The subject of the article is the development of franchises and ratings as information technologies used in the development of higher project education; the object of the article is higher project education in the conditions of the sixth technological order, the purpose of the work is to develop programs for the development and rating of project universities in the transition of the education system to a new (sixth) technological order; to achieve the goals, the following tasks are solved: system analysis of higher project education; development of methods for forming programs for the development of higher project education; development of franchise content for the development of higher project education; the scientific methods in the work are system and historical analysis, forecasting, synthesis, predictive analysis, expert methods, structural and parametric analysis; scientific novelty is determined by the development of the methodology for the formation of programs for the development of project higher education, the development of the theory (functions and roles) of the rating, the creation of a methodology for the development of the rating of project higher education.

Observing the different progress rates of the available data, information and knowledge (on one side) and human capacity to process these available data, information and knowledge (on the other side), the author becomes aware of the higher pace of the first –in the midst of impetus of new communication and information technologies –and argues that, at this point in time, we are eye-witnessing a real education paradigm shift. The education system is at a critical point in time (call it critical point in education –CPE) when the educator’s role must change from knowledge repository to skilled, expert knowledge explorer and identifier, switching from teaching the subject to teach students how to pick the right and relevant information related to the subject –from the ocean of available data. The current corona-crisis –which started by the time when the ideas for this chapter were put together –made this question more acute, asking for re-thinking the education system and educator’s role. This chapter launches the thesis of the education paradigm shift –in that respect of the educator’s role in the predictable future, to provoke a discussion, and to open a research path, for higher education strategists, policy makers, scholars and educators.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

Under globalization conditions, the main priority of the state education policy in many countries of the world is to ensure higher education quality. This is possible through close and efficient cooperation between the state, higher education institutions, future specialists, employers and innovative structures (clusters). This study focuses on the development of indicators that can comprehensively assess the effectiveness of regional innovation clusters in the higher education system. The main attention is given to the analysis of innovations, business, education development and competitiveness, as indicators of the effectiveness of regional innovation clusters in the higher education system. The following methods have been used within the research: content analysis, statistical, correlation and regression analysis, econometric modeling and the graphical method. As a result of the research, indicators of the effectiveness of regional innovation clusters have been identified and the impact of these indicators on the higher education system has been evaluated. The authors have shown that there is a close relationship between the level of development of regional innovation clusters, indicators of business and innovations development, and the level of competitiveness. The direct impact of those on the higher education system has been established and confirmed by the provided calculations.

The objective of this work is to study the limitations and opportunities for e-learning development in the inclusive education system in higher education establishments. To determine the possibility of e-learning application in inclusive higher education, the principles of evolutionary economics and institutional theory were used. It is shown that e-learning development in the national higher education system and its perception by the higher inclusive education system depends on the development level of social and information interrelations in society. Moreover, e-learning application in inclusive higher education is possible only in collaboration with traditional learning. E-learning efficiency in inclusive higher education depends on institutional environment existing both at state level and separate university level. Herewith, institutional environment should be aimed not only at e-learning development and inclusive education, but also their collaboration. The results achieved are verified by empirical study of e-learning implementation into the inclusive higher education system by the example of Russia. The results of the conducted research, which indicated peculiarities, opportunities and limitations of an e-learning mechanism in inclusive higher education, can be applied to increase its efficiency both at separate universities level and at the level of state strategies formation for higher education development.

This article examines the prevalence and implications of fake qualifications and the need for an effective regulatory regime to contain fake higher education qualifications. Fake qualifications by definition refer to false academic and professional credentials, regardless of the source, which means they may be acquired from illegitimate institutions, superficially legitimate institutions or through illegitimate means from legitimate institutions. The qualifications are in this sense illegitimate both in the manner in which they are obtained and also in terms of what they signify. The research for this article shows that the clandestine nature of the production and issuance and its global reach make it difficult to quantify, but also to control the use of fake qualifications and to manage their impact locally, nationally and globally. Drawing from several cases, it is apparent that the phenomenon of fake qualifications defies the integrity and legitimate expectations from an education system and is a serious challenge to education and ethical standards. It is further argued that given the challenges presented by the proliferation of fake qualifications generally, and in southern Africa in particular, it is imperative for higher education institutions, regulatory bodies, employers and the general public to develop a keen interest in the subject of fake qualifications and to cooperate in order to contain the menace.

The modern educational system has a peculiarity: acting as a user, it simultaneously stimulates the development of information and digital technologies. This characteristic is especially come out in the higher education system. At the same time, despite the objective and subjective attractiveness of modern information and digital technologies, it is necessary to realize that their adaptation is, although effective, but still an auxiliary tool in the organization and implementation of the educational process. The introduction of information technologies into the educational process makes it possible to significantly enrich the process of transferring knowledge from teacher to student, to facilitate understanding of complex topics, to level the repetitive monotony in the classroom, to increase the motivation of educational activities, to intensify the activities of students in the classroom, to form a conscious attitude to the educational process, etc. At the same time, the use of information and digital technologies should be justified, logically expedient, designed to complement (and not replace) the teacher's activities in the classroom.

The use of archimetaphor as an evaluative device of persuasion in the genre of journalistic commentaryThe present study explores the cognitive use of archimetaphor belonging to the evaluative devices of persuasion in emotional argumentation. The corpus consists of forty editorials taken from the Internet French newspapers and magazines. The subject matter of the gathered texts includes two thematic groups of reforms concerning the higher education system and the special retirement plan for public sector employees. Thanks to the archimetaphor the addresser may highlight or hide chosen aspects of the described problem in order to activate vital values concerning our life and existence. Therefore, the concept of “conflict” described in the analysed textes is conceptualised by means of four natural forces (elements) such as fire, air (wind), water and earth (soil) which leads both to the mechanism of naturalisation and axiological polarisation of the presented reality. The mechanism itself stems from two opposing relations: identification and differentiation, allowing the grouping of presented facts to the class of US (protagonists) and THEM (antagonists). In consequence, such axiological persuasion aims at influencing the addressees’ will and decisions and allows for nearly absolute acceptance of the opinions presented by the addresser. Użycie archimetafory jako perswazyjnego środka wartościującego w dziennikarskim gatunku komentarzaCelem niniejszego artykułu jest analiza kognitywnego użycia archimetafory, należącej do perswazyjnych środków służących wartościowaniu w argumentacji emocjonalnej. Korpus składa się z czterdziestu artykułów wstępnych zaczerpniętych ze stron internetowych francuskich magazynów i czasopism. Problematyka zebranych tekstów dotyczy dwóch tematycznych grup opisujących reformę szkolnictwa wyższego oraz specjalnego systemu emerytalnego dla pracowników sektora publicznego. Dzięki archimetaforyzacji nadawca może odpowiednio uwypuklić lub ukryć wybrane aspekty opisywanego zagadnienia w celu aktywowania wartości witalnych związanych z naszym życiem i egzystencją. To właśnie dlatego konceptualizacja pojęcia „konfliktu” poruszanego w analizowanym materiale odnosi się do czterech sił natury (żywiołów), takich jak: ogień, powietrze (wiatr), woda i ziemia (gleba), co z kolei prowadzi do naturalizowania i aksjologicznej polaryzacji opisywanej rzeczywistości. Mechanizm ów opiera się na dwóch typach relacji: identyfikacji i dyferencjacji (odmienności), pozwalających na pogrupowanie prezentowanych faktów do klasy MY (protagoniści) i ONI (antagoniści). Taka aksjologiczna perswazja ma za zadanie wpływać na wolę i decyzje odbiorcy, co skutkuje niemal bezwarunkową akceptacją prezentowanych przez nadawcę poglądów.


The paper deals with the methodological principles of the dual education development in the hotel and restaurant business taking into account the modernization paradigm. The preconditions for the formation of dual education systems in different countries suggest that such an approach should be more appropriately applied to practically oriented specialties. Analysis of the advantages and disadvantages of existing dual education systems offers an opportunity to suggest ways to modernize them in the conditions of the information society development. The paper proposes a system of principles (general and specific) on which the cooperation of higher education institutions and hotel and restaurant business should be based. The stages and methodological approaches to the analysis of hotel and restaurant business modernization processes in the context of the formation of a dual education system are substantiated.

The aim of this paper is to ascertain the type of relation elementary school students have toward mathematics classes. Through employing technical and scientific methods, a basis was constructed which can provide answers to numerous questions related to math classes, relation of students towards the subject matter, as well as to results being achieved in the subject mathematics during elementary education. The fact is that elementary school students exhibit difficulties in accepting the subject and achieve lower results in mathematics in comparison to other school subjects. Likewise, it is a fact that students upon gradating elementary school opt for high schools which have less mathematics in their curricula, and this state of affair continues when choosing higher education area. In the first theoretical part, certain fundamental concepts regarding this research topic have been clarified. The second part relates to the methodology of research of the above-mentioned problem. In the third part an analysis and interpretation of the results of conducted research has been provided.
