  Abstract Schools and communities is a unity that can not be separated, as both mutual give and take. The school as a social institution and the institution of the community is given the responsibility of determining the fate of their nation to the next generation, while the society other than as consumers, also have roles and responsibilities the successful or not Organization of education. The community widely including learners, parents, Government, company/institution agency and so on. The main expectations of the performance of public relations is to attract people to care and trust as well as graduates or using the services offered by the institution. As is happening now, many agencies especially the institution suffered a crisis of confidence of the public in carrying out routine institution programs. See this, the role of public relations became very important in an internal institutional organisation or institution. Because of public relations practitioners are indeed function as an intermediary to bridge between the institutions represented by agencies that exist within the Community (or the community itself), as a result of public relations responsibility evenly against the institution It represents the associated with the community. This study explores a series of scientific research on public relations ethics to identify the role of the models of public relations in building ethical identity. Models of public relations are able to explain the negative image of this profession, synonymous with lies, manipulation, deception, and are responsible for dividing the ethical identity of public relations practitioners into two competing paradigms: the advocate, which puts the organization’s interests of above those of the public and, respectively, the guardian of the management of the organization, who finds a wise balance between loyalties to the organization and to the public in accordance with the highest ethical standards of dialogue.

The link between health institutions and the Covid 19 crisis, which the whole world suffers from its negative effects at all levels, makes public relations management obligated to manage the crisis and try to control it and tries to get out of it with the least possible damage, especially since its inability means the collapse of the entire health system. Thus this research paper aims to identify the nature of the roles assigned to public relations practitioners in Algerian hospital institutions in managing the Covid 19 crisis during the year 2020, the powers vested in them, the means and methods used in managing this crisis, the strategies that were drawn to contain its repercussions with the least possible losses, and the influencing factors on its effectiveness in the reality of health practice in the sector. The study starts from a fundamental question: What is the nature of the roles that the public relations Department plays in Algerian hospitals, in the management of the Covid19 crisis From this problem, there are a number of derived questions, the most important of which are: 1- which type of activities are assigned to the Public Relations Department of hospital institutions during the Covid19 crisis? 2- What is the role played by public relations practitioners, represented in the studied sample, in managing the Covid19 crisis? 3- What are the methods and means used within the strategy that was drawn up by the Public Relations authority to contain the repercussions of this crisis? 4- What are the factors affecting the effectiveness of this administration in the reality of health practice in the sector? 5- What are the study sample proposals to improve the performance of this device during the health crisis phase? The importance of this study is that it tries to fill in the shortcomings of scientific studies related to the role of public relations in managing health crises in particular, and its importance derives also from the fact that it deals with a topic that has a great impact locally, regionally and internationally, as the Covid19 crisis and the human losses it causes and psychological exhaustion The negative effects on social and economic life give added value to scientific studies that deals with its dimensions. More over to study how public relations practitioners in the health sector manage health crises would also open the horizon for activating the role of public relations management in resolving crises, which is the core of the objectives of this research paper. This study, which is part of the descriptive studies, used the survey method as well as the questionnaire. the questionnaire tool as an important technique for investigating facts related to the topic. This field study that was carried out during the month of September 2020 relied on the intentional sample in selecting the research terms related to the administration’s employees, those responsible for supervision, management and implementation matters and those in charge of communication within the two public hospital institutions, Nafisa Hammoud –formerly Parnet – and Beni Messous Hospital, which are specialized specializes in chest diseases, as they are considered as health poles in Algeria, and its population reached 13 The random sample was also relied upon to select items from the medical and paramedical corps concerned with the Covid19 crisis, by virtue of that they deal with public relations, and they represent the link between it and its external audience, and their number reached 26 individuals.

ABSTRAK Tujuan penelitian ini adalah untuk mengetahui dan menggambarkan mengenai tahap membagikan, mengoptimalkan, mengelola serta mengikutsertakan pada  pengelolaan cyber  public  relations  dalam  membentuk  corporate  branding  di PT  Len Industri (Persero). Konsep  yang digunakan dalam penelitian ini yaitu konsep  model melingkar  untuk  sosial  media  menurut Regina  Luttrell . Metode penelitian yang digunakan yaitu menggunakan metode deksriptif dengan pendekatan kualitiatif. Pengumpulan  data  yang  digunakan  yaitu dengan wawancara, dan observasi.  Hasil  penelitian dilapangan, dapat disimpulkan bahwa praktisi  humas  PT Len Industri (Persero) dalam pengelolaan cyber public relations guna membentuk corporate branding memiliki  empat  tahapan  yakni : 1) tahap  membagikan  konten terdiri dari: a) berpartisipasi  menggunakan  media  sosial , b) saling terhubung dengan publik, c) membangun  kepercayaan publik . 2) tahap pengoptimalan pesan  yang dilakukan  yakni  dengan : a) melakukan  pengecekan hashtag, b) melakukan postingan lima kali sehari, dan c) melakukan  postingan yang memiliki unsur teknologi. 3) mengelola dibagi menjadi tiga, yaitu : a) media monitoring, b) interaksi dalam waktu yang sebenarnya, dan c) memberikan respon cepat. 4) mengikutsertakan publik dengan tiga unsure yaitu : a) menjalin hubungan dengan para influencer, b) mengetahui dimana dan siapa audiens, serta c)  meraih target audiens. Kata Kunci: Pengelolaan; Cyber Public Relations; Corporate Branding. ABSTRACT The  purpose  of  to  find  out and describe the sharingstage,optimize,manage  and engage in cyber public relations management in forming a corporate branding in PT Len Industri (Persero). The concept  used  in  this research is the concept of  The Circular model of Some to Regina Luttrell. The research method using  an  adaptive  method  with  a  qualitative  approach. Data collection used in this study is by interview,and observation. The results of the research in the field can be concluded that PT Len Industri (Persero) public  relations  practitioners  in  the management  of  cyber  public  relations  to  form  corporate  branding  has  four  stages : 1) The share stage consists of: a) participating  in  social  media  (participate), b) connect with public (connect), c) build  public  trust (build trust). 2) optimize phase messages that are carried out by: a) checking hashtag, b) posting  five time a day, c) do posts that have technological elements. 3) The  manage  divided  into: a) media  monitoring, b) interaction  in  real  time, c)  provide quick response. 4) engage  the  public  : a) establish  a  relationship  with  influencer, b) where and  who  is  the  audience, c)  reach  the target  audience. <span lang="IN">Social media is one type of new media that facilitates the process of communication among human. Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

The rapid technology development and information made public (community) being so critical to the policies was taken by the government. This requires police institution to maintain of security guards, public order, enforce the law, provides protection, aegis and service to the community. Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.

New media is a trending innovation and its influence in the promotion of mutual understanding between organizations and strategic publics is a more contemporary issue. This study evaluates the perception of public relations practitioners on the incorporation of new media into the process of promoting good relationships between organizations and strategic publics in Nigeria. The fundamental goal is to examine if public relations practitioners find new media helpful in carrying out public relations activities in their organizations. This study is hinged on Technological determinism theory.  Findings show that public relations practitioners of both public and private organizations do perceive the adoption of new media technologies in the performance of their function for the promotion of mutual understanding as supportive to quick and interactive approaches to dissemination of information from organizations to strategic stakeholders and the public. The study recommends that more public relations practitioners of organizations especially public organizations should be encouraged to use new media in course of executing their professional assignments.

The biggest threat that results in the project not being successful is failure to build a stakeholder project. Based on research on construction projects in developing countries, the lack of communication among workers due to cultural uniformity and the uniqueness of their respective regions can become work constraints that can affect implementation performance and productivity, namely, there is a 69.61% decrease in time performance. The main objective of this research is to analyze the role of communication management in improving the performance of construction project managers in developing countries, particularly the role of construction managers in implementing a construction project. This research uses a qualitative approach and a case study method. Sampling using purposive sampling. Forum Group Discussion to see how the opinions of construction project managers in Indonesia view the importance of communication management in the success of construction projects. The study results explain that the need for Public Relations Infrastructure management plays a role in ensuring various policies and communication to the public. This is a reflection of the effective function of public relations in the implementation of infrastructure development. In carrying out the construction, the construction project manager must pay attention to communication dynamics to support the success of infrastructure development projects. Contractors and other parties involved in infrastructure development must raise awareness of the essence of effective communication in fostering trust in the public concerned with infrastructure development.

The paper provides empirical evidence for the development of the theory of media agendasetting. The power of the media, according to the theory, has been changed in public relations in Vietnam. Public relations practitioners have power to shape media content as they desire. This research uncovers that public relations practitioners not only impact media agendas as the theory describes, but also do the job of journalists. While public relations practitioners in the West use framing and information subsidies to influence media agendas for the public, this study indicated that practitioners in Vietnam tend to be responsible for public relations editorials that are considered as the main duty of media people. The paper additionally explains the way Vietnamese journalists conduct news to underpin understanding of the characteristics of media relations in the country. This paper also presents a Tripolar model of corporate, media and public agendas which was designed based on the research data.
