This study reported that the Regulation of the State Minister for Women's Empowerment and Child Protection Number 11 of 2011 concerning Child-Friendly City Development has been executed through the equipment of public facilities for children in the Lhokseumawe city, Aceh Province. However, this program has not effectively been implemented and well-designed. Numerous obstacles are found such as a lack of friendly public spaces supported for children and no restrictions on smoking in public places. Therefore, the improvement and evaluation for the Child-Friendly City Development are needed in the city. This study suggests that the local government should immediately issue a policy on providing free certificates for children and building friendly public spaces. Another effort is to encourage society to actively participated in the program through campaigning the Child-Friendly City Development program. The authors also suggested that if the city is planned to be expanded into a friendly city for children, the local government must fulfill supported public facilities such as schools, libraries, playgrounds, and so on. All facilities must also meet the safety and comfort for children, and be safe from child abuse (e.g., violence, discrimination, racism, sexual abuse, and excessive exposure to children's data).

Abstract Child-Friendly City (CFC) is a National Program mandated by Law number 35 the year 2014 concerning Protection of Child. The development of the CFC aims to make various efforts to fulfill children's rights in a holistic and integrated. CFC development has been carried out in the city of Bengkulu, but at the same time, there are still various child problems in the city of Bengkulu. The purpose of this study was to find out how the program’s Implementation effectively, which refers to indicators of implementation. This research is qualitative research with a descriptive method using an inductive approach. The technique in collecting data uses interview, observations, and documentation techniques. The results of the study indicate the development of Child-Friendly City in Bengkulu City has been going well. It has been stipulated that regional regulations on child protection and fulfillment of children's rights are the main points in the development of CFC in Bengkulu City. Although there are still some obstacles to human resources and limited facilities, it does not make the development of the CFC experiencing significant obstacles.  Keywords: Child-Friendly City,  Child's rights, Development of CFC, Policy Implementation

Abstract: This paper chronicles a case of land dispute through a sociospatial lens (Gottdiener, Hutchison and Ryan, 2015) with a specific case of the dynamic of urban spatial management of the city of Surabaya. Key structural changes of public spaces in Surabaya have been running starting from the late 1990s for the local government was given authority to manage its space. Simultaneously, the plethora of freedom spirit since Reformasi 1998 has been reshaping citizens’ politics towards their city as public space. Relying on secondary data, this paper argues that the dynamic of city spatial management has been colored by struggles of various actors in reclaiming public places. Surabaya, like other big cities all over the world, is an open field for power contestations over a space for living. Intisari: Paper ini mengurai sebuah kasus sengketa lahan menggunakan lensa sosiospasial (Gottdiener, Hutchison and Ryan, 2015) dengan mengangkat dinamika pengaturan ruang urban di Kota Surabaya. Perubahan-perubahan penting atas tempat-tempat umum di Surabaya terjadi sejak era akhir 1990an akibat peralihan kewenangan pada pemerintah daerah untuk melakukan penataan ruangnya. Pada saat bersamaan, luberan semangat kebebasan sejak Reformasi 1998 telah mengubah model strategi politik warga atas kotanya sebuah ruang bersama. Mengandalkan data sekunder, paper ini menunjukkan bahwa dinamika penataan ruang kota selalu diwarnai oleh perjuangan beragam aktor dalam memperebutkan tempat-tempat umum. Seperti halnya kota-kota besar lainnya, Surabaya adalah sebuah arena pertarungan terbuka bagi pelbagai kepentingan atas sebuah ruang kehidupan.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

Urban planning concepts for mass housing construction were tested in the cities of Russia before the XXI century, the legislative framework changed, the centralized architectural activity lost its force. The diversification of the economy, the development of socio-cultural processes radically changed the approach to the formation of the city environment. The fulfillment of the requirements for the intensification and rationality of the use of territories without a comprehensive study of the city morphology changing often leads to the environment deformations. The purpose of the study is to identify the tendencies of the city morphology development under the influence of changes in ideas about the environmental quality. The city environment is understood as the unity of the natural and anthropogenic landscape, as well as the effective force – the citizens. In the study, the tasks were: to identify the most sustainable elements of the natural framework, constructed areas in a historical sequence; to determine the morphological periods of the Krasnoyarsk development, morphotops of the residential territories; to investigate the structure of the city fringe belts; to formulate the tendencies of the development of lower tier pf the residential housing and public spaces as the most susceptible to change under the influence of socio-cultural processes; to formulate the tendencies of the morphological development of Krasnoyarsk. To determine the boundaries of morphotops, calculate indicators CIS-tools with georeferenced data were used. To analyze the functional density of saturation of morphotopes with objects of small and medium-size business geoanalytical visualization of “functional flows” was performed. To assess pedestrian accessibility and visual connectivity, a spatial syntax method was used in the work. The main results of the calculated indicators were produced be the method of exploratory data analysis/ As a result of the study, the socio-cultural processes influencing the development of the morphology of the city were established; morphological period of the city development, morphotops of residential arears have been determined, changes have been made to the typology of public spaces, the concept of fringe belts has been confirmed, a new type of fixation line has been established, the pattern of development of lower tier of residential housing have been investigated. These results characterize he features of the transformation of the city environment and can be used for the purpose of architectural and urban design.

Nagari Situmbuk and Nagari Tabek Patah, our activity partners, do not yet have regulations governing the protection of public spaces that are suitable for children. Whereas Law No. 23/2002 requires every city/regency and village to have a child-friendly environment, also Law_No._35 of 2014 concerning_child_protection demands the same thing. The urgency was also emphasized by the issuance of the_Regulation_of_the_Minister_of Women_Empowerment and Child_Protection of the Republic of Indonesia No 13 of 2010 Technical Guidelines for Eligible Districts / Cities in Children / Villages and Regional Regulation of Tanah Datar District No. 6 of 2018 concerning Implementation of Child Protection. Therefore, the existence of the Nagari Rule on Child-Friendly Nagari as important as participatory and collaborative policy formulation capabilities is held at the nagari level. It was marked by the involvement of stakeholders aiming that the policy would get full commitment from all parties. This activity is carried out using a participatory and collaborative training approach method. The results of devotion show that the involvement of stakeholders is still low in the formulation of policies in both of our partner villages. This is caused by 1) their lack of knowledge about children's rights and 2) communication, interaction, and exchange of information among stakeholders that is low so that it fails to form a policy network..

The global process of urbanization, and the modification of social interaction determined by the pandemic crisis, poses the issue of the place of vulnerable users and, in particular, children, within the contemporary city. This research aimed to elaborate a theoretical and methodological framework, based on the concepts of affordance and capability, for analyzing the potential of public spaces to enable and support children’s independent activities. This potential, or meaningful usefulness, is expressed by the Index of Meaningful Usefulness of public Urban Spaces (IUIS). The latter is calculated via the tool ‘Opportunities for Children in Urban Spaces’ (OCUS). This methodology is applied to the analysis of significant public spaces within the historic center of the city of Iglesias in Sardinia, Italy. The results reveal adequate usefulness of the selected spaces, while underlining criticalities related to intrinsic spatial and physical attributes. The application to the case study confirms the validity of the theoretical and methodological framework embodied in the OCUS tool for supporting urban design and planning by orienting place-shaping processes towards the acknowledgement of children’s needs.

The earthquake that occurred in Banda Aceh on December 26, 2004, followed by the tsunami along the coastline of the Indian Ocean caused a huge number of casualties and infrastructure destruction including green open space. This article presents the change of Banda Aceh green open space before and after the tsunami, the requirement of Banda Aceh green open space based on vast territory and population, and the development direction of Banda Aceh green open space. The applied method was image interpretation, and classification, analysis of green open space requirement was calculated based on vast territory in accordance with Act No. 26/2007, based on population with green open space requirement standard per capita as in PERMENPU No. 5/PRT/M/2008. Green City Development Program (P2KH) concept which was applied to arrange the development direction of Banda Aceh green open space, and integrated with the land use plan in RTRW of Banda Aceh. The result of green open space wide before and after tsunami analysis showed that even before the tsunami, Banda Aceh green open space still far from sufficient as required of spatial planning constitution (13,92 % of the city area). Right after the tsunami, Banda Aceh green open space was reduced to only remaining about 9,31 % of the city area. Five years later (2010) Banda Aceh green open space was increased to 12,83 % of the city area, and by the year of 2015 Banda Aceh has green open space about 37,51 % of the city area. The requirement of Banda Aceh green open space based on the vast territory is 1.227,18 ha public green open space, and 613,59 ha private green open space, based on total population predicted by 2029 is 687,89 ha. The development direction of Banda Aceh green open space is intensification by increasing the quality of existing green open space and extensification by the acquisition of private land for green open space.

Denne artikel tager afsæt i den aktuelle sociologiske og offentlige diskussion om offentlige byrum og præsenterer nyere og i dansk sammenhæng stort set ukendte bidrag fra den strømning i fransk sociologi, der betegnes som ”den pragmatiske vending”. Artiklen har to hovedpointer. For det første at den pragmatiske bysociologi kan bidrage til denne diskussion ved at beskrive og fremhæve betydningen af de oftest upåagtede og dagligdags kompetencer, ved hjælp af hvilke byboere skaber sociale overenskomster og fredelig sameksistens på offentlige steder i socialt og kulturelt differentierede byer. For det andet at bysociologien ifølge de pragmatiske sociologer ikke kan standse ved analyser af segregation, ghettodannelser og lokale fællesskabers tilegnelser af territorier. ”At tænke byen” indebærer at bevæge sig videre til også at undersøge de byrumsmæssige design og trafikale forbindelser og passageveje, der skaber sammenhængen i det urbane væv og tillader byboeren at overvinde fremmedheden på et ikke fortroligt territorium. ENGELSK ABSTRACT: Martin Severin Frandsen: Rediscovering Urban Culture and Public Space: On Isaac Joseph and the Pragmatic Turn in French Urban Sociology This article analyses current sociological and public discussions concerning public urban spaces, and introduces new (and in a Danish context largely unknown) contributions from the movement in French sociology that has been labelled ”the pragmatic turn”. The article makes two main arguments. Firstly, the pragmatic urban sociology can contribute to these discussions by highlighting the importance of the often unnoticed and everyday civilities through which city-dwellers create social agreements and peaceful co-existence in public places in socially and culturally heterogeneous cities. Secondly, urban sociology cannot, according to the pragmatic sociologists, stop with inquiries into segregation, ghettos and local populations appropriations of territories. Imagining the city implies moving on to explore the designs of public spaces and public transit systems that create continuity and mobility in urban agglomerations and allow city-dwellers to overcome the strangeness of unfamiliar territories.

Implementation is an implementation or an application where there is already a regional regulation in the City of Pangkalpinang Number 7 of 2015 concerning Handling Homeless, Beggars, and Street Children, The problem that occurs in Pangkalpinang City is that there are still homeless people, beggars, and street children who are in public places, highways, and red lights. themselves on the streets. The purpose of this study is to determine whether or not the Pangkalpinang City Regional Regulation Number 7 of 2015 concerning Handling Homeless, Beggars, and Street Children has been implemented and the next goal is to find out what are the supporting and inhibiting factors of the Pangkalpinang City Regional Regulation Number 7 Hold 2015 . The theory used in this study is the theory of Edward III's Policy Implementation which in Edward III's theory has four variables indicating that a policy has been implemented or has not been implemented, the variables are communication, resources, disposition, and bureaucratic structure. The method used in this study is a descriptive qualitative method whose primary source is interviews with 9 informants. The informants were from 1 Pangkalpinang City Social Service agency, 1 Pangkalpinang City Satpol PP agency, 1 agency from the Women's Empowerment Service for Child Protection and Family Planning, 2 community red light intersections seven, 2 red light communities at the Ramayana intersection, 2 red light communities at the intersection of semabung. The results of this study indicate that the Pangkalpinang City Regional Regulation Number 7 of 2015 concerning Handling Homeless, Beggars, and Street Children has been implemented, The supporting factor of this research is the completeness of facilities such as buildings, vehicles and human resources in handling the Pangkalpinang City Regulation Number 7 of 2015, the inhibiting factor is financially, namely funds because the distribution of these funds is for handling Covid-19.
