The cash-intensive program is a community empowerment activity derived from village fund sourced from the state budget (APBN) with the target of poor families being productive by utilizing appropriate resources and technology in overcoming poverty, increasing income, and reducing stunting rates, through self-management, and prioritizing local labor and materials. Karang Gading Village as the object of research, because it is the village with the largest poor population in Deli Serdang Regency. The research approach uses a qualitative descriptive approach. Determination of informants using purposive sampling. Data collection techniques using observation, interviews, and documentation. The data analysis technique used descriptive qualitative data analysis, including data reduction, data display, conclusion drawing and verification. The findings of the study are the implementation of the cash-intensive program in Karang Gading Village when viewed from four aspects according to Edwards III's theory on the concrete rebate activities for landfilling sirtu in Hamlet VI for the 2020 fiscal year the results have not been maximized, communication has not been fully conveyed, the resources are not sufficient, the bureaucratic structure is not well organized and only from the aspect of disposition or attitude that is sufficient so that the desired goals have not been achieved. The supporting factors for the cash-intensive program include: Deli Serdang Regency Government policies with the Regent's Regulation and the inhibiting factors for the cash-intensive program include: the interest of the people of Karang Gading Village and the expertise of workers. The impact of the implementation of the cash-intensive program on poverty in Karang Gading Village, Labuhan Deli District, Deli Serdang Regency is that it has not been able overcoming poverty rate in Karang Gading Village because it is only temporary to support the daily needs of wage earners. Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Government Regulation No. 60 of 2014 on Village Fund sourced from the State Budget that is the commitment of the current government to build Indonesia from the periphery to strengthen the regions and villages. But it is not easy in terms of implementation, which qualified regulations, the ability and readiness of the village administration has not been up to make the Village Fund as a dilemma in dealing with financial issues the village to the regression or independence in the village itself in financial terms. The purpose of this research that using a qualitative approach is to approach the budget cycle theory according to Mullins is as follows; (1) To describe the implementation of the program of the Village Fund in Fiscal Year 2015 (2) To determine the progress in implementation of the Village Fund in Fiscal Year 2015 (3) To determine the readiness of regional government regulations and the document is the village planning in the implementation of the Village Fund, (4) To determine the impact of the Village Fund in overcoming the financial problems the village, (5) To know the considerations made by the village government in determining spending priorities aspect penggunanaan village of Village Fund, and (6) To determine the best model of financial planning villages in rural development. The results obtained are the Village Fund is a solution in overcoming the financial constraints the current village. However, there are still shortcomings in optimizing the utilization of the Village Funds, such as the lack of regulations that should be issued by the district / city governments and the late planning documents, the conflicting priority policies of village use that are sometimes different from the needs of the village community, so the choice and pragmatic way becomes dominant. So,it still needs an effective village’s planning model in the optimization of the various sources of income to the next village.

ABSTRACT This study aims to describe the implementation and administration in the management of the Village Fund fiscal year 2016, along with the a limiting factor in the management and government’s efforts to overcome these obstacles. This research was conducted at the Community Empowerment Body and village authorities who have changed to the Department of Community Empowerment and Village (DPMD) and take six villages as samples in Hulu Sungai Utara, namely Cempaka, Kalintamui, Galagah Hulu, Kandang Halang, Pangkalan Sari and Benua Hanyar. This research uses descriptive qualitative method with inductive approach. Data collection techniques obtained by carrying out observations, interviews and documentation. While the data analysis techniques that are redaction Data reduction, Data display, Conclusion drawing. The results showed that the implementation and Administration of Village Funds in North Hulu Sungai Regency in principle have been done based on Regulation of Regent of Hulu Sungai Utara number 11 year 2016, specially on three sample villages of Cempaka Village, Kalintamui Village and Galagah Hulu Village. Owever, in the other three villages of Kandang Halang Village, Pangkalan Sari Village and Benua Hanyar Village, relatively not all work is done with an orderly administration. While on the implementation factor, communication and bureaucratic structure is relatively appropriate in Cempaka Village, Kalintamui Village and Galagah Hulu Village, but still relatively not suitable at Benua Hanyar Village, Kandang Halang Village and Pangkalan Sari Village. Fund resources are sufficient but in terms of quality and quantity still need to be optimized. While the disposition, the manager is very supportive with the Village Fund but need to be more carefully considered in the appointment of bureaucrats. This study aims to examine the impact of village budget allocations on poverty levels in Indonesia. By using case studies as the basis for research, literature studies as the basis for collecting data, and using the main references from previous studies related to the impact of village funds and poverty. The data used in this study is secondary data from 2015-2019 which includes APBN data (balancing funds), Village Fund Allocation (DD), and poverty data. The data analysis used is descriptive qualitative, which aims to explain the facts by using comparison and trend analysis (tables and graphs), used to analyze the relationship between village allocation funds and poverty. The results showed that the Village Fund Allocation (ADD) disbursed by the central government was 259.2 trillion in a period of 5 years (2015-2019) only reducing the poverty rate by 1.72%. In addition, the village funds disbursed did not have a significant impact. The allocation of such a large Village Fund (ADD) should be able to significantly reduce the poverty rate, which is not seen in the research that has been done.

The village fund is the government's effort to reduce poverty in villages in Indonesia, including in North Maluku. From the perspective of development funding, village funds play a major role in improving the quality of villages in North Maluku. But in fact, the poverty rate in North Maluku has actually increased. Based on these facts, this paper seeks to explain how the effectiveness of village funds is to reduce poverty and improve community welfare. To answer this problem, a qualitative research approach was carried out by the method of collecting in-depth interview data and focus group discussions with the village head, BPD and village communities.By conducting in-depth interviews and focus group discussions, this study found that village funds in Beringin Jaya and Akeguraci Villages in Tidore Kepulauan District and Ake Jailolo Village and Bobane Village, West Halmahera District, North Maluku, were able to improve the status of villages from disadvantaged to developing villages, but these changes are not followed by an increase in welfare (Falah). This is because village fund programs are more focused on infrastructure development but have not been able to meet economic and social aspects of life, such as providing life skills, enhancing harmony, and independence. The main problem is that human resources are still low both in terms of education level and quality of expertise so that village funds are managed as is.This study recommends that village funds are effective in reducing poverty, the village government needs to prepare a village development blueprint (renstra) in the next 5 years with clear indicators based on village achievements and the amount of village funds received. Empowerment derived from the word ‘power’. Therefore, the main idea of empowerment in contact with the concept of power. Meanwhile, the authority itself is often attributed with the ability to make other people do what we want, regardless of their wishes and interests. Empowerment refers to the ability of the people, especially the weak and vulnerable groups so that they have the ability in some respects. This in turn makes the praxis of empowerment of communities on the territory of the literacy movement. The inclusion of community empowerment on the literacy movement to make the movement experienced a transformation from the previous only general movement based on issues that are more specific, one that is in the Pondok Sinau Lentera Anak Nusantara as setting research. The purpose of this research is to know the realization community empowerment-based literacy movement and the impact of socio-economic change in the surrounding communities. By using the theory of community empowerment and literacy theory and qualitative descriptive method, it can be noted that there is a relationship between the empowerment of community-based literacy movement toward socio-economic changes in the surrounding communities. The background and the focus of community empowerment-based literacy movement in Pondok Sinau Lentera Anak Nusantara is as follows: (1) the existence of empowerment-based literacy movement in Pondok Sinau Lentera Anak Nusantara the answer to the problems of social-historical territory of the village; (2) the realization of the empowerment funded based on the principle of volunteerism and independence; (3) the main focus of the activities of empowerment is the transformation of the values of the characters building for the productive age group as well as encourage socio-economic independence based on a series of soft skill thematic activities.

The study in this manuscript discusses the impact on the educational equalization system of Pesantren Salafiyah and designs how Pesantren Salafiyah has always existed in the world of modern education. This research belongs to the type of qualitative study using the document analysis method. The form of data analysis used is descriptive analysis. The research approach method in this paper is library research. This study is divided into four methods, namely, the method of determining the subject, the form of the study, the method of data collection, and the method of data analysis. The result is the ability of Pesantren Salafiyah to make certain accommodations and concessions to find a pattern that they consider appropriate enough to face modernization and changes that are increasingly fast and have a broad impact without sacrificing the essence and other basic things in the existence of the pesantren, so that Pesantren Salafiyah still exists in the midst of the hustle and bustle of modernizing Islamic education

The purpose of this study was to analyze the effect of village funds on the level of poverty and the welfare of the community in the regency / city of the Province of Bali. Village fund data was obtained from the Bali Province Community and Village Empowerment Service, while the poverty rate and Human Development Index were obtained from the Central Statistics Agency of Bali Province in 2015-2017. The data analysis technique used in this study is descriptive statistics and path analysis. The results of this study indicate that village funds have a negative and significant effect on poverty levels. This means that the higher the village fund, the lower the poverty rate. Village funds have a positive and significant effect on people's welfare. This means that the higher the village funds, the higher the welfare of the community in the area. The poverty level has a negative and significant effect on people's welfare, meaning that the higher the poverty level, the lower the welfare of the community

This study discussed about the Seblang rituals in the village of Olehsari which tells about the emergence of the Seblang ritual, the process of carrying out the Seblang ritual, and how the effects of the Seblang ritual on the social and cultural conditions of the village of Olehsari were affected. The purpose of this study was to find out in depth about the history and life of Seblang culture from 1990 to 2017 and how the impact of the Seblang ritual on the social and cultural conditions of the village of Olehsari. Moreover, this study had three research questions proposed, the answers of which were sought using the methodology of cultural history from Kuntowijoyo. The method used is also assisted by historical theories from Ida Bagus Sidemen. Based on the data analysis, it was concluded that the appearance of the Seblang ritual originated from a pagebluk that attacked the slopes of Mount Ijen, which resulted many disasters, sick people, and many failed crops. Since humans in ancient times, or traditional humans, believed in the existence of mystical things, the consider pagebluk is caused due to a lack of balance between nature and humans. For this reason, the Seblang ritual exist. It is through this intermediary of the Seblang ritual that the community of Olehsari hopes that the disaster will end in the village of Olehsari.

According to Minister of Home Affairs  Regulation No. 56 of 2015 concerning Code and Data of Administrative Area, it is mentioned that Papua is one of 34 provinces in Indonesia with the highest number of villages by 5,419 villages, 110 urban villages, and 558 sub-districts scattered in 28 regencies and 1 city. The high number of villages in a regency/city area has an effect on the amount of village funds allocated by the Central or Provincial Governments for each district/city, thus affecting the amount of regency/city APBD. Village Fund Allocation is a manifestation of the fulfillment of the right for the village to implement the principle of autonomy for the village to grow and develop following the growth of the village itself, based on diversity, participation, original autonomy, democratization, and community empowerment. However, the increasing number of village formation burdened the government budget to finance the formation of new villages, so that the village formation had a significant and positive effect on the amount of regional finance, especially regency/city and provincial APBD. For example, in the 2016 fiscal year, Tolikara Regency had a total of 541 villages spreading across 46 districts and received the largest village fund allocation of Rp320.04 billion. Thus, Tolikara Regency ranked 1st with the most villages and the largest village fund in the Papua Province. In contrast, Jayapura City with a total of 13 villages was the regency/city with the least number of villages and the least amount of village fund of Rp. 12.51 billion.
