The article shows the place and role of economic entities in the system of economic security of territories. Various approaches to the definition of the term “economic security of small businesses” are considered. The main factors and threats to the economic security of economic entities of the territories are presented. Presents the author’s system of basic indicators of estimation of economic safety of economic entities of the territory. Offers on carrying out diagnostics and monitoring of risks are given. Recommendations as a rating of economic security of economic entities of territories are given. The procedure for monitoring the economic security of economic entities of the territories based on a risk-based approach can be represented in the form of five interrelated stages. This is the stage of collecting data on enterprises and the calculation of the necessary indicators. The stage of formation of the system of indicators, they are risk factors. Stage of processing indicators. The stage of building an integrated model of potential and risk assessment. In addition, the final stage of assessment of the complex level of economic security of economic entities of the territories. This will allow making management decisions in the field of development and support of small businesses at the territorial level.

The article is devoted to the study of the problems of infrastructure developing that ensures the economic security of small and medium-sized entrepreneurship in the agro-industrial complex, the analysis of factors restricting the development of SMEs and their support institutions is carried out, measures to overcome the problems of developing the infrastructure ensuring the economic security of SMEs are proposed. Infrastructure development depends on the capabilities of SMEs, and the opportunities are due to the influence of the external environment. To assess the situation, a survey of agricultural entrepreneurs was conducted, and according its results entrepreneurs noted the most significant factors limiting the development of SMEs: difficult access to loans, external financing; lack of own funds for business development; taxation; strong competitors, etc. Among the problems that hinder the development of infrastructure were noted: the financial illiteracy of start-up entrepreneurs, the low level of entrepreneurial activity and the income received by SMEs, the disproportion in the distribution of support institutions across the Orenburg region and, as a result, their absence in remote areas and rural areas. To overcome these problems, the creation of institutions for training and retraining entrepreneurs and the “Business Center for Small and MediumEnterprises”.

The article discusses the problems of supporting small and medium-sized businesses in the regulatory space of the Arctic zone of the Russian Federation. The most problematic issue is that at present, the Arctic regions of the country are deprived of special conditions for doing business. All existing support measures, enshrined in regulatory legal acts, are fairly standard, as well as for other regions of the country and do not ensure the economic security of the Arctic zone during a crisis. To justify the need to support small businesses in the analyzed macro-region, an analysis of individual indicators of its socio-economic development was carried out. The methods of analysis, synthesis, and the graphical-analytical method used in the study gave a clear picture of the fact that the Arctic is deprived of special conditions for doing business, all legislatively supported measures of support are standard, as for other regions of Russia and are not exclusive in relation to the subjects of the Arctic zone. Also, existing regulatory legal acts do not determine the features of environmental regulation in the Arctic, which affects the development and functioning of small and medium-sized businesses in these regions, and also does not provide the necessary level of their economic security.

The commercial concealment phenomenon leads to negative economic, security and social consequences. It has been linked to several other phenomena such as money laundering operations and the violation of residence and work regulations by foreign workers who have been deported several times from the country due to their illegal entry. The trading practice by foreigners has been widespread for two main reasons: first, due to the availability of jobs; second, the Kingdom of Saudi Arabia is the shrine for many Muslims, especially after the Umrah (mini religious pilgrimage ceremony) or Hajj seasons. These reasons have contributed to the presence of a large number of foreigners who engage in commercial concealment activities with the help of a Saudi citizen. Such practices have contributed negatively towards both, the economy and the society, noting that the number of those foreigners is on the rise. Aggravating this situation, foreigners conceal each other’s practices by hiring other foreigners in their businesses and not Saudi citizens. More light has been shed on the commercial concealment issue, whereby, citizens, the media and authorities have altogether started to combat this phenomenon. It is gaining more attention especially after the spread of many security-related crimes that are constantly published in daily newspapers. Moreover, commercial concealment played a role in the increase of the unemployment rate among young people and the control of foreigners of many commercial and services businesses in which small businesses occupy a large portion. The importance of this research study is demonstrated in its focus on the commercial concealment phenomenon and its negative impacts on the State. This particular phenomenon gravely harms the economy and inflicts damage on the society through the spread of drugs, theft and other crimes. The current research addresses this phenomenon relying on the application of a positivistic (scientific) approach to study, with a deductive approach by analyzing and reaching appropriate solutions or answers to this phenomenon. The research explores the reasons behind commercial concealment, its economic impact and defines the means to combat it by identifying the best local, international methods and regulations to combat the commercial concealment crime. To identify the various aspects related to the reasons behind commercial concealment, information and data relevant to the research topic was collected from the private sector, official bodies, citizens and other related sectors of the society. Thus, this research study followed an explanatory nonexperimental research design (Belli, 2008; Cook and Cook, 2008; Johnson, 2001) via a survey which was distributed to a 100 randomly selected sample. The IBM SPSS Statistics 23 Package for the Social Sciences (SPSS®) software was used to analyze the collected data. The research drew up some proposed recommendations to combat the commercial concealment phenomenon based on the results of the analysis of questionnaires and the study of laws, regulations and relevant references.

To explore the impact of coronavirus disease 2019 (COVID-19) on small businesses, we conducted a survey of more than 5,800 small businesses between March 28 and April 4, 2020. Several themes emerged. First, mass layoffs and closures had already occurred—just a few weeks into the crisis. Second, the risk of closure was negatively associated with the expected length of the crisis. Moreover, businesses had widely varying beliefs about the likely duration of COVID-related disruptions. Third, many small businesses are financially fragile: The median business with more than $10,000 in monthly expenses had only about 2 wk of cash on hand at the time of the survey. Fourth, the majority of businesses planned to seek funding through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. However, many anticipated problems with accessing the program, such as bureaucratic hassles and difficulties establishing eligibility. Using experimental variation, we also assess take-up rates and business resilience effects for loans relative to grants-based programs.

The article defines and analyzes the characteristic features of modern society digitalization, in particular the digital economy. It is noted that progress in the digital technology environment requires the application of information security measures, primarily in the financial and economic activities of small businesses. The interpretation of the definitions «information security» and «economic security» has been clarified. Attention is drawn to a conscious understanding of the interaction between people and technology during the digital transformation of the economy in such a way that the latest technologies must adapt to people, and not vice versa. It is emphasized that such an understanding can come only in the process of training and acquiring appropriate professional competencies, especially among small businesses. The types of small businesses information that are subject to protection and components of economic security are determined. Proposals have been formed for the creation of a comprehensive security program, which should include an action plan aimed at protecting the functioning of the enterprise's information system from external and internal influences, and a set of measures designed to protect the confidentiality, availability, and integrity of data from internal and external, malicious and accidental threats. Information security of small businesses in the context of digitalization should be based on the following positions: the management of the enterprise should regularly train all employees in the principles of Information Security, data protection and protect physical data carriers from cyber attacks; the corporate network should be segmented, and access to it – controlled; partnership with service providers from the point of view of information security should be equivalent; remote access to the corporate network of the enterprise, which is now becoming more widespread, should be as secure as possible and comply with information security standards. A promising area of further research is the development of a set of measures at the state level, which includes streamlining the simplified tax system, promoting the development of innovative entrepreneurship, cluster organization of small businesses, the formation of a modern information infrastructure to support entrepreneurship, the formation of a favorable business climate.

The purpose of this article is the further development of the theory of adaptation, determining the types of adaptation of business entities and substantiation of the adaptation dominants of the development of national small business within the situational and standard adaptation. The article considers the concept of adaptation, gives the author's definition of adaptation in relation to small businesses, highlights the situational and standard adaptation. Situational adaptation should be understood as the process of gaining change by small businesses that allow them to function better in the current environment, achieve economic security and prevent bankruptcy. Standard adaptation (desired state of the system) to the conditions of the external environment, in which the small business entity operates, is to strive to achieve ideal parameters of the state of the system. The adaptation dominants of the development of national small business in terms of situational adaptation include: adaptation of economic activity of small businesses to the conditions of unstable economic environment; The adaptive dominants of the development of national small business within the framework of standard adaptation are substantiated, namely: adaptation of normative-legal provision of small business development to norms, standards and requirements of the European Union; adaptation of international experience in small business lending to the peculiarities of the national economy; adaptation of the international experience of "economic breakthrough" at the expense of small businesses of the world's leading countries; adaptation of the international experience of facilitation of small business development to the Ukrainian realities. The process of adaptation of the facilitation experience should be preceded by a comparative assessment of the effectiveness of the implemented facilitation measures, which will allow determine their priority and feasibility of implementation in relation to national small businesses. The article examines the adaptive dominants of small business development both from the point of view of a small business entity and from the point of view of state regulatory policy.

COVID-19 has severely disrupted the lives of many with respect to health, economic security, and social behaviors. By analyzing the U.S. response to COVID-19, strategies for dealing with the next pandemic can be established. Analyses on the politicization of science reveal the ineffectiveness of political commentary in overcoming the COVID-19 pandemic, as seen through heterogenous behavioral patterns throughout the U.S. in regard to pandemic prevention measures, such as social distancing. Economic data reveal the importance of financially prioritizing small businesses over large ones and how to ensure individuals are motivated to return to work. The mask mandate was not widely respected throughout the U.S. and was a primary reason for the pandemic's prolonged effects. Due to a lack of trust in the leading health experts, non-pharmaceutical prevention methods were not as effective as they could have been. By analyzing vaccine data, it is clear that pharmaceuticals can and should be developed prior to the next pandemic. Based on the principle of cross-immunity, vaccines that incorporate genomic similarities between virus groups can be researched and administered, which will theoretically reduce the immune system’s reaction to the next novel virus. Overall, the U.S. response to the COVID-19 pandemic had effective and ineffective components. By studying public health procedures and results from this pandemic, recommendations can be made to improve the response to the next pandemic.

The author considers the aspects of economic security of the business environment in the region. This issue in the context of the pandemic and beyond will require regional authorities to develop socio-economic policies that can neutralize external and internal threats. Proposals are made to expand the functions of regional policy, such as environmental and innovation. These areas are not fully used, which does not allow us to form a single long-term strategy. Innovative support for small businesses in the region will allow us to achieve rapid modernization and overcome the crisis. This is the main reserve for changing the style and type of management.
