The Right to Information Act in 2016 is an essential milestone for Sri Lankan democracy. This new law provides an important weapon in the hands of Sri Lankan citizens, empowering them to seek any accessible information from a public authority and making the government and its functionaries more accountable and responsible. The purpose of this research is to understand and investigate the effectiveness and impact of Right to Information Act through mass media to address the issues that are challenging media to communicate. The intended objective of the research is to examine the influence of different media in communicating the Right to Information Act among the masses. When awareness on this Act is created through media, people tend to know more about it and start using it to overcome the day to day problems faced by them, thus making the objective of enacting this Act a success. This research study has made use of the survey method and content analysis to investigate the effective usage of Right to Information Act by the people and the role of media in taking the Right to Information Act to the masses. Through the survey the effectiveness of media in taking this Act to the masses is evaluated and through content analysis the actual coverage of information on RTI is evaluated and discussed. There is a significant association between frequencies of Media observation on RTI related content. There is a significant difference between age groups with respect to awareness on RTI related content by media.

The right man in the right place and the right man behind the right job. The placement of employees becomes very important to improve employee performance including ASN in the government office of Mare Subdistrict, Bone Regency. The purpose of the study is to see the influence or role of employee placement factors on the performance of ASN employees. Apakh has a significant influence. The research was conducted on a number of ASNs in the government office of Mare District of Bone Regency. The method of data collection is done by saturated survey method (census). The method of data analysis is to use a hypothesis test, which is a t-test to see the influence of independent variables, namely placement (X) on dependent variables, namely ASN performance (Y). The results of the study obtained that the placement factor had a significant effect (real) on the performance of ASN in the District Office mare Bone Regency. This is evident from the results of the t test where the placement variable (X) has a significance value (Sig.=0.001<0.05) and is also shown from a t-calculated value (4.015) greater than the value of t-table (1,667).

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

Purpose The 2030 Agenda and the sustainable development goals (SDG) have gained considerable attention in research and public debate. This calls for accounting research on the subject of SDG disclosure. Based on this premise, this paper aims to evaluate and analyze the extent of SDG reporting by 80 listed firms from 8 selected African countries for the period of 2016 to 2018. Design/methodology/approach The study adopts a content analysis and survey method to evaluate the extent of SDG reporting by the selected African countries. This paper conducted content analysis through the use of the PricewaterhouseCoopers (PwC) framework and Global Reporting Initiative (GRI) framework to gauge the extent of firms’ compliance with SDG reporting. Also, this paper uses the business reporting indicators for each SDG developed by GRI to determine the compliance level of the selected firms regarding SDG reporting. The survey was targeted at the big four audit firms (PwC, KPMG, Ernst and Young and Deloitte and Touche). Findings The evaluation of SDG disclosure by the 80 listed firms in Africa is still at a very low level except for South African firms. Also, the findings of the business reporting indicators for each SDG target show that most of the firms show little or no concern to report on SDG activities. The result of the research survey indicates that voluntary disclosure, lack of management commitment, lack of regulatory enforcement and cost implications account for low SDG disclosure by the selected African firms. Research limitations/implications This study fails to consider the qualitative research approach in determining the extent of SDG disclosure in Africa, as the study did not allow respondents to freely express their opinion on SDG disclosure, as a large part of the survey used close-ended questionnaires. Practical implications This study’s findings call for clear responsibility and a strong drive for SDG performance from corporate institutions in Africa. While the overall responsibility rests on the government, the actualization of SDG cannot be achieved without support from corporate organizations. The empirical approach used in this study emphasizes the need for corporate organizations to embrace sustainable practices and to integrate SDG information into their reporting cycle. Originality/value This study contributes to growing literature in the area of corporate reporting, sustainability reporting and SDG research in Africa and other emerging economies. Also, this study provides original insight into the contribution of accounting research toward the achievement of SDG.

The world faces immense challenges which range from people living in poverty and denied dignity, rising inequalities, unemployment, global health threats, natural disasters, spiraling conflicts, violent extremism, terrorism and related humanitarian crises leading to force displacement of people, the depletion of natural resources and environmental degradation and the resultant climate change problem, just to name these. Fortunately, there are recognized human rights in the context of the United Nations (UN) Universal Declaration of Human Right in Article 19 and the Africa Chatter. These problems have thus challenged the world’s organizations to think and reflect on the way forward and some of these ways are developmental plans which include the UN Post 2015 Sustainable Development Agenda, the African Union (AU) 2063 Development Agenda with 17 aspirations, the International Federation of Library Associations and Institutions (IFLA) Strategy Plan and key initiative and the Cameroon Development Vision 2035 emergence programme. These agendas require a number of stakeholders to intervene if these challenges must be reduced for the benefit of humanity. One of such stakeholders is the Library and Information Science (LIS) Profession. The question that comes up with respect to the Cameroon context is, “Is the LIS profession in Cameroon able to meet its information role?” In line with this, three research questions were coined to guide data collection for this paper. The survey method was adopted with document analysis and interview schedule constituting the main data collecting instruments. The simple descriptive statistical method was used for data analysis. The information profession is critical in the development agenda, because it provides the platform for access to various information that enhance the progress of all human activities. The LIS profession drives the knowledge economy. Thus it is well placed to roll the information literacy programmes of any nation to help people have access to quality information, enhance community education, social, health and economic needs thereby improving lives and development. There is equally the shift from a print to a digital information environment as supported by the advent of new Internet technology such as mobile or broadband. This is changing the means and mechanisms of information delivery in libraries which have the potential to lead, improve and provide more relevant services and programmes for users. This profession has proven to be the most suitable with skills and mandate to pull together, organize and make available and accessible information in all forms and formats to all irrespective of their social, educational and physical status. From the study it is clear that the LIS profession in Cameroon is not able to play its role of collector and steward of human heritage, is not able to play its fundamental role in enhancing education through the different libraries and information services, is not able to enhance and ensure inclusive, equitable, quality education and promote lifelong learning and is unable to increase access to information and knowledge assisted by ICTs to support sustainable development to help Cameroon in its development agenda. The recommendation is that it will be unfortunate for a nation like Cameroon not to afford to accord an appropriate attention to the LIS profession which is a suitable developmental tool. The government needs therefore to provide the needed status for this sector and put it on its agenda and this will usher in a new spirit of information professionalism in Cameroon that will go a long way to enhance literacy that is needed if Cameroon must develop.

Background: Considering the role of lifestyle in promoting, maintaining, continuity health and the importance of paying attention to the veterans and their families who have suffered a lot in order to sacrifice for the homeland, the present study intends to compare the lifestyle among veterans and non-veterans in Mashhad city. Methods: This study was conducted using a survey method. The statistical population included the veteran and non-veteran families of Mashhad. A total of 360 questionnaires were filled out in this city. The research instruments were Lifestyle Questionnaire (LSQ) and All Aspects of Health Literacy Scale. The data were analyzed by SPSS v.24. Results: There is not a significant difference between the mean scores of lifestyle in the two groups of veteran and non-veteran in Mashhad (p > 0.05). The comparison of mean lifestyle scores also showed that there was no significant difference between the lifestyle scores of men and women in the non-veteran group and the mean scores of the single and married lifestyle in the veteran and non-veteran group (p > 0.05). There is a significant relationship between education level and health literacy of veteran and non-veteran families with their lifestyle, age, and employment status. They are also related to the lifestyle of their life because of the status they provide for the sacrifices. Conclusion: Comparison of the two groups in terms of lifestyle indicates that the veterans are in a less favorable position than non-veterans in terms of some aspects of lifestyle such as physical health, exercise and health, disease prevention and mental health.

The Open and Distance Learning (ODL) can be an effective and cost effective tool to reach the masses in imparting the required skills and technical proficiency. The conventional Agricultural education system has not utilized the potential of ODL in a big way for extending the reach of agriculture education and capacity building activities. Some of the challenges in ODL system include: identifying the right type and level of programme, selecting the appropriate pedagogy model, covering of large and diverse clientele group, popularization and recognition of the programmes and linkages with the industry. For successful implementation of the ODL programmes in agriculture, the interventions proposed are synergy between ODL and conventional system to improve GER and bridge the gap between demand and supply, collaboration with different institutions and industry for development and delivery of the programmes, linkage with the government schemes, popularization and recognition of ODL programmes, utilization of modern technologies, etc.

Several co-evolving trends have impacted expectations of professional workers’ quality of knowledge. The abundance of information shared through the Internet, the ever-increasing specialization of tasks, the possibility of immediately accessible information through social networks, the participation of stakeholders in the social web, and the increased requirements for separation of duty in a corporate context have contributed to a situation where the current ‘knowledge worker’ is not expected to have the same level of readily available knowledge as before. This chapter describes this phenomenon in detail with a case study from ICT-expert jobs. It shows that an ICT manager can no longer overlook the work of collaborators, just by virtue of being the smartest employee around. He/she will increasingly rely on organizational procedures and professional standards to assess whether the right people - with the right competencies for the job – are at his/her disposal. After describing the specifics of professional knowledge for ICT experts and the role of social software plays in this, the chapter focuses on the epistemological aspects of ICT expertise. The authors discuss current strands of reliabilistic accounts for knowledge in relation to expertise. They show that besides reliability, it is accuracy that is needed in order to perform as an expert.

This chapter utilizes the structure of life and valid inference to analyze the internal structure of Civil Society and the State as well as the relationship between the two institutional spheres. The chapter unpacks the passage from the Logic in which Hegel describes the State as a totality of inferences with the three terms of individuals, their needs, and the government. It is shown that the “system of needs” itself forms a quasi-living institutional system of estates centered on the division of labor. This system’s inadequacy motivates the role of the “police” and corporation as ethical agencies, forms of the Good, within Civil Society. While the move to the State overcomes the individualism of “needs,” the right of the individual remains in the dynamics of “settling one’s own account” in receiving from the State a return on one’s duty to the State. Hegel treats the State proper as a constitution consisting of three powers of government that form a totality of inferential relations that has the full structure of a living organism. The executive power is examined in detail as the particularizing element in the system.

AbstractIn this paper we reconsider the idea of an earnings-related pension system with reserves invested in indexed government bonds as a mechanism to both ensure financial sustainability and improve security. The paper starts by reviewing the characterization of the sustainable rate of return of an earnings-related pension system with pay-as-you-go financing. We show that current proxies for the sustainable rate, including the Swedish ‘gyroscope’, are not stable and propose an alternative measure that depends on the growth of the buffer-stock and the pay-as-you-go asset. Using a simple one-sector macroeconomic model that embeds a notional account pension system we then show how GDP-indexed government bonds, if combined with the right measure for the sustainable rate of return on contributions, could be used to generate a sustainable and secure earnings-related pension system, without becoming a fiscal burden. The proposal is particularly attractive for countries considering reforms to earnings-related systems that have accumulated a large implicit pension debt. In this case, the government bonds allow the financing of this debt in a transparent way. The proposed mechanism can also facilitate the transition to a fully funded pension system when the government bonds are allowed to be traded.

Background: Although there has been a significant interest in corporate social responsibility (CSR) in recent years, there is lack of adequate studies regarding the status of CSR practices in Nepal. The existing studies generally suffer from the narrow conceptualization of CSR, focus on selected companies or industry sector only and from the relatively small sample size. Objectives: This paper aims to identify the status of CSR practices in the Nepalese context. Methods: This study uses questionnaire survey method by taking a sample of 168 listed companies of Nepal representing diverse industry sectors. Descriptive statistics, one-way ANNOVA and t-test have been used to analyze the collected data. Results: The overall status of CSR practices in Nepal is above the moderate level. The most common CSR practices in Nepal relate to corporate governance as well as customers whereas the least common CSR practices include environment and community related activities. Likewise, level of CSR practices is significantly higher among large firms compared to small and medium sized enterprises (SMEs). However, there is no significant difference on the status of CSR practices between banking sector and non-banking sector firms. Conclusions: While the overall status of CSR practices in Nepal is above the moderate level, Nepalese companies are not paying adequate attention on community and environment related issues. The results also indicate that size of the firm tend to affect the level of CSR practices in the Nepalese context though the difference on CSR practices between small and medium sized firms is not statistically significant. Implications: The government and policy makers may consider giving tax exemption or any other clearly spelled out incentives particularly to the environment and community related CSR activities. Likewise, managers and other stakeholders including the government may focus on identifying and overcoming the barriers for CSR practices among SMEs in Nepal.
