The article provides a comprehensive scientific substantiation and study of organizational and legal principles and mechanisms of public management of socio-economic risks in the context of digitalization. Emphasis placed on the fact that in complex modern state and social processes, as well as relations in the field of economic and entrepreneurial activities, it is difficult to imagine their functioning without the use of information and digital technologies, because their use has facilitated and even changed various areas of business and respectively management processes in the field of business administration. To date, in the scientific literature there are studies on such a phenomenon as digitalization, which are mainly descriptive in nature and relate to various areas of modern society, including the consequences of digitalization for modern society, directly at the enterprise level, the impact on enterprises of various fields. As well as the issue of digitalization of various sectors of the economy. Instead, the concept of "digitalization" and its place in the processes of business administration of business structures and socio-economic relations is becoming increasingly important. It concluded that the management and business administration of the business structure in the digitalization of society should have a number of specific features, in particular, the entrepreneur should, taking into account modern technologies, become a story customer-oriented to the business structure. At the same time, customer orientation in the traditional economy and digital economy is of different nature: in the traditional economy, managing customer needs in the company as a whole, and in the digitalization of the economy  the needs of a particular consumer; as channels of advancement in the traditional economy are mainly offline communications, and in the digital economy  digitalization elements of public administration. The transition to customer orientation in a digital economy is an important management process that requires changes not only in individual business processes of business structures, but also in the work of the whole organization, certain adjustments must be made to the business administration of the business structure in general.

Subject. The emergence of new ways of interaction between sellers and buyers, the formation of new sales channels and product promotion based on the use of digital economy tools is at the heart of improving the business processes. Social networks became a tool for development; their rapid growth necessitates theoretical understanding and identification of potential application in enterprise's business process digitalization. Objectives. We explore the role of social media in the digitalization of business processes, systematize the impact of social networks on business processes of enterprises in the digital economy. Methods. The theoretical and methodological analysis of social networks as a tool for digitalization of company's business processes rests on the content analysis of domestic and foreign scientific studies, comparison, generalization and systematization. Results. We highlight the key effects of the impact of social networks on the business processes of the company; show that the digitalization of business processes should be considered in the context of a value-based approach, aimed at creating a value through the algorithmization of company operations. We determine that social networks are one of the most important tools for digitalization of company's business processes, as they have a high organizational and management potential. We also systematize the effects of social media on company's business processes. Conclusions. We present theoretical provisions of the impact of social networks on business processes of enterprises, which will enable to model and organize ideas about the development of digital ecosystems and the formation of business models.

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

Modern processes in a society increasingly began to take on the character of emergencies, namely, the situation in a certain territory, which developed as a result of an accident, a dangerous natural phenomenon, a catastrophe, the spread of a disease, a natural or other disasters that may or did entail human casualties, damage to health people or the environment, significant material losses and disruption of the living conditions of people. At the current time, such a situation is the COVID-19 pandemic, which has already claimed the lives of many people and brought significant economic consequences, including a complete shutdown of the activities of business structures. In this regard, the purpose of the study is to develop a conceptual framework for a risk management system for emergency situations, which can ensure the normal operation of a business structure and prevent its death in the event of an emergency event of any nature. The author analyzed the impact of the COVID-19 pandemic on society and the activities of business structures as one of the latest and most striking examples of emergencies. The analysis revealed that this event could completely destroy the business; therefore, the primary and indispensable criterion for the normal viability of a modern business structure is the ability of top management, based on a strictly scientific basis, to predict, carry out prevention, rationally control and effectively manage risks. Based on the analysis, the author proposed conceptual risk management of emergencies for business structures in the context of global informatization of digitalization. The proposed system is based on the fact that modern processes in society are a symbiosis of two concepts - emergency situations and "black swan", i.e. this is difficult to predict an event that has significant financial and material losses and a violation of the living conditions of an economic entity up to its complete dysfunction. The proposed comprehensive emergency risk management system will allow neutralizing two main and most ambitious consequences: catastrophic losses (financial, labour) and suddenness of the event.

The purpose of the article is devoted to the characterization of the interaction and intersection of art practices and business, the analysis of artistic activities in existing business structures, and the expansion of tools for building a new paradigm in the system of "art-business". The methodology is based on structural-functional and system analysis, statistical method, which consists in finding and studying new knowledge, interdisciplinary approach, which involves the study of issues in the interaction of art practices and existing business systems. The scientific novelty of the work is that for the first time a practical study was conducted on the impact of art practices on the business structure and analyzed the artistic properties that can form new economic and artistic values and interests.  Conclusions. The issue of interaction between art and business is quite new and is just beginning to develop. However, the existing stereotypes that art and business are mutually exclusive positions have already begun to shift and outline new spaces for their interaction. Art in modern society is trying to return to a secularized space because it has properties that are able to strengthen and transform the modern business system, which in global consequences may be reflected in improving the economic condition of Ukraine. Also, a deep and meaningful look at art practices once again convinces the effectiveness not only in the aesthetic and artistic context but also reveals its pragmatic and applied potential in business. Aim. The presented study aims to develop conceptual approaches to the formation of infrastructure for the innovative transformation of entrepreneurship in the digital economy, which would make it possible to optimize the management system of regional economic entities aimed at creating a favorable climate for the generation, development, and implementation of innovations in the Russian socioeconomic system.Tasks. The authors analyze conceptual approaches to the formation of a system of infrastructural support for the innovative transformation of business structures based on a comprehensive analysis of the parameters of its subsystems; substantiate priority directions for the development of regional infrastructure with a view to ensuring sustainable operation of economic entities; propose scenarios for the formation of regional infrastructure based on digital technologies for the transformation of innovation activities of companies.Methods. This study is based on the classical corporate life cycle theory, which includes mechanisms and organizational structures that facilitate the sustainable development of business structures in the digital economy. Theoretical and practical recommendations for innovation management and system analysis of the formation of competitive advantages of regional economic entities are used with allowance for current trends in the world economy and geopolitical risks.Results. Infrastructure support for the innovative transformation of business structures in the digital economy should allow for the reloading of the logistical, technological, financial, economic, informational, personnel, and communication units of the company’s integrated functioning system. Digital technologies transform system-wide, strategic, marketing, information, and communication methods of development and implementation of management decisions within regional socio-economic systems.Conclusions. Infrastructure support for the innovative transformation of business structures largely depends on the use of digital methods that allow for the implementation of information and communication platforms making it possible to optimize the organizational management structures of companies. The effectiveness of innovative transformation can be increased by accelerating and simplifying business processes; increasing the level of transparency and reliability of procedures performed on the web and implemented in business applications; structural transformations of forms of interaction with customers based on modern interfaces and access to complete information about consumer preferences; ensuring the availability of services provided on a cloud platform; achieving a high level of security of the knowledge base. Digital technologies have made the effectiveness of company management more dependent on the parameters of economic security and indicators of the quality of the information and communication infrastructure used at all stages of the functioning of the regional socio-economic system. Business communications in the global market of goods and services are accelerating and simplifying.

The digital economy continuously injects new momentum into the traditional economy and has become an important driving force for national economic development. Against this backdrop and using input-output data from the WIOD from 2002 to 2014, this paper empirically analyzes the impact of the development of the digital economy on the domestic value-added rate of Chinese manufacturing industry exports and the mechanism underlying this relationship. The results show that (1) digital economic input significantly promotes growth in the domestic value-added rate of manufacturing industry exports, (2) digital economic input mainly increases the domestic value-added rate of intermediate-product exports, (3) digital input has a significant positive impact on the capital-intensive and knowledge-intensive manufacturing industries, and (4) technological progress and cost reduction are important mechanisms through which the digital economy promotes the domestic value-added rate of exports.

The article analyses the transformation processes, the Genesis of which is due to the practice of using digital HR tools in the context of the implementation of the National Program “Digital Economy of the Russian Federation”, and the determinations of the importance that these tools have for solving the problem of improving the competitiveness of a single company. The paper indicates the prerequisites for the introduction of digital tools in the existing methods of personnel management. The author outlines the guidelines for the development of this industry on the basis of the Federal Program “Personnel for the Digital Economy”. The study identifies factors that characterize the transformation of the HR industry due to the impact of digitalization.The paper shows the experience of implementing SAP Success Factors tools, which indicates that this cloud system, including a set of automated solutions for working with personnel, will allow you to manage talents. The multi-functionality of the system ensures the management of human resources through the use of cloud technologies at all stages: from recruitment to the implementation of the company’s personnel policy. The article shows the advantages of the SAP Success Factors system. The expected effects of implementing SAP Success Factors are to increase the operational efficiency of HR and the efficiency of business processes, as well as to expand the experience of employees.The author concludes that the existing methods of personnel Management are being transformed under the influence of digital technologies and, since human resources play a key role in achieving the organization’s goals, their effective use has a positive impact on its competitiveness. The article contains the results with the elements of scientific novelty: range of factors of HR’s transformation under the influence of digitalization and characterization of the relationship between the use of digital tools in the practice of human resource management and the level of its competitiveness are determined by the author.

Study of the impact of modern technologies and, in particular, digitalization, on the transformation and future development of industries, as well as changes in economic and marketing models within industries and their impact on business competitiveness is one of the new areas of research in the economic sciences. The purpose of this study is to apply the latest digital trends to modern commercial systems (B2B and B2B2C) of Russian companies to improve their competitiveness in an open digital economy. This work includes the authors’ own developments and field studies of digitalization of commercial functions, with a comparative analysis of the launches of B2B and B2B2C digital CRM systems in 2017 and 2020. The authors analyze materials on economic history and economic development impacted by technological progress, as well as recent researches in the field of digital technologies. This comparison reveals an understanding of the development of digital technologies in business aiming to increase its competitiveness in an open digital economy and to reveal the perception of these technologies by consumers and business partners of companies in Russia. Among the major digital trends that companies are rapidly adopting into their current business processes, including sales and marketing, the authors highlight the growing use of AI, voice search, 5G, AR technologies, chatbots, programmatic advertising, predictive analytics, omnichannel marketing, digital video marketing, blockchain. The field study revealed some progress in the level of digitalization and its perception in the country, starting with the dissemination of modern equipment to the increase in the computer literacy of the population and its openness to work with digital tools, both at the end-user level and at the level of business partners. That confirms the prospect of digitalizing the fieldwork for companies and leveraging the personalization component of marketing to improve the competitiveness of companies in an open digital economy.

The article considers the methodology of business process development in the digital business transformation. The aim of the study was to determine the dependence of sustainable enterprise development on the organisation of stakeholder engagement in the context of the digital ecosystem and the organisation of effective digital asset management.Taking into account the aim of the study, the main objectives are to study international experience of managing business development in digital transformation, determine the impact of ecosystems on business organisation and management of business processes and sustainability, and develop recommendations for business model formation and its alignment with the ecosystem market needs.The study resulted in the development of a sustainability framework in the digital ecosystem and proposals for digital ecosystem configurations that focus on giving and generating “value” when applying new ways and methods of “platform” interaction in the digital economy. Sustainability in digital transformation and ecosystematic business organisation depends on how digital assets are managed and approaches used to resource management. This process requires consideration of the methodology for business process development and research into changes in the external environment, identifying the possibility of integrating actors into the digital ecosystem development processes and defining tools for business process management.

Current trends of globalization, digitalization of the economy, the introduction of information technology objectively gradually weaken the material component (traditional factors of labor - land, capital, labor) and, conversely, highlight the importance of the intangible component of competitive positions of economic entities. The study of the evolutionary development of competition theory and establishing the impact of modern technological changes on the content and nature of competition was the basis for substantiating the key provisions of modern theory of network intellectual information information, the content of which is to form hyperconnected intellectual information business systems. introduction of digital technologies, resources, competencies and business platforms provide intensification of intersectoral innovation and production cooperation, increase the speed and volume of information and knowledge, reduce the life cycle of innovation and generally contribute to the generation of dynamic competitiveness. Achieving strategic priorities for development and ensuring the competitiveness of enterprises, taking into account the digitalization of the market of construction works and services requires taking into account the specifics of innovation. The essential and substantive characteristics of the concept of "innovative convergence" are revealed, innovative incentives, motives, interests and tools of its implementation are established, which will create conditions for production at the enterprises of the branch with the use of BIM-technologies. Theoretical and methodological approaches to modeling the information technology architecture of the organization are proposed. Theoretical and methodological approaches to determining the formal features of an innovative organization in the context of the digital economy have been developed. The influence of intellectual potential and innovation culture on the innovative development of the organization in the digital economy is determined. The factors that generate in management information and identify the conditions that promote (hinder) the implementation of innovations are systematized.
