The article substantiates the importance of forming a professional state apparatus at the regional level in the context of contemporary challenges of reality. Based on the institutional task of the Academy and its branches, a special place is determined for the system of retraining and advanced training of civil servants. The authors consider the content of the concept of “interdisciplinary integration” and present their experience in building the educational process of retraining courses for civil servants of corps “B” on the basis of interdisciplinary integration as a principle of a result-oriented approach.An example of compiling a map of interdisciplinary interfaces is given and factors accompanying the successful implementation of the principle of interdisciplinary integration are described with a description of their practical implementation in the activities of the Branch of the Academy of Public Administration under the President of the Republic of Kazakhstan in the Kostanay region.

Legally defined regional development is the process of identifying, promoting, managing and exploiting the development potential of the planned regions and areas with specific development needs. The policy of regional development is a system of goals, instruments and measures aimed at reducing regional disparities and achieving balanced and sustainable development of the Republic of North Macedonia. Following the adoption of the Law, activities and measures for its full implementation were carried out both at the central and regional level, creating necessary pre-conditions for achieving the policy objectives of balanced regional development: reduction of disparities in development levels between the eight planning regions, and reduction of the disparities in development levels within the planning regions. Experiences that are the result of more than twelve years of implementation of measures and activities to support balanced regional development allow identification of the main factors that enhanced successful implementation of regional development policy on a regional level in North Macedonia, at the same time identifying the conditions that constrained it. Both of these groups of factors are important for the answer to the questions: (i) Are the institutions on the regional level functional? and (ii) what should be improved? Therefore, this paper aims to give an overview of the institutions in charge of planning and implementation of the regional policy of the Republic of North Macedonia at the regional level – Council for Development of the Planning Regions and Centres for Development of the Planning Regions.

The article highlights the problems of deep intergenerational transformation in the civil service of the Republic of Kazakhstan over the past decade, offers a new approach to public administration in accordance with the theory of generations, formulating solutions based on the value of each generation. At the same time, frequent staff turnover, self-determination of civil servants, efficiency of civil service and other issues are analyzed in accordance with the concepts of the theory of generations. The article developed empirical recommendations that will serve as the basis for improving some functions of the civil service.

The article examines and analyzes the process of the formation and development of the public administration system in the Republic of Kazakhstan. Attention is paid to the period after Kazakhstan declared its independence and the Republic’s secession from the USSR in 1991. The article provides a detailed analysis of the three stages of administrative reform aimed at the formation of a modern system of public administration in Kazakhstan; the work also contains a detailed description of the regulatory documents adopted at each stage. The system of training and education of civil servants in the Republic of Kazakhstan is described in detail; the main element is universities, which are the foundation in the system of training civil servants. The system of civil service and civil service personnel training is shown in the context of the socio-economic and political transformations of the Republic, its fundamental legislative acts and regulations, decisions of the country’s authorities, strategies, and state programs. The authors emphasize the close interconnection between the civil service and civil service personnel training system with the state policy of the Republic of Kazakhstan as an integral and most important part of the state. At the beginning of the article, there is a comparative analysis of the socio-economic development of Kazakhstan, based on information from the official international indices of economic and social development.

This article includes an empirical research of the process of evaluating the performance in the public service of the Republic of Moldova, in the perception of civil servants. The importance of the quality of human resources and personnel policy in the public administration and the role of performance evaluation in order to streamline public administration were highlighted. In order to have a better understanding of the impact of performance appraisal of civil servants on the administration process in the Republic of Moldova, a study was conducted by collecting empirical data. Empirical research illustrates the state of affairs in this segment of the competitive labor market. The application of sociological research methods, techniques, procedures and tools provided the opportunity to study the perception of civil servants on the performance evaluation process in the Republic of Moldova.

The issues of improving the system of public administration are particularly relevant in times of radical restructuring of the state-legal superstructure of society. The changes taking place in Russia and its regions as a whole did not always correspond unambiguously to reality. This article discusses some proposals aimed primarily at improving the efficiency of management processes at the regional level – in the Republic of Dagestan. As such, two interrelated projects are analyzed: project management and lean government. Priority development projects of the Republic covered all significant areas of Dagestan society and were aimed at achieving tangible results. The author also points out the problems with their implementation due to insufficient elaboration and political instability in the Republic. The implementation of the pilot project "lean government" should optimize the work of state bodies. A significant difference between the project is that it is a system product.

The article actualizes the task of forming digital competence of civil servants from the position of value-based approach, the application of which can neutralize the risks of reducing the reputational potential of the authorities. These risks are associated with the problem of insufficiently high level of information openness of regional authorities in the conditions of digital transformation; the expediency of considering information open-ness as a significant indicator of digital maturity of public administration is substantiated.

The strategic objectives of trilingual education in Kazakhstan have actualized the need to prepare students of pedagogical specialties to use English in their professional activities in the context of modernization of educa-tion in the Republic of Kazakhstan. On the basis of the research carried out, the authors of the article present their vision of the success of this process, which, in their opinion, lies in the careful selection of pedagogical conditions, one of which is interdisciplinary integration, as a tool that contributes to the integrated educational and methodological support of the process of teaching professionally oriented English with taking into ac-count the specifics of the specialty. A consistent transition between disciplines will contribute to the for-mation of a consistency of knowledge based on the development of general scientific ideas and concepts, the improvement of professionally oriented knowledge and skills of students, coordination in the work of teach-ers of various disciplines, their cooperation, a unified interpretation of general scientific concepts, consistency in the implementation of complex forms of organizing the educational process, integrated educational and methodological support of the process of teaching professionally oriented English, taking into account the specifics of the specialty.

Introduction: interaction on virtual communication platforms between the authorities and the population brings forward the issue of civil servants professional development. Objectives: to define a conceptual approach to the content of digital professional development programs for civil servants, to detail the strategic knowledge and tactical skills required in modern public administration in the context of the socio-political sphere digitalization. Methods: an expert interview; comparative-comparative method of analyzing digital platforms for advanced training of civil servants; content analysis of the “Leaders of Russia” and “Leaders of Russia. Politics” participants’ comments. Results: the article presents the data on a comparative study of educational platforms for advanced training of civil servants in the field of digital literacy. The framework of the necessary digital knowledge in the public management system has been proposed, aimed at the structural subdivisions of authorities responsible for strategic communications with the population. The results of the expert interviews and content analysis actualize the demand for digital competencies among the civil servants. Conclusions: the system of professional retraining of personnel for the civil service should meet the new requirements, namely to ensure the efficient functioning of e-government services, crowdsourcing platforms, official departmental web resources as well as groups and pages in social networks, and to maintain there a dialogue and interaction with the population. The new functionality of a civil servant arising from digitalization of the public administration system requires the development of new approaches to the competence-based model of his training and retraining. This brings forward the importance of digital competencies and skills complemented by a constant improvement of soft skills. The existing mechanisms for mastering these competencies in Russia make it possible to solve the problems of improving the entire system of public administration, but not with maximum efficiency. It is obvious that the market of advanced training services for civil servants is not sufficiently developed and the resources spent on these purposes aren’t used in the most optimal way.

The paper presents the experiences of Serbia and selected European Union countries in the field of professional development of civil servants as one of the most important factors in the reform processes of professionalisation and depolitization of the public sector. The performed comparison showed that the professional development of public servants in the observed countries has certain similarities, but also differences.Similarities relate firstly to the already established general consent to the treatment of this area as an important development factor for each state, then in the organization of management of professional development, as well as the technology of that performance with the accompanying evaluations. It was noted that the professional development of civil servants in the Republic of Serbia is still not being given the necessary attention in higher education, while significant improvements have been made in terms of improving the form of professional development through training and seminars.As for the technology of the observed professional development, it is in Serbia in the stage of constitution, and the expectations are that the latest amendments to the laws will improve this area. The significance of this contribution should be achieved through the work of the National Academy of Public Administration, as newly established centralized institutions entrusted with all expert and related executive and other state administration tasks related to the preparation, organization, monitoring and evaluation of the program of professional development of employees in public administration.

The article discusses the theoretical foundations of an effective organization of public service, which is a system of modern knowledge about the formation and development of public service as a social phenomenon, its types, mission, principles, functions and models. A number of ideas that are appropriate to use in the process of reforming and further improving the country's public service are analyzed. An extended concept of public service is proposed as a system of social institutions: legal, social, organizational, political, economic and moral. Improvement of professional managerial activities is aimed at ensuring that public servants combine knowledge, skills and abilities in a specific professional area (economist, lawyer, engineer, etc.) with knowledge, skills and abilities of public administration. It is noted that further development of the theoretical foundations of public service requires using the achievements of all management-related sciences and their theoretical conceptualization. The basis of practical recommendations for improving public service in the Republic of Kazakhstan is an analysis of positive international experience concerning transition from traditional forms of public administration to “the new public administration” involving the delegation of some of its functions to market structures and a focus on key strategic issues. The development of a service approach to the provision of public services, an increase in efficiency, flexibility, and transparency of public administration and a closer connection with citizens who use public services are recommended. Practical implementation of “the new public administration” in our country is proposed to be implemented through the introduction of such models as “marketbased”, “participating”, “flexible” and “deregulated”. One of the fundamental principles for the development of Kazakhstan's public service should be meritocracy.
