to bring innovation. Since 2015 the city of Banda Aceh has implemented innovations in birth certificate services, by presenting PELANGI (direct servants). Pelangi is a mechanism for making birth certificates based on a mobile car with a proactive system. Department of Population and Civil Registration of the city of Banda Aceh visited villages in Banda Aceh City and provided birth certificate registration services on-site. The purpose of this study was to find out how the implementation of the "Pelangi" program and the extent to which the program was able to increase ownership of birth certificates in the city of Banda Aceh. The research method chosen is descriptive qualitative. With the hope of being able to answer in more detail related to Department of Population and Civil Registration's efforts in increasing the ownership of birth certificates for residents of the city of Banda Aceh through the innovation of the Pelangi. The key informants in this study came from officers and leadership elements of the Department of Population and Civil Registration of Banda Aceh and village officials who were partners. While data collection techniques are obtained through observations, interviews and documentations. Data analysis technique is done by reducing data, presentation and verification. The results of this study indicate that the implementation of the Pelangi innovation in the city of Banda Aceh based on a mobile car has become one of the innovations that is able to increase the number of birth certificate ownership in the city of Banda Aceh.

The purpose of this study is to find and explain the language of traders in the interaction of buying andselling in the Kawasan Makam Gus Dur Tebuireng Jombang (KMGD) market. The research method used is adescriptive qualitative approach. The data collection techniques used were: 1. Technique survey, 2. Recordingtechnique, 3. Listening technique and 4. Note technique. The data analysis technique uses the followingtechniques: 1. Data collection, 2. Data reduction, 3. Data presentation, 4. Conclusing drawing / verification. In thisstudy, the validity of the data used data triangulation: 1. Technique triangulation, 2. Time triangulation. Theresults of the research that can be formulated that the language expressions used by merchants are Javanese,Indonesian and Madurese.

This study aims to determine the factors that cause a decrease in tourist visits and efforts made by the Ternate City Tourism Office in overcoming the decreasing intensity of tourist visits in Sulamadaha Beach Tourism Attractions. Ternate located in North Maluku Province. Ternate is one of 10 districts in North Maluku Province that have many tourist attractions, for example Sulamadaha Beach. Sulamadaha Beach is an attraction that is managed directly by the Ternate City Tourism Office and the local community, Sulamadaha Beach has beautiful underwater  natural beauty, according to data from the Ternate City Tourism Office Sulamadaha Beach is the most popular destination for tourists, but this does not last long as it is known from the data of tourist visits that Sulamadaha Beach every year has decreased, related to this, it will be research about  "The efforts of the City of Ternate Tourism Office in Overcoming the Decreasing Intensity of Tourist Visits in Sulamadaha Beach Attractions" The research method used in this study is the type of research is descriptive research with a qualitative approach. The results of this study indicate that there are several factors that cause a decrease in the intensity of tourist visits in Sulamadaha Beach Tourism by using the concept of Sapta Charms, namely safe factors, orderly factors, and friendly factors, Ternate City Tourism Office has also designed several programs to stabilize the problem. This study aims to analyze and explain the quality of public services at Tomohon Municipal Market Agency. The research method used a qualitative approach and informants as data sources were determined by purposive (purposive sampling) and snowball sampling. Data was collected through interview, observation, and documents. Data analysis is an interactive qualitative analysis with data analysis activities, which are data reduction, data presentation, and drawing conclusions or verification. The results showed that the public service quality of Tomohon Municipal Market Agency responded by the community as service recipients, traders or sellers and visitors of Tomohon Beriman Market was not satisfactory. This response is based on an assessment of 4 out of the 5 dimensions used to analyze and measure service quality, (1) physical aspects (tangibles), (2) dimensions of awareness or desire to help the community or customers and provide fast service, (3) dimensions of politeness, trust, and respect for consumers, and (4) dimensions of approaching, and trying to determine consumers’ wants and needs have not been implemented properly, excluding for dimension (5) the ability to provide services appropriately and correctly has shown the professionalism expected in carrying out its services.

This research examines the application of customary law as a solution to conflicts between villages in Dolo District, Sigi Regency. This research focuses on solving problems about how to apply customary law as a solution to conflicts between villages in Dolo District. This research method uses a qualitative approach, data collection techniques through observation, interviews or interviews and documentation, data analysis techniques used are data reduction, data presentation, data verification. Then check the validity of the data. What is found in this research is that the solution to prevent conflict in society must involve the roles of all elements, not only the Dolo District government, but the community itself, especially the facilitators, because the progress of an area cannot be separated from the participation of the youth in the area itself. Apart from that, there are obstacles to implementing customary law as a solution to conflicts between villages and what methods or approaches are used in implementing customary law. Abstrak Penelitian ini mengkaji tentang penerapan hukum adat sebagai solusi konflik antar kampung di Kecamatan Dolo, Kabupaten Sigi. Penelitian ini memfokuskan untuk menyelesaikan permasalahan tentang bagaimana penerapan hukum adat sebagai solusi konflik antar kampung di Kecamatan Dolo. Metode penelitian ini menggunakan pendekatan kualitatif, teknik pengumpulan data melalui observasi, interview atau wawancara dan dokumentasi, teknis analisis data yang digunakan adalah reduksi data, penyajian data, verifikasi data.kemudian melakukan pengecekan keabsahan data. Adapun yang ditemukan dalam penelitian ini adalah solusi untuk mencegah terjadinya konflik di masyarakat harus dilibatkan peran dari semua elemen, bukan hanya pemerintah Kecamatan Dolo, tetepi masyarakat sendiri, khususnya pemudah, karenan kemajuan suatu daerah tidak lepas peran serta dari pemuda yang ada diderah itu sendiri. Selain itu, kendala-kendala penerapan hukum adat sebagai solusi konflik antar kampung.serta metode atau pendekatan apa yang digunakan dalam menerapkan hukum adat.

The purpose of thins study is to explore, study, and analyze the urgency of fostering political cadres through political literacy conducted by the GOLKAR Cianjur regency party in fostering political cadres. The research approach used in this study is a qualitative approach while the research method used case studies. Data collection techniques using interviews, observation, study documentation and study literature. Data analysis includes data reduction, data presentation and conclusion drawing/verification. The findings of this study generally reveal that the urgency of fostering political cadres through political literacy is to improve the competence of party cadres. The competency is the basic capital for political cadres to contest in the general election. Abstrak Tujuan penelitian ini untuk menggali, mengkaji, dan menganalisis tentang urgensi pembinaan kader politik melalui literasi politik yang dilakukan oleh partai GOLKAR Kabupaten Cianjur dalam membina kader politiknya. Pendekatan penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif sedangkan metode penelitian menggunakan studi kasus. Teknik pengumpulan data menggunakan wawancara, observasi, studi dokumentasi. Berdasarkan hasil analisis data yang meliputi reduksi data, penyajian data dan penarikan kesimpulan/verifikasi bahwa temuan penelitian ini mengungkapkan bahwa urgensi pembinaan kader politik melalui literasi politik bertujuan untuk meningkatkan kompetensi kader partai. Kompetensi tersebut sebagai modal dasar kader politik untuk berkontestasi dipergelaran pemilihan umum.

Public relations in this study is a way of interaction and communication between the school and the community in building trust and how the school promotes the school. The purpose of this study is to obtain in-depth information related to the principal's public relations strategy to increase public trust. The research method used a qualitative approach through surveys. Data were taken from observations, interviews and documents. The research participants were teachers, education staff, and the public relations team. Data analysis consisted of data reduction, data presentation, and conclusion making. The results of data analysis show that the principal already has a public relations strategy through media such as websites, social media (Instagram, Facebook, and YouTube channels).
