Abstract It is believed that the concepts and data presented here are not only useful for the design and application of urethane foam for bumpers, but demonstrate the inherent fitness of the material for this purpose. To review quickly the factors listed in the beginning of the paper: 1. Urethane-faced bumpers will not only prevent damage to the bumper or vehicle, but will eliminate or minimize damage to the object impacted. 2. Repeated tests at severe overloads have demonstrated the recoverability of the foam after repeated impacts. 3. High hysteresis of urethane results in minimum rebound. 4. The material is velocity responsive within the specification range. 5. A wide variety of usable arrangements plus ready moldability provide considerable styling freedom. 6. Temperature compensation features assure designable performance consistency. 7. High efficiency or form factor is achievable, resulting in minimum force and stroke. 8. No maintenance is required. 9. Urethane microcellular foam is among the lower cost plastic materials on a per pound basis. Low densities and discreet placement can result in very competitive systems. Steel stroking bumpers are designed to ward off blows with emphasis on protection of the vehicle on which they are mounted. As a result, they present a far more hostile motoring environment than ever before for anything or anyone except another similar bumper. Urethane bumpers have a great potential for creating a far less hostile environment for everyone and everything, including fronts and rears of current vehicles, sides of all vehicles, other objects, pedestrians, and occupants. The current specification severely inhibits the realization of that potential. Doing anything about it is no easy matter since it could easily lead into a specification of horrendous complexity. However, following is one suggested approach. In testing for occupant protection, a manikin or dummy is selected as a representative test device. It is by no means truly interchangeable with the real thing or all situations, but does provide a firm and representative means for reasonable evaluation and standardization. In like manner, it would be possible to select a reasonably typical front or rear current-model configuration to serve as a representative test device on the face of the pendulum, and simply specify “no damage to the test device” rather than “no contact to specified planes”. A manufacturer could be contracted with by the government to produce identical test devices for all who wished to run such tests. Such a specification could be amended to the current specification as an alternate, rather than attempting to revise what is already an excellent document for the steel stroking bumper.

The article studies the system of pre-conditions that caused the onset of the uniat clergy’s movement towards Orthodoxy in the Russian Empire in the beginning of the 19th century. The author comes to the conclusion that the tendency of the uniat clergy going back to Orthodoxy was the result of certain historic conditions, such as: 1) constant changes in the government policy during the reign of Emperor Pavel I and Emperor Alexander I; 2) increasing latinization of the uniat church service after 1797 and Latin proselytism that were the result of the distrust of the uniats on the part of Roman curia and representatives of Polish Catholic Church of Latin church service; 3) ecclesiastical contradictions made at the Brest Church Union conclusion; 4) division of the uniat clergy into discordant groups and the increase of their opposition to each other on the issue of latinization in the first decades of the 19th century. The combination of those conditions was a unique phenomenon that never repeated itself anywhere.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. Introduction. Pucioasa is one of the greater and sadly, almost forgotten balneological resort of Romania. Known since the 18th century, where it was discovered a record of this area on the Austrian map in 1791 with sulphurous streams, the healing waters of the “Pe Pucioasa” hill enters the therapeutic balneological circle when the first water analysis occurred – 1821-1828 by Dr. Trangot von Schobel. In 1878, Ion Ghica, a prominent figure in Romania at that time initiated the exploitation of 14 wells from the 30 known streams of sulphurous and ferruginous waters, thus obtaining enough healing mineral water for a capacity of 60 beds of the balneological establishment. Since 1841, the Resort developed, transformed into a Rehabilitation Clinic (1969) and the number of patients treated there increased from 20 in the beginning to 1000 patient per day. Many of the patients included foreign elite society members who came regularly to benefit from the waters’ healing properties, both external and internal cures, setting Pucioasa on a high level of not only balneology treatment, but also of balneological tourism. Matherials and methods: Studying local industrializations and water analysis, we concluded that there were many factors that contributed to the decline of this great and international renowned balneological resort. The first wrong step in this direction was made when building and extending de gypsum carrier, the peek being between 1970 and 1975, when the industrial forging process made the sulphurous streams to migrate, and the waters from the wells diminished in its sulphur and iron concentration. Another possible factor for the decline can be the modernisation of the medical world, development of anti-inflammatory drugs and modern medical equipment which reduced the need for the elite society to come a long distance for the balneological treatment. Results: Whichever of the reasons, the once prosperous Balneological Resort of Pucioasa fell into an unknown, unimpressive place, known and frequented only by the locals. The Rehabilitation Clinic still has 60 beds, which are occupied to the maximum each month, it still prospers on a local level, but lost its glory from almost a century ago. Conclusions: The Romanian general population and the government must take an interest to one of the many once prosperous balneological resorts in order to revive the national treasure of Romania which is balneology, which many of the developed European countries only wish that they can possess. Covid-19 has now attacked Indonesia, where the spread of the disease is very fast. Not only in Indonesia, but all corners of the world are currently experiencing a health crisis. In the beginning, the spread of Covid-19 had an impact on economic activity which began to sluggish. This also has an impact on the education system in Indonesia. Until several countries decided to close schools and universities. In an effort to prevent the spread of covid-19, the World Health Organization (WHO) recommends temporarily stopping activities that would potentially cause crowds. Even during the outbreak, covid-19 in Indonesia, there were many ways that the government did to prevent its spread through social distancing. Kemendikbud instructed through the Ministry of Education and Culture (Kemendikbud) Directorate of Higher Education Circular No. 1 of 2020 concerning the prevention of the spread of covid-19 in the world of Education to organize distance learning and advise students to learn from their homes. Teachers and students are starting to be required to follow the current situation by using technology as a distance learning medium. One of the media that is being favored by teachers as a learning medium is the Google Classroom application. This application is an application that can make it easier for students and teachers to create effective learning. Given that students today are a generation who are very familiar with the use of technology. The use of technology in learning is an alternative method used by teachers during the Covid-19 Pandemic.

An attempt to define the degree of media freedom in contemporary Russia leads to contradiction between the declaration of the mass media freedom provided by the Constitution of the Russian Federation and the Soviet Union heritage of unequivocal control of the press by the government, described by Siebert et al. (1984) as the Soviet-Communist Press Theory. The reason for this ambiguity could be explained by the great deal of different factors that exert an influence on the journalism, such as features of mass media legislation, governmental control of the media, the diversity of media ownership, sources of media incomes, and traditions of censorship in Russia.  The current development of the media legislation in Russia shows no improvement regarding the freedom of speech. In the beginning of the third presidential term in 2012, Vladimir Putin has signed several laws that reduced the freedom of speech through the limitation of public assembly, criminalization of defamation in the mass media, and intensification of governmental censorship on the internet. On the other hand, the contemporary press freedom that appeared in conditions of the new market economy in the beginning of the 1990s has brought discredit as to the conception of an exclusively positive impact of unconditional freedom on the mass media since the newspapers, television and radio channels were controlled by several powerful oligarchs who used the owned mass media to spread and support their political influence. However, after the authorities’ reference in the 2000s the balance was not regained. As a result, the majority of the media outlets in Russia became co-owned or fully controlled by the government. Another crucial aspect of the mass media freedom as the cultural phenomenon should be kept in mind: seven decades of severe censorship could not be erased from the journalism professional community’s memory in several years. The negative experience of predecessors transforms censorship into self-censorship in modern Russia.

This study examines various problems occurring in wetland clearing and uses in South Kalimantan. In the beginning, the wetland clearing aimed to expand the food crop area in order to implement government policies to meet the food needs. However, it has changed into the capitalist media and transmigration purposes. This study uses a historical perspective composing from heuristic to historiography with an ecological approach. Based on the findings, the land clearing was integrated with the transmigration program which had been started since the 1960s. The argument that can be developed in this study is that wetland-use expansion causes two basic problems in environmental management, namely the large volume of standing water and the relatively high acidity level. This expansion referred to the settlement developed around the wetlands which increasingly could not be controlled by the government. However, ideally, the existing situation had to show that wetland clearing has shifted should balance social, environmental, and economic values, of which the implementation to regulate self-productivity that actually has been running for generations.

<strong>English</strong><br />Sugarcane industry and trade (SIT) in Indonesia is significantly influenced by the government policies. This paper reviewed SIT policies from colonial period up to now to obtain valuable lessons for future development of SIT.  Lessons learned include: (1) During the colonial era, the peak triumph was achieved through farmers’ sacrifice; (2) High financial support for research institutions to produce super varieties, such as POJ 2838 and 3016 with productivity as high as 18 ton/ha of crystal; (3) In the beginning of independence, Indonesia’s institutions and manpower were not exclusively ready to optimally develop SIT; (4) There were no comprehensive policies and several of the existing one were conflicting. Based on these lessons, a comprehensive policy issued by related institutions are strongly required for future development of SIT.<br /><br /><br /><strong>Indonesian</strong><br />Industri dan Perdagangan Gula Indonesia sangat ditentukan oleh kebijakan pemerintah. Tulisan ini bertujuan untuk mereview kebijakan IPG sejak zaman penjajahan sampai sekarang, untuk dijadikan pembelajaran dalam pengembangan IPG ke depan. Pembelajaran yang dapat dipetik antara lain: (1) Kejayaan gula pada zaman penjajahan dicapai dengan mengorbankan petani; (2) Dukungan dana yang kuat, sehingga lembaga penelitian mampu menghasilkan varietas ajaib POJ 2838 dan 3016 dengan produktivitas sebesar 18 ton hablur/ha; (3) Pada awal kemerdekaan, kelembagaan dan sumberdaya manusia Indonesia belum siap untuk mengembangkan pergulaan secara optimal; (4) Kebijakan kurang komprehensif dan kadang-kadang saling bertentangan. Berdasarkan pembelajaran ini, untuk pengembangan pergulaan ke depan diperlukan kebijakan yang komprehensif dari semua pihak yang terkait.

Artikel ini bertujuan untuk mengelaborasi persoalan seksualitas di Hindia Belanda pada awal abad ke-20. Perdebatan tentang seksualitas, dalam bentuk praktik pergundikan dan pengaturan pelacuran, selalu saja dikaitkan dengan persoalan moralitas. Kenyataan bahwa pemerintah kolonial pada satu periode memperbolehkan dua aktivitas ini dan melarangnya di periode yang lain merupakan contoh betapa otoritas kolonial tidak pernah memiliki penilaian yang sama terkait permasalahan ini. Hal ini disebabkan oleh adanya tegangan antara kepentingan ekonomi dan semangat pemberadaban dari kolonialisme. Memperbolehkan praktik pergundikan dan pelacuran akan memberi kesan bahwa pemerintah bersekutu dalam laku amoral, sementara larangan terhadapnya akan menjadi ancaman buat kepentingan ekonomi kolonial. Artikel ini akan mencoba menganalisis dilema yang dihadapi otoritas kolonial terkait masalah ini; apa yang membuat penilaian pemerintah selalu berubah; terakhir, artikel ini juga akan menunjukkan satu studi kasus terkait persoalan dilema moral ini.  This article seeks to elaborate the question of sexuality in the Dutch Indies in the beginning of the twentieth century. The debate about sexuality, particularly in the common practice of the concubinage and the regulation of the prostitution is always linked to the issue of morality. The fact that the colonial government allowed the two activities in one period and prohibited these in other period, was an example to which extent the stance of the colonial authority toward this question changed. This inconsistency arose from the tension between the economic interest and the civilizing mission of the colonialism. Allowing the concubinage and prostitution will create the impression that the government allied to the immoral activity, while prohibiting it will endanger the economic interest of the colonialism. This article will try to analyze the dilemma of the colonial authority regarding this question; the reason why the government change their judgment; and lastly, to discuss this moral dilemma in a specific case.

The purposes of this research are to examine the impact of traffic noise on the sale and rent prices of the housing real estate in the Sulaimaniyah city center. Besides, highlight the concept of traffic noise pollution in general and in particular in the Sulaimaniyah city center. Thus, people have the right to choose the nature of the acoustic environment, as others should not impose it, the problem of traffic noise considered as one of the main problems that have imposed on the people in Sulaimaniyah city center. Which began to take severe economic and social dimensions, affects the decision-making process in the real estate market. Moreover, consequently, this research analyzes the impact of traffic noise pollution in the sale and rent prices of residential property in Sulaimaniyah city center, the results of the research have confirmed a clear and negative impact the traffic noise on residential real estate prices in Sulaimaniyah city center. Finally, the research indorsed range of important recommendations, such as necessity control the noise pollution at the level of governments and companies, either at the companies’ level by choosing vehicles that release less sound and the use of sound control devices of high efficiency. Either at the government level to determine the volume level or prevent annoying noises (painful), through legislation and laws of environmental protection and impose fees and raise awareness.

Disclosing the energy performance information for buildings has been expected to become an important policy for controlling energy demand and reducing CO2 emissions, but its effectiveness remains controversial. This study investigates the effect of energy performance information on consumer residential choice by using a discrete choice experiment in South Korea. The estimation results confirmed that the energy efficiency level of the given housing has a significant effect on consumer residential choice when the related information is actually delivered. Combined with evidence from the simulation study, we suggest that obligating the owners to provide energy performance information to potential buyers/tenants would be necessary for enhancing the use of the information during the consumer decision-making process. Additionally, the simulation result implies that the effectiveness of the policy can be underestimated by the price premium related to energy efficiency. Therefore, we suggest that the government should control the price premium for high-efficiency buildings at the early stage so that the policy related to disclosing the energy performance can be on track.
