The big problem that is still faced by national education until now is the issue of quality, effectiveness and efficiency of education. It has become a common understanding that the issue of educators is far more important than the problems of curriculum and other educational components. With the following important aspects educational institutions can play a role in improving the quality of their educators, including: (1) salaries and welfare standards that are appropriate for their lives, (2) qualification standards, (3) competency standards and efforts to improve them, (4) certification system for educators and educators and professional transfers that do not meet competency standards, (4) honest and transparent selection / recruitment, (5) career development standards, (6) preparation of prospective educators and education personnel in line with competency standards, and more emphasizing practice and with strong theory, (7) education and training system in professional training and education institutions and (8) empowering professional development organizations.

Currently, the main goal of the participants of educational institutions is the formation of a fully developed, healthy personality. One of the effective ways to achieve this goal is to ensure the quality of education, ensuring the effectiveness, transparency and efficiency of the educational process, as the main factor determining the future of each person and the country as a whole. It is established that the guarantee of the quality of education largely depends on the participants of the educational process of the training and student, as well as the creation of a health-saving learning environment with the maximum exclusion of factors that adversely affect the health, performance and life expectancy of persons involved in the process of training and education. To a large extent, the quality of education is promoted by the health-preserving competence of the trainees,who are called to formulate the attitude to health as the greatest life value for the trainees, to develop a philosophy of health for each student, as well as to cultivate the need to lead a healthy life-style at all stages of the training system and in everyday life.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

It is necessary for Islamic educational institutions to have the power of changing themselves to be able to take part in determining the ideal and success of national education. Precisely, today, Islamic educational sys­tem is perceived weak and powerless in the dynamic of social changes have been occurring in the society. Even, this situation, it is frequently assumed as the burden of national education. Why can it be so? Aren't Islamic educational providers are also referring to the only one Law, that is, Law Number 20 year 2003 regarding National Educational System? What is wrong with Islamic education ? How is the quality of human resources of these providers? This article tries to answer those questions. This article also deals with analogue of Islamic Education as a subsystem of national education with family system in Islam. Fam­ily is a system. Child is a subsystem of the family. The more the child is matured and independent the better his/her family is.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

The article is devoted to the formation of the Zemstvo’s pedagogical intelligentsia in Laishevsky district of Kazan province. Based on sources of personal origin and records of County self-government bodies, a comprehensive analysis of the personnel composition of Zemstvo’s primary schools was conducted. The author established the number of teachers, sources of their replenishment, the level of education, and also considered the socioeconomic situation of teachers. The teaching staff included law teachers, secular teachers, and assistants. Some former priests-teachers of Church schools also joined the work of Zemstvo’s educational institutions as experienced teachers. The available materials clearly show the evolution of the educational level of teachers in favor of specialists with secondary education. As a result, thanks to the Zemstvo’s school, a new social stratum of rural intelligentsia formed in the district, including people with secondary education. Measures taken by the Zemstvo’s to improve the working and living conditions of teachers are also shown. The principle of determining the amount of salary based on the number of students contradicted the principle of assigning salaries depending on the professional training and education of the teacher. It is concluded that despite the support of experienced and responsible teachers, the profession of a Zemstvo’s teacher remained unattractive, but at the same time women became teachers, which corresponded to the emancipation movement that was gaining momentum at that time.

The Ministry of Human Resource Development (MHRD) has come out with the draft of ‘National Education Policy (NEP) 2016’ in April 2016. The new NEP 2016 seeks to create conditions to improve the quality of teaching, learning and assessment, and promote transparency in the management of education in the country. The policy prescriptions enunciated in the policy document are critically examined in the context of the objectives set out in the document. An attempt is made to survey some of the recommendations of the report and examine issues related to higher education in the country. The issues include financing education and the policy initiatives, language policy and higher education, accreditation and quality assurance in higher education, International linkages in higher education and autonomy of higher educational institutions. The general trend seen in the document in support of private investment and justification of moving private involvement from periphery to the centre in higher education is critically commented in the paper.

There have been many efforts made by the government in improving the quality of education such as issuing Republic of Indonesia Regulation No. 19 of 2005 concerning national education standards. Educational institutions hold scientific activities that can improve the ability or potential of educators so that professional educators can be created who can later improve the quality of learning in schools. This article discusses the factors that can improve the quality of education, elements and strategies in improving the quality of education.

Religious culture of pesantren has its uniqueness which is still expected to be a support for the development of the education system in Indonesia. The authenticity and distinctiveness of the pesantren as well as the treasure the nation’s cultural traditions, is also a butter force for the educational pillar to bring up moral leaders of the nation, is a form of pesantren education that is characterized by traditionalism. This study used a qualitative approach. The data were collected through observations, interviews, and content analysis. The process of improving the quality of pesantren education is part of the development of national education, which is part of an effort to improve the quality of full human education. For achieving the quality of education, it must be based on a significant change. The change is needed in the management of quality and competitive educational institutions. Now one of the challenges faced by educational institutions is how to manage quality. Quality educational institutions, institutions that prioritize the quality of graduates and are able to demonstrate the values of education that make a top priority, due to a significant change in pesantren.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

AbstractEXTEND project is aimed at modernizing approaches to teaching engineering disciplines in Russia and Tajikistan, increasing quality of education and possibilities of employment for young engineers, students’ motivation and making engineering education attractive. Modern universities carry out not only professional training of students, but also prepare competitively capable personnel who can survive and thrive in modern free market relations, accompanied by a variety of forms of ownership and competition. International educational projects are relevant as they supply universities with international experience and job possibilities. Therefore, foreign languages competence is of key importance for engineers of future generation, and is a means of forming professional, communicative, linguistic and cultural competences. Success of teaching foreign languages depends not only on teachers’ skills, but on carefully selected and elaborated didactic materials as well. EXTEND project team exchange ideas and experience that result in fruitful discussion of issues concerning elaborating new courses to improve engineering education. International teams, which include EXTEND project participants from European, Russian and Tajik higher educational institutions will carry out the task. Project EXTEND is an open kind of consortium, which implies that members from partner countries subordinate to its leader and share joint responsibility for commitments of the consortium.
